May Fair 2014This year’s May Fair was yet another outstanding success for Peter Harrold, Jill Brown and their small band of helpers. The day started with a ten-man (and young lad) team who put in place the road blocks, the stalls and the Maypole. A problem arose with the PA system and huge thanks go to Mike Murphy who stepped in to save the day. The fairground rides, the food stalls and the stage followed and by 12 noon everything was ready as the fi rst villagers began to arrive.

Music was provided by the Zoot Jazz Combo and the ‘Welton Got Talent’ stars of William Farr School and we were all blown away by the fantastic display of Irish dancing from Inis Cara’s dancers. The fairground rides and the multi-coloured ice drinks proved very popular with the children on a warm

sunny day while adults kept the Black Bull and St Mary’s Church tea and coffee establishment busy.Many thanks go to Peter and Jill for all their hard work in organising the event and to the band of helpers on the day who erected the stalls and tidied everything away in the evening when it was all over. There are costs involved in putting on the fair and the organisers are always in need of funds and special thanks must go to the sponsors: SCIS IT Services, Kedgeree fi sh & chip shop and Welton Parish Council. Also thanks to Moira Adams and the FFN who raised much-needed funds at the wine tasting night in February and to the Welton NEWS for taking care of the defi cit that arose from last year’s event.Some photos from the May Fair are on pages 32 and 33 and there are more on the Welton NEWS website www.weltonnews.org which can all be downloaded.

Dear EditorI had a phone call recently from my father-in-law who was very concerned that he might have made a mistake on his computer. He had received a telephone call from someone identifying themselves as ‘Windows Help’ who ‘needed’ to take control of his computer to fi x one or two problems which had come to light with the Windows operating system. Despite being a fairly cynical sort of a person, he was taken in and agreed to let them download some software on to his computer. Fortunately for him, the computer in question had only recently been put together by his equally cynical son-in-law and grandson, and we had set up his user account with no rights to

install new software without putting in a special administrator password. This little hiccup in the proceedings was just enough cause for my father-in-law to have doubts about what was happening and he put the phone down to ring me for reassurance. He had almost been the victim of a scam.

Please don’t be taken in. These people are very plausible - never agree to let anyone take control of your computer over the phone - it could end up costing you a great deal of money.

A tortoiseshell cat has been found in the Beckhall area. He has a white bib, white socks and a torn left ear and has befriended our cats and for the past two weeks has spent all of his time at our house. We think he is elderly because he seems stiff when getting up after being sitting for a while. He is, however, friendly and in good condition.

Dear Editor

Mid-morning on Tuesday 13th May my youngest daughter was out walking our neighbour’s dog as well as our own rescued greyhound. On the corner of Brinkhall Way and Westhall Road our greyhound was attacked from behind by a black, white and tan cat. The cat was extremely lucky on this particular day as our dog had her muzzle on and our daughter was able to quickly scare the cat off.

I feel I have to put pen to paper to warn other dog owners in the area, and to make people in general aware that it’s not always the dog that instigates an attack, but it’s the dog that will be blamed and possibly destroyed for defending itself.

I was bought up with cats and would never wish to see one harmed, but dogs have a right to defend themselves. Although we understand that owners can’t keep a track on their cats while they are out, if a dog is attacked again, the consequences could be different. Our dog was left with wounds to her leg and hind, which may result in a

vet’s visit. If the result had been the other way round, I am sure the owner of the dog would be penalised fairly quickly. Not every dog has a muzzle so they may retaliate with different consequences.

Wholesome ShoppingSome years ago, I heard shopping centres described as ‘the cathedrals of our generation’. The inference was that, just as many hundreds used to gather at iconic places of worship, the place of the church as a focal point for community gathering has now been largely usurped by the multi-faceted shopping experience where people young and old gather, even on Sundays. I found the analogy a powerful one which made me pause to consider the signifi cance of these retail villages. Has shopping become a religion in its own right? There are certainly plenty of ‘worshippers’ who religiously (in the sense of it being a habit) make their way to shopping centres, not just because they need to buy something, but because the place itself holds some sort of attraction. So much merchandise, so clearly visible, so attractively presented and so available (even if not always so affordable), that it almost has us reaching for our wallets and purses. Shops offer mood music, warmth and light and, more often than not, a pleasant welcome. Of course their aim is to inspire us to spend – we all know that – but even so, many of us fi nd the temptation to buy at least something to show for our visit hard to resist. I for one have never left

a certain Swedish home store empty-handed!

I am writing on the eve of the opening in Lincoln of a megastore which promises to meet almost all of our retail needs; and, it must be said, big retail has indeed made shopping much more convenient than in the days when we had to visit a number of shops to buy what we needed. So are we the happier for it? Leaving aside the moral ethics of the changes we have seen over the past thirty years or so, what effect has the burgeoning of big retail had on our quality of life?

We may have saved money and time by going to one central location for our shopping, but in doing so, have we lost some of our social contact and acquaintance with others? When Mrs. Bromley went into the butcher’s on a Monday morning, he would know that she wanted four lamb chops, a pound of stewing steak and ten sausages. He would ask how Mr. Bromley was, and what the little Bromleys were doing at school. When times were hard in the Bromley household, he might just throw in a pound or two of minced beef.

A bygone era, maybe. But that brief conversation, repeated at the Post Offi ce, the baker’s and the newsagent’s, together with others in the street as people moved from shop to shop, played its part in building and maintaining a mutually caring society. That’s not so easy to do as we gather in our hundreds at the megastore and dash up and down the aisles; but, if we still want that kind of society, perhaps we need to fi nd new ways to interact, and care, and ‘love our neighbour as ourselves.’

Last month’s Traidcraft evening was well-supported and raised over £50 towards the cause. On 12th June we will be meeting at ‘The Hollies’, 21 Ryland Road, to help with preparations for the Chapel Garden Party the following Saturday. Children’s CompetitionTo mark the Chapel’s 200 years of serving the community, we would like the children to make a scene in a shoebox.

Lots of outstanding things have happened e.g. men have gone to the moon; the swinging sixties; world wars; Queen Victoria was born; so many subjects to choose from.

There will three separate age groups and the judging will take place at the Garden Party see advert on page 5.

