98.03 A quorum was declared. It was noted that 237 commissioners were registered. The docket was adopted as published. RE Joe McCoy addressed the technical aspects of conducting our meeting via Zoom regarding commissioners expressing a desire to speak, voting on motions, etc. 98.04 TE James Banks called the presbytery to worship reading from Psalm 92. He then led us in a time of prayer, praise, singing and intercession. Music was led by Paige Burhams. The presbytery sang “He Lives.” James then read from 1 Peter 1.3-9. He read initially from versus 3-5 inviting Presbytery to participate in a time of praise to God by responding with “Lord, I praise you for. . . .” Paige led in singing “Doxology” based on Romans 11. James then reflected on verses 6 and 7. Presbytery was led in a moment of silence reflecting on those who have gone before us, a time of silent confession and in a time of intercessory prayer. Paige led in singing “Do it Again.” James then read verses 8 and 9 asking the presbytery to commit this meeting to the Lord for His direction and control. Members of presbytery prayed, “Lord, I love you because. . . .” We then sang “Speak, O Lord.” TE Rachel Toone gave a devotional thought from Matthew 5.2-3, focusing on “Blessed are the poor in spirit.” Rachel summarized these verses saying, “when you’re out of breath, you’re on the right road.” Jesus promises us fullness of life in the life to come so be faithful and be strong now. Worship concluded with Paige leading in singing “Great is Thy Faithfulness.” Prayer was offered.

98.05 Moderator Cauley encouraged the members of presbytery regarding the weekly PMA prayer meeting on Tuesdays at 9am. 98.06 The minutes of the 97th meeting were adopted allowing for minor changes to be offered later. The changes relate to spelling and names and will be made in the coming week. (Note: Several minor changes were made and corrected so that the minutes submitted to the OGA are correct.) 98.07 The report of the Executive Committee was given by Moderator TE Kevin Cauley. Kevin opened the report with prayer. It was moved, seconded and passed that RE Scott McGregor be elected as an additional Vice-Moderator of the PMA. Kevin then discussed plans for the next meeting of presbytery. The current plan is for the meeting to be held in person at Lake Forest Church. We are planning a great celebration of the PMA past and a challenge as we look forward. We believe that this will likely be the last time we’re all together. More details to follow.

98.08 It was moved, seconded and passed that the PMA authorize the sum of $500 be contributed to Reformed Theological Seminary for the creation of a patio on the campus of RTS Orlando in honor of the retirement of GA Stated Clerk Dr. Jeff Jeremiah and that the PMA also contribute additionally, to a special trip fund honoring Dr. Jeremiah. The PMA will contribute up to $2,000 for the trip but the churches of the PMA are asked to contribute to this fund. These contributions should be sent to the PMA treasurer not later than June 30, 2021. The entire amount for these purposes will be forwarded to the Office of the General Assembly. Each region of the PMA is requested to remind the PMA churches to contribute to this cause. The report of the Executive Committee was received as a whole. Kevin Cauley led in prayer.

