Summary: The recent crises underscore the need for modern, sophisticated systems to govern the resolution of business distress, in order to maximize value in the distressed estate and to protect economic institutions. This work analyses how legal systems around the world respond to the general default of business debtors. Inspired by the approach enshrined in the World Bank's Principles for Effective Insolvency and Creditor Rights Systems, it emphasizes the close inter-relationship among various elements of an insolvency regime, examining them not so much as sets of discrete rules as system-wide attempts to reconcile competing policy goals. It posits that any insolvency law pursues the goals of transparency, predictability, and efficiency, while at the same time seeking to address issues of fairness and social justice. Within this framework, the authors examine the principal international approaches to pre-distress debt collection and security enforcement; liquidation and reorganization of distressed businesses; out-of-court workouts; the institutions entrusted with the conduct of such proceedings, including courts, official administrators, and private trustees; the position of the employees of distressed businesses; and cross-border insolvency. Without being prescriptive, the authors set out the costs and benefits of settling the myriad policy questions in these domains one way or another. This book would be of interest to legal and international policy-makers, academics and advanced students, courts and practitioners dealing with domestic and cross-border insolvency, and anyone seeking to understand or reform insolvency systems.

Summary: The Independent Evaluation of IFC's Development Results 2009 assesses the development outcomes and additionality (unique role and contribution) of IFC interventions. It analyzes factors driving results, and reviews performance patterns on a thematic topic. This year s thematic is IFC s Advisory Services (AS) knowledge services that IFC provides to either private companies or governments in support of private sector development. The report s main findings are: Investment Services results improved overall. Performance was especially strong in Europe and Central Asia (ECA) and Latin America and the Caribbean (LAC). Most operations were implemented prior to the crisis and thus results do not yet reflect the deterioration in global economic conditions. In terms of results, 70 percent of reviewed AS operations achieved high development ratings. Performance has been strongest in ECA and weakest in LAC. Results were significantly better for infrastructure, business enabling environment, and corporate advice operations and weaker in the case of environmental and social sustainability Key drivers of AS performance have been: client commitment; programmatic approaches; IFC s additionality; and monitoring and evaluation quality. Charging for AS has been associated with better performance. To enhance development impact, the report recommends that IFC: Effectively manage the tension between protecting the portfolio and responding to opportunities during crisis; Set out an overall strategy for IFC advisory services,

Summary: Teachers present a complex of issues for policy makers, which are not always adequately captured by current indicators and addressed by current policies. This work, based on country-specific studies of a broad spectrum of teacher issues in 8 countries in Anglophone Africa, examines specifically teacher supply, deployment, management and finance issues. It reveals that most countries face challenges of teacher supply, and that the planning for and regulation of teacher supply are weak. This wide range of analytical approaches leads to findings that confirm some of the common perceptions regarding discrimination but challenge the conventional wisdom in other regards. In some instances the long-held conventional wisdom may not hold at all. Latin Americans do not discriminate more or less than inhabitants of other regions, and the discrimination that does occur appears largely to stem from lack of information on individuals a result of great interest in colleges and universities that teach courses on Latin American development both at the undergraduate and graduate level. Furthermore, this book s findings extend to the political arena, as they challenge standard policies that have been ineffective for decades. Finally, this book should be of interest to researchers, as the empirical methods employed are at the vanguard of the profession. In fact, in addition to the contribution that this volume makes to the literature on discrimination, it also has the potential to contribute more broadly to labor economics, development economics and experimental economics, as well as to Latin American studies.