So get your imagination working. When you have fi nished your scene make sure it is labelled with your name, address and age and deliver it to either 16 or 21 Ryland Road on or before 14th June. Good Luck!

Hardy Plant SocietySincere thanks to all the NEWS readers who braved the inclement weather on 10th May, to search for well-grown plants for sun or shade, ferns, shrubs and plant supports, at our Annual Plant Fair. This popular event lasts for just two hours, but it’s fascinating to watch the comings and goings to and from William Farr school and car park (and bus stop too) during that period. There is fi rstly the excitement of arrival, choosing a plant and receiving some sound advice from the growers and then the waves of moving plants and shrubs or multiple carrier bags exiting from the building with the comment “I’m coming back for more when I’ve dropped these off.”

It’s always a dilemma for the plant hunter whether to look round all the stalls fi rst before making a purchase or buy en route. By the way, I am now the proud owner of an evergreen geranium pyrenaicum isparta (it’s pale blue with aromatic leaves and will fl ower from May to September in full sun or partial shade) and a viburnum P. Molly Schroeder which is a shrub with spectacular tiered pink fl owers providing an exceptional summer fl oral display. Grower Kathy Wright, of Frog Hall Cottage Nursery at New York, LN4 4XH, explained, “Plant

Visitors were able to choose publications to take home and read at their leisure. Some visitors had already decided to join our society and others intend to do so later in the year, having read in the NEWS our programme of knowledgeable speakers, garden visits, coach trips and other events; or having been told by members and visitors how interesting and wide-ranging our talks are; something for everyone. This year, for example, we supported the school’s ‘Extravaganza’ and ‘Joseph’ shows and raised over £2,900 which will contribute towards facilities for pupils, such as PE equipment, gym repetition sets and contributions towards the PSME Young Carers.Future events include a quiz night and a barn dance in the autumn. Walk in the ParkSaturday 19th July (11am to 11pm) will see William Farr’s ‘top fi eld’ transformed into a carnival of music, live entertainment and displays, activities, and refreshments and of course, the Walk In The Park 400 metre `Walking Track’. DIG - Dunholme Improvement Group

DIG is a group of Dunholme residents formerly set up to try and save the Lord Nelson Pub. As readers will be aware, the pub has since been demolished to make way for a Co-Op store. The original committee was approached by the trustees of Dunholme Old School and asked to help them come up with a scheme to enhance and revitalise the facilities at the Old School.Because Welton is so close to Dunholme, we thought Weltonians would like to be kept informed about what is happening at Dunholme Old School. The fi rst phase of the development of the Old School is to ascertain what the community would like the building to be used for. A ‘public consultation’ period is on-going and we have engaged specialists, Lincolnshire Co-operative Development Agency and Community Lincs to help us with the process. Almost 50% of Dunholme village residents responded to the initial survey, which we are advised is very high, as 30% response is seen as ‘the norm’ for a good response. Community Lincs is now evaluating the results of the survey in detail. Initial fi ndings are that 63% of residents who responded are primarily in favour of seeing a café/bar/bistro and

35% want to see a multi-use hall and meeting space as the priority.

It is quite possible that both of these uses can be accommodated and we will shortly be progressing architectural plans and images to establish what can be fi tted on the site. These are likely to indicate a café/bar/bistro in the existing building and at the front of the site with a multi-purpose hall at the rear, which could be used for a theatre, cinema or other performances, as well as conferences, classes and parties. Please let us have your views on what you think it could be used for.

Although we feel this could be a great social asset to the village, it is important that the uses to which we agree should not confl ict with those provided by the Village Hall and the Youth Centre, as they are also needed if the village is be a vibrant place to live.

A big thank you goes to all who came to see us at the Dunholme Lodge Open Garden. We collected some further information to go towards the public consultation which will be processed in order to form a bigger picture of the community requirements. The question as to whether we will be offering shares is undecided and depends upon the level of interest in the scheme. We will await

the outcome of the various consultations we are undertaking, prior to making a decision.If you would like to keep current with what progress we are making please sign up for the e-newsletter and we can get messages to you as and when there is something new or exciting to report. There is a sign-up button on the home page of the website as well as a place on the ‘comments’ page where you can pass comments or suggestions.We have been asked by the new Dunholme WI to give a short presentation about our progress on the 3rd June and answer questions about the project. Our next consultation will be at the Dunholme Fete on the 28th June, where we may be up at the main site or on location at the Old School just over the road from the church. We would love to see you to explain more about what we are hoping to achieve and hear your opinion. On the Fete Day we have a micro-brewery giving ‘tasting samples’ and selling pints of beers brewed specially for the fete and we are offering Pimms and squash! It is also hoped that we will have artists’ impressions to show at the Old School, together with further consultations with Community Lincs so please do come along; it’s all for Dunholme and the surrounding villages.

We would like to reiterate that the campaign against the closure of the Lord Nelson was never intended to be an anti-Co-op stance but one to retain and enhance an informal meeting place for all within the village. Indeed the Co-op has been funding the support of the specialists involved in this latest initiative, which we feel will help the village grow and prosper. Finally, we are sure that the Co-op will be welcomed by many, but at the same time we should not forget the service and loyalty that Alistair and his team at the Spar have given to Dunholme village over many years, which may now be jeopardised.

Annual Parish MeetingLincolnshire’s Police and Crime Commissioner, Alan Hardwick, gave a presentation on the current status of policing in the county and his plans for the future. He emphasised that he was responsible for determining a strategic plan for the police but that operational issues lay with the chief constable. Communication with residents was vital for success and he was anxious to determine where he was succeeding but, more importantly, where he was not.He was confi dent that he would be able to maintain the current level of police offi cers (1,100) for the next two years and was planning to make the force more effective by recruiting over 500 volunteers for certain policing duties and to introduce more technology to assist offi cers on the street. Such technology would include tunic-attached cameras, mobile fi nger-printing linked to a national database and cameras for automatic number plate reading.