98.09 At this point, a video presentation was made by church planters from Lake Forest UCity. This church plant will launch in the fall, 2021. 98.10 The report of the Missional Director, Dr. Bucky Hunsicker, was given. Bucky opened his report with prayer. He challenged us to finish well as we complete the mission that has been the PMA and as we launch into three new presbyteries. The proposed date of the launch of the new presbyteries is set for July 1, 2022. Bucky then introduced TE Rob Westlund, chairman of the Church Development Committee and Transitional Missional Director of the Presbytery of the Coastal Mid-Atlantic. Rob challenged us to pursue with energy the rescue mission for lost people. The report was received as a whole. 98.11 The report of the Stated Clerk was given by TE Ron Horgan. He opened the report with prayer. Ron gave information regarding the upcoming meeting of the EPC. He reminded the churches of the need for the TEs and REs to register whether they plan to attend via Zoom or in person, to elect commissioners from their respective churches to the GA and for the elected commissioners to be reported to the OGA so that they can serve in a voting capacity. That registration is due not later than May 15, 2021. Churches were also reminded that the Annual Church Report is now past due, having been due on February 28, 2021. 98.12 The descending overture, Overture 20-A was presented, discussed and voted on. The total count was 155 yes, 0 no and 6 abstentions. 98.13 The Stated Clerk presented the list of exceptions to the PMA minutes made by the Presbytery Review Committee (PRC). It was moved, seconded and passed that the responses of the Stated Clerk be accepted and forwarded to the PRC and the OGA Stated Clerk. 98.14. The report of the Stated Clerk was received as a whole. 98.15 TE Bill Enns gave the report of the Multiplication Task Force. Bill led in prayer. He reminded us that the role of presbytery is to consolidate the roles relating to the mission of the church that the churches can’t do by themselves. Bill challenged us to pursue more adult baptisms, meaning that we are seeing new converts to Christ. 98.16 A video presentation on behalf of the B90 ministry was presented by TE Bill Campbell. He challenged churches to embrace reading the Bible in 90 days. This ministry offers technology to assist churches in doing this. Bill provided links to investigate the program including a YouTube video. 98.17 TE Rob Westlund gave the report of the Church Development Committee. Rob opened the report with prayer. Next, a video about The House of Mercy, a PMA church plant in Asheville, NC was presented. This mission group is led by TE Chad Smith. They are already requesting baptisms. Rob reported that we currently have 9 church planters in the works including one in the Lynchburg area who seeks to plant a church among Farsi speaking people on the east coast. Rob challenged the churches to participate as planters, patrons and partners. Elizabeth Gibson reported on the North Hampton Church Planting Network. This network was

Page 12: WELCOME TO THE PRESBYTERY OF THE MID-ATLANTIC!

12

established out of a significant gift given by North Hampton Presbyterian Church as it was closing. Elizabeth asked: “What kind of churches will our children and grandchildren want to be a part of? This is the question and challenge before us.” This network is modeled after the Aspen Grove Network. Elizabeth serves on its board and also as an evaluator. The NHCPN has been granted IRS 501(C)(3) status and bylaws are in the works. Four planters are going to be assessed at the next assessment center. She is challenging each presbytery to resource and plant 3 new churches in the next year and challenging each church to give $1,000 per year to this work. 98.18 TE Jeff Gardner gave a report on the May 22 meetings which are being planned in the three regions. The regions are planning to meet in person for fellowship, teaching, worship and training. Each group will talk about its mission and vision for discipleship and church planting. 98.19 The report of the Church Development Committee was received as a whole. 98.20 TE Ken Priddy gave the report of the G.O. Center. He opened the report with prayer. Ken reported on various works underway through the G.O. Center. Ken launched a new G.O. Center enterprise in Phoenix under David Zook. They held an event hosted by Phoenix Seminary. Ken is also working with a PCA pastor who plants churches in Mexico. He is planning on doing revitalization work with Ken’s assistance. Ken met with a man running “Fresh Start” church planters. This is a ministry for church planters taking on churches that are about to die and they seek to “re-plant” churches. He is seeing ministry expand in the Pacific Northwest. Ken is relaunching “Pitstop,” an hour of refreshment, discussion and training. This will restart in the spring and will be offered monthly. Ken continues to work on “The G.O. Project” which is a two-year project for revitalizing churches. There are currently 8 churches enrolled in this project. Ken closed his report with prayer. 98.21 A video presentation was given by Shawn Steward, Mobilization Coordinator for EPC World Outreach. WO is gathering a cohort of Missions Committee chairs to share resources, coordinate and serve better together. He is also coordinating the Home Team Mission Cohort. A new work is being investigated that will serve South Sudan through an Anglican church. A six-week webinar is being offered on “Getting to know your Muslim neighbors.” Efforts are underway to gather college students interested in mission work. Other mission trips are being developed. Stay tuned for further details. Shawn closed his presentation with prayer. 98.22 RE John Johnston prayed and gave the report on behalf of the Stewardship Committee. John said the financial reports are included in the packet. We are on target financially. The committee is working to coordinate with the three regions as we prepare budgets together. The report was received as a whole. 98.23 A video presentation was made by Dan and Beth Sonnenberg, Timothy 2 Project International, missionaries through World Outreach in Latin America.

