In historical terms,a legacy is somethinghanded down fromone period of time toanother. Legacies are,more or less, what weremember about aperson, a people, or a
nation. What is done in one period oftime may, in the future, be regarded asimportant enough to be thought of as alegacy from that era. Each year we cel-ebrate many legacies of various peopleand national occurrences rememberedbecause of the impact that was made onhumankind.February is a month that we celebratethe legacy of a people. What iscalled Black History Month originatedin 1926, founded by Carter G Woodsonas Negro History Week. The month ofFebruary was selected in deference toFrederick Douglass and AbrahamLincoln who were both born in thatmonth. The son of a slave, Carter GWoodson was born in New Canton,Virginia on December 19, 1875. Hebegan high school at the age of 20 andproceeded to study at Berea College,the University of Chicago, theSorbonne, and Harvard University,where he earned a Ph.D. in 1912. CarterG Woodson founded the Association
for the Study of Negro Life and Historyin 1915 to train Black historians and tocollect, preserve, and publish docu-ments on Black life and Black people.He also founded the Journal of NegroHistory (1916), Associated Publishers(1922), and the Negro Bulletin (1937).Woodson spent his life working to edu-cate people about the vast contributionsmade by Black men and womenthroughout history. Woodson died onApril 3, 1950, and Black History Monthis his legacy. Today Black History Month, orNational African American HistoryMonth, is an annual celebration ofachievements by Black Americans anda time for recognizing the central roleof African Americans bin U.S. history.Other countries around the world,including Canada, and the UnitedKingdom, also devote a month to cele-brating black history. Each of us,regardless of our vocation and degreeof influence that we have in our home,city, state, or nation, are called to prac-tice what I call "charity towards our fel-lowman." God tells us that when we arestirred by charity and commitment tothe common good we have a greaterworth than any secular or politicalstand. Dr. Martin Luther King was onethat lived and left behind a legacy. We
remember him because he lived anddied standing for the common good. Hewas not neutral in situations of injustice.He chose the side of the oppressed. Dr.King left a legacy not only to be remem-bered but one to be followed.Each year as we celebrate legacies wecan leave speaking of Doing Good, orwe can Do Good. I quote Dr. King whenhe said, “Our lives begin to end the day
we become silent about things that mat-ter.” Our city has a legacy in its ownright. From our inception until today wehave made numerous strives toward abetter city each year. Listed below arejust a few from the year of 2012.

ACCOMPLISHMENTS OF2012
• Completed the codification of ourordinances, thus making the City’s poli-cies available worldwide, via theInternet.• With the continuation of dedicatedservices to our residents and businesses,we were successful in increasing thenumber of businesses in the City, thusgenerating 15% increase in businessestax revenue.• Worked with the County’sSupervisor of Elections office inadministering a successful city election.• Successfully dedicated State Road 7(Federal Highway 441) as West ParkBoulevard from County Line toPembroke Road. • Completed McTyre Park MasterPlan.• Completed construction designplans for the bus shelters and busbenches along Pembroke Road andHallandale Beach Boulevard.
• Completed Traffic Calming studiesfor Areas “A” and “B.”.• Completed Traffic Calming Phase 1construction along Ronald Road, SuttonRoad, and Harvard Road.• Commenced Traffic Calming Studyfor Area “C.”. • Completed the installation of safetysurface for McTyre Parks' playground.• Completed construction designplans for Martin Luther King Jr. (SW56 Avenue) Improvements.• Completed storm water drainagesystem maintenance. • Implemented the Red Light CameraProgram.• Implemented the NuisanceAbatement Program.• Commenced The Code EnforcementLiens and Fines Amnesty Program.• Completed the construction of theCity’s Welcome Sign along MartinLuther King, Jr. Boulevard, just northof County-line Road. • Successfully negotiated lawenforcement service agreements for areduction in expenses for the 2012-13Fiscal Year. • Successfully implemented all theCity’s events and programs, to include:• Mary Kendrick Thanksgiving Feed

With a successfulpast behind us and a committedCommission, staff, and your support wewill go farther as long as we are willingto continue to pay the price. Cost andself-sacrifice do not make somethinghard. Nobody feels sorry for the athletewho wins an Olympic medal, eventhough the person paid an incredibleprice through grueling effort behind thescenes, denying himself or herself cer-tain things, probably for several years,all for one hopeful brief moment ofglory. There are costs and self-sacrificeto be made, but that does not mean it ishard to achieve your goal. Hard is whenyou compete but never win, invest butlose everything, work but receive noth-ing for your efforts, and show love, butreceive hate in return. When we com-pare our costs and self-sacrifices as acity what we have already received andwill receive in return, the costs and self-sacrifices are insignificant!

