Welcome to the Rochdale Early Years and Childcare Training and Support Brochure for Autumn Term 2019 The Rochdale early years and childcare training and support brochure is primarily aimed at early years,
childcare and play work providers who are registered with Ofsted on either the compulsory or voluntary
registers. The book has been re-developed after receiving an overwhelming response for its return from
recent setting consultation. However as we utilise the training portal more easily than preparing a
brochure, the training programme may be updated throughout the term and therefore the list of courses
in this brochure may not display as an exhaustive list. Please use the link below to ensure you reach the
most updated version of information and courses.

The brochure and the training portal are excellent tools to support all early years and childcare
practitioners to build on their learning, providing courses from basic, intermediate to advanced levels of
training including:
Safeguarding and Welfare Requirement Training - enabling you to meet the welfare
requirements.
Learning and Development Training - helping you to develop your skills.
Planning - The training programme will now be planned around an academic year (September to July)
in place of the usual financial year programme (April to March). The annual plan from September 2019 to
31st July 2020 is displayed on pages 4-7 which will enable you to plan your training more effectively,
however the dates and times of the sessions will continue to be advertised on the training portal termly.
Additional courses may be added throughout the year to ensure flexibility to meet local priorities, sector
changes and practitioner requests.

right for your setting and your practitioners.

It is good practice that all early years, childcare and play practitioners including childminders, should
access appropriate training or continuous professional development each year. Some training is a legal
requirement for example safeguarding, but other training should be planned to support practitioners in
areas they need to develop or to deliver new initiatives.
“An effective and well-established programme of professional development helps practitioners to
improve their knowledge, understanding and practice”. Ofsted Early Years Inspection Handbook
April 2018.”
We would strongly suggest when planning your setting, staff and childminding training, you
should take into account:
Reflective Practice - Ofsted asks that you evaluate your practice and record your improvements and
areas of development.
“Leaders and managers of settings should have an accurate view of the quality of their provision
and know what to improve. Inspectors will consider how well a setting evaluates and knows its
own strengths and weaknesses and how it can improve or maintain its high standards.” Ofsted
Early Years Inspection Handbook April 2018.
Evidence of continuous improvement:
Your training record can contribute to this.
Any service level agreements or school/setting development plans.
Local and national requirements and priorities such as Early Years Foundation Stage (EYFS),
speech and language requirements, tracking children’s progress, readiness for school, home
learning environment, planning for next steps to meet children’s needs.
All of the above should inform your training plan.
We would also suggest the following as examples of good practice:
Identify the training needs of all individual members of staff and support them to access training
which develops their skills, understanding and knowledge in those areas.
Agree training and development plans with all staff members as part of the supervision cycle.
Seek to ensure all staff access training above and beyond statutory requirements.
Consider how individuals attending training, feedback any learning to their peer group and implement
any actions identified – for example use of a “cascading” pro-forma or feedback at a staff meeting by
evidencing changes in Self Evaluation Form (SEF) as a result.
Evaluate how the training benefits children in the setting.
A wide range of activities can also contribute to continuous professional development, these
might include:
Attendance at training, conferences, professional events, development meetings and transition and
moderation.
Individual research and practice reflection.
Peer shadowing, mentoring and advisory team support.
Accessing EYFS forum.

Training Membership Scheme
We have recently reviewed the way the current membership scheme is used and the way we plan and advertise courses; this has been based on the needs of Rochdale Borough children and settings from consultation.
Planning - The training programme will now be planned around an academic year (September to July) in place of the usual financial year programme (April to March). The annual plan of courses will be available from September pg.4-7; however the dates and times of the sessions will be advertised on the training portal termly. Additional courses may be added throughout the year to ensure flexibility to meet local priorities, sector changes and practitioner requests.
“Leaders ensure practitioners receive focused and highly effective professional development. Practitioners’ subject, pedagogical content and knowledge consistently builds and develops over time, and this consistently translates into improvements in the teaching of the curriculum.” Ofsted Early Years Inspection Handbook – Draft for Consultation – January 2019.
For the 2019-20 scheme, during the cross over, this will mean, if your setting applied for a membership package from April it will run from April 2019 to the end of July 2020, increasing your membership term in which to use your membership places. The following year the scheme will start from the new academic year September 2020 to the end of July 2021.
Benefits of joining the membership scheme:
Option to purchase a size of package to suit your setting needs.
Option to purchase more than 1 package and mix and match the various sizes.
You can apply for the membership at any time throughout the membership period.
Early Years Childcare Advisory Team (EYCAT) courses are now part of the scheme, you can use your membership place for all courses advertised on the training portal.
Members will have priority over waiting lists.
Option to purchase additional places at a discounted rate.
One Free High 5 verification visit per setting, per academic year for: o Childminders who purchase any size package o Nurseries/playgroups who purchase a small package or larger
The new show my training statement, soon to be amended to ‘show my training history’ tab on the training portal will keep you up-to-date with your booking history and enable you to keep a track of when you have reached your limit of membership places.

