Covenant of the League of Nations: Article X

• Called for assistance to be given to a member that experienced external aggression.

• Highly supported by Britain and France – wanted security!• The U.S. Senate refused to ratify the Treaty, because for many

(especially Republican Senators), objections were based on the fact that, by ratifying such a document, the U.S. would be bound by international contract to defend a League of Nations member if attacked.

• Henry Cabot Lodge (R-Massachusetts) led the fight in the Senate against ratification believing it was best NOT to become involved in international conflicts. Isolationism!!!!

• Under the U.S. Constitution, the President may not ratify a treaty unless the Senate, by a two-thirds vote, gives its support. Because the Senate would not support ratification, the U.S. never joined the League of Nations, hampering the League's credibility as a mediator of world conflict.

Discussion

• Do you think a League of Nations was necessary?

• Do you think countries should be obligated to intervene if another member country is attacked?

• If the U.S. supported the League, would it have been more credible/effective?