He works, he said, 60 hour weeks dealing with local communities, councils and neighbouring forces. Collaboration with nearby police forces is vital but he is not in favour of mergers. He stated that crime continues to fall with anti-social-behaviour down 17% but shop theft was up. This data allows him to identify areas for attention and to target resources.In a Q & A session Mr Hardwick stated that his priority was to keep “crime going down” (a confi dent prediction, given that crime has been going down with no help from Crime Commissioners for 20 years). There was central government money for specifi c innovations which he will pursue. He has great confi dence in the ability of the volunteer force and his target is to recruit 600. He was challenged to be more innovative with the problem of drunkenness in the city and town centres such as putting them in cells and charging them escalating fees for board and lodgings. His response was to say that the government were

bringing out greater powers for both the police and local authorities to deal with this problem. He was also challenged on the poor level of charges on rape crime in the county. He considered that the data for such crime was not robust and that the force is as vigorous as any in the country which his own data supports. He was asked why he had not apologised to the residents of Lincolnshire for his waste of public funds in pursuing the suspension of the Chief Constable. His response was that the judgement handed down amounted to 30 pages which he and his barrister found impossible to understand. There is a very professional relationship between himself and the Chief Constable, he assured us. There was no apology forthcoming however and left the question hanging: has he accepted the judgement of the court?The Chairman of the Parish Council gave his Annual Report (see page 23) and the Parish Clerk provided a fi nancial report

(July NEWS). There were no questions from the fl oor.This year’s Community Award was presented to Delphine Atherton for her outstanding work with St Mary’s Church, which she reminded us was an asset for the whole village. The Group Award was given to the Disabled Craft Class which has been operating in the village for some 40 years. Annette Goodeve accepted the award on the group’s behalf and invited all to pop in any Monday to see what the group does.Parish Councillor Stephen England and Mr Geoff Dunn gave an update on the status of the Neighbourhood Plan. The plan is complex and the devil is in the detail. it cannot stop development in the village but it can infl uence and determine what residents can achieve from any such development. There was a high return (>23%) for the recent questionnaire and it took more than 80 hours work to analyse all the data. Interestingly, over 50% of returns were from people aged

over 50! It is planned to have the plan ready for reviews later this year with submission to the examiner by the end of November. If it gets through these reviews the next stage is to put it to a referendum of Welton electors for a simple ‘yes’ or ‘no’ decision.The plan would then become a legal document. It will direct planners in their decision process and will have to address the need for some development in the parish. Developers are already taking note of the plan’s development and are bring forward planning applications prior to its implementation. Without a neighbourhood plan it would be open-season for developers.Concerns raised from the fl oor comprised: parking in the village centre; Health Centre numbers; library; house but no jobs doesn’t make sense and traffi c management including the ‘rat-run’ from Westhall along Prebend Lane. Welton is seen by the overall strategists as a prime location for expansion. There will be an ‘open-day’ on the Neighbourhood Plan

at Manor Park and this will include the disclosure of the number of houses that will be included in the draft plan.Parish Councillors Kathryn England and Alan Greenway gave a presentation on the status of the library. The Parish Council’s proposal to take over the running of the library with the help of volunteers has been given provisional acceptance by Lincolnshire County Council (LCC). The proposal now needs further work to make it into a business plan which has to be submitted to LCC by 31st March 2015. The plan is for the PC to take over the running of the Library in December 2014. It is hoped to get back to a 25 hour weekly opening as soon as possible but to make it happen there is an urgent need for volunteers to commit to, say, two hours a week. It is hoped to make the library into a community facility with further uses including coffee sale and a focus on children. Forms for volunteering are available in the Parish Offi ce, next to the Black Bull.

NaturewatchI know we say it every year: whenever June comes around; “Where has all that time gone, we will start losing daylight hours again at the end of this month!”

Our wildlife in the garden has come and gone full circle. Our frogs spawned, the tadpoles hatched and around 90% of these defenceless little things were eaten by the fi sh or the blackbirds. Some did survive and managed to hide in the weeds. None of them have legs as yet but that will change very soon. Some of last year’s brood are hanging around the fl ower beds and can frighten the life out of you if you are nonchalantly doing a bit of weeding. With no noise warning, they just leap right in front of you but I suppose that is the only defence mechanism they have, apart from being a bit slippery. There are always a few predators around that would enjoy a frog or two!

In my fairly long life I have lived in several parts of the world, either on holiday or posted there while serving HM Queen. When I consider those places - Indonesia, Singapore, Western Australia, Sri Lanka, the Middle East, including Turkey and Cyprus, Malta, Spain and Gibraltar and glorious France and Italy, as well as Northern Ireland - the most common bird that can to be seen is, of course, the wonderful ubiquitous sparrow, spadger or whatever you might like to call it, when it poops on the house windows or on the car.We humans survive in our own ways, we talk to each other in our different languages, some of us can communicate in other people’s languages and do a fairly good job of it too, but I wonder if any of the egg heads that seem to do all these surveys has ever tried to import a sparrow from Perth, Australia into England and let it loose amongst its peers in this country! I have a feeling that in a very short time, communication will be

made in order for it to survive and then meld into its local community in order to live and procreate. For sparrows, as for all wildlife, eating and sleeping and making offspring are the priorities; not one politician involved.So why do we, humans, make such a mess of things. Why do we look over the hedge and think, “They’ve got one of those, I want one too!” I have a feeling that that is our downfall. We insist on having whatever it is, by foul means or fair and so we go down the road of destruction, death and general unhappiness.Whereas our sparrow, with no border controls, taxation, earnings and modern devices seems to have got itself pretty well-established worldwide without causing any real bad feeling and in doing so does a good job for itself and its like. I have a feeling that a Singaporean sparrow would chatter away to a Geordie sparrow with no diffi culties or animosity, except if one or the other

tried to pinch its mate; then the feathers might fl y, literally.

Our robins did not fare too well with their fi rst brood. The young female had one chick which died due to a very cold and wet snap. The male just couldn’t fi nd, let alone provide, enough sustenance. The older robin had two youngsters. Both nearly got to the fl edging stage until they were hauled out of their nest and eaten by any one of the seven cats in our patch. Why don’t people put collars with bells around their cats’ necks and give the birds half a chance? Our great tits are on their second brood already. They lost two of four chicks of their fi rst brood to cats, but the other two fl edged OK. I haven’t looked to see how many they are bringing up in the second brood but they have changed the box and it is just a bit safer.

Some wonderful sightings have been reported locally of a small group of hawfi nches during the latter part of April. There have been two reports of a majestic red kite fl ying north along Lincoln’s High Street one day in the middle of a week, not very high, between 50 and 100 feet. Hardly anyone noticed it despite its huge wingspan. What a sight that must have been.