Terms and Conditions
The membership places may be used for any course of your choice.
A limit of 2 delegates per setting can be booked via the online training portal, however additional staff can be added to the reserve list by contacting the training team and will be allocated at least 3 days before the course.
Unused membership places will not be carried forward and will need to be used by 31 July 2020.
Once you have paid your membership fee, you will have to continue for the full period of the scheme.
Additional Places Where members wish to purchase courses above and beyond the numbers specified above these will be discounted by 15% of the non-member cost, with the exception of courses advertised at the Rochdale settings standard rate (£15). The Rochdale settings standard rate is the same cost for both members and non-members. There is no limit on the amount of additional courses that may be booked.
You also have the option of being charged for a course rather than using one of your membership places, this may be because the course is cheaper and you want to use your membership place for a more expensive course, please use the members charge payment option on the training portal.
Non-Attendance Fees (DNA)
Non-attendance fees are there to encourage delegates to cancel their place within the 24 hour cancellation timescale, this enables the team to offer that place to those on the reserve list. The fee remains the same as last year at £25, however for members that selected the membership place when they originally booked, the place will not be lost and can be used to book on a different course.
How do I pay for the membership scheme?
The application asks you to indicate if you wish to receive an invoice or if you want to pay debit or credit card over the phone. If you tick invoice you will receive the invoice within 10 days and you will need to follow the payment options stated on the invoice. If you select payment by debit or credit card, on receipt of your application a member of the training team will contact you to take your payment. Any additional course bookings or courses you have chosen to be charged will be entered onto your termly training statement.

Frequently Asked Questions
How do I make a
booking?
All bookings are now entered through the online training portal which is hosted by
the Our Rochdale directory.
Please select the following link ourrochdale.org.uk or alternatively type it into
your browser. Select children and families service and from the childcare
provider course booking page download the full instructions.
How do I join the
membership
scheme?
From the training portal from the childcare provider course booking page, you
will see a number of downloads which include, membership application, training
book and instructions for the portal. Click on the appropriate green download
box and you can either save and/or print the information.
If I’m a member of
staff from a group
setting, who
books my
training?
Group setting - You should have 2 staff members who have been
nominated to enter all staff training, this is usually the manager/deputy
manager or another designated person. Please share the same log-in
details as this supports the Local Authority when creating training reports
and keeps all your setting training history in one place which can be
viewed by selecting the my course bookings link.
Childminders will be the designated person to book courses for their
childminding assistants.
Children centre staff please see your designated person to book your
training.
Can I book a
course over the
telephone?
No, unfortunately not. All bookings must be made through the training portal; this
is the only way to book your courses. The only exception is if it is a last minute
booking offered from a reserve list or you are offered more than 2 places per
setting, in which case the training team can book that place for you from the back
door of the portal.
How many places
can I book?
Places are limited to 2 places per setting, unless otherwise specified in the
details. However, if you wish for more than 2 places please contact the training
team and they will enter the additional staff details onto a reserve list. In the
event that the course is undersubscribed we will contact you to offer the extra
places. The training team will book any additional places on the portal as the
system doesn’t allow a setting to book more than 2 staff members per course.
Please note; Members of the training scheme will have priority over waiting lists
as stated in the schemes terms and conditions.
How do I receive
confirmation that
I’m booked on a
course?
Once you have submitted your booking you will receive a confirmation email. The
email will display the course title, reference number, date and staff name. Please
enter all your course bookings onto your training course calendar/diaries as there
will be no further reminders.
I didn’t receive a
confirmation
email; do I still
have to pay the
non-attendance
fee / admin
charge?
Unfortunately yes. If you have booked a training course through the training
portal and have not received a confirmation email, it is your responsibility to
contact the training team so we can check that you have been allocated a place.
You should always receive a confirmation email. The main reason you might not
get an email is because the email address has been entered incorrectly.

