The three-dimensional form of the Venice Coastal Zone today and in the future
1. OVERVIEW
1. OVERVIEW Local Coastal Program (LCP) A certified LCP will create greater transparency & predictability in
coastal development and coastal permit procedures
WHY: The Coastal Act requires that coastal communities prepare a Local Coastal Program (LCP) in order to establish the kind, location, and intensity of land and water uses appropriate to its portion of the coastal zone.
HOW: A multi-year effort to prepare, adopt, and certify the Venice Local Coastal Program as the coastal planning tool for the area.
WHAT: Local Coastal Programs (LCPs) implement the statewide goals and policies of the Coastal Act at the local level to preserve and enhance public access to the beach and identify resources that need protection.
WHO: The California Coastal Commission certifies Local Coastal Programs (LCP) and administers them in partnership with coastal communities

EFFICIENT
Find information you need faster. Easily Create a customized summary for what can be built on a site through WebCode, the new online Zoning Code.
3. ZONING TOOLS Why New Zoning?
SIMPLE
Revise project review procedures to create predictability and clarity in the development review and approval processes.
MODERN
The new Zoning Code will be easy to navigate through a visual, well-organized, user-friendly system.
ADAPTABLE
The modularity and range of new zoning options allows for increased flexibility in the combination of building forms and uses allowed.

WORKSHOP FOCUS
CONTEXT Rules that vary by a common geography ie: Coastal Zone.
Parking, lighting, encroachments, adjacency standards, access + circulation, Outdoor amenity space.
3. ZONING TOOLS New Zoning Organization
FORMIdentifies allowable development envelopes for buildings. Lot Standards, building placement, bulk and Mass (size and height), activation.
FRONTAGE Addresses the relationship of the built environment to the street. Transparency, story height, pedestrian access, allowable /required building elements.
3. ZONING TOOLS PLEASE NOTE:
THE GRAPHICS USED IN THIS PRESENTATION REPRESENT A VERY BROAD EXAMPLE OF HOW NEW TOOLS MAY LOOK OR FUNCTION.
THESE GRAPHICS ARE NOT GEOGRAPHICALLY SPECIFIC NOR NECESSARILY INTENDED FOR THE COASTAL ZONE. THEY ARE MEANT TO ILLUSTRATE CONCEPTS ONLY.
3. ZONING TOOLS
FORM: Identifies allowable development envelopes for buildings (i.e. the outermost limits for building).

BULK AND MASS Bulk and Mass guide building height, upper story stepbacks and massing on a lot in order to protect privacy and limit shade-shadow impacts on adjacent properties.

LOT CRITERIA BUILDING PLACEMENT BULK AND MASS ACTIVATION
3. ZONING TOOLS | Form
ACTIVATION
Requirements for how spaces and uses interact and how they address the street, helping to create the pedestrian experience.
EXAMPLES of Activation-metrics.
These metric types have their own metric values.
Activation-metrics can be regulated or optional.

Variable Mass:
Flexibility in location of taller building mass OR single story massing
Front-Massing:
Rear-Mass :
Taller building mass restricted to the rear of the lot