Council plan to run library approved

WPC’s bid to take over the running of Welton library has been successful. WPC was one of more than 30 successful bidders throughout the county, which included Lincolnshire Co-op, who will be running three more libraries, including Nettleham. Others bidders included parish councils, community trusts and voluntary organisations.Plans are now under way to recruit the team of volunteers who will run the library and to develop the concept of the community hub which underpins the application.The County Council’s plans to offl oad its libraries are still threatened by an application for judicial review by supporters of the Save Lincolnshire Libraries organisation. If this is success-ful, it could lead to delay or collapse of the plans but WPC is pressing ahead anyway, with a target implementation date of December 2014, at which point the library will return to opening for 25 hours each week and the building will be available for wider community use.Further information about the project will be available at the Parish Council event on Saturday, 7th June at Manor Park.

Chairman’s Annual ReportWelton-by-Lincoln Parish

Council 2013/14We have held 37 Council and committee meetings this year and, in addition, councillors have attended training events and also represented the Parish Council on various committees and organisations

in the village. Julie [Murray], our Clerk, has attended training courses, the SLCC Practitioner’s conference and represented the Parish Council at meetings.2013 has proved to be a relatively quiet year with no major celebrations taking place.The Environment Committee was responsible for the erection of the Christmas tree on the Village Green which unfortunately blew over during the strong winds and had to be cut considerably to allow it to be safely re-erected. Our

Community Award winners, Dorothy Ream and Cameron Watt, turned on the lights and the mulled wine and mince pies were kindly donated by the Co-op. We entered the Best Kept Village Competition and achieved a score of 122 out of a possible 135 and hope to improve on this in this year’s competition. One barn owl box, two tawny owl boxes and one kestrel box have been installed in various locations around the village under the guidance of a representative from the Hawk and Owl Trust and we plan to increase the number of these this year. The LCC P3 Scheme has provided us with grant funding which enabled the Council to take control of the strimming of the village rights-of-way footpaths.

Our fl oral displays were planted up in a yellow, white and gold theme to commemorate the 60th year of the coronation of Her Majesty the Queen and this year planters will be added to the Victorian lamp posts on the Village Green.

The Publications and Heritage Committee are fi nalising their War Memorial booklet project which will furnish more information about those who are named on the memorial. Publication will take place to coincide with the 100th Anniversary of the start of WW1 later this year. We also express our thanks to District Cllr Mrs Di Rodgers for providing us with money from her WLDC Councillor Initiative Fund to refurbish the village fl agpole.

The 2013 Community Award joint recipients were Dorothy Ream and Cameron Watt. Dorothy is a tireless worker who helps those in the village who are housebound or lack mobility by shopping and running errands for them. She also visits those who are sick or lonely to provide them with any help they may need. Such acts of kindness often go unacknowledged but they are vital in creating a caring community. Dorothy is also part of a small band of helpers who support our Parish Church of St Mary’s. The other recipient was Cameron Watt for

his work as the Vice-Chairman of Welton Parochial Church Council, Secretary of Welton Sports & Social Club, also his work involving the Village Hall Trust, the Lincoln Diocesan Trust and Board of Finance, Lay Chair for the Diocese of Lincoln and Deanery of Lawres. A Certifi cate of Achievement was awarded to Johnny Nesbit for his unstinting work at Manor Park looking after the bowls green plus other areas of the park and pavilion; all done on a voluntary basis. The Group Recognition Certifi cate was awarded to The Luncheon Club, who meet fortnightly for a meal provided by volunteers, the object being to socialise with others. The award was received on their behalf by their Treasurer, Anne Loom.

The Playing Fields and Recreation Committee hosted a visit to Manor Park by the Barclays Premier League Trophy which was well received, especially by the members of Welton Football Club. The visit was organised following the grant

the future and that will almost certainly include further development in the village whether we embrace it or not. We will consult with potential developers with regard to how we can improve our infrastructure with their fi nancial contribution.

The Neighbourhood Plan Committee has worked hard this year and has held several public consultation events, with more to come which I urge residents to support because their contribution is vital to the Neighbourhood Plan’s success. Cllr England attended a planning camp in York in March which was free to attend and delivered by the Eden Project on behalf of the Government. It is anticipated that the Neighbourhood Plan will be ready to go to referendum by the end of this year or early next year.

Both the 2013 and 2014 May Day events were again a huge success thanks to the never-ending enthusiasm and hard work displayed by Peter Harrold and his group of volunteers. The Parish Council

funding received in 2007 from Barclays Spaces for Sport for the skate park. Vandalism at Manor Park continues to be a problem and we are planning to upgrade our CCTV system this year to discourage the perpetrators.

The Highways and Utilities Committee were responsible for the newly-installed tree seat on the Village Green and this year there are plans to install bus shelters on the green and outside the Village Hall and also a further reactive speed sign on Hackthorn Road. It is hoped that the mini roundabout will be re-surfaced during this fi nancial year. We have a continuing dialogue with LCC Highways regarding improvements to the roads and footways in the village.

Planning is currently a very emotive issue due to a number of planning applications for developments in the village. We regularly debate these matters at council meetings and have a particular concern for our overstretched infrastructure. We have to address matters with a vision for

provided fi nancial assistance by meeting the cost of the public liability insurance.

West Lindsey District Council Benefi t Surgeries held in the Parish Council offi ce continue to be well attended. Parish Council surgeries continue to be held in the Parish Offi ce on the fi rst Saturday of the month from 10am to 12pm.

I again had the privilege of laying a wreath on behalf of the Parish Council at the annual Village Remembrance Day service.

2014 marks the 40th Anniversary of the Twinning with Moncé en Belin and Cllrs Marlene Chapman and Mike Powell travelled to France last week to represent the Council at the re-signing of the Charter. Welton will reciprocate in August when the French come to Welton.

Our thanks and appreciation goes to PCSO Angie Raper for her continued work in the village despite limited resources.And fi nally, I wish to thank the Parish Council staff, all parish councillors, our county councillor, our two district councillors and the many organisations and individual parishioners who have supported us throughout the year.

that over the years the recommendations can change from side-to-side brushing, to up-and-down brushing and back again. So it is with Ofsted inspections; they are constantly changing the way they look at schools and how they assess what’s most important in our children’s education.

