SCHEDULE OF POWERS (SOP – 2013)

CHAPTER VI MISCELLANEOUS MATTERS

PREAMBLE 1. The WCR Schedule of Powers (2004) other than Establishment Matter was based on SOPGEN 2001 of CR. 2. This is the first revision of SOPGEN Chapter VI Miscellaneous matter 2013. 3. Railway Board have since enhanced the delegation of powers of G.Ms. and also issued Unified Schedule of Powers

Other than Establishment Matters. Incorporating all these changes and suit our requirements the first revision of SOPGEN Chapter VI is being (Misc. Matters.) issued.

4. The Indian Railway Financial Code, Vol. I and other Indian Railway Codes and Orders issued by the Railway Board from time to time and in consultation with F.A.&C.A.O. Powers have been delegated to PHODs, SAG, JAG, S. & JS Officers in Headquarters, Workshops and DRMs, ADRMs, JAG, SS, & JS Officers in Divisions and Construction field Units as per this Schedule in other than Establishment Matters.

5. The delegation of powers specified in this Schedule are made with due regard to the need for decentralisation

and for effective administration at all levels. The exercise of powers delegated is subject to observance of the provisions of extant rules and the cannons of financial propriety vide code para 116, Financial Code, Vol. I.

6. If the provisions of Codes, Railway Board letters are modified, the relevant items of the Schedule of powers will

also stand modified to that extent, except in respect of items in which the existing powers have been restricted by the General Manager.

7. Wherever the powers of the authorities are shown separately by their respective designation/grade, these

authorities alone can exercise these powers to the extent mentioned. But where no authority is indicated by designation, then the authorities indicated in the heading of the columns can exercise the powers to the extent mentioned therein. Further the authorities concerned should exercise the power delegated with their sphere of duty.

8. Unless otherwise specified all sanctions of a financial nature effecting the Railway receipt and expenditure

should be accorded only with the prior concurrence of the associated finance. The items where financial concurrence is not necessary specific remarks to that effect are given against such items.

9. No Official is empowered to suspend the exercise of or to withdraw the powers of officials subordinate to him in respect of powers delegated in this schedule and the powers cannot be exercised by any other official for or on their behalf. If any change in the delegation of powers is considered necessary, a reference should be made to this Office.

10. Wherever the delegation is up to certain monetary limit, it means that the powers delegated are up to the

monetary limit inclusive. 11. The items in this schedule have been numbered on decimal system. The first figure (before decimal) refers to the

Chapter of the Schedule and the next figure refers to the Item. Thus “SOPGEN” 6.14 means Item No. 14 of Chapter VI of this Schedule.

12. If provisions of Code Rules, Instructions issued by Railway Board are in variance with the Schedule of Powers,

Rules in the Code would prevail. Such cases should be brought to the notice of this Office. 13. Correction Slips embodying amendment to the specific items in this Schedule will be issued serially numbered

and dated as and when necessary.

14. Errors or Omissions which may be found in this Schedule may please be brought to the notice of this Office.

Suggestions which will further improve the method of presentation adopted in this book or facilitate expeditious and efficient disposal of work are welcome. Such suggestions be addressed to the Dy. General Manager through normal office channels.

15. This delegation of powers is in supersession of all previous ones related with SOP VI (Misc. Matterr). Reference to

this Schedule of Powers be made by the code word SOPGEN VI (Misc. Matters) 2013. JABALPUR

Note : For 6.04 (b): (1) For Condemnation, manufacturer‟s Certificate is to be obtained. Where, however, the manufacturer‟s certificate is not

possible to be obtained from the manufacturer‟s without incurrence of any additional expenditure by the Railway,

the same may be dispensed with and in lieu thereof, comparetive financial implications between „Condemnation &

Reconditioning‟ of the machine should be worked out in terms of rules laid in para 239-F1 by an officer not

below the rank of JA Grade. (2) Old machines means which have out lived their normal codal life or which cannot be economically retained in

service or repaired. (3) Old machines, which are replaced through M&P programmes or sanctioned separately by the Competent Authority,

will not require any separate sanction for scrapping.

(1) For the items whose cost of original

procurement is up to Rs.50,000/- and which

have put 10 years of service, 3 years for

linen(used in other than coaches) and 5

years for mattress.

(2) Finance concurrence is not necessary.

(3) While approving condemnation, the

Officer must make sure that the furniture

which is serviceable by minor or petty

repair, canning, polishing etc. is not

condemned.

(4) The codal life of linen issued/used in AC

coaches is as given in the commercial

circular no.19 dated 2.3.06. Condemnation

should be on age cum condition basis.

Condemnation of linen, which has not

completed the codal life, can be done by