Payment
options?
Once you have selected the course that you wish to attend, the booking
application form will ask you to select a payment option as shown below. Please
select one of the following:
Members - 1 Free Place course – select this option if you wish to use one of
your allocated membership free places.
Members - 2 Free Place course – select this option if the course description
states that 2 free places need to be used. This may be due to being a full day
course, with the exception of First Aid.
Members - 3 Free Place course – select this option if the course description
states that 3 free places need to be used.
Members - 4 Free Place course – select this option if the course description
states that 4 free places need to be used.
Members - 5 Free Place course – select this option if the course description
states that 5 free places need to be used.
Members Charge – select this option if you have either used all your free place
allocation or you choose to pay for the course rather than use a free place, for
example, it may be a less expensive course.
Non-member – this cost applies to practitioners from Rochdale Borough settings
that have not applied to join the membership scheme.
Out of Borough – this cost applies to practitioners from settings in neighbouring
authorities. This cost carries a 25% surcharge than for Rochdale borough setting
charges.
Free Course – Select this option when there is no charge for the course.
(please be careful not to select the members free place option)
Please note: Since April 2019 EYCAT courses are now part of the training
membership scheme, therefore if you book any courses beginning with the
reference number EYCAT you can now use a membership place as shown
above.
Children Centre Staff – Please enter ‘Free Course’ for all training sessions.
What is the
process if I wish
to cancel a
course place?
A course can be cancelled online up to 24 hours before the course start time.
You cannot withdraw later than this and a non-attendance fee will apply.
Log into the directory in the usual way and search for the course. Halfway down
the booking page, under the heading My Bookings, it will display the name of
the person that is booked on that course. Simply click the cancel button on the
right hand side.
You will receive an email to say that you have cancelled the booking. (As long as
you entered the email correctly at the point of booking).
What if a staff
member leaves
and is booked on
a course?
The manager/designated person must cancel the booking within 24 hours of the
course start date (see how to cancel above).
Please provide the training team with the staff leaving date so we can amend our
database and ensure your setting doesn’t incur any costs after this date.

What happens if a
course is
cancelled or
postponed?
Every effort is made not to cancel or postpone courses, but this may happen due
to circumstances outside of our control. If a course has to be cancelled, you will
be contacted and offered an alternative course, subject to availability. If we are
not able to offer you an alternative course, any charges or membership places
used will be credited to your setting.
My course
bookings (setting
training history)
From the ‘childcare provider course booking’ page, underneath book or cancel a course here tab you will find the ‘my course bookings’ tab. When you select this tab it will display 2 new tabs, 1 for active and 1 for previous training. A full training report can be found at the bottom of this page by clicking on the ‘green tab’ that states ‘show my training statement’. The title name will soon be changed to say ‘show my training history’. Please note you need to be signed into your account to access this report. The report will also display your payment and membership places used.
Non attendance
charges
Non Attendance Fees are there to encourage delegates to cancel their place within the 24 hour cancellation timescale, this enables the team to offer that place to those that are on the reserve list. The fee remains the same as last year at £25.
Members Place – £25 charge, irrespective of the course cost. However if you selected one of your membership places when you originally booked the session,
the place will not be lost and can therefore be used to book on a different course.

Free Course – £25 charge. (With the exception of moderation meetings)
* 2 or more session courses: There will still be a charge if a practitioner fails to
attend any subsequent sessions, for example if you have booked a two session
course but only attend 1 session this would still prevent us from being able to
offer a full place to a practitioner from the reserve list.
Please note: We regret we are unable to apply waivers for absence of any kind.
Payment of
training
At the end of term, each provider will be issued with a training statement. The
statement will list all the training that staff have attended/not attended, any
charges required and/or any free places used.
You will have approximately 14 working days from the date on your statement to
pay the amount owing. Late payments will incur an additional cost of £20 to
cover administration costs.
If for any reason you are unable to pay within this timescale, please notify the
training team as soon as possible.
Who is
responsible for
the non-
attendance fee?
The setting holds overall responsibility to the local authority for payment of non-
attendance fees; however it will be the settings owner/manager to decide if to
charge the individual practitioner.

