Who Are We? We are a nonprofit neighborhood association serving the North Meridian Street Historic District. The district is the area from 40th Street on the south, Westfield Boulevard on the north, the west side of Pennsylvania Street on the east, and the east side of Illinois Street on the west. Our district is listed in the National Register of Historic Places. Welcome to the neighborhood!

What Do We Do? Our primary purpose is to assist in sustaining, preserving, and enhancing the historic integrity of the North Meridian Street Historic District. One of the ways we do this is to provide assistance to the residents of this area in complying with the Meridian Street Preservation Act through our Land Use Committee. As a resident of the North Meridian Street Historic District, you are subject to the rules and regulations of the Meridian Street Preservation Act, a law established in the early 1970s to preserve North Meridian Street and the surrounding area. Under the law, if you live on Meridian Street and you wish to make any changes or additions to the exterior of your house, or other structures, hardscapes, or certain changes to your landscaping, you must obtain a Certificate of Appropriateness from the Meridian Street Preservation Commission before you start to make the addition or change. If you live within the boundaries of the west side of Pennsylvania Street to the east side Illinois Street and you seek a zoning variance, you must also get approval for that variance from the Meridian Street Preservation Commission. Our Land Use Committee helps guide you through this process. We are a social organization, too! We believe that a neighborhood where the neighbors know each other is safer and stronger. To that end, we have several social events throughout the year. Events include the annual Easter Egg Hunt at the former Governor’s mansion, and the annual Christmas-Holiday Tree Lighting in Alice Carter Park. (See “Events” on page 8 for the full calendar.) Additionally, we maintain a website and a Facebook page for the Meridian Street Foundation. You can find the website at www.MeridianStreetFoundation.org. Another function of MSF is to participate in the beautification of the North Meridian

Street Historic District. We hang garlands and bows on the lampposts on Meridian Street during the holiday season, encourage American flags along Meridian Street each Fourth of July, and we assist in the maintenance of Alice Carter Park – the park at Meridian Street and Westfield Boulevard. None of this can be accomplished without you!

Who We Are Not There can be some confusion between the roles of MSF and the Meridian Street Preservation Commission. The Meridian Street Foundation and the Meridian Street Preservation Commission are two distinct entities serving different functions. MSPC is the body created by the Meridian Street Preservation Act that hears requests for Certificates of Appropriateness and zoning variances when residents seek to make changes or additions to the exterior of their properties. The members of the Meridian

Street Preservation Commission are appointed by either the mayor of Indianapolis or the governor of the State of Indiana. The Meridian Street Foundation, on the other hand, is a neighborhood association. The MSF Land Use Committee helps residents through the Certificate of Appropriateness or zoning variance process, and officers may appear at MSPC hearings. MSF does not have the power to rule on the request before MSPC, and our officers appear only as advisors to the homeowner. How is the Meridian Street Foundation Funded? Ninety-Eight percent of the funds the Meridian Street Foundation receives come from member dues and donations. Annual membership dues categories range from $25 to $225 or more, and the MSF cannot operate without membership dues. We invite you to become a dues-paying member of MSF so that we may continue to serve you and our neighborhood. If you would like to become a dues paying member, please contact the president or treasurer for a form. Alternatively, you can join via our website and pay your dues using PayPal. It’s easy!

Meridian Street Foundation – Land Use

We are here to help!

The Meridian Street Foundation (MSF) is here to help neighbors understand the importance of

the historic district in which we live.

Homes on Meridian Street between 40th Street and Westfield Boulevard (and to a lesser extent

Illinois and Pennsylvania Streets) are subject to the Meridian Street Preservation Act 1971.

That means exterior modifications to homes, landscapes, and hardscapes within the district

must be approved by the Meridian Street Preservation Commission (MSPC) before you start

any work. MSPC is a separate organization from MSF.

While the Meridian Street Foundation has a number of committees, such as Beautification and

Events, that help keep the foundation connected with the neighborhood, Land Use is the most

important MSF committee. This team guides homeowners through the process of planning and

obtaining approval (Certificate of Appropriateness) for exterior updates.

Land Use Committee Purpose:

To protect the architectural integrity of the North Meridian Street Preservation Area by adhering to the North Meridian Street Preservation Area Design Guidelines.

To educate homeowners about the architectural significance of their homes and the surrounding area.

To guide homeowners through the process of planning appropriate exterior changes to their property.

To help homeowners prepare the resulting case to go before the Meridian Street Preservation Commission (MSPC) to seek a Certificate of Appropriateness – prior to

work starting.

To represent the Meridian Street Foundation Board and the MSF neighbors as a helpful, friendly, respectful, and educational sub-group of the MSF.

The Land Use Committee always stresses the importance of following the Design Guidelines.

It is the job of both MSF Land Use Committee and MSPC to listen to homeowner cases in a

courteous, respectful, and thoughtful manner and to assist homeowners in moving forward

with their plans in accordance with the MSPC Design Guidelines.