The inspector was very approachable and spoke to pretty much everyone she came into contact with during her visit, not just staff and pupils but parents and others connected with the school. As a result when she was invited to say a few words in the Friday assembly about the impression she had formed of the school, there was hardly a dry eye in the house!

So you can appreciate that everyone connected with the school was overjoyed when it was fi nally revealed that our school has been judged ‘Outstanding in all areas’. We decided that if schools were football teams, then Mr Oyston would be given the match ball, because that is our third consecutive ‘Outstanding’ (only a tiny number of schools in the country

have ever been ‘outstanding’ three times in a row).One of the most pleasing aspects of the way Ofsted now judges schools is that they acknowledge that the school’s success is not down to the work of any one person but that everyone at Hackthorn is involved in achieving the high standards. The end of the beginning or the beginning of the end?

I was sitting in my garden the other day when I got to thinking how fast time fl ies.

The seasons seem to telescope into each other, with the hedgerows transformed from brown twigs to dense green hedges in a matter of days. I could almost hear my grass creaking as it grew. However it’s Ideal growing conditions for weeds too so it’s out with the weed and feed and try to get on top of the dandelions.

Sometimes the whole pace of life can be a bit frightening. Blink and you might miss it. Finding space and quiet these days is particularly diffi cult and so I’d like to remind you that there is always a quiet space inside your Parish Church for prayer and refl ection. Close by the Lectern is The St Mary’s “Prayer Corner”. It has been in existence for almost 20 years, providing a focal point for private prayer. There are several little prayer cards along with some appropriate reading material as well as “prayer requests” cards. If you would like a prayer said for a particular person or event, place your completed card onto the prayer board and your prayer will be offered at our next service. And

remember, your parish church is always open during the hours of 8.30am to 5.30pm every day. Contact numbers are also displayed, should you wish to speak to a member of clergy or to a member of our ministry team.

We hope that we shall be welcoming our new vicar to St Mary’s soon. The process of selection and interviewing happened last month and we hope to make an announcement very soon. However it would be wrong to let the moment pass without saying how much we all appreciate Fr. Richard Crossland’s Christian love, care, leadership , musicality and of course his sense of humour! We wish him and Margaret every happiness in his new full-time post as Rector of Nettleham and Riseholme. Richard and Margaret have made very many friends during their time with us and we are grateful to the good people of the Springline Group for loaning Richard to us. My thanks to Richard for I, as Bishop’s Visitor to both of our local schools, offer a personal thanks for his leadership and support at the many assemblies and services that we have enjoyed. And so for us, it is “the end of the beginning” and now we shall move on, strengthened in our faith and deepened in our spirituality, secure that whoever fi lls the post of Vicar of St

Before I close, I should just like to take a minute to pause and offer thanks for the many who gave their lives on D Day, whose 70th anniversary we shall be recording on the 6th of June

This was to be “the beginning of the end”. At a time when we as a nation were feeling weakened and vulnerable to invasion, 156,000 Allied troops from fi ve different countries launched a massive counter-attack onto the Normandy coast, and in so doing suffering considerable losses, but fi lled with a determination to succeed. Logistically the numbers were huge, with more than 5,000 ships and 11,000 planes involved, and tens of thousands of causalities on both sides. Over 320,000 troops made the crossing, bringing more than 100,000 tons of supplies with them. We are thankful that this action and others that followed brought about a peace from global tyranny that has lasted nearly 70 years.

We remember also with thanks those of our service men and women who are involved in confl ict now, and pray for their safe return and a lasting peace.

St Barnabas HospiceSt Barnabas hospice is urging the local community to sign up for a charity record-breaking bid for the largest gathering of people wearing onesies. The record attempt will take place as part of the charity’s annual Late Night 10k Moonlight Sleep Walk which this year is themed as ‘One Night in a Onesie’. The event will take place on the 7th June at the Yarborough Leisure Centre.Louie the golden labrador invites all dogs to bring their owners on our sponsored dog walk (£5 to register) along Fossdyke Canal for a Sunday morning stroll, starting at Woodcocks, Burton Waters at 9.30 for a 10am start on Sunday, 29th June; you can choose to walk two, four or six miles with your pooch. Bring the family along; interactive quiz for children.Pack your picnic, gather up your friends and join us in the beautiful surroundings of the Garden House in Saxby for a

Health CentreFollowing on from the announcement of the Care Quality Commission visits, our Practice was chosen as one of the sites to be inspected as part of their new pilot scheme. The inspectors visited the Practice on Friday 2nd May and spent a full day talking to and observing patients and staff, examining in great detail our systems, procedures and protocols and discussing issues with our Patient Group. Overall the feedback was very positive and we currently await their fi nal report which will then be published on the CQC website. A big thank you goes to all patients who agreed to be interviewed by the inspectors during the day; it was greatly appreciated.

Dunholme Pre-schoolThis term we are looking at growing things and the natural world. The children have been busy planting seeds to grow radishes, carrots and tomatoes and have planted potatoes and fl owers in tubs in the garden. They have all planted and taken home a sunfl ower to grow and we are holding a competition next term to see whose has grown the biggest. The winner will receive a very special gift to aid their next gardening venture!We had a lovely time on our recent annual trip to Hall Farm Park in South Kelsey. We went on the nature trail, fed the cows and baby lambs, went on a tractor ride and even walked some goats! The children (and adults) all had a great time and we will defi nitely be going again.

Council MeetingDistrict Councillor Mrs Rodgers informed the meeting that she would shortly be changing her responsibilities at West Lindsey District Council (WLDC), moving to the prosperous communities committee.Cllrs Pikett and Greenway were re-elected unopposed as Chairman and Vice-Chairman respectively of the parish council.The Clerk reported that the council’s application to run the library as a community hub had been approved by the County Council, although some further information had been requested. The council had been informed by the Chair of Governors at St Mary’s C of E Academy that a councillor member of the Board of Governors was no longer required, although an application from any councillor who could provide the specifi c skills required by the Board would be welcomed.Cllr S England reported that the Neighbourhood Plan scoping report was now completed and councillors were asked for responses by 21 May.

