A training allowance will be paid to participants who have a personal entitlement to a

Department of Social Protection(DSP) payment as per F103. (An F103 is a Form that

used to transfer a payment from DSP to the GRETB)

* If a participant’s personal Social Welfare entitlement exceeds this amount, a training allowance

equivalent to their personal entitlement will be paid on receipt of certified evidence to this effect.

Evidence of Social Welfare entitlement must be in the form of a duly completed ‘Participants

Allowance Entitlement’ form (F103).

ǂ These payments are subject to means testing and accordingly any means identified on the

participant’s F103 should be deducted from the payment of €160 pw.

Travel/Meal Allowances Course participants who are not in receipt of a training allowance will receive the

appropriate meal or travel allowances where applicable.

Travel allowances are a contribution towards the cost of travel based on your place of

residence to your place of training.

Notes

If a course participant is in receipt of a travel allowance, accommodation allowances are not

payable.

Every effort should be made to reduce the actual cost of travel through measures such as block

purchase, weekly tickets, etc.

*These rates are the maximum payable for the single journey distance from the course

participant’s residence to the location of the training course.

Travel Allowances are not payable to participants on Night Training courses.

CETS Scheme?

This is a childcare support scheme which provides subsidised childcare places to qualifying parents

who are attending certain GRETB Training Centre programmes. This scheme is provided by the Office

of the Minister for Children and Youth Affairs. Please be advised that there is a limit to the number

of places available and GRETB Training Centre cannot guarantee a place. Childcare places will be

offered on a first come first served basis.

How do I access a place?

The Childcare Employment and Training Support (CETS) Scheme If you require childcare in order to

take up the training opportunity, you may avail of subsidised childcare places through the Childcare

Employment and Training Support Scheme (CETS). The CETS Scheme may be available to Trainees

who will be participating on a GRETB training programme There is a limit to the number of places

available. Client will have to pay a Contribution to the pre-school service not exceeding €25 Euro

What about lunch and tea breaks?

There is a canteen within the Training Centre and each course has its own

scheduled time for lunch. A mid-day cooked meal or salad is available, as well as

snacks.

Is car parking free?

Yes. The car park is provided for your convenience.

Learner Absence & Sickness

What should I do if I am unable to attend my course?

If you are unable to attend the course for any reason, you must notify your tutor, instructor or employer

on the morning of your absence. CSCS/QSCS Learners, Craft Apprentices and learners on work

placement must also notify their tutor or instructor and employer.

Your tutor/instructor/co-ordinator will record details of your absence on the Weekly Summary

Attendance Sheet.

What happens if I don’t contact my tutor, instructor or employer?

If you don’t contact your tutor, instructor or employer and don’t attend training for three consecutive

days, it will be assumed that you have left the training course. If this happens your participation on the

training course will be reviewed and you may be removed from the course.

Ante-natal classes

As an expectant mother you are entitled to take time off to attend one complete set of ante-natal classes during your pregnancy except for the last 3 classes of the set. An expectant father is also entitled to time off, on a once-off basis, for the purpose of attending the last two antenatal classes.

What should I do if I am unable to attend my course because of illness?

If you are sick and unable to attend your course, you must notify your tutor, instructor or

employer on the morning of your absence.

If you don’t contact your tutor, instructor or employer and don’t attend training for three

consecutive days, it will be assumed that you have left the training course. If this happens your

participation on the training course will be reviewed and you may be removed from the course.

You will not receive payment for absences related to sickness that are uncertified. To avoid

unnecessary hardship, the payment of accommodation allowances and fuel allowances (where

applicable) can be continued for the period of both Certified Sickness and Uncertified Sickness,

which in its nature wil be for short periods.

The payment of supplementary allowances (i.e. meals and travel) can be continued if you are in

attendance in the training week (1 day minimum).

What if I am absent due to a medical, dental or optical appointment?

You will be paid for reasonable absences arising from medical appointments. These include

hospital visits for medical tests and scans, as well as consultant, dental or optical appointments.

