Sub:- Payment of Arrear along with interest accrued thereon in favour of Shri Jibananda Chatterjee as per order of the Honble W.B.A.T. passed on 19.08.2011 vide CCP No. 136/2010 arising out of O.A. No. 8359 of 2008. The undersigned is directed to say that the Honble W.B.A.T. vide its order dt. 19.08.2011 passed in the matter of CCP No. 136/2010 arising out of O.A. No. 8359 of 2008 (Jibananda Chatterjee-vs-State of West Bengal & ors.) directed the govt. for payment of Arrear and interest accued thereon in favour of Jibananda Chatterjee. Shri Chatterjee would get Rs. 12,38,478/- (Rupees twelve lakh thirty eight thousand four hundred and seventy eight) only as payment of Arrear from the period 20.08.1993 to 21.07.2007 including 8% interest of Rs. 1,58,410/- (Rupees one lakh fifty eight thousand four hundred and ten) only for the period from 01.07.2010 to 30.04.2012. Accordingly, the S.P., Paschim Medinipur has made calculation of a total sum of Rs. 12,38,478/- (Rupees twelve lakh thirty eight thousand four hundred and seventy eight) only for payment. I am, therefore, directed by order of the Governor to say, that the Governor has been pleased to accord sanction to the total amount of Rs. 12,38,478/- (Rupees twelve lakh thirty eight thousand four hundred and seventy eight) only for payment in favour of Shri Jibananda Chatterjee as per order of the Honble W.B.A.T. The expenditure of Rs. 10,80,068/- (Rupees ten lakh eighty thousand and sixty eight) only will be finally debited to the head 2055-00-109-District Police-001-NP-Non Plan-W.B.P.-01-Salaries-01-Pay (charged) under Demand No. 27 in the current years Budget. As there is no Charged provision under the head of Account indicated above in the current years Budget, the expenditure for the principal amount of Rs. 10,80,068/- (Rupees ten lakh eighty thousand and sixty eight) only may, initially, be met by drawing an advance of an equivalent amount from the Contingency Fund of West Bengal by debiting to the head 8000-00-230-(2055-00-109-District Police-Np-001-WBP-01-Salaries-01-Pay)-001-Transaction under Contingency Fund-10-Payments of the Public Accounts of the State Budget subject to recoupment of the same amount to the Fund by obtaining a supplementary appropriation in due course during current financial year. The expenditure of Rs. 1,58,410/- (Rupees one lakh fifty eight thousand four hundred and ten) only as interest as accrued in compliance of Honble W.B.A.Ts direction will be debited to the head, 2049-Interest Payments-60-Interest and other obligations-701-Misc.-NP-001-Compensation Money payable to claimants on various ground [FA] -45-Interest/Divedends (charged) under Demand No. 18 during current years Vote-on-Account Budget. Amount to the extent of Rs. 12,38,478/- (Rupees twelve lakh thirty eight thousand four hundred and seventy eight) only is
hereby placed at the disposal of the Superintendent of Police, Paschim Medinipur. Director General & Inspector General of Police, West Bengal has approved the Basic Training Programme for
provisionally selected candidates (4767) to the post of constables
in West Bengal Police for 90 (ninety) working days without any
break (i.e. without being interrupted by any detailment for law and
order duty) communicated vide this office org no- 4279-Org /
ORG-103/10 (pt-II) dtd-27/06/2012.
On the basis of above quoted ORG no., Deputy Inspector General of Police, Training, Swami Vivekananda State Police
Academy, West Bengal, Barrackpore has sent, under his memo no-
749/CLI, SVSPA, WB dtd-29/06/2012, the schedule for the Basic
Training Programme for provisionally selected candidates (4767)
to the post of Constables in West Bengal Police which is placed
before the Board of Control for Training for perusal and approval
for taking next course of action..
DECISION
The Board observed that with the decrease of number of days of training the training schedule is gradually getting compressed. The present schedule for 90 working days, as it appears may not do justice to the required level of training as envisaged and may result in RCs being passed out half-trained. Particularly the training subject relating to Arms handling, Riot drill, etc may suffer badly as, being left by no option only a very poor number of periods have been allotted for this purpose. In fact there is no scope for increasing this number without disturbing the other subjects.
Hence, the Deputy Inspector General of Police, Training, SVSPA, West Bengal has been asked to prepare a comparative chart showing the subject wise allotment of periods in three different courses i.e. the nine months course of earlier days, six months course of present period and 90 working days course for the present batch of 4767 RCs in SVSPA, WB and other STCs. On receipt of the same the meeting of this Board will be held on 20/07/2012 at 11-30 hours at Conference Room of Police Directorate to ascertain such minimum period of training which may meet immediate requirement of force without letting the quality of training to suffer.

