Moved Councillor Kennedy / L Roulston and Resolved: “That the apologies be received.” PUBLIC FORUM Mr Gordon Sim, Crookston Cemetery sexton and trustee spoke about erecting a monument to the fallen and served soldiers in the Crookston area. The honours board, situated in the Cookston Hall is not accessible to the general public and the hall is not likely to remain open for much longer. He suggested that a monument similar to the Kelso monument be erected at the cemetery and asked if the Community Board would support the idea. There are 49 names on the board and these would need to be engraved onto a plaque. URGENT BUSINESS Crookston War Memorial. Motorhome friendly town. Fibre -optic Cable on Shanks Road. Health & Safety & Contractors on Farms. Elections.

1. CONFIRMATION OF MINUTES The minutes of the meeting of the West Otago Community Board held on 1 June

2016 were presented for the Board’s confirmation. Moved A Robertson / S Wink and Resolved:

“That the West Otago Community Board confirms as a true and correct

record the minutes of the meeting held on 1 June 2016.” 2. WORK IN PROGRESS UPDATE The Corporate Services Administrator submitted a report updating the West

Otago Community Board on progress in relation to issues that have been raised at previous meetings.

2.1 West Otago Swimming Pool Nothing to report. 2.2 Duncan/Station Road Intersection Work has not yet started. 2.3 Projects

2.3.1. Information Sign – Nith St, Heriot

No further progress.

2.3.2 Welcome to Heriot Sign

The school pupils have designed signs and final designs have been chosen. The Community Board will hold an informal meeting to choose a design or a mix of designs.

2.3.3 Christmas Tree for the Centre of Tapanui

This is on hold until the spring time.

2.3.4 Heriot Gardens

This project has been completed and can be removed.

2.3.5 Cellphone Tower Booster

Members are to ascertain how effective the reception is via Spark. The service does appear to be generally better across the area.

S Wink has tried to find out from Vodafone if a booster tower had been erected but the call centre could not provide that information.

2.3.6 Tapanui Playground

Councillor Kennedy has pictures and quotes of suitable surfacing and will provide full quotes at the next meeting.

2.3.7 School Crossing Signs in Tapanui A concern was raised regarding the lack of school signage on the highway. It was decided the Board members would investigate this further and raise with the appropriate authorities.

2.4 Tapanui Signage

Quotes are to be obtained from Council.

2.5 Inground Lights The lights are now working and this project has been completed.

2.6 Tapanui Closed Landfill – Tree Clearing Clean-up

Completed. The Board made mention of how tidy the site now looked.

2.7 Petes Dragon Sign

This has been completed and can be removed.

2.8 Sections in Dorset St

Council is continuing to progress this. Moved L Roulston /Councillor Kennedy and Resolved: “That the West Otago Community Board receives the Work in Progress

Update report.” 3. COMMUNITY SERVICES UPDATE The Community Services Supervisor submitted a report advising the West Otago

Community Board of activities in the area.

Councillor Kennedy requested that Council consult with the Community Board before trees are planted in the playground.

3.1 Tapanui Cemetery Trees

Councillor Kennedy asked that removal of the hazelnut trees be deferred. These are original hazelnut trees and only require a trim.

3.2 Bushyhill Playground It was requested that Council consult with Councillor Kennedy and S Wink before trees are removed.

3.3 Public Toilets

The Board noted that the new public toilets look really good and are better placed than the original toilets.

4. REVENUE & EXPENDITURE REPORT The Finance Manager submitted a report that provided a copy of the Revenue

and Expenditure Statement for the activities within the West Otago Community Board’s area for the period 1 July 2015 to 31 May 2016.

Clarification was requested on the cost of the inground lights. This will be provided at the next meeting.

5. CORPORATE SERVICES REPORT The Corporate Services Administrator tabled a report that covered activities of the

Corporate Services Department in the past period including funding schemes. Moved Councillor Kennedy / S Wink and Resolved:

“That the West Otago Community Board receives the Corporate Services report.”