If you require any additional support in order to participate in the training, or you
require any disability access, please enter the details under additional

Charges for other sectors

Of Borough
providers
(OOB)
For settings in neighbouring authorities, fees will be applied at the rate of the
cost to Out Of Borough provider. For OOB non-members, providers will
receive an invoice at the end of each term and will have 14 working days from
the date of their statement to pay.
Charges for
school staff
School staff will be charged the non-membership fee.
Schools will receive an end of term invoice which must be paid within 14 days
from the date of their statement.

Settings and home childcare providers working in the Rochdale Borough, who
are registered on the Ofsted voluntary register, will be charged the Non-
members cost. An end of term invoice will be sent and must be paid within 14
days of receipt.

bespoke support packages delivered by the Early Years and Childcare Advisory Team.

As of July the Rochdale Borough Safeguarding Children Partnership (RBSCP) has replaced the Rochdale Borough Safeguarding Children Board. The Children and Social Work Act 2017 and Working Together 2018 set out the requirement for the establishment of new multi-agency safeguarding arrangements covering each local authority area. Course members will:
Attend when booked onto the course.
Arrive on time, before the course begins and remain throughout.
o Late entry is at the discretion of the trainer – anyone arriving late must not disrupt the
training.
o Attendance certificates may not be given for early departure.
Sign the attendance register.
Turn off mobile phones and/or portable music devices.

To ensure that participants are skilled with the necessary procedures and practices to administer first aid.
At the end of the course participants will be able to:
Demonstrate resuscitation skills effectively – this will be measured by visual ongoing assessment by the trainer of the delegate’s practical skills.

The WellComm is a speech, language and communication screen and intervention pack for children 6 months to 6 years old to identify, support and develop speech and language needs in young children. Identify how this tool fits into the local development plan for speech and language.
Practice using the screening tool with the support of a speech and language therapist.

Rochdale Local Authority is moving from our current Capita One system for funding and assessment data entry to Liquid Logic. This is your opportunity to find out about this new system. This briefing will explain how to use the portal for all early years assessment information At the end of the course participants will be able to:

It is important that you book and attend both headcount and assessment sessions. Information: This distance learning package is being offered to members only and can be purchased and undertaken in your own settings. The e-learning host site is called Me Learning, which is a programme the local authority staff use when undertaking their own professional development training. As the tender contract is coming to an end in March 2020, with a possible new learning provider in April, it gave us the opportunity to trial this style of learning with our Rochdale settings, particularly as recent consultation indicated that some may prefer this type of learning style. If the trial proves popular this may be something we continue to do with the new e-learning provider, or possibly the same provider, in April. Your feedback is always welcome. A setting can purchase 1 licence per person for 1 membership place, which includes the whole package of 26 training sessions. The individual licences will ensure that each member of staff receives an individual named certificate on completion of each module. Making a booking You can book through the training portal as you do with any other course, however If you wish to purchase more than 2 licences please email the additional names to the [email protected] who will make the additional bookings for you through the back door of the portal. For example, for group settings, if you want 5 staff to undertake all or some of the modules from the training package, you will need to make 5 bookings to receive 5 licences. Please use the same email address for all staff when booking; this may be your administration or setting email address. Payment Regarding payment of the licences, when making your booking you can select the 1 free membership place payment option per staff member, this is the only payment option offered to members for this training package. Procedure after making your bookings
The setting will receive an email from eLearning admin at the email address used at the time of booking. The email will contain a unique user name and password for every member of staff that has requested the package of training. The password will need to be changed on first login for each individual staff member. Follow the instructions provided. The package/modules will then be displayed on the individuals dashboards and can be started at staffs own leisure. You do not have to undertake all the modules and can select the courses of interest. The courses can be dipped in and out of and completed at the individuals own pace and as this is a web based programme it can be completed in the setting or at home providing there is internet access. The course can also be reviewed and /or re-attempted as many times as staff wish. However all modules will need to be completed by 31st March 2020. Any uncompleted modules will be lost. Child Sexual Abuse a Just Time Digital Package Following a Serious Case Review, Children’s Social Care received a number of single agency recommendations that need to be responded too, specifically around Interfamilial Sexual Abuse. The requirement is that practitioners recognise and make effective interventions in cases of sexual abuse. As a result of the recommendations a learning pack has been developed using materials provided by the NSPCC. The resource comprises a variety of learning activities, including research, read and reflect worksheets (to use collaboratively with colleagues), further reading and research.
