MY FEARS ABOUT INDIAN DEMOCRACY

Democracy known to India several centuries back

There is the general perception that democracy, which allows the general public to have a share in the governance, is a concept that became known to us only through the westerners. The reality, however, is that even from the vedic period onwards, the ruling of a kingdom was conducted in such a way as to provide room for the opinions of all of its subjects. Vedhas mention three kinds of organizations called ‘sabha’, ‘samithi’, and ‘vidhatha’. Under these auspices, learned people seemed to have gathered together and made decisions after discussing the administrative affairs and only in accordance to these decisions did the king rule. These organizations do not seem to be confined to the brahmins or kshathriyas alone; instead, they seem to be organized in such a way that all social divisions were represented.

I am referring to the possibility of vote buying. In our land, where ninety percent of the population has modest means, people could be tempted by money flashed by the candidates for votes. I get jitters thinking about this and wonder what will become of our country that has been praised as ‘punya bhumi’ (meritorious land) so far. Giving room for this one transgression of voting for money might open up room for more breaches and eventually, getting used to this, people might lose all inhibitions about committing misdeeds. Need for control Just as water gushes out through opened floodgates, the independence has created a climate for all the people to act with sudden outburst without proper restraint, composure and order.

Under these circumstances, if left uncontrolled, I have a hunch that it might lead to unimaginable levels of bribery, discord, lies and evils, involving all these parties, tearing the nation as under in the name of election. If we suffer decline in dharma just for the sake of showing ourselves off as the biggest democracy in the world, then the glitter of the garb of democracy would simply be an embellishment for a lifeless body.

My fears about Indian democracy – Buying votes I have two fears; one is the fear that the voters might create a blot for the entire nation by venturing to bribe the candidates after being elected as members, for receiving some favour or the other. This itself is a terrible fault. However, something that is a lot worse, an enormous blemish, has become possible now. That is my second fear.

After the election, the candidate who squandered away his money during the campaign might be inclined to recover it back and then accumulate even more for spending again in the next election. Isn’t it quite natural from him to follow this path? It is quite painful to elaborate like this. I am afraid what is going to be ushered in might really be ‘dhana’ nayakam (money’s rule) rather than ‘jana’ nayakam (people’s rule). I see signs that portend even worse evils such as bribery, dishonesty and the rise of the party rivalry that I am afraid will ruin our nation. Have we sown the seeds for self interest? On one side, social equality is hailed, disregarding caste and religion. However, look at the practical trend of caste based parties, town based parties, street based parties, and parties within parties, I wonder if we have sown the seeds for people to switch from one party to another, drawn by the money and the vile campaigns, followed by party members themselves hopping from one party to another, thus doing everything solely for self-interest without any other specific goal. I am elaborating on all this only to demonstrate that we cannot claim to have a true democracy just because all the people are participating in an election. Money power in democracy Right now, this decision to let anyone above a certain age be given responsibility in the administration and be placed on a seat of authority is a cause for great concern. Considering the qualifications of education, property ownership, experience, and conduct to be unnecessary might lead to a little or a huge irregularity. It is claimed, ‘because no qualification is required, this is true democracy, enabling any one to contest in the election’

But in practice, since this calls for a lot of expenses, the people who have amassed wealth are the only ones likely to be nominated. In every place and every party, though several people exist who excel in sacrifice, skills and purity, only the people with economic strength will become candidates. This being the case, what will become of the democratic principles and good administration?

LIMITATIONS IN VICTORY

The vulgar display of wealth , the number of criminals who contested the elections this time , the number of them who got elected, the number of model code violations , the biased role of electronic media, the scam of paid news have all made the recent elections look like an unhealthy business process, rather than a serious and sane periodical democratic exercise by the citizens. At the end of it all, it is worth pondering whether all this pomp and show ,huge national expenditure, aggressive and hyper campaigns were really needed? Could not we have achieved the same results even without so much hectic campaigning?