6. BUILDING CONSENTS FOR MAY 2016 The Regulatory Services Administrator submitted a report on building consents

for May 2016. Moved Kennedy/ L Roulston and Resolved: “That the West Otago Community Board receives the Building Consents for

May 2016 report.” 7. REASONS TO MOVE INTO PUBLIC EXCLUDED

Moved L Roulston /A Robertson and Resolved:

“That the West Otago Community Board resolves to exclude the public on the grounds contained in Section A2 (a) of Appendix A of the Clutha District Council’s Standing Orders.”

The meeting moved to public excluded at 11.16 am. The meeting moved out of public excluded at 11.25 am. Councillor Kennedy returned to the room at 11.26am 8. GENERAL BUSINESS

8.1 Crookston Cemetery War Memorial

The Community Board discussed the idea presented by Mr Sim of erecting a war memorial at the Crookston cemetery. Members were happy to be involved with the project. Moved L Roulston / S Wink and Resolved: “That the West Otago Community Board support the Crookston Cemetery Trust in the erection of a monument to the fallen and served soldiers in the Crookston district and that the Board agree to financially support the project in conjunction with financial input from the Crookston community.”

8.2 Motorhome Friendly Town

The Community Board discussed the possibility of Tapanui becoming a Motorhome Friendly town. It was decided to write to the Motorhome Friendly Association asking what is required to become a member. Moved S Wink / A Robertson and Resolved: “That the WOCB write to Kelvin Shaw (Motorhome Friendly Assn) asking that Tapanui be considered as a Motorhome Friendly Town.”

8.3 Freedom Camping

J Herbert raised the issue of freedom camping at the picnic area just north of Tapanui. Campers are climbing the fence onto private property and are using the paddock as a toilet. Littering and fouling of parking areas by freedom campers is becoming an increasing problem in the district. The Board requested that Council report as to the status of the bylaw and wardens.

8.4 Fibre-optic Cable on Shanks Road

This was put in some years back and has caused sink holes on the road verge which are causing the road to drop away. This will be lodged as a service request to Council.

8.5 Health & Safety Laws & Contractors J Herbert asked what Council’s stance is with regard to signing in and out of farms and advising of potential hazards by Council contractors. His concern is the land owner liability should an incident occur.

8.6 Elections

The Group Manager Corporate Services gave an update on the election procedures. Nominations open on Friday 15 July 2016 and close on 12 August 2016. Nomination papers can be picked up and returned to Service Centres at Tapanui, Lawrence, Milton and to the main office.

8.7 West Otago Trust & Mercer Trust Councillor Kennedy suggested that in future, a letter be sent from the Trusts to the Community Board before the election of new members advising of new priorities and the number of members required. She will suggest to both West Otago Trust and Mercer Trust trustees that they send an update to go on the agenda before the next election.

WEST OTAGO COMMUNITY BOARD WORK IN PROGRESS UPDATE

FOR THE MEETING HELD 24 August 2016 Issue Comments West Otago Swimming Pool • Maintenance work required. Support

West Otago Swimming Pool.

The project committee has received the OPUS report outlining work to be undertaken, therefore the fundraising committee is looking at raising $500,000 as a mid-term target to encompass these tasks. A letter from the Swimming Pool Management Board is included with the correspondence in this agenda. History: The West Otago Swimming Pool Committee is fundraising for a new roof for the swimming pool. The committee is awaiting a final report and recommendations from Opus in order to make a correct decision on future options. The fundraising committee are keen to raise money to do as much work on the pool as possible.

Duncan Road / Station Road Intersection • This corner has been discussed

before, but needs to be looked at again

Progress since the last meeting: Work will be completed by the end of August. History: The work has been included in the minor improvement programme. The tender was awarded to Southroads. The landowner will have the trees trimmed when the work is completed.

Projects • Welcome to Heriot sign. • Christmas Tree for centre of Tapanui. • Signage at school • Cellphone Tower booster • Tapanui playground

Information Sign – Nith Street, Heriot No progress since last meeting. History: The Community Board is investigating the possibility of erecting a sign for the Heriot Community Centre, including information on where AED defibrillators are located. The Community Centre are happy for the existing sign to be used. John Herbert has contacted Marty grounds for quotes. It is also suggested that a similar sign be placed at the PGG store. Christmas Tree No progress since last meeting.

