Section-I Invitation for Bids 1. The WBSCTVESD invites tenders are invited from reputed and e s t a b l i s h e d

suppliers for Supply of Supply of Diary, Wall Calendar and Planner of the year 2017 as per

schedule-I.

2. Bidders are eligible to submit quote either of any item of Schedule-I or for all items of

Schedule-I, if their business supports and they are able to submit

3. Bidders are advised to study all technical specifications carefully in the tender document.

Failure to furnish any information required in the Tender Document or submission of a bid

not substantially responsive to the Tender d o c u m e n t i n any respect wil l be at the

Bidders’ risk and may result in the rejection of the bid.

4. The categories of items and quantity indicated in the Tender Document are tentative. WBSCT&VE&SD reserves the right to increase or decrease the quantity or delete some or all of the items depending on the needs of the WBSCT&VE&SD without assigning any reason.

5. The Bidders should indicate specifically the Basic Price, Taxes / Excise duty, other duties (if any), and levies chargeable quantitatively on the per unit basis in Indian currency.

6. No additional information will be entertained after due date. The WBSCT&VE&SD may reject tenders if they do not carry such information separately and specifically quantitatively without citing any specific reason. No queries will be entertained in this regard.

7. The bids should indicate clearly that the rates are with the delivery charges to the specific place of delivery as indicated by the WBSCT&VE&SD.

8. The tender should be submitted in a sealed envelope with all contents. The successful bidder would not be paid anything more than what is quoted by the bidder on the per unit basis and this will be inclusive of all taxes, rates, duties, transportation including loading & unloading, delivery charges etc.

9. The bidder must clearly indicate its compliance to the delivery schedule. The bid should be valid for at least 90 days.

10. The delivery of the items must be completed maximum within 15 days from the date of award of contract to the successful bidder.

11. This tender document is not transferable.

12. The tenders will be opened on the date and time indicated in the presence of Bidders if any present on the occasion. If the date of opening is declared a holiday, the tenders will be opened on the next working day.

13. No advance payment or payment against Performa invoice will be made. Final Payment will be made after receipt of the supplied goods.






14. All damaged or unapproved goods or any item, which is misrepresented, shall be returned to the Bidders, and cost and the incidental expenditure thereupon shall be recovered from the Bidders.

15. Terms & conditions of the bidder sent along with the quotation, if any, put by the Bidders, shall not be binding on the WBSCT&VE&SD.

16. On acceptance of tender, the date of delivery should be strictly adhered to, otherwise, the WBSCT&VE&SD, reserves the right not to accept the delivery in full or in part. In case the order is not executed within the stipulated period, the WBSCT&VE&SD shall be at liberty to make purchase through other sources.

17. No claim on account of payment of octroi / way bill, etc, within the limits of the State of West Bengal, shall be accepted.

18. WBSCT&VE&SD shall not be responsible for any postal delay about non- receipt / non-delivery of the documents.

19. Canvassing in any form by the bidder or its associates shall lead to outright

disqualification.






SECTION – II Cost of Tender 1. The B i d d e r s s h a l l b e a r a l l c o s t s associated with the preparation and

submission of its Bid, including the cost of presentation for the purpose of clarification of

the bid, if so desired by the WBSCTVESD and the WBSCTVESD will in no case be

responsible or liable for those costs, regardless of the conduct or outcome of the Tendering

Process.

Clarification of Tender Document 1. Prospective Bidders requiring any clarification of the Tender Document may notify the

WBSCTVESD in writing at the WBSCTVESD’s mailing address indicated in the Tender Notice..

Modification of Tender Document 1. At any time prior to the last date for receipt of bids, the WBSCTVESD may, for any reason,

modify the Tender Document.

2. The modification will be notified.

Language of Bids The bids prepared by the Bidders and all correspondence and documents relating to the bids exchanged by the Bidders and the Client, shall be written in English language. Documents comprising the Bids The Bids prepared by the Bidders shall comprise of following components: - a) Undertaking furnished as per the format b) Technical Bid furnished as per the format for technical bid. c) Technical Quality Acceptance Sheet furnished as per the format. d) Financial Bid.






SPECIAL TERMS AND CONDITIONS 1. In case the firm fails to supply the items within specified delivery period, the material will be procured from open market and the difference of cost, if any, will be recovered from security money or from pending bills of defaulting firm by issuing notice and necessary action for blacklisting the firm also be taken. 2. The rate quoted by tendering firm for items mentioned in Schedule I should be inclusive of all taxes for the period of one year. No request for increase in the rates will be entertained during the period of contract nor the firm raise the same. 3. The requirement of Supply of Diary, Wall Calendar and Planner of the year 2017 can be increased or decreased and the firm(s) has to supply the stationery/general consumable items during the period of contract. 4. All the Supply of Diary, Wall Calendar and Planner of the year 2017 supplied by the firm should be as per specifications/brands mentioned in the tender document. Sub-standard material will not be accepted at all.






UNDERTAKING 1. I/We undertake that I/we have carefully studied all the terms and conditions and understood the parameters of the proposed work of the WBSCT&VE&SD and shall abide by them. 2. I/We also undertake that I/we have understood “Parameters and Technical Specifications for items supplied” mentioned in Pre Qualification Criteria and shall execute the work strictly as per the parameters. 3. I/We further undertake that the information given in this tender are true and correct in all respect and I/we hold the responsibility for the same.
