SITUATIONMore and more vehicle functions, and the execution of some retrofits / conversions are protected byenabling Codes. Enabling Codes or FSC (stands for “Freischaltcode” , German for Enabling Code) are usedto enable hardware or software in our vehicles to protect unauthorized access to various vehicle functions. These codes are ordered via the EPC and delivered through the Sweeping Technology system (SWT).

This bulletin gives: A general overview of Enabling Codes Which parts are affectedHow to load and activate Enabling Codes within various use cases (ECU replacement, retrofit, crashed modules; or during the QC1 Pre-Delivery Check).

It also has been revised to show the current dealer support systems. Previous and outdated systems (e.g.,ASAP, ISTA/P) have been removed.

Enabling Codes allow BMW to develop new business models such as selling software as a product. Thismeans that a functionality is already in the vehicle (less Hardware variants required), but is not usable bythe customer until the functionality is purchased and activated by entering the Enabling Code into thevehicle.

With Enabling Codes, BMW ensures that the system can only be used in a registered vehicle.

List of FSC Enabling Codes can be found here.

THE FOLLOWING IS A LIST OF THE MOST COMMON USE CASE SCENARIOSRELATED TO ENABLING CODES THAT MAY OCCUR IN THE WORKSHOP:

1. USE CASE QC1

All vehicles with Navigation will require an Enabling Code to activate the navigation map for the first time. The code is entered automatically when running the QC1 test module in ISTA. No programming is required.

2. USE CASE: REPLACEMENT OF A CONTROL UNIT WHICH HOLDSENABLING CODESEvery replacement of a diagnosable Control Unit requires a programming session to ensure the rightsoftware level and configuration for each individual vehicle. During this programming session the downloadand import of all required repair Enabling Codes is executed automatically, without any need to accessDCSNet for ordering or downloading repair Enabling Codes. All necessary enabling codes are obtainedonline.

However, for some cases (where ISTA is in offline mode or due to other technical reasons), a backupprocess is available. Please refer to Attachment_A.

The only exception to this procedure is the enabling of the Navigation map:

On any replacement of a head unit, the navigation map has to be checked separately and will be notenabled automatically through programming.

To check if the map (installed on the replacement part) can be enabled right away, or if the map needs to bedowngraded, two pieces of information are needed:

1. What map version is currently installed on the replacement head unit?2. Which enabling code is available as a repair code as of now?

Before any enabling is attempted, make sure that the installed map is covered by the existing enabling code(subscription). Otherwise, if enabling is performed, the existing enabling code in ASAP will be flagged asrejected within the head unit and cannot be used anymore for that exact head unit part.

If that has happened, a TSARA case has to be created in order to have a complete new repaircode generated. If a code has the status of “rejected”, this can be checked with ISTA at “Vehicle Details”.

The easiest way to find out what needs to be done (e.g., is a downgrade of the map necessary beforeenabling?) is to use the AIR application. AIR can be easily accessed by using the AIR button in ISTA. Thatwill open a VIN-specific overview, showing in the Navigation map drop down menu the required information.

Air Button in ISTA.

Current subscription of navigation enabling codes(circled) to be found in AIR.

The Navigation Map Section shows the latest released map which is covered by the existing Enabling Codeunder “Latest Map included by Existing Subscription”. “Installed Map” and “Enabling Code (subscription)”indicates the currently installed map in the vehicle.

Important Note: The date shown in the “Installed Map” section indicates when the last transfer of FASTA data to BMWoccurred. It can happen that right after a replacement, BMW’s backend data (FASTA) is not up-to-date.

In order to update this information, perform an ISTA Short-Test and close the session. Then make sure thatthe FASTA data was successfully transferred.

Map downgrade:If a map has to be downgraded, please refer to B65 13 12 in order to find out how to obtain a map online, prepare a USB stick and perform the downgrade.

When an upload is performed with USB, the Head unit might ask for the Enabling code before the uploadcan be started:

Map enabling only:The easiest way to enable the map, if no up or downgrade is needed, is via ISTA. Please use the test planin the section “Vehicle management” à “Service functions” à “Maintenance and pre-delivery check” à“Automatic enabling”.

3. USE CASE: UPGRADE OF A NAVIGATION MAP

To find out what is the latest available map for a vehicle, use AIR (see picture above) and make sure thatthe right vehicle was selected. The two columns “Latest Map Covered by Existing Subscription and “LatestMap Subject to a fee” show the latest map in each category.

If the desired map version is free of charge, no new enabling code needs to be ordered.Updating via USB in the vehicle will require NO enabling code. The update will start right away.If the desired map version is not covered by the existing enabling code, a new enabling codemust be purchased via the Parts Department. After the desired map is purchased, please referto B65 13 12 to find out how to obtain a map online, prepare a USB stick and perform theupgrade. When an upload is performed via USB, the Head unit will ask for the Enabling codebefore the upload can be started.

4. USE CASE: RETROFIT INSTALLATION REQUIRES ENABLING CODE

Every retrofit that has enabling codes involved, requires a programming session to transfer the enablingcode to the vehicle. Be certain that the right enabling code has been ordered via EPC. After the desired mapis purchased, execute the conversion in ISTA. The enabling and the download of the enabling code will beexecuted automatically.

As outlined above, in some cases where the ISTA system works offline or due to other technical reasons, the manual process via DCS-Net is available as a backup solution. Please refer to Attachment_A.

TROUBLESHOOTING1. Always check that the correct VIN (Vehicle Identification Number) was used for the order –

check the VIN on the vehicle, not the Repair Order.2. Check that the correct dealer number was used. If your dealer has multiple locations and dealer

numbers, you must make sure your Parts department orders the codes under the same dealernumber that you have available in DCS-Net à ENCS (Enabling Code Service) to download thecodes.

3. Check the date when the Enabling Code was ordered, because the Enabling Codes expire after30 days if not used.

4. Check if the wrong dealer code was used, or the wrong part number was ordered in the casewhere the message “No delivery possible please check part number” is displayed.

5. Check if the wrong part number code was ordered in case the “pdf” file was not received whenordering an INITIAL code for the Navigation road map at QC1.

6. Check if the vehicle was swapped from another dealer who had ordered, but not downloaded, the Enabling Code. The ordering dealer must cancel the previous order.

7. Check if the same code for the same VIN was ordered twice in the same order - submit aTSARA case requesting assistance.

For further details on importing these codes into ISTA, refer to CenterNet under: BMW / Aftersales Portal /Service, Workshop Technology / Vehicle Programming. If additional support is required after following all these steps, please submit a TSARA case.

ENABLING CODES

MANUAL DOWNLOAD OF EXISTING ENABLING CODES

In case the automatic download and installation of ISTA does not work, this document shows how to obtain already ordered Enabling Codes manually.

In DCSNet the application ENCS (Enabling Code Service) can be found.

Enter ENCS (Enabling Code Service), Hint: Google Chrome to be used

Directlink to ENCS: https://encs.bmwgroup.com/ui/#/

Select Download on the page, or Repair kit, when a new repair kit needs to be requested for a vehicle.

3

Copy the content of the ZIP File to the root directory of an USB-Stick

In ISTA, when the missing enabling codes are required and the automatic import does not work, activate the Import flag at “manual import” and click next.

Browse in the following popup for the correct path, where the unzipped enabling code files are stored.
