BOARD OF DIRECTORS MONTHLY REPORT

SOUTH MAYDE CREEK HIKE AND BIKE TRAILEnclosed is the newest update on the South Mayde Creek Hike and Bike Trail, I will post future updates as I received them Anita Ratliff.

Mr. Hawkins,My name is Glen Disheroon, former Westlake Place HOA President and present consultant to Anita Ratliff, present HOA President.

I feel there is a potential danger to the safety of the residents using the smaller of the two new bridges on the new Hike and Bike Trail in Westlake Place.

At both ends of the bridge crossing the bayou that feeds Mayde Creek, there are sudden unprotected drop-offs, presently disguised by tall weeds, that could cause injury or death to residents using the new bridge. During the recent high water we have experienced, water was up to these drop-offs, as the debris on the north west end will show.

I believe that rail extensions on both sides of the bridge should be installed and at least some temporary caution notifi cation, to keep any person from falling from these drop-offs.

The new trail has been well received by our residents and has been being used by parents with small children. We need to protect these people and need your assistance in doing so.Thank you,Glen Disheroon

Glen,Thanks for the opportunity to address your concerns with the approaches on the South Mayde Creek pedestrian bridges. It is our understanding that the contractor has ordered the pedestrian rail and will install it on the north end of the large bridge and on both ends of the smaller bridge. By copy of this email, we are asking our Harris County inspector, Mr. Ron Campbell, to verify with TxDOT’s inspector that our understanding is correct and to ask that the contractor will install this railing as soon as is practical. The sidewalks, which were placed have been totally redone for easy access on and off the road. COMMUNITY CENTERA licensed electrician is currently in the process of repairing several electrical problems with the community center. The work should be completed very soon.

CALL TO ORDERDirector Ratliff called the meeting to order at 6:42 PM. Directors DeBons, Mayfield, Ratliff and Vidal were in attendance. Association & Community Managing Professionals, Inc. (the Management Company) representative Theodora Daly and one homeowner were also in attendance.

MINUTES MOTIONThe Board reviewed the minutes from the May 1, 2012 meeting. Resolved, Director Ratliff motioned to approve the May 1, 2012 minutes. Director Mayfield seconded and the motion passed.

OPEN SESSIONOne resident was in attendance to gain perspective on the meetings. Director Ratliff gave a brief report on the common grounds maintenance/projects that the Board has been undertaking over the past months. Resident suggested that the Board has an inventory and maintenance log for historical purposes. The Board thanked him.

EXECUTIVE SESSIONThe Board closed the open session of the meeting and adjourned into executive session.

OLD BUSINESS Management reported that Excalibur has been contacted regarding several issues concerning the Mosquito Fogging Contract. They have been fogging since mid-March and will begin to drop off the notice cards at the home of Director Ratliff as requested. Management also confirmed that no payment has been made for any fogging service to date. Excalibur has agreed that they will honor the 5% early pay discount if the Board wants to take advantage of that offer.

Resolved, a motion was made by Director Ratliff and seconded by Director DeBons to take advantage of the 5% early discount. Motion passed.

Management will get wording for Tennis Court and Playground signs to the Board for review before placing order for the signs.

Director Ratliff presented two more landscaping proposals for Board review.

NEW BUSINESS Management directed to check into costs for sail type covering for the pool area. Approximate size will be 10x20.

Directors reviewed the estimate from Houston Rec to resolve the water flow problem on the pool slide.

Resolved, a motion was made by Director DeBons and seconded by Director Ratliff to accept the proposed. Motion passed.

NEXT MEETINGThe next Members Meeting was set for July 3, 2012 at 6:30 PM.

ADJOURNMENTThe meeting was adjourned at 7:55 PM.

OPEN SESSIONPat Fults was in attendance and expressed an interest on participating as a Board Member. Management reviewed the minutes from the June Executive Session.