Issue Comments Signage at School No progress since last meeting. Cellphone Tower Booster No progress since last meeting. Tapanui Playground No progress since last meeting. History: Councillor Kennedy is working with Council staff on play equipment options and fencing for the proposed junior playground in Bushyhill Street.

Tapanui Signage • The Welcome to Tapanui signs are

faded. Could they be repainted and shifted?

Progress since last meeting: The Community Support and Development Advisor has advised that there will be a standardisation of signage to achieve consistent district image. This will include a policy update, but is some time away so in the interim, signs should be tidied up versus replacement.

Tapanui Main Street – In-ground lights • These have operated sporadically

since they were installed it has been confirmed they need to be replaced.

All invoices have been paid: Dusky Electrical $1,720.53 JAF Comtracting $ 992.03 Dusky Electrical $3,528.53 Total $6,241.09

Sections in Dorset Street Council has been approached by

potential purchasers wanting to buy Council sections in Dorset Street.

Progress since last meeting: Work continues on the kerb, channel and footpath work to be undertaken and costs are being investigated. The sections will be marketed and Council is already negotiating with potential purchasers.

Freedom Camping • Freedom Camping is becoming an

issue in the district

Council to verbally report at the meeting as to the district bylaw status and wardens.

Motorhome Friendly Town • Investigate the possibility of

becoming a motorhome friendly town.

Progress since last meeting: A letter has been sent to the Motorhome Friendly Association asking what is required in order for Tapanui to become a Motorhome Friendly Town.

Water Services: Moa Flat Rural Water Scheme has had 17 calls from consumers this month to 15th August 2016. These have been mainly “no water” or “low flow” into their storage tanks. The cause has been the repeated breaks on the 150mm pipeline and the 80mm pipeline.

In addition to this the raw water flow into the reservoir has slowed to 11 litres per second and the night time flow in the reticulation has been 16 litres per second. The intake will be checked when access conditions improve.

Update Report. REPORT

1. Greenspace Update Mowing has now ceased. Maintenance is at the required standard. Annual garden

beds are being prepared for spring flowers.

There are no issues to report in regard to safety at Council playgrounds. 2. Trees

It is expected that a number of berm trees will be removed in the next week or two. The trees which were identified last year are old and have deadwood on them. They will be replaced by a new specimen of tree in the next few months.

3. Council Housing Units

We have 9 occupied units and 1 vacant unit in our Tapanui Community Housing Units.

4. Toilets

The new public toilet at the Bushyhill playground is now operational. The toilet replaces the existing concrete block toilet which had deteriorated over the years.

1. FUNDING SCHEMES 1.1 Creative Communities New Zealand Funding Scheme

Applications for the first funding round for the 2016/17 year close on 26 August 2016. The Assessment Committee will meet on 7 September 2016 to consider the applications.

Closing dates for the remaining 2016/17 funding rounds are set as follows: 25 November 2016, 24 February 2017 and 5 May 2017. 1.2 Telford Bursary Lincoln - Telford Bursary applications closed on the 30 April 2016. Interviews

were conducted on Monday 18 July. Matthew Day was awarded $2,000.00 and Harriet Evans was awarded $1,000.00. Matthew & Harriet will attend the Council meeting on 18 August to be formally presented with their bursary.

2. GENERAL GRANT ALLOCATIONS

Council provides general grants to assist organisations providing projects/activities which benefit the residents of communities within the Clutha District. General grants are limited to the following categories:

• Reimbursement of Council Fees and Charges • Reimbursement of rents for properties leased from Council • Reimbursement of hire charges for community centres and community halls

2.1 Reimbursement of Fees and Charges

For the period 28 June 2016 to 16 August 2016 no reimbursements were made for Council fees and charges.

2.2 Reimbursement of Rent or Lease For the period 28 June 2016 to 16 August 2016 no reimbursements were made for rent or lease.

3. RATES REBATE SCHEME Listed below are details of applications received for the rates rebate scheme for

the period 1 July 2015 to 30 June 2016 with comparative figures for a similar period last year.