Even the so called wave elections does not assure a stable government. Neither Mrs Gandhi in 1975 nor Rajiv Gandhi in 1989 could bank on this wave, even when it gave them an absolute majority. Dependency on the allies on the one hand and irritability from the allies on the other, will be another resultant of this situation, Modi’s men need to have the necessary negotiating skill and Modi, himself like Vajpayee before, has to emerge above politics and become a statesman. Does he have it in him? Regional split in verdict It is also worth noting that the South and East have stopped the BJP, in riding the wave by spelling out their ideological and cultural identity. The BJP remained as a western and north Indian Hindi mainland party and could not cross the Vindhyas. The BJP , despite the alliances it sought in Tamil Nadu and Andhra Pradesh, could barely collect one or two seats. It could hardly penetrate Kerala an ideologically inclined state and had reduced its hold on the truly culturally advanced Karnataka.

The recent elections for the sixteenth Lok Sabha had been an elections with a difference. Involving millions of voters and covering 29 states and Union Territories, contested by nearly 8000 candidates for 543 seats, it had been a great democratic festival.

Stability does not come due to majority alone It is time to pause and see what has been the end performance. All that could be achieved was a simple majority, which will not help in overcoming the opposition on a critical issue or in facing the factional struggles within or in confronting a combined opposition or in meeting the demands of the friendly allies whose support will become necessary at times.

LIMITATIONS IN VICTORY The historical and linguistic divide between north and south where the BJP is always treated as a north Indian narrow Hindutva party, could not be bridged by Modi with his Hindi rhetoric and rough delivery style. Same is true of the east- a culturally proud region which cherishes its regional, cultural, linguistic and ethnic identity and excellence cannot be pushed under by a monolithic culture, and authoritarian image and a majoritarian ideology that Modi and BJP so well personify. These ground realities come into operation when they are challenged. It is not surprising that the party and Modi, despite his innumerable rallies in the region and a vast turn out failed to convert the crowd into votes and carry the people of the east and south.

Discrepancy between votes and seats One should also note the discrepancy between seats and votes.This is a peculiar result of the ’first past the post’ system of India’s simple majority electoral practice. A party with a minority or at best with a small lead by way of voters preference (voting percentage) can manage a wide gap or lead by way of seats. In the recent elections, the voting percentage or party gap or lead of BJP on an all India basis is not appreciable. It is 31.1% for and 67.9 % against.. It is exactly a reversal of the results obtained in the last elections, when the Congress received 28.6 % of votes and 206 seats, while the BJP secured 18.5% of votes and 116 seats. It is not very difficult for the voters to reverse this in the next elections. It has happened in the past. Will Modi be able to manage this any better than Manmohan Singh did? Can the country afford competitive rightism?

Need to recognise the ground realities BJP needs to understand and recognise that the Hindus are not a monolithic group and that the internal cultural divides , both religion and language wise , among the 70% Hindus of India give it the image of a liberal rainbow. The imposition of a uniform pattern of religious and political values, practices and policies will not fetch any advantage to a party that vouches by narrow Hindu, (or even Indian) nationalist ideology.

WILL MODI GOVERNMENT’S FORTHCOMING BUDGET END UP

AS MERE PRICE PUSHING EXERCISE ?

These are precisely the practices that have been taking place in India during the previous UPA governance and how will Mr.Modi’s government be different from this?

What is really necessary is for the government to drastically cut down its wasteful government expenditures, improve efficiency and productivity in all possible ways and give up the schemes to the extent possible that amount to extending freebies. Certainly, the government can promote steadily industrial and economic progress by creating the right climate for growth and investment and ruthlessly putting down corruption in the government machinery at all levels and unearthing the black money and bringing out the hoarded commodities. There is parallel economy in the country today with several crores of rupees of black money in circulation. A competent government with a determined outlook and programme should certainly be able to bring out the black money , that will have far reaching and positive implications on the health of the national economy.

Mr. Narendra Modi has cautioned that India will have to face tough measures that would be initiated by his government in the coming days to ensure economic growth. He has virtually said that hard times are ahead for the citizens. The common men wonder as to what can be the more hard time than the present one.

It is surprising that Mr.Narendra Modi and his team do not appear to have realised that increasing the taxes, price of services and commodities to boost the income of the government would not provide solutions for the country’s economic and industrial stagnation. On the other hand, what is needed is to apply a freeze on the all sorts of tax measures and stop increase in the prices of fuel , fares etc, to minimise economic woes of the people and boost their morale to participate in the exercise for national growth.

Following Mr. Modi’s observation, now rumours are afloat that railway fare would be increased and price of diesel , petrol and other fuel would go up. Obviously, these and similar measures will lead to further cost push inflation and result in price spiralling. Consequently, it would lead to demand for higher wages and the counter productive cycle would continue as it has been the case so far.