Payment will require proof of appointment, for example a copy of a letter of appointment.

Every effort should be made to limit the duration of the absence.

What if I am absent due to a family bereavement?

For absence arising from the death of a spouse/partner or child you will be paid up to five days

compassionate leave if you are in receipt of a training allowance.

For absence arising from the death of an immediate family member, you will be paid a maximum of

three days compassionate leave if you are in receipt of a training allowance. Your immediate family is

defined as your parent (or step-parent/parent-in-law), brother (or step-brother/brother-in-law), sister (or

step-sister/sister-in-law), grandparent or grandchild.

You will receive one day compassionate leave for other close relatives including uncle, aunt, niece or

nephew.

Supporting Documentation Required for Paid Absence

We must receive the original copy of a doctor’s certificate within two weeks of the first day of absence

due to sickness.

For medical, dental or optical appointments, you must provide proof of the medical appointment before

the appointment. In the case of an emergency, you must provide proof the next working day after an

appointment.

Deduction of Meals and Travel Allowance for Learners Absences

Deductions will be made to meal and travel allowances based on learner absences. These deductions

will be based on the number of meals or journeys that did not take place due to the learner’s absence.

If you are absent due to illness, the payment of meals and travel allowances can be continued if you are

in attendance in the training week (1 day minimum).

Certified Sickness Payments to Learners in Receipt of a GRETB Training Allowance

Payments are made for certified sickness to learners who are in receipt of a GRETB Training

Allowance. The rules governing the payment of allowances for certified sickness are as follows:

a) For learners in receipt of a GRETB Training Allowance that were not in receipt of a disability

related payment from the Department of Social Protection before starting the course, the following

rules apply:

Once a valid doctor’s certificate is received within the required time, payments are made for certified

sickness absence. However, there are some restrictions. For example:

A maximum of six days sickness payments can be paid in any rolling three month period.

If a learner is absent through illness for longer than six days, they should contact their local

Department of Social Protection Office regarding entitlements to benefits.

Apprentices should contact their employer regarding any payments they may be eligible for.

b) For learners who were in receipt of a disability related payment from the Department of Social

Protection before starting the course, the following rules apply;

Once a valid doctor’s certificate is received within the required time, payments are made for certified

sickness absence. However there are some restrictions. For example:

A learner with a disability will continue to receive a training allowance for a total of 20

working days certified sick leave in any four month period.

If a learner has a total of 20 days sick leave over a four month period, we will review the

situation with the learner.

If the learner is unlikely to be able to continue the training course, arrangements will be made

between GRETB Training Centre and the Department of Social Protection to restore the

person’s social welfare payment.

Further clarification on the above and any other restrictions relating to a learner’s specific

circumstances should be discussed with their instructor, tutor or employer.

Code of Conduct Infringement Process

The GRETB Training Centre will maintain a safe and productive learning environment for all learners on all courses. Where an infringement of the Learner Code of Conduct occurs the following process will apply:

Stage 1 - Verbal warning

For minor infringements, the Instructor will give a verbal warning to the Learner which the Instructor will record on the GRETB Training Centre Learner Code of Conduct Infringement Report Form. This should be signed by both the Instructor and the Learner. The Learner should be offered a copy of the recorded warning, which should outline the issue and the expected improvement.

Stage 2 – First Written Warning

For continuous infringements or serious issues, the Instructor may proceed to Stage 2 and will issue the first written warning to the Learner, using the GRETB Training Centre Learner Code of Conduct Infringement Report Form. This will be signed by both the Instructor and the Learner with a copy of this form being sent to the GRETB Training Centre Assistant Manager3 and the STB Advisor (where appropriate). A copy will be given to the Learner or where appropriate a formal letter should be sent to the Learner outlining the performance deficiency and the required corrective action.