General of Police, Training, Swami Vivekananda State Police
Academy, West Bengal, Barrackpore has sent, vide memo no-
806/1(2) /CLI, SVSPA, WB dtd-18/07/2012, the comparative
statement on allocation of periods on each individual subject
(indoor & outdoor) in the training programme of Recruit
Constables of different schedule i.e. 6 months course and 90 days
course, which is placed before the Board of Control for Training
for decision.
DECISION The comparative statement on allocation of periods on individual subjects (indoor & outdoor) in respect of the training programmes of Recruit Constables of different schedule i.e 6 months and 90 working days course, as prepared by the Deputy Inspector General of Police, Training, Swami Vivekananda State Police Academy, was looked into and it was found that distribution of periods is more or less symmetrical in both the schedule save few curtailment in theoretical classes on VIP security, socio-economic problem, disaster management etc. in 90 working days course. Otherwise the syllabus as prepared for course of 90 working days duration is in no way inferior to course of 6 months duration provided RCs are not deployed for any law and order duty during the training period. Hence, 90 working days training course be approved with the stipulation that 3 months additional training be imparted to them before expiry of a long period since their passing out, either by the Swami Vivekananda State Police Academy, West Bengal itself or by the respective unit in accordance with the syllabus to be prepared and sent by the Deputy Inspector General of Police, Training, Swami Vivekananda State Police Academy, West Bengal to those units. 2. Amendment of services (Training and Examination) Rules, 1953 regarding departmental examination of IPS and WBPS probationers --

04/07/2012, a proposal for amendment of services (Training and
Examination) Rules, 1953 regarding departmental examination of
IPS and WBPS probationers, which is placed before the Board of
Control for Training for perusal and approval for taking next
course of action.
DECISION The proposal for amendment of services (Training and Examination) Rules, 1953 regarding departmental examination of IPS and WBPS probationers was discussed and it was
recommended for being adopted in order to expedite and facilitate departmental examination. Police Academy may conduct this examination as is conducted by ATI for WBCS and IAS probationers.

No. 28-PAR (Trg.)/HR/O/3T-65/09, dated 27.01.2012 In exercise of the power conferred by the provision article 309 of the Consitution of India , the Governor is pleased hereby to make, with immediate effect, the following amendments in the Services (Training and Examination) Rules, West Bengal, published with Finance (Audit) Departments notification No. 845-F dated the 19th March, 1953, as subsequently amended (hereinafter referred to as the said rules) :-
Amendments In the said rules, - 1) in Chapter 1, in Part B, under the heading Rules regulating the training of officers of the Indian Administrative Service and West Bengal Civil Service (Executive),- a) in rule 3, for sub-rule (b), substitute the following sub-rule :- (b) On completion of the Joint Induction Training, the Deputy Magistrates on probation shall undergo 1st phase of professional course at ATI for a period of 10 weeks to acquire knowledge specific for their responsibilities as well as required managerial skills. b) in rule 5, - i) for the words, letters, figure and brackets On completion of Joint Induction Traaining at ATI and training courses at ARTI and SIPRD and the 1st phase of professional course at ATI (for Deputy Magistrates on probation only) Assitant Magistrates and Deputy Magistrates on probations shall undergo a course of practical training in administration in the districts as prescribed in these rules. substitute the words, letters and figures On completion of Joint Induction Training at ATI and training courses at ARTI and SIPRD, the Assistant Magistrates on probation shall undergo a

No. 27-PAR (Trg.)/HR/O/3T-65/09, dated 27th January, 2012 In exercise of the power conferred by the provision to article 309 of the Consitution of India , the Governor is pleased hereby to make, with immediate effect, the following amendments in the Services (Training and Examination) Rules, West Bengal, published with Finance (Audit) Departments notification No. 845-F dated the 19th March, 1953, as subsequently amended (hereinafter referred to as the said rules) :-
Amendments In the said rules, in Chapter II, for rule 4, substitute the following rule :- 1. 4. The Divistional Commissioners, Heads of Directorates and of other Departments of Government shall report to the Public Service Commission/Administrative Training Institute not later than third week of February and August respectively, or two clear months before the examination if held at any other time, the names of Officers serving under them who are liable and intend to sit for the examination. The report shall be given in the form mentioned in APPENDIX B as follows :-

Constable in West Bengal Police
Ref:- PDs ORG. No. 4133 - ORG dtd. 18.06.2012. The Basic Training Programme of newly recruited constables who have been provisionally selected on the basis of the recruitment of 4767 constables in West Bengal Police 2010, conducted by the West Bengal Recruitment Board, and joined SVSPA, WB, Barrackpore and other STCs shall have to be completed within 90 working days without any break as approved and directed by DG & IGP, West Bengal. As per his direction, as conveyed by the memo under reference, the schedule of the training programme of current batch is designed considering the available training days, the availability of instructors and infrastructure of SVSPA and different STCs and the approved existing syllabus for RCs Basic Training which was designed and scheduled for 06 months of training.