98.24 The report of the Missions Committee was given by TE Jeff Smith who opened his report with prayer. PMA churches currently support more than 23 World Outreach

i. The Order of the Day will consist of a celebration of 30 years of the PMA. We will look back on God’s faithfulness to us and look forward as we move into three new presbyteries. Kevin Cauley will provide a brief overview of the afternoon. We will then consider how the PMA has been committed to being Reformed (Gordon Miller), Presbyterian (Don Fortson), Evangelical (Nate Atwood) and Missional (Mike Moses). Dean Weaver will close the time with an opportunity to look forward how God will lead the new presbyteries and the EPC as a movement.

j. Presentations will be made by King University and Montreat College as part of our commitment to encouraging Christian post high school education,.

k. The Revelation 7.9 task force will report. l. All other committees are expected to report. The Stated Clerk is preparing the

docket that will go out with the packet shortly before the meeting.

Bucky reported on the upcoming Transitional Pastors Training Conference that will be held on October 19-21 at Threshold Church, Matthews, NC. It will be led by TE Bill Enns and others and will provide opportunities for pastors to be trained as Transitional Pastors as well as help churches understand the need and availability of Transitional Pastors as the need arises. We have offered a scholarship for the first 10 TEs that register for this training. Bucky further emphasized our need to commit to fervent prayer. He is challenging each of the regions to begin a prayer time similar to the PMA Tuesday prayer meeting currently being held via Zoom.

Ken Priddy reported on behalf of the G.O. Center. Ken presented material he has

created and assembled on many fronts in order to foster a climate of church revitalization and training. That material will be included in the packet for Presbytery. Recently, Ken completed a new program called “Reboot Now!” that fosters a sense of urgency for revitalization. He is also offering a free monthly opportunity called “Pitstop” wherein participants are able to receive a monthly recharge of their spiritual batteries as well as be able to interact with other pastors.

Tom Pitman indicated on behalf of the Ministerial Committee that we will likely

have 2 candidates coming under care in the PMA. We may also have 5 examinations of ordinands and transfers and will need to hear 2-3 sermons as part of the Ministerial Committee report at the 99th meeting.

The Executive Council then went into executive session to deal with a matter

requiring confidentiality. This matter will be discussed in executive session on the floor of presbytery during the upcoming meeting. The Executive Council then came out of executive session.

Ron Horgan gave the report of the Stated Clerk. It is his desire to train the three

new Stated Clerks for each of the new presbyteries in the near future. We have received one overture from the OGA that will be distributed in the September meeting and voted

on in the January meeting. Ron discussed the logistics of the January and April meetings that will be held regionally. He received communication concerning the progress of The Jeremiah Patio project at RTS Orlando and will share that at the meeting.

Tom Clymer, chaplain for the PMA, asked the question: As churches are waking

up to a new normal, how do we plant these “new” churches? With virtually everything changing, how do we adapt our methods but continue to be urgent in proclaiming the gospel?

Scott McGregor reported on behalf of the Multiplication Team. The leadership of

the various regions continues to meet both collectively and as regions. Things seem to be moving forward and the overall plan for a smooth transition appears to be working.

John Johnston reported on behalf of the Stewardship Committee. This committee

met along with other regional leadership in July. It was noted that the budget for 2021 will need to be increased by $52k for transitional expenses. The following motions were approved by the Executive Council and will be offered on the floor of presbytery:

1. The Executive Council moves that the PMA budget for 2021 be increased by

$52k per requests of the regions for a supplemental allocation. 2. The Executive Council moves that in 2022 all funds for PMA general

operational budget be taken from the current reserve. 3. The Executive Council moves that all “Per Member Askings” and any other

designated contributions received in 2022 (or designated for that fiscal year) be allocated specifically to the region.

