Welcome

It is going to be an incredible winter season in Whitecourt!

This year marks the grand opening of our very own winter park! The entire family will be able to affordably, learn to ski and snowboard at Eastlink Park– and only minutes from home! If that’s not your thing, there’s also two 580-foot tubing runs. Season passes are available for purchase (and make great Christmas presents) and details can be found on www.skiandboardwhitecourt.ca. For all of our youth that will be hitting up the Park after school this winter, Whitecourt Transit has added a seasonal bus stop to the site. I want to thank the dedicate group of volunteers, local businesses, and all of the Park’s sponsors for making this a reality for our community!

Of course there will also be the usual favourites this winter – the Santa Claus Parade and Christmas Tree Light Up, Santa’s Party at the Millar Centre, the annual Poker Rally hosted by the Whitecourt Trailblazers with a concert hosted by the Performing Arts Society, and Family Day Winter Carnival. Aside from the events, there’s snowmobiling, skating at Rotary Park, tobogganing, cross country skiing, and ice fishing. There’s a lot to do here in the “average” winter – but this winter will be one for the history books.

The Town of Whitecourt’s Off-Highway Vehicle Bylaw, which governs the use of quads, snowmobiles, and other off-highway vehicles (OHVs) within Town limits, only allows for use between December 1 and March 31 each season.As of December 1, OHVs are permitted to operate within the Town of Whitecourt.

& 35 Street in the Hilltop Industrial Area, the Winter Recreation Park is the perfect beginner hill where parents can take their children to (affordably) learn how to ski/board. Parks The Town of Whitecourt features a number of small parks and playgrounds designed to serve local neighbourhoods, as well as large park areas that serve the entire community.

ANNIVERSARY SQUARE •AnniversarySquare,locatedinthedowntowncore, commemorates Whitecourt’s 50th Anniversary and features a clock tower and picnic area.

CENTENNIAL PARK •LocatedonthesouthboundaryofTown,CentennialPark is a large green space with numerous paved walking trails.

FRIENDSHIP PARK •Locatedinthedowntowncore,FriendshipPark commemorates the bonds of friendship that exist with Whitecourt’s Twin Town Yubetsu, Japan.

HERITAGE PARK •LocatedonthegroundssurroundingtheForestInterpretive Centre, this park features three visitor accessible heritage buildings, and a number of assorted antique vehicles and farm machinery.

MEMORIAL POINT •MemorialPointislocatednorthoftheMillarRoad – Sakwatamau Drive intersection, near the top of the stairs that lead to Highway 43. This park area was built to recognize and honour Whitecourt and Woodlands County residents who have lost their lives while serving in the Canadian Armed Forces, police force, fire, and ambulance services. The memorial features a stainless steel tree adorned with copper leaves, each representing an individual who died while serving our community and/or country.

SKATEBOARD PARK•VisiblefromtheintersectionofPineRoadandHighway43. Located behind the Carlan Services Community Resource Centre on Sunset Boulevard.

•Theplaza-styledesignincludesmanystreetskateboarding features including: stairs, rails, hips (two ramps placed together at an angle), and hubbas (a ledge running alongside a set of stairs).

RIVERBOAT PARK •LocatedonthewestedgeofTown,thisparkfeaturesa picnic area, shelter, and boat launch access to the McLeod and Athabasca Rivers. A popular fishing spot!

ROTARY PARK •Featurespicnicareas,sportfields,playgrounds,anasphalt trail, the Rotary Pavilion, and a pond that is stocked for family fishing in the summer and cleared for skating in the winter. Make sure you take the time to walk the trail around the pond.

•Grabyourfishingrodandtackleandtakeyourfamilyfishing at the pond. Fishing is limited to people under the age of 16 years, or those accompanied by one or more people under the age of 16. Fishing at Rotary Park is permitted from May 16 to October 14. All guidelines in the current Alberta Guide to Sport Fishing apply while fishing at Rotary Park.

•TheWhitecourtRiverSlidesandSplashParkareopen duringthesummermonthsforfamilyenjoyment.TheRiver Slides feature two man-made creeks with a series of pools and drops for tubing and play, with a shallow basin and beach at the end of the creeks. The Splash Park has interactive play areas with 19 water features for children of all ages. Relax on one of the benches or under the sun shelter,orjoininthefunwithyourchildren.Formore information on hours of operation, please visit www.whitecourt.ca.

•TheRotaryParkPlayground, features a mega tower with tall towers and tube slides that provide 30 feet of sliding thrills; a typhoon spiral slide; as well as a Grizz-Lee Bear climber. A Rocks and Ropes Adventure course, Little Tikes tree fort, and ICON Space Innovative Electronic Play System are also part of the playground.

•AnOffLeashDogParkhasbeendevelopedonthe north-east boundary of Rotary Park. The park is an area wherewell-mannereddogscanenjoyagoodrunor socialize with other dogs, while under the supervision of their owner.

Trails •Thereareover50kilometresofwalkingtrails throughout Whitecourt that will take you from the hilltop area to the valley. For a trail map visit the Town Office or www.whitecourt.ca.

•Whitecourtandthesurroundingareahavehundredsof kilometres of designated trails for off-highway vehicle (OHV) use. The Town of Whitecourt has an OHV Bylaw that regulates the use of off-highway vehicles (including snowmobiles and quads) within Town boundaries and only allows for seasonal use from December 1 to March 31. For further information on the OHV Bylaw, or a map of the OHV Designated Trail System, visit the Town’s website.