Stage 3 – Second Written Warning

For continuous infringements or serious issues, the Instructor and the GRETB Training Centre Assistant Manager may proceed to Stage 3 and will issue the second written warning to the Learner, using the GRETB Training Centre Learner Code of Conduct Infringement Report Form. This will be signed by both the Instructor and the Learner with a copy of this form being sent to the GRETB Training Centre Assistant Manager, the STB Advisor and the employer (where appropriate). A copy will be given to the Learner or where appropriate a formal letter should be sent to the Learner outlining the performance deficiency and the required corrective action.

Stage 4 – Termination

Learners who have failed to address performance issues outlined in previous warning(s), or where an action warrants termination, will have their case referred by the Instructor and the GRETB Training Centre Assistant Manager to the relevant Officer / Manager who will, based on the severity of case, determine what action to take, up to and including termination from the course. The STB Advisor will also be informed.

Learner Respect & Dignity

Respect and Dignity

GRETB Training Centre staff will treat all trainees with respect and dignity and our trainees are requested to treat GRETB Training Centre staff and each other in a similar manner.

The GRETB Training Centre will not tolerate any form of verbal or physical abuse.

The GRETB Training Centre reserves the right to withdraw services from people who engage in such abuse of our staff or of other clients.

Cases of extreme or persistent offending will be referred to the appropriate authority.

The GRETB Training Centre is committed to a policy of equal opportunities and to ensuring that no

learner will receive less favourable treatment than another.

Discriminatory Practices

It is the GRETB Training Centres practice that freedom from discrimination or harassment is a

condition of training for which every learner is entitled.

Learners who offend in this manner are liable to termination from their training programme and may be referred to the appropriate authority.

Bullying

Bullying is unacceptable, and can be grounds for disciplinary action being taken. The GRETB

Training Centre endeavors to provide an environment that will give all learners the freedom to learn

without having to suffer bullying, intimidation or harassment. Bullying includes:

Aggressive behaviour towards another person or

persons. Repeated verbal harassment.

Constant personal insults and name calling.

Uncomplimentary remarks likely to cause serious

offence. Constant ridiculing of a person by another

person or persons. Intimidation and threats in general.

The posting of any material perceived as offensive.

If you are subject to such behavior, you should consult in confidence, with your

trainer/instructor, or any member of the GRETB Training Centre management team who will seek

to address the issue.

Learner Computer Resources & Internet Usage

Introduction

The GRETB Training Centre provides computer resources to support the normal activities of the ETB Training Centre. These resources are provided to assist in day-to-day administration tasks and to train and assist the GRETB Training Centre Learners. The Internet system is intended for use where appropriate only in relation to the training provided by the GRETB Training Centre. Computer resources including the Internet are to be used only in a manner that is consistent with this policy. Breach of the policy will be treated as a disciplinary matter subject to the GRETB Training Centre disciplinary procedure and depending on the severity of the breach may result in serious disciplinary action up to and including dismissal from training. Breach of this policy may also attract civil and/or criminal liability.

No Expectation of Privacy

All computer resources, Internet system documents composed, sent, or received on the GRETB Training Centre systems are the property of the GRETB Training Centre. They are not the private property of any person. As a result, you expressly waive any right to privacy and have no expectation of privacy in items created, stored, sent or received on the GRETB Training Centre systems. You are advised that the GRETB Training Centre monitors Internet and mail usage and can generate reports at the level of individual workstations.

Copyright

Care must be taken to ensure that electronic communications do not infringe copyright in any works transmitted. Transmission of material accessed over the Internet, or the re-transmission of material from third parties, may in some circumstances infringe copyright. You should consult your Instructor if in doubt.

Software and GRETB Training Centre systems

No software may be used on the GRETB Training Centre systems unless it has been approved by your Instructor and is licensed for use by the GRETB Training Centre on its network. Particular care should be taken to ensure that the use of computer resources or Internet does not cause executable files or other software, which may have an adverse effect on the operation of those systems to be installed.