The City of WestPark is proud to cele-brate Black HistoryMonth this February.We are in celebratoryremembrance of themillions of countlesscontributions of
African descendants whose labor andsacrifices in education, music,science/technology, arts /entertainment,politics and social consciousness add tothe making of this great nation. During this month, the world and thiscity pause and absorb the tremendousplight and journey of a people, whosehistory begins with slavery, was devas-tated by segregation, and had to seekjustice in a courthouse for their rightsand equality. The Rev. Dr. MartinLuther King wrote, “It is necessary tounderstand that black power is a cry ofdisappointment. The black power slo-gan did not spring full grown from thehead of some philosophical Zeus. It wasborn from the wounds of despair anddisappointment. It is a cry of daily hurtand persistent pain.”Let us not forget that the civil rightsmovement was required, that Dr. Kingand many others were not just a symbolfor African Americans facing the uglytyrannies of oppression and segregation,that freedom does cost, that ignorancecan only be overcome through knowl-edge, and that change without action ismerely a six letter word.West Park we must become morediverse, it is important to set aside timeto acknowledge and educate others onthe contributions and diverse abilities ofpeople within our city, while at the sametime, reminding ourselves of our richheritage and promising future.
The time upon us is for the individualand collective rise as an organized forceagainst the echoes and tones of sepa-ratism, unemployment, educational fail-ure and poverty. Have we heard thealarm of a deeply troubled economy,can we now bear arms against ignoranceand indifference rather than man toman? Can we raise the volume of theoften faint whispers about lives lost tounnecessary gun violence, homeless-ness and foreclosed dreams and hopes?The month of February is the time setaside nationally to celebrate black histo-ry and culture. But we are not simplyrestricted to the shortest month of theyear to celebrate our heritage. Our storyis a long and growing one and can't pos-sibly be compacted to just 28 days. Socreate traditions, establish times to gath-er, share the stories and the songs beforethey are lost.We therefore must declare that 2013will not be another cycle, without thedialogue of economic empowerment,that the days of the typical black historymonth will in fact be a point of libera-tion from the still painful history.It's important to remember for whenthe children ask, "What do these thingsmean?" we can proudly respond. It’simportant to remember because, theeyes of the future are looking back at usand they are praying for us to seebeyond our own time. They are kneelingwith hands clasped that we might act.That we might leave room for remem-brance of the life that is destined tocome.Remember to contact me at City Hallwith your ideas, suggestions or con-cerns. Prior to opening any business in theCity of West Park, a Certificate of Usemust be obtained. The Certificate ofUse assures that the business is allowedin the zoning district where it is located.It also verifies that the structure wasbuilt for the proposed type of business.Businesses must also have a LocalBusiness Tax Receipt. The Certificate ofUse allows for the occupancy of thestructure as well as certifying that theuse is permitted. However, the LocalBusiness Tax is a tax on the businessactivity. After a Certificate of Use hasbeen issued, a business may apply forthe Local Business Tax Receipt. In order to receive a Certificate ofUse, business owners may submit aCertificate of Use application to the Cityof West Park. Prior to the formal sub-mittal of the application, the City offersa courtesy, no charge, zoning review.The purpose of this review is to deter-mine if the use is permitted prior to theapplicant investing in the property orsigning a lease. This is not mandatoryand is only a benefit to the potentialbusiness owner. The application is firstreviewed for compliance with relevant
zoning regulations by the Planning andZoning Department. If the applicationmeets zoning requirements, theBuilding Department and FireDepartment will review the applicationand inspect the property to ensure build-ing and fire codes are met. If the appli-cation passes Building and FireDepartment reviews and inspections,the Certificate of Use is issued. Oncethe Certificate of Use is issued, the prop-erty owner can apply for a Business TaxReceipt.If the application does not passBuilding and Fire Department reviewand inspection, the Certificate of Useprocess goes on hold. The applicant maythen apply for a building permit to cor-rect deficiencies. The building permitapplication is reviewed by the Planningand Zoning Department for compliancewith relevant zoning regulations. TheBuilding and Fire Departments alsoreview the application and performsinspections. If the building permit isapproved, the Certificate of Use may beissued. Once the Certificate of Use isissued, the applicant may apply for aBusiness Tax Receipt.An application for the Certificate ofUse may be found on the City’s websiteat www.cityofwestpark.org.