WILL MODI GOVERNMENT’S FORTHCOMING BUDGET END UP AS MERE PRICE PUSHING EXERCISE ?

This would inevitably result in increased income for the government and make it unnecessary to increase taxes further. It would also bring down the price of real estates and essential commodities, with dramatic effect on the national psyche. It is well known that overall efficiency in the country is below par and even scientific establishments and research and development laboratories are functioning with the lethargic attitude and without any accountability. Mr. Narendra Modi should be able to implement strong measures to bring all round efficiency in the country by recognising the individuals and organisations functioning with merit and weeding out those in positions of power who can not meet the national expectations and the needs. People have appreciated Mr. Narendra Modi’s stress on providing huge opportunities to the people for skill acquisition and creating employment prospects at the small and medium scale level in a big way. The investment are needed for this task and there is enough money in the country in private hands to make such investments , which can be supplemented by investments from overseas sources too. Let not Narendra Modi’s government move in the beaten track of thinking that increasing government income by imposing taxes and fare increase is the need to stabilise the economy. Moving in such direction would make Modi’s government no different from others and will leave the common men extremely disappointed and frustrated.

WHY FOREIGN FUNDING FOR NGOs?

It should be kept in mind that Government of India itself provides around Rs.950 crores per annum to various NGOs in the country to support their social and welfare activities. The ground reality is that in recent times, there have been mushroom growth of NGOs in every nook and corner of the country . Activities of these NGOs are not monitored by the government in systematic manner and their performance are not transparent in most cases. While it is true that many NGOs are doing good work in several areas, there is suspicion that quite a number of NGOs in the country view the NGO activities as “business opportunity”. The promoters of NGOs who are not employed and who have no known source of income often are seen living in comfortable life style and travelling frequently. Obviously, such promoters divert part of the donation made to the NGOs for their personal benefits. NGOs have crucial role to play, since large percentage of countrymen live below poverty conditions and exploitation of the innocent people and atrocities against women are increasing. With government administrative machinery considerably becoming corrupt , services of NGOs who do honest and dedicated services are very much required in India. At the same time, it has to be ensured that bad elements and motivated campaigners do not hide their true colour in the name of NGOs. Certainly, there is strong case that Government of India should closely monitor the activities of NGOs, particularly those receiving funds from abroad.It would be even appropriate that Government of India would ban the practice of NGOs receiving funds from abroad.

Around 44000 NGOs are reported to have permission from Government of India for getting funds from abroad. In the year 2011-12, it is reported that around 22,702 NGOs received Rs.11,546.29 crores as funds from abroad. Of this, around Rs.3500 crores were reported to have come from USA.

The recent report of Intelligence Bureau accusing “foreign funded” NGOs such as Greenpeace, Cordaid. Amnesty and ActionAid of “serving as tools for foreign policy interests of western governments” by sponsoring agitations against nuclear and coal fired power plants across the country,has sent shock waves among the country men. The question arises in one’s mind immediately, as to why these NGOs receive funds from abroad at all.

HOW TO IMPROVE THE STANDARDS

IN GOVERNMENT OWNED EDUCATIONAL INSTITUTIONS ? Certainly, the poor students are entitled to aspire for quality education that would provide them opportunities for growth, just as the students belonging to the affluent families. Quality education only for those who can pay Unfortunately, with private educational institutions now largely going into the hands of business men and politicians, the tuition and other fees charged in the private schools and colleges have become exorbitant and beyond the reach of the students from lower income group. It is sad that quality education now are available only for those who can afford to pay high fees. Inevitably, the deprived students look upto the government for support to provide them opportunities for education that would be of competitive standards. Unfortunately, the quality standards of education imparted in several government schools and colleges are poor and inadequate.

Politicians and bureaucrats should be blamed In such circumstances, the politicians and the bureaucrats running the government have to be blamed for not maintaining the requisite standards in the government owned educational institutions. Further, the government is not opening more schools and colleges in tune with the demand and perhaps, expect the money sucking private sector to fill the gap.

In such circumstances, the students belonging to lower income group and their parents desire to admit their children in private institutions, but they do not have the resources to pay the demanded fees . They run from pillar to post to mobilise funds by borrowing or “begging”. They go from one NGO to another and these NGOs themselves do not command the resources required considering the need of the poor students.