Inappropriate Use and Content

Material that is fraudulent, discriminatory, harassing, embarrassing, sexually explicit, profane, obscene, intimidating, defamatory of individuals, firms or companies or otherwise unlawful or

Learner Health & Safety

General Behaviour

The GRETB Training Centre places high priority and importance on the safety and welfare of all our staff and learners. Mature and disciplined behaviour is required and expected in all areas of the training location and surrounds. Please respect all fellow learners and staff at all times. Safety regulations and rules are there to ensure that a safe and healthy environment is provided for all. These rules and regulations must be adhered to at all times. Any learner found responsible for inappropriate behaviour that could cause damage or hurt to others or to property at the training location will be liable to dismissal from the course.

Training Environment

A clean classroom/workplace is a safe environment. All areas in relation to instruction should be treated with respect at all times. Please ensure that your own work area is kept safe and orderly at all times including passageways around your workspace or desk.

Notice and Signs

All Health and Safety signs displayed throughout the training location must be adhered to at all times.

Hazard Statements

Hazard statements if appropriate are displayed in the relevant training areas. Your trainer / instructor will explain these to you along with specific rules and regulations that must be adhered to. Please read statements and familiarise yourself with their contents.

Drugs, Alcohol or Stimulants

The unlawful possession, use, or distribution of illicit drugs or controlled substances (including stimulants, depressants, narcotics, or hallucinogenic drugs); the misuse of prescription drugs, including sharing, procuring, buying, or using in a manner different from the prescribed use, or by someone other than the person for whom it was prescribed. Drugs, other than those p rescribed of a medical nature are not permitted in the training location and any person found in possession will be subject to disciplinary action up to and including dismissal from training. The consumption of alcohol or use of stimulants in the training location is prohibited. Learners found to be under the influence of alcohol or other stimulants, irrespective of when or where consumed will be subject to the disciplinary process.

Possessing or using dangerous weapons, firearms, or explosives

The possession or use of explosives, fireworks, incendiary materials, or weapons (weapons include, but are not limited to, guns, firearms, shotguns, rifles, air rifles, paintball and pellet guns, tasers, and knives) by any learner, is absolutely prohibited in the training location and any person found in possession will be subject to disciplinary action up to and including dismissal from training.

Fire Precautions

Should the fire alarm sound, all persons must evacuate the building immediately through the nearest fire exit. Once outside the building do not re-enter for any reason but go straight to your designated assembly point. Everyone should familiarise themselves with the fire prevention procedure and please take all sensible precautions to avoid outbreaks of fire. Your trainer/instructor will advise accordingly.

Tools/Equipment

Tools, equipment and machinery are supplied by The GRETB Training Centre where applicable for training purposes. You must report any defect and/or damage immediately to your trainer/instructor.

Personal Protective Equipment (PPE) (where applicable)

Learners must wear personal protective equipment e.g. protective clothing, footwear, gloves, and safety glasses as advised by their trainer/instructor. It is the responsibility of each learner to ensure that all protective equipment is kept clean. Protective clothing, including protective footwear, relevant to your training must be worn at all times in your training area.

Reporting of Accidents, Incidents or Dangerous Occurrences

Accidents or incidents no matter how small or minor they may seem must be reported to your trainer/instructor and recorded. All dangerous occurrences must be report to your trainer/instructor. A dangerous occurrence is an unplanned and undesired occurrence which may have the potential to cause injury or damage to property, equipment or the environment. Please adhere to this procedure as it benefits both you and others.

Malicious Action

Deliberate abuse of fellow learners, staff or training location property, and equipment including theft, is deemed as a criminal offence and will incur instant dismissal and details will be forwarded to the appropriate authorities. Deliberate abuse of the Fire Alarm by any learner will also incur instant dismissal.

Learner Guide to Assessment

1. Introduction to the guide

The purpose of this booklet is to provide you with information on assessment in this GRETB Training Centre. It has been designed to answer frequently asked questions and address concerns that you, as a Learner, may have. You should read it thoroughly, as it is important for you to be aware of all available information on assessment.

If you have any questions or concerns about assessment that are not addressed in this guide, please contact your Instructor/Trainer directly.

2. What is assessment?

Assessment is an important part of the learning process.

