First RespondersPlease note the PSTC is currently under construction and some courses will be held at the Youngwood Campus in the Business and Industry Center (BIC) building during these upgrades. Because of this construction, classes scheduled at the PSTC may be changed at the last minute to the Youngwood location. The PSTC will make every attempt to notify the student of the change, but we ask that you check our website prior to class for confirmation of class location.

PRE-REGISTRATION is required to meet sufficient enrollment for a class to run.

Westmoreland County Fire DepartmentsPending availability, any Westmoreland County Fire Department can schedule 3 or 4 hour special training nights free of charge at the PSTC. A completed facility usage form is required. A certificate of training for these sessions is also available, but would require the use of a PSTC approved instructor at a cost of $10 per student. Use of the Class A or B burns for departments are permitted, but must meet NFPA 1403 guidelines, and a PSTC approved Safety Officer is required at a cost of $19/hr. A $15 fuel usage fee is also applied per individual burn. Additional fees for on-site equipment use may be applicable.

Out-of-County Fire DepartmentsRental of the PSTC is available to out-of-county fire departments. Please contact the facility for pricing and requirements.

Acquired Structure BurnsThe PSTC is willing to facilitate “Acquired Structure Burns” for Westmoreland County areas only. The burn must meet all DEP and PSFA requirements and will be the responsibility of the owner/hosting fire department. Please contact the facility for pricing and requirements.

Pennsylvania State Fire Academy on the Road (AOTR)The PSTC continues to assist with specialized training offered by the Pennsylvania State Fire Academy (PSFA) via the “Academy on the Road” (AOTR) training programs to the emergency services. These programs are conducted by PSFA Resident and Adjunct instructors free of charge (except Fire and EMS Administrative Officer (FEAO). The PSFA provides the cadre of qualified instructors and student materials required to teach the course at the PSTC. The PSFA will assign the instructors and issue the course materials and certificates. Student applications must be returned to the PSFA by the end of business day three weeks before the class date. Rural Domestic Preparedness Consortium (RDPC)The PSTC, in collaboration with the Rural Domestic Preparedness Consortium, led by the Center for Rural Development, will be offering three (3) FREE courses this spring at the PSTC. RDPC is comprised of academic partners that possess extensive experience and niche capabilities in developing and delivering homeland security curriculum to the rural emergency response community.

Department of Energy (DOE), Transportation Emergency Preparedness Program (TEPP)The PSTC, in collaboration with TEPP, will be offering two (2) FREE special training courses in radiological responses. TEPP mission is to ensure that federal, state, tribal and local responders have access to the plans, training and technical assistance necessary to safely, efficiently and effectively respond to transportation accidents involving DOE-owned radioactive materials.

Heartsaver First AidA classroom, video-based, instructor-led, American Heart Association course that teaches critical skills to respond to and manage an emergency in the first few minutes until emergency medical services (EMS) arrives. You will learn skills such as how to treat bleeding, sprains, broken bones, shock and other first aid emergencies. For anyone with limited or no medical training who needs a course completion card in first aid to meet job, regulatory or other requirements. Two-year certification awarded upon successful completion. This course meets OSHA-compliant first aid training requirements. Heartsaver First Aid: Adult/Child AED & CPR & Infant CPRThe AHA First Aid course incorporates basic first aid skills with adult CPR and automated external defibrillators (AEDs). The course includes instruction on rescuer safety, medical and injury emergencies, adult CPR and the AED and environmental emergencies. EMERGENCY MEDICAL SERVICES PROFESSIONALS