• Registration over the phone or online can be paid by way of VISA/MASTERCARD.

• Registrations are not accepted without payment. • The registration deadline for all programs is seven days

prior to the start date, unless otherwise advertised. • A 10% surcharge will be added to the registration fee

after this deadline. • If a program is cancelled by the Town, registrants will

receive a full refund. • A refund, less a $10.00 administration fee, will be issued if a

participant withdraws prior to the registration deadline. • A prorated refund, less a $10.00 administration fee, will be

issued for medical reasons (with a doctors note).• The registration fee is non-refundable if withdrawn

after the registration deadline. • The third and successive child(ren) in a family pays half the

registration fee when registering in the SAME program or as indicated in the program information.

• The Town reserves the right to cancel, combine or divide classes due to insufficient registration. Participants are given the opportunity to transfer to another class, if space is available.

• Instructors are subject to change without notice. • The Town reserves the right to remove any person for a

behavior such as bullying, fighting or foul language. • Make-up classes are not provided due to unforeseen

occurrences such as power failure, patron error, etc.

sEnIoRs’ Focus gRouP The Whitecourt Seniors’ Focus Group is a group of seniors who

meet four times a year to give the Town of Whitecourt FCSS Community Programs an insider’s view into the interest and needs of Whitecourt seniors, while assisting in planning events that will build class unity.

The Town of Whitecourt FCSS is seeking seniors to sit on the 2016 Seniors’ Focus Group.

The only qualifications are you must be over the age of 55 and interested in seniors activities within our community.

The Family Community Liaison Program (FCLP) is a free, family, solution focused, preventative service in the Whitecourt area. The FCLP provides support and counseling to children 5-18 years old and their families.Referrals to the program can be made through your child’s school or directly to the Family Community Liaison Program.

The aLLianCe pipeLine aQuaTiC CenTre inForMaTionscreeningsUnsure of what level to register your child in? We offer swim evaluations for $13. Only 5-15 minutes are required for an instructor to determine what level your child should enroll in. Screenings take place on Tuesdays from 6:00-7:00pm. Register at Guest Services.

swim diaper requirements All children 36 months and under, and anyone who is incontinent, must wear protective, water-resistant swimwear in order to minimize contamination. Swim diapers are specially designed to not soak up water, and will not explode in the water. Guest Services has swim diapers available for purchase.

shoes and strollersOutdoor footwear and strollers are not permitted on deck, or in the change rooms. If you wish to lock up your footwear, please carry them to the locker. Health regulations stipulate that outdoor footwear must not be worn in wet traffic areas. Shoes may be left at the front entrance of the Allan & Jean Millar Centre.

health requirements for showers As per health requirements, each person must take a cleansing shower prior to entering the pool. This means washing all hair products out, as well as removing all lotions and make-up from skin.

program Waiting ListsWait lists are taken for all aquatic programs. If there is sufficient demand and space/ instructors available, classes may be added.

Cancellations Programs with low registration may be cancelled or combined. Register early to avoid disappointment. Cancellations can happen one week before the lessons begin. For cancellation policies please refer to page 7.

supervision requirementsIn order to ensure everyone has a safe and enjoyable swimming experience, we have a supervision policy. This operation allows Aquatic Centre Staff to keep children that require supervision safe while in the facility. Children that are 7 yrs and under must be within arms reach of a responsible supervisor who is 14 yrs or older.

pool Fouling Pool closure may be necessary in the event of pool fouling. Please make sure your children use the washroom before entering the water. Feeding after their swim or a few hours before is often helpful. Any person with diarrhea, or a history of diarrhea over the previous two weeks, must not use the pool facility, as per health requirements. Pools may be closed anywhere between 1-36 hours for necessary disinfecting following fouling.

hot TubTime in the hot tub is limited to 20 minutes. Body temperature of children under 2 years old rises very quickly, and should be closely monitored to avoid negative cardiovascular effects. Pregnant women, and persons with heart disease, hypertension, seizures, diabetes, obesity, or those greater than 65 yrs of ages, should consult with a physician.

Locks and Lockers Please do not leave valuables in the change rooms. The Aquatic Centre offers a few one time use, loonie operated lockers in each of the change room’s. You may also bring your own lock for your belongings. The Town of Whitecourt is not responsible for lost or stolen articles. Please remember to remove your lock at the end of your swim. Locks left overnight will be cut off.

Based on a cognitive-behavioural approach, this program provides support, counseling and interaction to men and women who are experiencing family violence in their home, as a result of their own behaviours or that of their partner. McMan Youth, Family and Community Services Safe Visitation Program

What is safe visitation?The Safe Visitation Initiative helps protect children and families in situations where there is a high risk of family violence between parents. Safe visitation provides an opportunity for children to visit with non-custodial parents in a safe and secure environment. Safe visitation services are provided by trained staff to help ensure children have a positive experience visiting with their parent. There is no cost for families to access services from a safe visitation site, and a court order is not necessary for a referral. It is important for children to maintain safe and positive contact with both parents. However, in families where family violence has occurred and the parents are separated, child visits with a non-custodial parent can be stressful and may pose additional risks for the custodial parent.

Who is eligible for safe visitation services?Families may be eligible for safe visitation services if…

• There have been incidents of violence between parents & the parents are separated.• There is a risk of continuing or escalating family violence between parents.• The parents would like the child(ren) to have safe contact with the non-custodial

parent, a child wishes to visit the non-custodial parent, or a court has ordered that the child has supervised visitation.