Assessments can be used for two different reasons. Firstly, they are used to provide information that tells you and your Instructor/Trainer how well you are doing on the course/programme. Secondly, they are used to tell if you have reached the standard required to be awarded a certificate.

There are different ways to assess how well you are doing. Your Instructor/Trainer will tell you how you will be assessed.

3. Will I have to pay fees?

In general, you will not have to pay fees for your assessment. Your Instructor/Trainer will let you know if any payments are needed.

4. What will I be assessed on?

You will be assessed on some of the content of the course/programme that you are doing. The content of the course/programme will be based on an award standard that has been approved by QQI or another awarding body. Your Instructor/Trainer will tell you more about the awarding body.

5. How will I be assessed?

There are lots of different ways to assess what you have learned. Your Instructor/Trainer will let you know what will be involved before you do the assessment.

You may be asked to perform an activity or activities that will demonstrate your learning (e.g. practical, drawing or course work assessment). You may also be asked to answer questions (theory test).

If you are taking part in a practical test, you will be asked to make something or perform certain tasks.

If you are taking part in a drawing test, you will be asked to create/construct a drawing.

If you are taking part in a theory test, you will be asked to answer questions.

If you reach the required standard you will pass the test.

You will be told what the required standard is before you do any test.

If you need further information about the test you will be taking, please ask your Instructor/Trainer.

6. When will I be assessed?

You may be assessed during your training course/programme, and/or at the end of your training course/programme. You Instructor/Trainer will give you more information regarding dates.

7. If I have specific needs, how can they be met during assessment?

When you applied for your course/programme, you may have discussed your specific needs with an GRETB Training Centre staff member. Specific needs could be not being able to read or write well, not being able to hear or see, or needing to use a wheelchair, for example.

However, once you start your training course/programme, you must make sure that your Instructor/Trainer knows about your specific need. He/she will discuss with you whether or not you need any additional supports during assessment. He/she will also tell you what you should do to make sure that your needs are considered.

If it is agreed that you can have supports during assessment, you will be told of the arrangements approximately two weeks beforehand.

8. What will happen if I don’t want to do an assessment?

As stated before, assessment is an important part of the learning process. Many people do not enjoy being assessed. By attending all of your course/programme you will be helped to prepare for your assessment. Your Instructor/Trainer will understand if you don’t want to do an assessment. However, he/she will give you as much encouragement and help as you need in order to help you prepare for the assessment.

In order to be awarded a certificate you will need to pass your assessment(s). If you do not do the assessment(s), you will not get a certificate.

9. What should I expect on the day of assessment?

Throughout your course/programme, your Instructor/Trainer will help you to prepare for the assessment(s). He/she will give you details of what to expect and how best to approach the assessment.

On the day of assessment, you will be given clear instructions by your Assessment Supervisor.

Written instructions will also be handed out.

If supports have been arranged to meet a specific need, this will be in place for you on the day of assessment.

10. Who will mark the assessments?

Generally, your Instructor/Trainer will mark your assessment. This marking will be fair and may be reviewed by others.

11. How are results of assessments graded?

You may be awarded one of three grades.

Pass: This means that you have achieved the minimum standard required.

Referred for Further Training/Assessment: This means that your level of achievement has not yet met the minimum standard required.

Credit: This means that you have greatly exceeded the minimum standard required. You should talk to your Instructor/Trainer to find out more information about the grades that are awarded for your course/programme.

12. When will I get my results?

Your Instructor/Trainer will tell you when to expect your results.

Generally, this will be as soon as possible after the assessment.

13. What can I do if I do not pass my assessment?

If you do not pass your assessment you will be given an opportunity to repeat/re-sit it as soon as possible. Five working days must pass between the first attempt and the repeat attempt of a written assessment. Your Instructor/Trainer will give you information about repeating/re-sitting assessments. He/she will also give you information about how best to prepare for your repeat/re- sit.

14. What can I do if I am not happy with my results?

You have a right to view your assessment answer papers. Your Instructor/Trainer will tell you more about how you can access your answer papers.

