In other words, . . . Can the rain get
through the surface or not?

If the ground is pervious, such as a grassy lawn, a forest, or a field, the rain can easily soak into the ground

If the ground is impervious, such as concrete driveways and sidewalks, asphalt roads and parking lots, and rooftops of houses, the rain cannot soak into the ground
