HISTORIC RELATIONSHIP•  DMPS-Drake relationship goes back 100+ years

ON-GOING RELATIONSHIP•  Working together today on several fronts, such as:

ü  Master’s degree for DMPS teachers ü  Numerous STEM, college prep, arts programs for students ü  3D Coalition to recruit new educators ü  Boys & Girls Club ü  Roosevelt football

HOW DO YOU PAY FOR IT?

SALES TAX•  Dedicated to school infrastructure •  DMPS would use $15 million in sales tax budgeted for a stadium •  Existing funds pay for project •  No change in taxes •  No change to other planned school renovations •  Stadium has been identified as a facility need for nearly a decade

DRAKE•  Drake University will raise funds for remaining construction costs •  Drake will acquire land, and donate to DMPS •  Drake will operate the facility

WHY NOT SPEND ON SCHOOLS OR TEACHERS?

SALES TAX USE IS LIMITED•  Sales tax revenue cannot be used to hire teachers or staff •  DMPS has spent $630 million on school renovation and construction over

the past 20 years •  Unlike many other districts, no sales tax revenue has been spent on stadiums

as school needs have been the first priority



WHAT WON’T BE SPENT ON THE STADIUM•  General Fund

ü  Used to hired teachers, staff, etc. ü  Largest portion of the DMPS budget ü  Drake’s operation of stadium saves general fund dollars ü  NO general fund dollars would be used to build the stadium

•  Physical Plant and Equipment Levy (PPEL) ü  Used primarily for building maintenance and repairs ü  Recent increase dedicated to student technology ü  NO PPEL dollars would be used to build the stadium

WHY NOT FIX CURRENT STADIUMS?

HIGH NEEDS•  Hoover, Lincoln, North lack synthetic turf (exception is East thanks to

partnership with Grand View University) •  Roosevelt lacks a stadium entirely •  Hoover and Lincoln lack locker rooms •  No regulation-size soccer pitch at any of the existing stadiums •  All existing stadiums have multiple unmet code and ADA requirements

HIGH COSTS•  Estimate to upgrade current stadiums to comparable level of the proposed

new stadium: $60 million •  Cost per stadium ranges from $8 million to $19 million per school



WHAT HAPPENS TO EXISTING STADIUMS•  High school stadiums sites will remain, and uses include:

ü  Practice sites for football and soccer ü  Track and field practice and meets ü  Greater access for feeder school events

PROS & CONS

PROS•  High quality facility for use by student-athletes, marching bands, cheerleaders,

parents, and fans •  Another step in our work towards equity for all students •  Significant cost savings •  Expose thousands of students to a college campus on a regular basis •  Meets all building code and ADA requirements •  Better amenities for guests (restrooms, concessions, team store, etc.) •  Better amenities for users (locker rooms, turf, scoreboard, etc.) •  Benefits 15 middle and high schools

CONS•  Games no longer on high school campuses •  Transportation


FINAL THOUGHTS


EQUITY FOR DES MOINES STUDENTS•  DMPS students deserve quality facilities for academics, arts and athletics •  Should not have to leave city limits for that opportunity in sports •  $15 million investment that benefits 15 secondary schools

WELL PLANNED AND FUNDED•  Stadium has been an identified facility need for nearly a decade •  Sales tax revenue only would be used to fund DMPS share of construction •  Drake’s operation of stadium saves DMPS general fund dollars