4. TRUSTPOWER CLUTHA DISTRICT COMMUNITY SERVICE AWARDS 2016 Nominations for the Trustpower Clutha District Community Service Awards

closed on Friday 29 July 2016.

The judging panel will meet on Tuesday 23 August 2016 to consider the nominations.

The awards presentation evening is to be held on Monday 19 September 2016.

Awards are divided into five categories:

• Heritage & Environment • Health & Wellbeing • Arts & Culture • Sport & Leisure • Educational & Child Youth Development

Those selected in each category receive recognition for their services to the community and a cash donation from Trustpower. There is also an award for individuals aimed to recognise and celebrate the contribution individual people make to the Clutha district community.

APPENDIX A - CLUTHA DISTRICT COUNCIL STANDING ORDERS GROUNDS TO EXCLUDE THE PUBLIC FROM MEETINGS IN TERMS OF THE LOCAL GOVERNMENT OFFICIAL INFORMATION AND MEETINGS ACT 1987 A local authority may by resolution exclude the public from the whole or any part of the proceedings of any meeting only on one or more of the following grounds: A1 That the public conduct of the whole or the relevant part of the proceedings of the meeting would be likely to result in the disclosure of information where such disclosure would be likely:

a. To prejudice the maintenance of the law, including the prevention, investigation, and detection of offences, and the right to a fair trial; or

b. To endanger the safety of any person.

A2 That the public conduct of the whole or the relevant part of the proceedings of the meeting would be likely to result in the disclosure of information where the withholding of the information is necessary to:

a. Protect the privacy of natural persons, including that of deceased natural persons; or b. Protect information where the making available of the information:

(i) Would disclose a trade secret or

(ii) Would be likely unreasonably to prejudice the commercial position of the person

who supplied or who is the subject of the information; or

c. In the case only of an application for a resource consent, or water conservation order, or a requirement for a designation or heritage order, under the Resource Management Act 1991, to avoid serious offence to tikanga Maori, or to avoid the disclosure of the location of wahi tapu; or

d. Protect information which is subject to an obligation of confidence or which any person

has been or could be compelled to provide under the authority of any enactment, where the making available of the information:

(i) Would be likely to prejudice the supply of similar information, or information from

the same source, and it is in the public interest that such information should continue to be supplied or

(ii) Would be likely otherwise to damage the public interest; or

e. Avoid prejudice to measures protecting the health or safety of members of the public; or f. Avoid prejudice to measures that prevent or mitigate material loss to members of the

public; or

g. Maintain the effective conduct of public affairs through the protection of members, officers or employees of any local authority from improper pressure or harassment; or

h. Maintain legal professional privilege; or

i. Enable the local authority holding the information to carry out, without prejudice or

k. Prevent the disclosure or use of official information for improper gain or improper

advantage. Provided that where A2 of this Appendix applies the public may be excluded, unless, in the circumstances of the particular case, the exclusion of the public is outweighed by other considerations which render it desirable, in the public interest, that the public not be excluded.

A3 That the public conduct of the whole or the relevant part of the proceedings of the meeting would be likely to result in the disclosure of information, the public disclosure of which would:

a. Be contrary to the provisions of a specified enactment; or b. Constitute contempt of Court or of the House of Representatives.

A4 That the purpose of the whole or the relevant part of the proceedings of the meeting is to consider a recommendation made to the local authority by an Ombudsman under section 30(1) or section 38(3) of the Local Government Official Information and Meetings Act 1987 (in the case of a local authority named or specified in the First Schedule to this Act). A5 That the exclusion of the public from the whole or the relevant part of the proceedings of the meeting is necessary to enable the local authority to deliberate in private on its decision or recommendation in:

a. Any proceedings before a local authority where:

(i) A right of appeal lies to any court or Tribunal against the final decision of the local authority in those proceedings or

(ii) The local authority is required, by an enactment, to make a recommendation in

respect of the matter that is the subject of those proceedings; and

b. Any proceedings of a local authority in relation to any application or objection under the Marine Farming Act 1971.