The council decided to re-institute its Planning Committee, in view of the heightened activity in this area of work. It was envisaged that this would provide continuity when the Neighbourhood Plan Committee had completed its work. Cllr S England was elected to chair the new Planning Committee and all members present at the meeting expressed their wish to be a member.Membership of all other committees was approved. Chairs of each of the existing committees were re-elected unopposed. Council representatives on a number of external bodies and internal panels were also confi rmed.The council agreed to lease a Citroen van for the facilities management staff.Cllr S England reported on the council’s intention to list all sites for which the council may pursue registration as a community asset.Cllr Watson reported on the Best Kept Village Competition. There had been some disappointment last year as to the organisation and scoring of this competition

Cllr Greenway informed the meeting about planned legislation which would allow public recording of council meetings. A number of councillors expressed concerns about this measure.

The council decided to retain its rule that payments should require two signatures, although legislation now allows councils to use internet banking and BACS.

Cllrs Powell and Chapman reported on their very enjoyable stay in Moncé en Belin for the 40th anniversary of the twinning arrangements. Their formal duties included the opening of the new Welton Room at the council offi ces in Moncé and a visit to a nearby memorial to the crew of a crashed Halifax bomber. It was reported that some 50-60 visitors would be travelling from Moncé to Welton in August.

Bike RidesThere are still spaces available for free led bike rides in Lincoln. Now is your chance to register for free British Cycling led bike rides in and around Lincoln. In partnership with Skyride Local, Lincolnshire Sport is encouraging individuals, families and groups to get fi t and meet new people by dusting off their bikes throughout the summer months and take to the saddle.

Skyride Local events are open to everyone and they’re organised and guided by British Cycling trained ride leaders, who are on hand to offer encouragement and support throughout. There are rides for all ages, with varying levels from easy-going through to more challenging. If you’re fairly confi dent on your bike and ready to broaden your cycling horizons, our steady rides are ideal. At a comfortable pace, and possibly with some modest hills along the way, rides

take place on mainly quiet roads with plenty of sights along the way. Rides are between 6 and 20 miles long, at a moderate pace of between 7 and 10 miles an hour. British Cycling Ride Leader Ray Whitehouse said: “These rides are not only a great form of exercise, they are a great chance to meet new people. There are so many opportunities to get out on your bike with Sky Ride Local and enjoy Lincolnshire’s fantastic countryside. As well as the family-friendly, easy-going and steady rides, the challenging rides can really give you an idea of what it is like to take on the hills and push yourself – just like the pro riders!”

The Welton ride on 1st June will start from the Village Hall. This ride will take in the small villages of Hackthorn and Spridlington on a lovely little loop into the countryside. The ride is relatively fl at and uses quiet roads making it a lovely family ride and great for anyone looking to improve their confi dence on a bike. Along the route we’ll pass the church at Spridlington and there will be some lovely views of the Lincolnshire countryside.

Helmets must be worn by all under 18’s regardless of ride level. Please make sure your bike is in good working order and bring equipment with you to repair punctures. Ride leaders are there to help but are not responsible for your bike. All rides leave at the time stated you

must arrive early; ride leaders will not wait. Children under the age of fi ve do not need to register but must be in a BSA approved child seat, trailer or tag-a-long.

I’m pleased to report that all our existing responders were successful at our annual re-qualifi cation meetings recently.Our fi nancial year ended in March and due to the generosity of individuals and organisations in the two villages we can report that our costs over the last twelve months in running the group were covered by donations both large and small including those in collection tins at local businesses. In actual fact the majority of our costs go towards the support, training and equipment that the LIVES group provide us. Sainsbury’s School GamesHundreds of school children in Lincolnshire have been inspired by sport after competing in a multi-sport event at Grantham Meres Leisure Centre. Approximately 650 children from 80 primary and secondary schools took part in six sports and a total of nine different competitions and one inclusive event on a bumper day of action, health and wellbeing.

Schools teams, ranging from age 8 to 18, competed in a variety of sporting competitions including badminton, basketball, hockey, netball, new age kurling and swimming. The William Farr school won the KS3 boys’ badminton and the KS3girls’ badminton.

London 2012 Gold Medallist Tim Baillie was among the attendees on 5th March through his work with Sporting Champions. He provided inspiration from his past experiences in the Olympics. Tim said: “It’s so important that we inspire young people and ensure they know the importance of sport and physical activity. It takes a lifetime of hard work to become an Olympian and I try to advise children that passion, enthusiasm and being the best you can be are the best qualities to have in sport and when competing. Today has been an inspirational day and

it is great to see such a wide range of sports taking place.”

The Sainsbury’s School Games were another part of a national initiative to give every pupil in the country the opportunity to experience competitive sport and feel part of the London 2012 Olympic and Paralympic Games legacy.

Jo Purkiss, Sport Project Offi cer at Lincolnshire Sport, said: “It was a fantastic day of sporting legacy. The buzz and excitement around the whole event was amazing and the inspiration that Sporting Champion Tim Baillie gave to the children was unbelievable; Tim certainly had plenty of t-shirt signing practice throughout the day!”

Jo added: “All credit to the athletes involved when they were performing. The schools displayed all the Sainsbury’s School Games values and really pushed themselves to succeed. We also recognise the incredible support of the national governing bodies, clubs and facilities, who make these events happen.”

Matt’s FundFantastic news: the European wine event on 12th July, organised by W i l k i n s o n / O t t e w e l l productions to raise funds for both Matt’s Fund and Meningitis Now, is a ‘Sell

Out’. When you see lots of people dressed in European style fancy dress on that night you know where they are going or coming back from!Reservations are fast coming in for tee times at the annual Golf Day on Friday 3rd October. There are still a few spaces available so if you can raise a four-ball for this very special am/am let us know.The Clifford Family in Nottingham who created Skcin, an organisation with identical aims to ours, recently organised the ‘Nottingham Nightwalk’

and hundreds of people walked a seven mile circuit of Nottingham in the late evening; raising a wonderful £26,000 which will go towards research and raising awareness about malignant melanoma. Touchingly all the mile markers at this event are pictures of someone who lost the battle with melanoma; our Matthew was at the four mile point, helping spur on the walkers.

