Per Nancy Bearg Dyke's memorandum at Tab II, the Vice President has been asked by the Peruvian Embassy to meet with Jaime Cheneffuse of the Senate of Peru during his visit to the United States March 8-April 6. Senator Cheneffuse is here as a guest of the U.S. Government participating in the International Visitors Program {Tab A). It is our understanding that the Senator would like to bring a personal letter to the Vice President from Dr. Trelles, President of the Peruvian Senate. Unless you feel strongly that the Vice President should do this, I recommend, and the Department of State concurs, that Ambassador Thomas Enders be asked to accept the letter on the Vice President's behalf.

Messrs. Chauney and de Sieno dropped by at my request to explain Peru's position on its border dispute in Ecuador. I did so because I have already gotten the Ecuadorean position from Sixto Duran on his recent visit from Quito.
The Peruvians as expected presented their views insisting the U.S. role is to remain a guarantor of the Protocol, and that by definition rules out any support -- active or passive -- of Ecuador questioning the legitimacy of the Protocol.
I made no observations on U.S. policy, but thanked them for the opportunity to get a firsthand look at Peru's position. They left with me appropriate documents for the file.

You are being asked to· sign a reply to a letter you received from Fernando Belaunde Terry, President of Peru.
Facts
President Belaunde's letter invited the first Presidential Agricultural Task Force to Peru. This task force, headed by Clayton Yeutter, leaves for Peru on April 12. Mr. Yeutter, whom you met briefly at a photo opportunity last month, will handcarry your reply to Belaunde.
Recommendation
That you sign the letter at Tab A responding to President Belaunde's letter to you of January 18, 1982 (Tab B). Your speechwriters have cleared.
