Looking ahead, we share the excitement at clubs and schools throughout the land. Rugby is back! Already we are seeing more men, women, boys and girls heading to the pitches.
We’ve been reminded of the positive impact the game has on physical and mental wellbeing at all levels. The camaraderie we’ve
witnessed as clubs come back together underlines the wider contribution rugby makes to society.
We will nurture the vital role of the club game not only as a focus for regular sporting fixtures but also as the
heartbeat of communities, bringing people at all ages and stages together.
Everyone is welcome in rugby and we will celebrate our core values with a focus on increasing inclusion
and diversity in the Scottish game.

Our ambitions for rugby2021-24
To serve our rugby community as a dynamic governing body and business
To develop the community game throughout Scotland and grow rugby by engaging participants old and new
To build on the model of the international and professional game as the economic driver for developing rugby across Scotland
To focus on building men’s and women’s winning teams at all levels
To showcase and nurture the many ways in which rugby can improve everyday health, education and wellbeing in Scotland
Funding the Game
We will back our ambition with the most comprehensive and sustained investment
programme in the Union’s history
We recognise that we cannot build winning teams or invest in the future of the game without a strong financial base.
Investment made into the professional and national teams generates income in its own right which can then be invested in growing and supporting the community game.
Every level of the Scottish game is interconnected with each relying equally on the other to grow and succeed.
Connecting the FOSROC Academy to the pro teams and the Super6 competition provides the pipeline of talent and provides vital game time for players
The national team is underpinned and serviced by the professional teams who generate over 20% OF INCOME
The Scotland men’s team is the financial engine of Scottish Rugby
and generates over 70% OF INCOME

Investment made into the national and professional teams generates income in its own right which then cascades to nurture and enhance the players who are the lifeblood of the game in clubs and schools throughout Scotland

Working with clubs, schools and stakeholders to expand playing opportunities.
A focus on expanding playing opportunities and pathways
For the day to day running of clubs with new criteria to encourage wider inclusion
Annual club support payments to rise to £3m (and linked to CPI index) for the next five years

Return to play plan backed by £1m Return to Rugby Fund to restart rugby safely and attract players and volunteers back to the game or to greet them for the first time
Providing support for:
Widening access to the game
Driving the development of the women’s and girls’ game
Improving player development environments
Developing state school rugby
£5m Growth & Participation Fund providing £1m per year for five years to encourage wider community participation in the game

Invest in Edinburgh Rugby and Glasgow Warriors to meet the new challenges of the United Rugby Championship
Ambition for Super6 to grow to Super8to widen the pool of players, coaches and support teams able to progress to the pro-teams and beyond
Create a clear connection between our national men’s team through to the professional teams, the FOSROC Scottish Rugby Academy and an expanding Super6
Develop an improved pathway leading to a professional women’s team to ensure Scotland women can be competitive at international level
Introduce an integrated development programme for coaches and match officials
Harness the funding model to work for all parts of the rugby community

Continue to build an inclusive environment where our employees have purpose, feel valued, supported and connected to colleagues throughout the organisation