Did you see the recent press coverage about skin cancer? Rates of malignant melanoma, the most dangerous form of skin cancer, are now fi ve times higher in the UK than they were in the 1970s. More than 13,000 people are now developing the disease each year compared with about 1,800 in 1975. This dramatic rise, research suggests, is down to the increase in package holidays to sunny destinations and a boom in sunbed use. This is making malignant melanoma the fi fth-most common cancer in the UK with more than 2,000 people dying from the disease each year. Cancer Research UK, said: “Since the mid-1970s, malignant melanoma rates in the UK have increased more rapidly than any of today’s ten most common cancers.” Take care in the sunshine and watch those moles.

Welton-by-Lincoln Parish Council Open Day

On Saturday 7th June we will be holding an Open Day/Consultation Event at Manor Park. Please see the advertisement on page 30 for more information. It will be an opportunity for the community to view and comment on the Neighbourhood Plan prepared so far and members of the Working Group will be on hand to answer any questions you may have.

There will also be presentations by the Library Working Group on their proposals to take forward the running of the library when Lincolnshire County Council relinquish control later this year and by the Lancaster Community Development Project Group with their exciting vision for the proposed swimming pool/fi tness centre/tennis and squash courts.

Although the event has a signifi cant purpose and is a consultation requirement of the Neighbourhood Plan process, we are providing entertainment (music by Zoot and a bouncy castle) and refreshments so that everyone can have an enjoyable as well as an informative time. The PDA Committee would like to say a big ‘thank you’ to everyone who supported our May Day plant sale; to those who kindly donated plants and to those who came along on the day and bought them. My personal apologies go to those of you who came along expecting to see me there. I had a last minute invitation to visit my daughter in Herne Bay and so I missed the fun of the fair and the opportunity of meeting you all. A total of £144 was taken on the day and a further £29 from a stall outside a committee member’s home on Ryland Road. The grand total of £173 was an excellent result.Our next event will be the photography evening on Thursday 18th September in the Village Hall starting at 7.30pm. It will be an illustrated talk given by Clive Minnitt www.minnitt.co.uk entitled ‘The Lighter Side of Photography’. Even if you

have very little interest in or knowledge of photography you will fi nd his talk humorous and informative. Tickets will be on sale nearer the date, priced at £5 to include light refreshments in the interval. There are opportunities all around us every day. I usually remind people every year to make sure that to back up their pictures. Don’t just transfer them onto the computer because one day the computer isn’t going to work and all the photos will have gone forever! If anyone wants to know what to do to make sure they don’t lose their photos, please get in touch.During June we have two meetings. Our fi rst on the 12th will be our home round of a competition against other clubs from Lincolnshire. We will battle it out against two other clubs; a great night should follow. Our second meeting on the 26th is an outing to Gunby Hall. It’s always great to get out and about when the nights are light so hopefully we will have a bright, warm night so that we can get some great photos. The evening light can be the best of the day but you need to make sure you set your camera correctly. Dunholme Lunch ClubFollowing the retirement announcement from the long standing volunteers at this club, Age UK Lindsey has been seeking new recruits to retain this valuable service to older people in the area. Many people use the lunch clubs in Dunholme and Welton as a regular meeting place to catch up with friends, as well as enjoy the delicious food. The Lunch Club has been going since 1993 and Age UK Lindsey is really keen to offer support to be able to continue all the hard work done by the existing team of volunteers.

We are delighted to announce that some willing volunteers have come forward to help us keep this valuable village group going. However we are still looking for a few more individuals to come along and help. The current team will be continuing the Lunch Club until the end of July and historically the club closes for the

month of August, so new volunteers are required to start helping in September. If you have a spare hour or two to help this club please get in touch. You do not need to be able to help every week and there are a variety of tasks to do like helping with shopping to setting tables; many hands make light work!

A massive thank you goes to the Welton Cubs, Beavers and Scouts for organising and hosting an Easter Fair in support of the hospice. There were some fantastic stalls, all organised and run by the children, delicious refreshments and some amusing entertainment; a very big

On Tuesday 24th June I will be back at the Salvation Army, Market Rasen between 10am and 1pm, with information, tombola, activities and more. Please do pop along and at the same time enjoy the delicious homemade refreshments made by the Salvation Army.

On Saturday 28th June both Barnabas Bear and I will be at the Dunholme Fete between 12noon and 4pm, with information and activities. Barnabas Bear will have a busy afternoon leading the `Walk in the Park’ conga and judging the Fancy Dress Competition at 1.45pm. Barnabas would love to see lots of

children in all sorts of fancy dress outfi ts and will give a small prize to the winners; come on children, get dressed up and if you would like you can also have your photo taken with Barnabas Bear!

St Mary’s Academy FriendsA pirate ship for the playground is almost on the horizon for pupils at St Mary’s Primary Academy thanks to a recent successful fundraiser! An early evening screening in the school hall of the Disney hit Frozen, open to all pupils, proved especially popular and saw a great turn out. Soccer Tots continue even though the season has fi nished. Sessions take place at Manor Park on Saturday mornings 10 to 11.15am. We are currently on the grass and each session costs £2. If you need any more information please get in contact, my details are below.

A key event happening this month is the annual end-of-season presentation on Saturday, 7th June at the Village Hall. Our annual football tournament at Manor Park will be taking place on Saturday, 14th June and Sunday 15th June, with Under 7s, 9s, 11s, 13s and 15s participating on the Saturday and 8s, 10s, 12s and 16s taking part on the Sunday.

Football ClubThe 2013/2014 season, with all its highs and lows, is behind us and we now look forward to the challenges next season brings! Some teams have now taken a break while some have carried on to keep up the momentum. The football club looks likely to grow from the current 14 teams to as many as 19 playing in the distinctive colour of purple of Welton FC next season. I will give a full list of teams and managers details in July’s edition once all the teams have been confi rmed after the club and League AGMs but a couple of the managers have asked me to put something in this edition to gather a bit of interest now.This season’s under 7s (School Year 2), are looking for some new additions to their squad next season to play at under 8s. As promised in last month’s edition of NEWS here is how our teams fi nished this season:Under 7s: Stewart Smith and his side have enjoyed a great fi rst season, with some high scoring and tightly contested matches. The team have done very well reaching a cup fi nal, but sadly it had to withdraw being unable to fi eld a full side.Under8s: An improved season for James Quibell and his team but positive results were still hard to come by. All the boys enjoyed their football and their ability is getting better with every training session and game.Under 9s: A solid season for Anthony Morris’ side. After losing a couple of key players last season to academies the team has still challenged some of the best side in the league. They are a very capable set of players, who are showing great potential within their age group.Under 9 Bulls: Carl Wilson’s team in their second season made great strides

on where they were the previous season. They have lacked a goalscorer this season which would have given them the edge against some opponents. Overall an improvement.Under 10s: Dave Raw is pleased with how his team has done in his last season in charge. The team fi nished in a good mid-table position and will look to climb up the table next season with the foundations Dave has left behind. League: C fi nished 7th.Under 10 Bulls: In their fi rst season together Dave Staddon and his players have seen a great improvement over the course of the season, despite having a couple of underage players in the team; they went from strength to strength and fi nished strongly.League C: fi nished 9th.Under 11s: Stuart Hogg had a team with good ability this season but has been unable to match the performances on the pitch. Stuart is now stepping down as manager after enjoying his time coaching

