WELCOME TO THIS PUBLIC CONSULTATION EVENT
Aylesbury is to grow and become a Garden Town and half of the parish of Stoke Mandeville has been selected to be part of this development.
A new dual carriageway link road - the SEALR - is to be built west to east through the Parish.
The HS2 rail line will also run through the Parish and the A4010 will be re-diverted to connect with the new SEALR.
As a neighbourhood planning group we can’t stop these things happening. But we do want to make sure that the future Parish is the very best place it can be for people to live and work and visit, and we consider that we can do this through the Neighbourhood Plan.
A Neighbourhood Plan has legal force – it says how land in the Parish should be used and how new developments should be shaped. Developers are already building houses and bringing forward plans and ideas so we want our Neighbourhood Plan to be law as quickly as possible so that developers have to follow it.
This exhibition is a chance for you to help shape the development plan for Stoke Mandeville and make sure that planned housing and job growth in the parish creates the community and local facilities that you want to see.
WHAT IS A NEIGHBOURHOOD PLAN? A Neighbourhood Plan gives communities more control over
the future of their neighbourhood.
It can define where, and what type of, development should take place in the area, what green spaces and historical assets should be preserved and what facilities are needed to
make your parish a better place to live and work.
The Localism Act now gives Parish and Town Councils, through wide consultation with residents and local businesses, the power to develop a plan for the future which shapes
the parish over coming years.
At a referendum later this year you will be asked this question:
“Do you want Aylesbury Vale District Council to use the Neighbourhood Plan for Stoke Mandeville to help it decide planning applications in the neighbourhood area?”
You decide!
Our first big idea is to create Stoke Mandeville Garden Parish
A garden parish is a self-contained part of a garden town with its own identity and facilities. The Garden Parish would be the whole of the existing Parish.
Our ambitious vision for Stoke Mandeville Garden Parish is that it will be a healthy, sociable community set in a beautiful green natural environment in which people are proud to say they live, work and play.
Within the new Garden Parish we want Garden Town ideas to apply and these include:
> High quality public facilities and housing
> 50% of land being a beautiful green natural environment for local people
> Lots of local employment, health, education, retail, culture, leisure, sport and community facilities alongside multifunctional green open spaces
> Good transport routes within the Parish and connecting it to the wider town and countryside
We also want Stoke Mandeville Garden Parish to have a clearer structure and identity, and we want there to be a specific masterplan for the whole of Stoke Mandeville Garden Parish, rather than bits of the Parish being included in separate plans.
These are our ideas and we need to know what you think please.

Views and Vistas
Protected Local Green Spaces
The Neighbourhood Plan can protect local green spaces which are important to the community from future
development. After careful research and listening to local residents, we are proposing to protect these green spaces:
• Queen Elizabeth II Playing Fields, Eskdale Road.
• Stoke Mandeville Village Green, junction of Lower Road and Marsh Lane,
and bisected by the latter.
• Allotment Site, west of, and accessed from, Lower Road.
• Triangular parcel of grassland associated with Malthouse Farm, NE of
Village Green.
• Land at junction of Risborough Road and Brudenell Drive.
• Sports field at Bucks County Council Sports and Social Club, entrance
opposite Stoke Mandeville Hospital.
• Grassland and footpath at southern boundary of Hawkslade between
housing and hedge.
• The area of grassland in Stoke Grange Ward between Dalesford Road and the Railway.
• The area of grassland in Stoke Grange Ward adjacent to Charles Close, Elizabeth Close and Diane Walk.
Views and Vistas
The Neighbourhood Plan can protect important local views and vistas from being
damaged by future development. We propose to try to protect particularly
important views from roads and public places within the Parish of Stoke
Mandeville including:
• Views towards the Chiltern Hills and Coombe Hill in particular.
• Views of local landmarks such as the church and school.

The Scheme
Design developmentInitial work to identify the route of the SEALR was undertaken in 2016 as part of the development of the Strategic Outline Business Case. Various routes were considered including improvements through Stoke Mandeville Village with the most appropriate considered being a direct link between the B4443 and the A413. Consideration was then given to the type of highway that should be delivered, including consideration of a single carriageway road and a dual carriageway road.
Current Proposed Design The SEALR, as currently proposed, is a 1200m long dual carriageway road connected to the local road network at either end by roundabouts. At the western end of the road, there will be a four arm roundabout connecting with Lower Road (B4443) and the Stoke Mandeville Bypass (Stoke Mandeville A4010 Realignment). The link road will then follow a south-westerly to north-easterly alignment and will consist of a two lane dual carriageway with a 40mph speed limit.
A new bridge structure is required as the road crosses the London to Aylesbury rail line, the SEALR’s mid-point:• The bridge has been designed to accommodate potential future electrification of the railway line. • Maintenance access is provided to either side of the bridge along with agricultural access points• Space has been left under the bridge to accommodate an ecology corridor and a potential future cycle route
connecting Stoke Mandeville Hospital with Stoke Mandeville Station
The SEALR will join a roundabout junction in the east. This four arm roundabout will connect Wendover Road (A413), the Southern Link Road and the SEALR. The link road will be lit at the junctions at either end of the scheme only. The scheme will feature landscaping on either side of the road to minimise impacts on neighbouring residents. Further work is being undertaken to determine whether any noise mitigation is required.
Walking and Cycling
There will be pedestrian access on both sides of the SEALR as follows:• On the northern side of the carriageway; there will be a shared 3 metre wide cycleway/ footway and a 2 metre
footway will be provided along the southern side. This will connect with the existing cycle route on the A413 Wendover Road and allow for continued connections along the outer link road network.
• Signal controlled (Toucan) crossing points are proposed at both roundabouts to provide safe crossing opportunities for pedestrians and cyclists
• Diversions to the existing Public Rights of Way in the area will be provided to accommodate the scheme