OLD BUSINESS LANDSCAPE CONTRACT Board reviewed the revised bid and discussed the current contract. Resolved, a motion was made by Director Ratliff and seconded by Director Mayfield.

COMMON AREA SIGNAGE The placement of signage has been tabled to allow the Board more time to determine the wording for the signs as well as placement in the Recreation area.

POOL CONTRACT Upon receiving answers from Houston Recreation Management regarding their contract renewal, the Board of Directors considered acceptance of the contract.

Resolved, a motion was made by Director Ratliff and seconded by Director Mayfield to accept the contract renewal for a term of two (2) years.

POOL COVERING/AWNING The Board tabled discussion on installing a pool covering and will look into the different options during the “off season” in hopes of getting better pricing.

ADJOURNMENT OF THE OPEN SESSION There being no further business to discuss in the open session, the open session was adjourned at 7:16 PM to be reconvened after the Executive Session.

SUPPLEMENT OF LAW ENFORCEMENT Westlake Place HOA-Board of Directors have hired off duty deputies employed with the Harris County Sheriff’s Offi ce, as a supplement of law enforcement for our subdivision.

PATROL SERVICE REPORT:• Monitoring of stop signs has resulted in some citations issued for traffi c violations. Since the deputy has started patrolling in our subdivision, there hasn’t been an increase in reported crime activity.• Residents remember school is back in session, stay alert and drive at the posted speed limit. Make sure you come to a complete stop at all stop signs. • Please be aware of your surroundings. Be on the look out for children crossing the streets, riding bikes, jogging; slow down while driving through our subdivision.If you are outside please stay vigilant and report any suspicious activity in the subdivision to the Harris County Sheriffs Offi ce.

TRASH PICK-UP STICKERS BELONG ON TRASH CANS

FYI: Waste Management will not pick up your trash if your account is delinquent. Please, keep your account current to avoid disruption of service. Another issue might be if you’re not putting out a trash can and only trash bags Waste Management may not pick it up without the sticker being present. The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavy-duty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

POSTING OF GARAGE SALE SIGNSPlease be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

ARCHITECTURAL FORM/ HOME IMPROVEMENT FORM

All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofi ng, new siding, sheds or outbuildings, new garage doors and basketball goals. The ACC approval must be given in advance prior to the work being started. We have specifi c guidelines for sheds and outbuildings. Call ACMP 281-855-9867 to request a form. VETERINARY PUBLIC HEALTH LEASH LAW

Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

2012-2013 CRITERIA FOR FREE & REDUCED PRICE MEALSKaty Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. Go to www.squaremeals.com to view a copy of the policy.

Children living in households whose income are at or below the federally approved levels, based on household size, may be eligible for free or reduced price meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefi ts regardless of the income of the household with whom they reside.

The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. Visit the district website (www.katyisd.org) for the online application.

A Free and Reduced meal application form and an information letter will also be distributed in the student’s fi rst day packet. A paper application will not need to be completed if you submitted the 2012 - 2013 application online. If your child was on the program at the end of the previous school year, they are eligible for the same benefi t for the fi rst 30 operating days of the new school year or until a new application is processed. A new application is required each school year.

The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM - 2:30 PM to assist parents in completing the application. Bring the names of all members of the households and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department offi ce at 281-396-6240.

Applications are available online, at any district school and at the food service offi ce. Applications may be submitted any time during the school year, which started on August 15, 2012. The information households provide on the application will be used for the purpose of determining meal eligibility. Katy, Texas has a new 3-Time World Champion, Mikayla Francisco, age 8. At age 6, Mikayla earned her first Texas State Champion Title in Creative Form in 2010 (Division-Girls 8y/o and under). At age 7, Mikayla eventually earned 5 Texas State Champion Titles in Traditional Form, Traditional Weapon, Sparring, Creative Form and Creative Weapon in 2011 (Division-Girls 8y/o and under). Mikayla was promoted to the rank of 1st Degree Black Belt in June 2011 at age 7.