4. The Executive Council moves that $27k be allocated to the G.O. Center for the first six-months of the year out of the current reserve.

5. The Executive Committee moves that the 2022 budget in the amount of $565k (of which $403k be funded by the regions for their operations) be approved by the PMA.

Rob Westlund reported on behalf of the Church Development Committee. Rob

stated that it is likely that Story Hill Church will be received as a local church in the PMA in the next month or so. Story Hill has been a member of the Lake Forest Church family and is now desiring to become a local church. This is being done with Lake Forest’s blessing. A sub-committee of the CDC will interview the church and its officers and will make a recommendation that will be forwarded to the PMA at the September meeting. CDC is recommending that the call of TE Michael Flake be changed from assistant pastor at Lake Forest to pastor of Story Hill. It is also recommending that New Hope Church Lynchburg be moved from Mission Church to Mission Group status. It is also ready to receive St. George’s Church as a Mission Group. Finally, Rob advised that progress is being made toward adopting bylaws and a governing structure for the North Hampton Church Planting Network.

Jeff Smith reported on behalf of the World Outreach Committee. Jeff is planning on showing 2-4 videos during the course of the PMA meeting and giving a brief verbal report.

Updates from the regions were received. The Central Carolinas region has chosen

TE Robert Howard to be its Transitional Stated Clerk. Central is currently searching for a Transititional Missional Director. Coastal Carolinas has chosen RE Duke Lineberry to be its Transitional Stated Clerk. TE Rob Westlund has been chosen to be its. Transitional Missional Director. New River (formerly Mountain) has chosen TE Andy Koesters to be its Transitional Missional Director. New River is currently searching for a Transitional Stated Clerk.

There being no further business the meeting was adjourned with prayer offered by

RE Don Kirkey. Respectfully submitted, Ronald W. Horgan Stated Clerk

Analysis Developed by Dr. Ken Priddy Background & Rationale (go to p. 2 if Background and Rationale are of no interest): It’s widely recognized that a very high percentage of American Evangelical churches is in decline. After nearly thirty years of focusing on church revitalization, a response to decline, I have identified two broad categories of decline. There is systemic decline that is the result of protracted issues that might span years if not decades of time, and there is event decline that comes on suddenly as the result of a catastrophic occurrence. For example, systemic decline might befall a congregation that remains inwardly focused over many years of demographic shifting in its

Page 23: WELCOME TO THE PRESBYTERY OF THE MID-ATLANTIC!

