– Eliminate discrimination on grounds of disability– Equal rights before the law– Promote recognition and acceptance
• Disability Standard for Accessible Public Transport 2002 – Improve access for people with a disability
• Equal Opportunity Act 2010– People are treated equally; positive burden

Logic: 400m catchment of stop means closely located stops need not be upgraded. Passengers may reach an accessible stop within 5 minutes walk.
