What is CPR?1. CPR standardizes flammability ratings for

permanently installed construction products into EuroClasses.

2. CPR applies to: power, telecommunications, data, and control cables.

3. CPR designates minimum cable fire safety standards (EuroClasses) based on installation & type of building.

a) Each country sets their own minimum EuroClass requirements for installation cables.

• Excluded: interconnect cables such as HDMI and patch cords; direct burial cables.

There are 4 EuroClasses that directly apply to low voltage cables: B2ca, Cca, Dca, Eca

Aswidelypredicted,thefull“comingintoeffect”ofCPRforcablesfrom1stJuly2017hasthrownupmanyquestions.Mostimportantamongsttheseistheoneaskedbymanyspecifiersandusers“Whatclass(es)ofreactiontofireperformancemustweuse?”

Thecorrectansweris“ThereiscurrentlynoUKlegalrequirementforanyspecificclass,thereforedesignersandspecifiersarefreetoselectanyclasssolongastheirdecisionreflectsthedemandsofotherapplicableregulations.”

ThereasonforthisisCPR,asastatutoryregulationthatautomaticallyappliesthroughouttheEU,requiresmanufacturerstoplacetheirproductsonthemarketinaspecifiedmanner.InparticulartheymustprepareaDeclarationofPerformance(DoP)andapplyCEMarking.Bothofthesemustshowtheclassofreactiontofireperformance.ForcablestheCEmarkingmustbeonthelabellingorequivalent.

Theregulationdoesnotdefinewhichclassofreactiontofireperformanceisapplicabletoaparticularinstallation.ThatisentirelytheprerogativeoftheMemberState.InUKthatresponsibilityisvestedintheMinistryofHousing,CommunitiesandLocalGovernment(MHCLG).

TodateMHCLGhasconsistentlysaidthatitwillnotmakeanyprescriptivelegalrequirementonreactiontofireforcablesviaamendmentstoTheBuildingRegulations2010.Ifitweretodoso,thentheobviousplaceforinclusionwouldbeinApprovedDocumentB,Volumes1and2,forwhichMHCLGisresponsible,thoughsuchApprovedDocumentsthemselvesaredescribedas“practicalguidance”andincludethestatement“thereisnoobligationtoadoptanyparticularsolutioncontainedinanApprovedDocument.”Thustheresponsibilitytomakeanappropriatechoicerestswiththemarketplace,especiallyspecifiersandendusers.

FurthervoluntaryguidancecancomefromsuchplacesasBritishStandards,someofwhichmaybeusedaswaysofdemonstratingcompliancewithpartsoftheBuildingRegulations.Inparticular,thewell-respectedandlongstandingBS7671(theIETWiringRegulations),maybeusedtodemonstratecompliancewithPartP(electricalsafety–dwellings)oftheBuildingRegulations.

(NOTE:AlthoughtheregulationofbuildingsinthedevolvedadministrationsofScotlandandWalesdifferfromthatinEngland,therelationshipwithBS7671issimilar.Fornon-dwellings,theElectricityatWorkRegulationswouldapply,withwhichasimilarrelationshipexistswithBS7671)

Thecurrent(17thedition)ofBS7671pre-datestheintroductionofCPRforcablesbutincludesrequirementsforreactiontofirebasedonthelong-establishedinternationaltestmethodscoveringflamepropagationandsmokerelease.Thenew(18th)editionisinitsfinalstagesandthetechnicalcontenthasbeen“signedoff.”Itwillretaintheexistingreactiontofirerequirementsandwillreferin a non-prescriptive way to CPR and the classes of performance. In practice, because some of the CPR test methods correspond topre-existing ones, the use of cables with a minimum class of Eca is de-facto recognised.

WhilstBS7671coverstheentiregeneralityofinstallationsuptoanincluding1kVAC,somespecialisedareasmayneedextraguidance.InthisrespectanotherBritishStandard,BS6701,hasrecentlybeenamended.Thisstandardrelatestotelecommunicationcablesystemsandcanthusembracesituations,e.g.verticalpathways(risers),whereverylargebundlesofcablesmaybetightlyinstalledinplacesandwherefiresafetyorevacuationiskey.ThenewamendmentgivesClassCcaforwhataredefinedas“installationcables”,andClassEcaforallothertelecommunicationcables.

ItmustagainbeemphasisedthatbothBS7671andBS6701arenotlegalrequirementsaccordingtoMHCLGandthishasbeenconfirmed.Theuserisfullyentitledtofindsafesolutionsforhisinstallationswithoutreferencetothesepublications.butmaythenneedtodemonstratecompliancewiththeBuildingRegulationsandtheElectricityatWorkRegulationsbyothermeans.

Inadvanceof1stJuly2017BCAhadissueditsGuidetoSpecifiers(Jan2017),whichgavecertainminimumrecommendations.Inthelightofthesubsequentmarketexperiencefollowingthe“comingintoeffect”,andthedevelopmentswithrelevantstandards,thisisbeingupdated.Itwillemphasisetheprincipalcontentofthispaper,namelythatnoclassofreactiontofire,beithighorlow,isinanywaymandatoryundercurrentlaw.