23

community, creating an ever-widening cultural gap between congregation and community. Event decline might result from a suddenly discovered sexual impropriety involving key staff or leaders, or the revelation of a misappropriation of funds by a trusted treasurer. Though I’m using these scenarios as hypothetical examples, I have personally witnessed each of them more than once. It its generic form, these are church health issues, or, perhaps I should say, these are lack of church health issues. The connection of decline to church health brings me to a discovery I made in the early 2000s. While traveling by car one night from one church to another during a typical training trip, I happened upon a radio interview with Dr. Judith Prager, then (maybe now) consultant to Cedars-Sinai Medical Center in the Cardio-thoracic Surgery Unit. The topic was called verbal therapy and the backdrop to the conversation was a book titled, The Worst Is Over: What to Say When Every Moment Counts, co-authored by Dr. Prager and Judith Acosta. In short, the thesis of the conversation and the book is that, when it comes to medical treatment, it’s not just what you do but how you do it; not just what you say but how you say it. In other words, what a doctor or emergency medical practitioner says to a patient or an accident victim can help or hurt the healing process. As I thought through what was being said in this radio interview, I realized that, in a sense, declining churches are patients, whether they have arrived at their current state of health through systemic or event decline. I realized that our revitalization ministry focused more on the what and not on the how in terms of sensitivity to the psyche of a congregation or its leaders or pastors. I bought, read and studied Prager’s book and investigated this field of verbal therapy and similar fields such as pain, physical and psychological, and grief. One of the outcomes has been the development of the G.R.A.C.E. Analysis. Church Revitalization Context: The G.R.A.C.E. Analysis fits into the larger context of a thorough church revitalization assessment. At the GO Center, we employ a series of assessment tools to assist church leaders in a self-discovery process to determine exactly where their churches are in regarding to church health. Most prominent among these tools is the Church Lifecycle Assessment. Through the use of these tools, leaders gather information that informs their perspectives. We use this self-discovery method so that leaders will learn about themselves for themselves as they develop their findings, and their ownership of those findings tends to be quite high because they are self-discovered as opposed to a third party’s rendering of an outsider’s perspective. This is a valuable process but leaves the question of how to manage all of the information gathered so that it can feed decision-making and illuminate action steps. So, once gathered, the information is processed through two grids, first through a G.R.A.C.E. Analysis and then through a standard S.W.O.T. Analysis. These two analyses curate the body of information gathered into actionable categories. The G.R.A.C.E. Analysis: The development of the G.R.A.C.E. Analysis was inspired by the material covered in the Background & Rationale covered on page 1. The emphasis of the G.R.A.C.E. Analysis is on the psychology of working with a declining congregation in its efforts to heal what needs healing and

Page 24: WELCOME TO THE PRESBYTERY OF THE MID-ATLANTIC!

24

position itself to move forward toward health, growth and multiplication. The following is a breakdown of the components of the G.R.A.C.E. Analysis: The G.R.A.C.E. Analysis Grief - What has been lost that is causing grief? Reconciliation - What needs to be reconciled or restored? Alarm - What needs immediate attention? Celebration - What about our history to date is cause for celebration? Excitement - What lies ahead that is exciting? The Five Elements of the G.R.A.C.E. Analysis: G for Grief: Revitalization from decline will always require change to one degree or another. Change produces loss and loss produces grief. It’s natural and appropriate for congregations to feel that sense of loss and to experience grief as a result. It’s important for revitalization leaders, perhaps functioning in part as change leaders, not to mistake grief for resistance and attempt to stamp out that “resistance.” Many in a declining congregation will understand the need for change and might largely sympathize with a move in that direction, yet they still will experience varying degrees of grief. Wise leaders will not confuse grief for resistance and will allow congregants the freedom to process through their grief as revitalization moves forward. It’s helpful to quantify grief by examining the question, “What has been lost that is causing grief?” R for Reconciliation: Assessment might reveal that there is conflict, brokenness, estrangement or the like throughout a declining congregation. At the extreme, this might entail “sin in the camp” issues (see Joshua 7 – the Achan Principle). In order for a declining church to move forward into health, such issues need to be identified and reconciled. While in the grip of such dynamics, congregations cannot clear the spiritual air and move forward with God’s blessing. As with grief, such matters need to be quantified so that they can be addressed by leaders in a biblical fashion. A for Alarm: A thorough assessment of a declining church might reveal that there are matters that must be addressed immediately. These matters could be positive or negative. A positive matter might be the discovery of an opportunity that is time sensitive or the gifts or skills of a particular person that is much needed but has gone unrecognized and, therefore, untapped. Declining churches tend to make decisions and take actions very slowly, so it’s important to embrace a sense of urgency that is likely contrary to the leadership’s standard operating procedure or culture. (The C and the E are somewhat grouped together. One of the dangers of assessment, particularly assessment with a declining church, is the anticipation and fear that the findings will be all negative. This can create a dread or depression among leaders as they begin the assessment process. However, while there will likely be negative findings, it’s equally likely that there will be positive findings if leaders know where to look.)