As the new academic year is now commencing , the parents and students belonging to poor families are running around with frustration and sense of hopelessness , due to lack of quality educational opportunities. Those who interact with the poor families would know this.

HOW TO IMPROVE THE STANDARDS IN GOVERNMENT OWNED EDUCATIONAL INSTITUTIONS ?

The poor quality of education in government schools and colleges have no justification. The salaries and perks paid to the teachers in government schools and colleges are largely on par with that of private institutions and in some cases they are even better. Most of the government institutions also have adequate facilities like laboratories etc. as the government provide the funds. The problem arises due to the poor quality of administration and indiscipline in these government institutions . One often see local politicians entering the premises and interfering in administration. IAS officers who work in the education department rarely visit the schools and colleges for inspection and when they do occasionally , they expect to be received with red carpet welcome. Let children of ministers/ bureaucrats study in government scchools

A suggestion was made in a recent meeting that the best way to improve the standards of the government owned educational institutions is to make it compulsory that the sons and daughters of IAS officers and that of the ministers should study only in government owned or government aided institutions. They use government bunglows / apartments and government vehicles. Why not they use government schools and colleges also?

CUT IN BASIC EDUCATION FUNDING FINDINGS OF UNESCO

“When so many girls and boys are still out of school and not learning, the continuing drop in funds for education is cause for serious concern," said Irina Bokova, Director General of UNESCO, "Increasing external support for education is an ethical and development imperative. We know the difference that well

targeted aid can make in helping countries to put quality education first."

Despite being among the top five countries with most children out of school, India experienced the largest cuts in aid to basic education. Its aid to the sector fell by $278 million between 2010-12. As funds diminish, 57 million children and 69 million adolescents are still out of school.

Animal sacrifice as part of temple worship is performed in many parts of India. In Tamil Nadu, it is a common ritual to propitiate village Gods in fulfilment of vows and as part of temple festivals.

The Madras High Court, in a litigation on the subject more than a decade ago, rejected the argument that killing voiceless animals in a religious festival was a fundamental right of the devotees guaranteed under Article 25 of the Constitution. Priests were also of the opinion that animal sacrifice did not constitute an indispensable part of temple worship. It raised protests not only from the devotees but also butchers and meat sellers affected by this order. It was also condemned by political opponents, though the order was in consonance with an existing law. Following representations from many devotees, the ban was lifted by an ordinance issued by the Government of Tamil Nadu in 2004 in deference to the religious sentiments of large sections of rural people. It was followed by a legislation repealing the ban on animal sacrifice imposed half a century ago.

Laws and regulations

However, animal sacrifice was expressly banned in Tamil Nadu under the Animals and Birds Sacrifices (Prevention) Act, 1950. But, the law was not strictly enforced which facilitated continuance of the practice in many villages. In 2003, the then Government of Tamil Nadu issued circulars to district authorities to strictly implement the law.

It is rather shocking to read a news item that over one lakh animals were sacrificed in Kuppam town in Chittoor district of Andhra Pradesh on the occasion of Tirupati Gangamamba Jatara.More shocking is to note that this bloodbath was merrily witnessed by over 3 lakh devotees – Kannadigas, Tamils and Telugus. Worshippers are all human beings and are expected to behave like humans and cherish human values. Humanizing temple worship is a mark of civilizational progress. Anything repugnant to human sensibilities, unless absolutely required for the very survival of the universe, should be avoided.

Upanishads preached against animal sacrifice

It is futile to refer the prevalence of animal sacrifice in yagnas in ancient period. The sages of the Upanishads preached against animal sacrifice conducted in the Vedic period. Buddhism and Jainism, rooted in the concept of ahimsa, disapproved animal sacrifice. Animal sacrifice is partly a question of faith. It survives due to fear of consequences of deviating from traditions and customary rituals. Common people do not have the ability to distinguish social norms, customs and traditions from religious doctrines. Mainstream Hinduism, however, has largely removed the practice . Limited results of social reforms Several social reformers have propagated the virtue of satvic form of worship in contrast to rajasvic and tamasic forms, meaning compassionate rather than aggressive and selfish nature of worship. Some followers of Brahmo Samaj in southern India preached against animal sacrifice. One of the objects of the Ramalinga Mission founded in 1911 – an organization propagating the principles of non violence of Ramalinga Swamigal - was to take steps to stop animal sacrifice in temples. These efforts have brought limited results. Place of business interests But, surely apart from questions of faith, tradition and rituals, it has elements of business interests, economic factors connected with the protection, care and rearing of animals and birds, employment problems and desire for feasts and fun. Business interests are no less important than religious in perpetuating this inhuman form of worship.

