I-275 Reconstruction
Florida Institute of Consulting Engineers 2017 Outstanding Project Award – Major Projects Category I-275 Reconstruction D/B, FDOT District 7
• The I-275 corridor is in the heart of the Tampa Bay area
• This project increased the capacity of the corridor by providing 4-lanes in each direction and improving vertical and horizontal geometry.
Outstanding Project Award: I-275 Reconstruction D/B, FDOT District 7
• This project sets for managed lanes (Tampa Bay Express) and future intermodal transit
• The majority of this project is part of the “ultimate” alignment of the corridor and was constructed using cement concrete paving to reduce the long-term maintenance and increase the lifespan of the corridor for future generations of automotive users.
• The greatest challenge for this project was the construction of proposed higher bridges within the footprint of existing bridges, and without impacting the operations of the existing corridor.

US 27/SR 25/
Okeechobee Rd PD&E
From SR 997/Krome Avenue to NW 79th Avenue, • FDOT District 6 Project Manager
• Bao-Ying Wang, P.E.
• Consultant Project Manager: Metric Engineering
• Robert Linares, P.E.
Okeechobee Road PD&E Study, Miami-Dade County
Project Highlights
• 10-mile SIS with up to 90,000 vpd and 15-20% trucks
• 5 miles urban, 5 miles rural
• Recommended alternative included both low cost TSM&O
improvements as well as major build alternatives for the
project segments
• Developed and recommended two new grade separated
intersections (three-level)
• Successfully prepared a Net-Benefit Section 4(f) for the
relocation of Bernie Wilson Park (a First in Florida!)
• The team divided the project into five separate construction
projects, set a schedule for each and was successfully able to
meet the schedules for the 5 design jobs (all currently in the
design phase)
• $328M Construction Cost; $67M R/W Cost
Project Challenges
Partnering
• Held over 60 meetings with
stakeholders and the public
• Several solutions were conceived as a
direct result of coordination
• Created a Project Advisory Group to
vet project alternatives
• SFWMD aided in development of
feasible solutions due to impacts to two
primary canals (C-6 and C-7)
• Partnership with City of Hialeah
Gardens helped develop mitigation
strategies and establish a Net Benefit
for impacts to Bernie Wilson Park
• Coordination with 10 adjacent projects
Operational and Geometric Deficiencies
• SIS facility that is both a major freight corridor and also an important
access route for both commercial/industrial and residential communities.
- Competing maneuvers between the high density residential traffic and
large industrial and commercial areas
• Limited Access Points (class 2 facility)
• Frontage Road and NW S River Drive
parallel Okeechobee Road less than 150
feet apart
- 3 signalized intersections within 460 ft.
- Creates operational issues
• Miami Canal (primary SFWMD canal)
directly abuts Okeechobee Road further
complicating improvements
• Highly congested urban corridor
• Rural segment with high vehicular speeds and high percentage of heavy trucks
• Complete reconstruction to rigid concrete pavement
• Very high traffic volumes concentrated at 4 key project locations
• Multi-level intersections required to address current and future travel demand
Project Complexity
• Okeechobee AADT: 90,000 VPD – widen to 4 lanes per direction • Only access point for several major traffic generators

• Will process 11,000 vehicles in the peak hour • Heavy Turning Volumes (1200 Vehicles per hour WB Right)
• Will process 12,000 vehicles in the peak hour • Important community resources that need to maintain access

Okeechobee Rd
• Future extension of SR 924/Gratigny Expwy to NW 138 St • Proximity to HEFT interchange and significant truck volumes
NW 116 Way (Segment 6)
NW 87 Avenue (Segment 7)
• Impacts to Bernie Wilson Park
• Section 4(f) Resource
• 1.23 acre community park serving the adjacent community
• Project required complete removal of the park
• Preparation of Section 4(f) Evaluation
• FHWA concluded no feasible and prudent avoidance
alternative exists
• Identified several mitigation sites considered by the City of
Hialeah Gardens to be an improvement to the existing site
- Larger, more accessible, could accommodate all
existing features and future growth
• City of Hialeah Gardens determined the mitigation to be a Net
Benefit to community – FHWA concurred
• Downgraded documentation to a Programmatic Net
Benefit
- Saved one year from the schedule
- No US Department of Interior review and approval
- No elevation of the Class of Action to an EA or EIS

SR 585 Urban Corridor
Modification
Project Background
• Heavy truck traffic on SR 585 through Ybor
City between I-4 and the Port of Tampa
divided and eroded this National Historic
Landmark District for decades.
• Completion of I-4/Selmon Expressway
Connector by FDOT made it possible to
divert truck traffic off SR 585 and provided
the opportunity for corridor enhancement.
• Major Stakeholders:
• FDOT District Seven
• City of Tampa
• Ybor City Development
Corporation
• Barrio Latino Commission