Page 25: WELCOME TO THE PRESBYTERY OF THE MID-ATLANTIC!

25

C for Celebration: This dynamic calls for leaders to look back on the history of the church and to identify events, moments, milestones, occurrences of any type in that history that are cause for celebration. Yes, at present a church might be in decline, but this is the church of Jesus Christ and this is the church where the Holy Spirit has been present and active. Find what can be celebrated and bring those celebratory elements into the light for thanksgiving and to provide encouragement. E for Excitement: Granted, leaders in declining churches often look toward the future with great concern, perhaps fearful that there won’t even be a future. It’s important for leaders to realize that, by the grace and leading of God, a positive future is certainly possible and even probable if leaders will make the necessary decisions and take the necessary action steps. Look forward prayerfully and note what might lie ahead that is truly a cause for faithful excitement. Here’s an excerpt from the assessment materials followed by a sample worksheet:

GRACE Analysis: Sensitivity to the emotional psyche of the congregation is helpful for self-discovery. A GRACE Analysis provides a perspective for such a purpose that presents spiritual renewal insight. Identify responses that need to be expressed as: Grief: A congregation’s grief over loss should rightly be expressed. Godly mourning is appropriate and is necessary for moving forward. Reconciliation: Where conflict, brokenness, estrangement, etc. are found, reconciliation is appropriate and is necessary for moving forward. Alarm: When the proverbial wake-up call is sounded, alarm in the sense of a godly urgency to take action is appropriate and is necessary for moving forward. Celebration: Placing all the emphasis on the negative is self-defeating. Discover what can be celebrated in your church’s ministry history and by all means do so. Be specific. Excitement: In looking ahead, acknowledge what there is to be excited about and express that excitement with verve and vigor. Be specific.

World Missions Committee Report September 24, 2021 Presbytery 1. You will meet and see video clips today from several global workers who hail from the geographical region of our presbytery and are affiliated with one or several of our churches:

*Tim, W/O Asia *Phil Thrash, World Outreach – 2022 Taste of Pakistan *Timothy Two – Video Interview with Rick Peacock & Stephan Banda. *Stephanie Black, Serge – Brief personal introduction and video *Doug & Abby Vinez – Brief personal introduction & video

2. Our committee continues to lay the groundwork for our presbytery multiplication. Contact information for the transitional chairs:

* Jeff Smith, New River: [email protected] 336-263-3573 * Brian Martin, Central Carolinas: [email protected] 704-999-2731 * Jim Allen, Coastal: [email protected] 843-618-3242

As do other committees, we operate on a volunteer basis, so if anyone is interested in World Missions, we’d love to have you. At present we have 8-10 fairly active members, but as we multiply into 3 presbyteries we will need at least that many more. It’s an inspiring committee on which to serve. We get to interact with various global workers and promote their ministries.

We also get to give out money for folks to go on short term mission trips and help global workers with special projects and emergencies. It’s a blessing! I hope you will step forward to help! 3. Rick Peacock is the Home Team Mobilizer for Serve Pakistan, our Engage 2025 presbytery project. They have been meeting by zoom monthly. If you would like to be a part of that zoom meeting, contact Rick at [email protected] 4. Rick Peacock has also been working on a project of gathering the names and contact information of folks in our presbytery churches who either chair their mission committees or are interested in world missions. The list is growing, and Rick is asking you to text him (336-671-8985) or email him ([email protected]) the name and phone numbers of people with who we could share information. 5. There is a tab on the presbytery website which explains our work and lists opportunities for churches to equip themselves and for partnering with global workers from our presbytery. 6. We know that short term mission trips have been limited again this year, but keep in mind that there are some funds available if your church is moving forward with a trip. In the past we have awarded up to $1,000 per person as a one-time grant. The amount may vary depending on how many people apply and available funds. Thanks again for your wonderful support and contributions to the ministry of the World Missions. “It’s still about the Great Commission!!!”