Need for volunteers and their efforts

Voiceless animals need volunteers to take up their cause. The right of animals and birds to live in this planet and die with dignity has to be taken up by organizations concerned about deprivations.

ARE TEACHERS POORLY EDUCATED ?

Teachers these days have really nothing to complain, as they are reasonably well paid and good teachers always command high respect and prestige in the society. The scarcity of quality teachers in adequate number have become too obvious and cannot be ignored anymore and it is a grim national issue. The ground reality is that the rapid quantitative expansion of educational facilities happen mostly in the private sector and such educational institutions are increasingly being set up by business men with the profit motive being their primary objective. Several politicians also now become educationists over night and start schools and colleges and many times with their ill gotten money.

Such business men and politicians appoint their sons , daughters, nephews and nieces in academic and management positions, irrespective of their qualification, background and level of competence. Such business men / politician promoters are often seen to lack commitment to the required standards of education and they rarely understand the fact that through the educational institutions, the children in the formative age group have to be moulded to become quality citizens. The training institutions for teachers need to be considerably improved , by better and more scientific orientation programmes for the teacher trainees. The teacher training courses have still not been suitably modernised and the students of these institutions are not being adequately sensitised with regard to their duties and responsibilities , which have far reaching implications.

Prime Minister Narendra Modi has correctly said that the best way to support the cause of poor people is to provide them educational opportunities at good quality standards. Starting several educational institutions and quantitatively expanding the facilities rapidly without ensuring capable and competent teachers is similar to the act of putting the cart before the horse.

The frequent media reports about male teachers misbehaving with the women students are extremely disturbing and nauseating. This obviously indicates that teaching profession is not any more being able to attract committed and motivated people in large numbers, who take up

teaching profession with lofty, noble and service oriented objectives.

While the government of Tamil Nadu is benefited by liquor income to the tune of several thousand crores of rupees, the peace, health and stability of several families, particularly in the lower income group have been severely disturbed. Large number of youth are now taking to liquor habit, creating question mark about the future stability and progress of the state.

IS USA RUNNING AWAY FROM IRAQ ? There cannot be doubt in anyone’s mind that the objective of USA and western countries in dealing with Iraq was to get control over the huge oil fields in Iraq and facilitate the companies based in USA and Europe to expand their business by setting up exploration projects, refineries and petro complex in Iraq. The interest of USA in Iraq was essentially commercial and has nothing to do with the cause of freedom or to ensure world peace by eliminating weapons of mass destruction.

Certainly, USA is largely responsible for the hardships presently faced by Iraq and its citizens. Now, it appears that the rebels in Iraq are gaining upper hand and rebel forces are said to be moving towards Baghdad. In spite of having been responsible for creating such sort of turbulent conditions in Iraq, USA now says that the local government of Iraq has to sort out the issues. President Obama has said clearly that US would not commit its troop further to restore law and order in Iraq. This clearly amounts to running away from Iraq and abdicating its responsibility. Now, where does Iraq go from here ? This great country with proud history, culture and traditional practices may slip into a period of anarchy. What is surprising is that USA continues to claim that it is the champion of human rights and freedom of thoughts and speech. It’s actions in Iraq and several other countries prove to show that USA would remain as champion of freedom only when it would suit its interests.

The ground reality today is that even with the presence of American troops in Iraq and USA friendly government in charge in Iraq, peace has not been restored in this unfortunate country. Rebels continue to thrive and murders and killings have not abated . Such present conditions have caused huge hardships to the innocent citizens of Iraq ,who are not part of these political dealings and bickering but only want a peaceful and dignified life for themselves.

Several years back, USA invaded Iraq under the pretext that there were weapons of mass destruction stored in Iraq. A number of other countries including UK joined US in launching the war against Iraq. Later on, investigations by United Nations and a few other agencies clearly pointed out that there were no such weapons of mass destruction in Iraq. Obviously, USA lied. Nevertheless, the objective of USA to capture and kill Sadham Hussain and install a regime of its choice in Iraq was achieved.