You also have a right to query your result. You can ask to have your results checked, or in special circumstances you can ask for an ‘Appeal’, which involves a more detailed investigation into your assessment performance.

You should speak to your Instructor/Trainer who will tell you how to appeal your results.

15. Will I get a certificate for every assessment I pass?

This depends on the award you are working towards. In most cases, Learners will need to pass a number of assessments in order to be awarded a major award. In other cases, Learners will be awarded a certificate for each assessment they pass. Your Instructor/Trainer will give you more details.

16. What are the rules on assessment day?

There are a number of rules that you need to be aware of. These will be available from your Instructor/Trainer. Please ask for them if you have not received them. If you break assessment rules, the GRETB Training Centre will view this as a very serious matter.

You should be aware that:

You must not bring mobile phones or other communications devices into the assessment room

You must complete the assessment without help from anyone else (unless you have been granted additional support due to a specific need)

You must not help other Learners or interfere with their work

You must stop all work when the time for the assessment is over

You must not remove assessment papers, answer booklets, graph paper, rough paper etc from the assessment room, even when the assessment is over

The GRETB Training Centre defines the offence of cheating as:

Getting an assessment paper ahead of its release Copying any assessment material without permission, e.g. assessment papers, model

answers, learner instructions, etc.

Having, using, or attempting to use unauthorised material in an assessment, namely: mobile phones, books, notes, electronic aids or other materials

Giving or getting help from another Learner or any other person, where such help is forbidden

Copying the words of others (plagiarism). If you use the words or ideas of someone else in your assessment, you must state clearly that they are not your own original words/ideas and state where they came from

17. What will happen if I break assessment rules?

If you break any assessment rules, you may have all or part of your assessment cancelled. The awarding of a certificate will depend on the outcome of an investigation into your behavior during assessment.

You may also be stopped from taking future assessments in the GRETB Training Centre

18. What should I do if I am sick or there is a family emergency in the lead up to an assessment or on the day of assessment?

If you are sick or have an emergency on the day or days leading up to assessment, you should let your Instructor/Trainer know as soon as possible. He/she will advise you of what you should do.

19. What will happen if I don’t turn up for an assessment?

If you do not turn up for an assessment without a valid reason, this will be counted as an attempt at the assessment. Your Instructor/Trainer will give you further information.

20. What should I do if I become sick during assessment?

You should let your Assessment Supervisor know and he/she will help you to deal with your situation.

21. Will there be mock tests to practice on?

Usually, course/programmes do not include any official mock tests. However, you will be given every opportunity to practice the skills you are learning.

22. How can I make sure that I do well?

In order to do well in your assessment, you should make sure to attend all of your classes and complete all of your course work. Listen to the advice of your Instructor/Trainer. Participate as well as you can in everything. Don’t be afraid to ask questions.

Learner Responsibilities

You are responsible for your own learning and behaviour and are responsible for ensuring that your

actions do not impede (negatively affect) other learners’ participation on the course.

What are my responsibilities as a learner?

As a learner you should:

be on time for all of your classes and exams;

ensure full attendance for the duration of your training and actively participate in training;

notify your tutor or instructor if you are unable to attend class;

complete and submit all learning activities, assignments and projects on time;

undertake the course exams and tests and obey the rules governing the conduct of exams and

tests;

undertake and complete any coursework and study to be done outside of training hours;

identify and tell the course tutor or instructor about any supports that you need arising from a

disability or related issue;

inform your tutor or instructor of any change to your contact details;

adhere to the Learner Code of Conduct;

behave in a safe manner and with consideration for the Health and Safety of yourself and

others;

report any accidents or unsafe practices to your tutor or instructor;

respect fellow learners and staff at all times and behave in a manner that is appropriate and

conducive to learning; and

be familiar with the rules governing learner participation on SOLAS courses.

As a learner you should not:

discriminate against other learners and staff;

access, send or store unlawful or inappropriate material on training equipment. (You can find

information about this in the Computer Resources and Internet Policy);

use, consume or be under the influence of drugs or alcohol while at the training location; or

carry or use an offensive weapon.