Under 12s: Gary Fox’s team fi nished their mammoth season at the foot of the table. They are looking to a competitive lower league next season. A major high for them was beating the other team in this age group 2-1! League: B fi nishing 13th.

Under 12 Bulls: After a bright start to the season Phil Thorner’s team fell away towards the end and fi nished in a position that they probably didn’t deserve. The team is looking forward, along with the other team in this age group, to playing 11v11 football next season. League: B fi nished 10th.

Under 13s: After a poor season the previous year, Simon Jenkin and his team have done really well this year. Finishing in 3rd place (tied) this campaign is a great achievement for the side which will be challenging again next season. League: C fi nishing 3rd.

Under 15s: Tim Smith and his team have had a poor season by their standards. Finishing near the bottom of the table wasn’t what they were expecting at the beginning of the season. Knowing Tim his team will bounce back strongly next season. League: B fi nishing 11th.

Under 16s: This side had a brilliant and nail-biting season. Mac Harrison’s team has battled all season long at the top of the table and just missed out on winning the league. It was a great effort coming runners-up in a highly competitive league. League: B fi nishing 2nd.

Under 18s: This team is managed by me and with a very young side we struggled this season. We were unlucky not to come out with the result we deserved on more than one occasion but we managed to reach a cup fi nal which all the boys enjoyed even though we didn’t win. League: Central fi nishing 8th.

Mens: In his last season in charge Mark Atkin was very pleased with what his adult side accomplished. They challenged for the title and were often credited by the opposition as the best footballing side in the league; so well done to them. Division: 4 fi nishing 3rd.

Indoor Bowls ClubFive years before the internet, when a smart phone was tethered to its answer phone and Torvill and Dean skated to the Bolero, a small group persuaded our District Council to build a two rink indoor bowling green on Honeyholes Lane. That was 1984 and by 1998 membership had reached 300 with a waiting list.To play County league games requires fi ve rinks so West Lindsey transferred ownership to the Parish Council which provided a loan to build three more rinks. Since then the Club has repaid the loan with interest with a profi t to the Council and added improvements such as an electronic scoreboard, improved bar and so on.Bowls is played on a green. Indoor bowls uses a special carpet, divided into rinks which must be not less than 4.6 metres wide and between 34 and 40 metres long with markers at the corners and in the centre of each rink. Indoor bowls takes place in a dry and warm environment so little effort is required to send the bowl far enough. In fact anyone returning from the outdoor game usually sends their fi rst few bowls crashing into the end barriers as they apply too much strength.One anomaly is that measurements have gone metric throughout the world but players use imperial to give directions,

the most often heard is “A yard through” ie, too far.

Although there have been improvements the club still has the old blown, hot air heaters and the high uninsulated ceiling housing fans and strip lights. Or we had until now. Money raised from BIFFA grants (the landfi ll association), the Parish Council and the club has resulted in the installation of new heating, lighting and insulation. There will be a lowered ceiling with LED lighting and air conditioning. This work is being done by Airco, a national company based in Hull. The club will have facilities the equal of any in the county. It is still the same building on the outside but inside a transformation will be in place when it is all fi nished on 19th May. As well as the work on the ceiling, lights and heating, new underlay is going under the replaced carpet and general painting and cleaning will be done to fi nish it all off. A grand opening ceremony is planned for 3rd September with representatives of BIFFA, Airco and

You can have a look at the facilities, try the game with coaching, bowls and shoes provided and get a free cup of tea from the kitchen. If there is suffi cient interest further sessions may be arranged.At Dunholme there are games for all abilities, ages and states of health. We have a ninety year-old and several heart attack survivors playing in the formal leagues. There are fun leagues for those who just want the companionship and gentle exercise without getting dressed up. These run on a ten week cycle starting and fi nishing all the time.Members come from a wide area: Lincoln and the villages to Market Rasen taking in Cherry Willingham, Nettleham, Welton, Scothern and others as well as Dunholme, the home of the club.

Welton Bowls ClubHere we are again: another month into the outdoor season and true to form, the weather at the start has not been kind to us. We played our fi rst Lincoln & District match at the end of April and it rained. This restricted us to playing 21 ends instead of the league requirement of 25 but on the plus side we did manage to win the game even if it was only by one shot. The fi nal score of 70-69 shots to Welton meant that we picked up twelve points; not a bad start to the season.

Our next game was an afternoon game in the West Wold league away at Binbrook and once again, it rained. This was an 18 end game played with three woods with three players on two rinks. Unfortunately, we lost this match going down 37-22, which means we only picked up two points.

The next game was also in the West Wold league but this time an evening game, again 18 ends with 3 woods. The game was played away at Osgodby on the 12th May and yes, you’ve

guessed, it rained from start match to fi nish. Drowned rats had nothing on us that night. Unfortunately we lost the game by one shot, so close but, oh so far.

Our fourth game this season was played against Eslaforde Park (Sleaford) at home on the 13th May and yes it rained again; not quite the drowned rats this time. Again it was a very close game with Welton winning by 69 to 68 so this time we picked up eight points.

So far we have won both our games in the Lincoln & District league so we are hoping that we can keep the winning streak going. We still need to record a win in both the afternoon and evening leagues in the West Wold but it is early days yet.

Finally, we wish Terry Copsey and his wife all the best in their move south and hope that they fi nd a good bowls club to join. Thanks go to them for all the support they have both given to the club over the years they have lived in the village.