Emergency Medical TechnicianLocation: Youngwood. Prepare to be an EMT! Develop competence in the following skills during the course: patient assessment/management of a trauma patient and a medical patient; cardiac arrest management/AED; bag-valve-mask ventilation of an apneic patient; spinal immobilization (both seated and supine patient); long bone fracture immobilization; joint dislocation immobilization; traction splinting; bleeding control/shock management; upper airway adjuncts and suction; mouth-to-mouth ventilation with supplemental oxygen; and supplemental oxygen administration to a breathing patient. The curriculum follows the new National EMS Education Standards. 16.0 CEUs. You must be 16 years old to register. A large number of emergency service personnel and civilians are injured and killed each year as a result of inappropriately driven emergency vehicles. Participants in this course will have the opportunity to gain and/or verify a broad range of competencies associated with driving an emergency vehicle. These competencies include basic understanding of emergency vehicle operations, as well as the skills necessary for practical and safe application of driving on a competency course. Students must provide a notebook and pen/pencil. Minimum age of 18 by the first day of class. ICS 300: Intermediate ICS for Expanding IncidentsLocation: Youngwood. Provides overall incident management skills rather than tactical expertise. Covers the implementation of the incident management process on Type 3 incidents, defines a Type 3 incident and develops an Incident Action Plan. Determining capabilities to match incident complexity and how to add appropriate ICS positions to match the complexity of the incident will also be explored. Don't lead by the seat of your pants, discover some proven officership principles and tips to improve your command ability. It is vital they be able to make good management decisions that have a favorable impact on the outcome. Advancing hose lines, raising ladders, folding salvage covers, working with SCBA, tying knots and hitches and rescuing victims are some of the skills that will be reviewed and practiced. Trained evaluators will lead the course. Students must bring full turnout gear, SCBA, spare cylinder, PASS device and 10 ft. of rope to all classes. Come prepared to refresh your skills in this intensive course. Shaping the Future-NFA (STF)Location: Youngwood. This 2-day course is the first of two courses on midlevel management covering the skills and techniques midlevel managers will need to provide leadership and direction for their departments. The first module focuses on identifying opportunities and/or problems. Topics include environmental scanning, paradigm shifts, and methods for reframing problems accurately. The second module deals with group problem solving techniques. The third module explains the need to quantify, justify, and communicate decisions so they will be implemented effectively. Managing change will be discussed in the final module. Pipeline Security in Rural Communities (AWR 302)Location: PSTC. America’s pipeline system stretches across the country like the veins and arteries of the human body and much of this system crosses the rural environment. The pipeline system delivers two-thirds of the petroleum products and nearly all of the natural gas to the homes and businesses of the United States. The system includes 2.5 million miles of pipelines, operated by over three thousand companies. The pipelines carry not only petroleum products and natural gas, but also other hazardous liquid materials. The purpose of this awareness level, instructor led course is to bring together rural pipeline security stakeholders including public safety, oil and gas pipeline representatives (large and small), local emergency planners, pertinent federal agencies, and other community stakeholders to recognize pipeline security threats and identify mitigation strategies within their jurisdictions to ensure that the rural pipeline sector is secure, resilient. Allows currently certified Firefighter I students to review various firefighting skills and equipment issues in preparation to take the Firefighter II certification test. The subjects include: Communications, Fire Behavior, Safety, Water Supply, Hose Testing, Fire Streams and Foam, Protective Systems, Building Construction, Ladder Testing, Rescue Practices, Ventilation, Fire Cause Determination, Fire Suppression and Pre-incident Planning. Fire Dynamics – Practical Applications (Westmoreland Exclusive)Location: PSTC. This course will expand upon knowledge of fire dynamics as it relates to modern fire attack in residential structure fires. Specific topics will include fire spread via improper ventilation, flow path identification, and positive pressure ventilation. This course will be practically based with adequate time for multiple evolutions involving “doll house” type structures to show fire dynamics in a live fire setting. Fire and EMS Administrative Officer (FEAO)Location: Youngwood. 24-hour course designed to educate non-profits, specifically aspiring, new or existing volunteer and/or combination Fire/EMS administrative personnel, to implement the best practices of a well-managed and responsibly governed response organization. This course is designed for the effective administrative (not emergency scene) management of their respective non-profit organizations. A $150 course materials/consultation fee is required for the program. The course content includes: 1) The knowledge and oversight of the legal and fiduciary requirements of running a nonprofit organization; 2) the use of resources to create efficiency and effectiveness of operations, and 3) the introduction of risk management practices that build confidence and trust within the community at large. The course content is presented in three (3) 8-hour classroom sessions that meet once a month for three months. Large Area Team Search Operations (ZLASO)Location: PSTC. 12-hour class designed to teach firefighters the techniques of searching buildings the size of a convenience store up to, and including occupancies that are thousands of square feet under roof. Incidents such as the Worchester Cold Storage Warehouse and the Charleston Sofa Superstore have earned their place in history. Large buildings are statistically more dangerous for both firefighters and occupants. In the two cited examples, 15 firefighters lost their lives. Course material was developed from techniques utilized by the Jersey City Fire Department that combine basic search techniques with search ropes to establish landmarks inside the building, communications, and different levels of team deployment. PA Entry Level FirefightingPA Entry Level firefighting is comprised of seven different modules. Completion of all modules provides for the basis of more advanced training. Classes must be completed in order. The textbook: Essentials of Fire Fighting, 6th Edition (ISBN 978-0-87939-509-4) is required. The text is available from the college bookstore. A FREE skill booklet is provided. Must also provide a full set of turnout gear & a 20 ft. piece of rope (min. 7/16” dia.). Certificates are awarded at the successful completion of each course. Modular Emergency Response Radiological Transportation Training (MERRTT)Location: PSTC. This 16-hour training program is designed to take the complex topic of a radiological accident response and break it down into 16 easily understood modules and hands-on practical exercises. Students are presented with a simplified approach for training on complex topics while developing a comprehensive understanding of radioactive material, radiological survey instruments, and decontamination techniques for handling radiologically contaminated victims, and resources available to responders during a response. An important element of the training is detailed information on the types of packages used to transport radioactive material. The course includes use of “live” radiation sources in the practical exercises to reinforce learning. Upon successful completion of the MERRTT course students will receive a certificate from the Department of Energy’s Transportation Emergency Preparedness Program, including up to 10.5 hours of continuing education hours (CEH) for medical response personnel. MERRTT meets the WIPP Land Withdrawal Act training requirements and is listed on the Department of Homeland Security Federal Approved Courses Listing. Technician Level Modular Emergency Response Radiological Transportation Training (TMERRTT)Location: PSTC. This 8-hour technician training program is aligned with the specific radiological competencies listed in NFPA 472 for a Technician Level and Agent Specific responder. The training includes a pre-test to verify responder knowledge and understanding of the actions necessary for radiological accident response. The course content includes advanced level training on instrument operation, radiological detector selection and limitations. In addition to the classroom training, students using their incident command system will participate in three field drills. In preparation for the exercises the students will establish an incident command staff, assign positions, and develop objectives for each of the three field drills. Upon completion of the incident command structure, students will discuss the field drill radiation safety plan, addressing protective clothing considerations, process for mapping the scene, using radiological instruments demonstrate how to conduct both radiation and contamination surveys, identify various types of high-activity radiation sources, establishing control zone boundaries, explain and demonstrate decontamination methods and contamination controls. Upon successful completion of this course, students will receive a certificate from the Department of Energy’s Transportation Emergency Preparedness Program. The students will perform a low angle raise and lower evolution simulating patient transport on embankments.
