April 2018 West Kelowna N EWS Wine Trail Upgrade Phase II This spring work will begin on the Wine Trail Upgrade - Phase II, what is sure to be very welcome news to the thousands of motorists who travel through the intersection of Boucherie and Hudson Roads each day. The City has hired Copcan Civil Ltd. to construct the upgrade of Boucherie Road from Stuart Road to Ogden Road. It involves the construction of: 15,300 square metres of asphalt roadway 1,200 metres of storm main with varying diametres from 250 mm to 450 mm 1,640 metres of 450 mm water main 3,400 metres of concrete curb and gutter 4,100 square metres of concrete sidewalk 5,700 square metres of cycling track 80 ornamental street lights and related wiring Landscape trees, shrubs and irrigation Retaining walls Roundabouts are planned for the intersections of Hudson Road and Anders Road. The total project, including construction, land acquisitions, utilities, water main, geotechnical and contingency is estimated at $8.75 million. The City will now establish construction phasing and strategies and a traffic management plan to minimize impact to homeowners and businesses. A communication plan will also be created and implemented to keep residents informed of construction impacts. Construction is expected to be completed by the end of November. The City of West Kelowna is undertaking a variety of projects to repair damage to public infrastructure caused by last year’s flood and protect infrastructure against possible future floods. Projects include excavation of deposited material, clearing culverts and increasing the conveyance of local waterways. Projects are either underway now or awaiting provincial approvals. All flood recovery projects combined are estimated to cost $5.24 million and are expected to be complete by spring freshet 2018. Private property owners living in flood-prone areas or near waterways are encouraged to consider how to protect their property in case of flooding. New Water Rates

Another sign of spring! The street sweeepers are rolling out in West Kelowna. With the weather warming up, the City has begun its annual street sweeping of local roads. Street sweepers will begin in the lower elevation neighbourhoods and work upwards to higher roads as the snow melts over the next several weeks.

Residents are asked to please not sweep road debris into piles on the roads as this can significantly slow down the progress of street sweeping. Leave the road debris for the sweeper to collect.

Signage will be placed in neighbourhoods indicating when street sweeping will begin and will remain posted while equipment is working in the area. Residents are reminded to help out by keeping vehicles parked off street so equipment operators can make complete sweeps of the road. Sweeping the City’s 260-kilometre road network is expected to be complete in early May.

Estimate Your Costs With Water Rate Calculator

The first of four consecutive water rate increases has taken effect as of January 1, 2018 with levies charged quarterly. That means this new rate will appear on your April utility bill.

To help rate payers estimate their water costs, particlarly for the summer months which typically see the most water use, the City offers a Water Rate Calculator on its website. Visit www.westkelownacity.ca/waterrates

to find the calculator. Input your consumption and calculate. Below we’ve estimate the yearly water use and costs of an average water customer.

Further rate increases will occur on January 1, 2019, 2020 and 2021. By 2021, all West Kelowna Water System rate payers will be receiving the same quality of water and same level of service and annual costs for all users is estimated to be $907.

Water systems are paid for entirely by the users of the system. The increases are required to cover the costs of system operations, maintenance and improvements and to ensure the system remains sustainable.

Council hosted another successful Talk Budget With Council event on January 31 at the Westbank Library. Attendees provided input on the Draft 2018-2027 Financial Plan which includes a 2.18% tax increase. The impact of this tax increase on the average West Kelowna home ($530,600) will be $35.06 for the year. Council had contemplated a 2.58% increase, however this amount was reduced due to higher than expected growth over the past year.

Blasting Permits have been issued for two developments in West Kelowna. Blasting has begun for the Upper Vineyard Estates development and is expected to continue for the majority of the year. A permit has also been issued for the Tallus Ridge development, with blasting expected until the end of April. Blasting permits outline what days and times blasting can occur and that vibration and air over pressure monitoring be undertaken. Contact information for the blasting companies is provided on the City’s website if residents have any questions.

or our final year of this term, West Kelowna Council took part in discussions to determine our goals and objectives for 2018.

Our goals for this year continue to place focus on economic development and infrastructure improvements, much as we have for the past 10 years, but we are also seeing the emergence of new goals related to safety and security and social and environmental issues. As we continue to move as a community from rural to urban governance we can see the changing needs of West Kelowna and our priorities for 2018 clearly demonstrate this.

Council conducts strategic planning every year and is provided quarterly updates on progress and initiatives. This allows West Kelowna Council to continue to engage with citizens and adjust its goals as needed as it works to make West Kelowna a beautiful place to live, work and play.
