How Does the Grid Work?

• High voltage transmission lines – like the project – efficiently move large amounts of energy around New York State

• High voltage substations act as transmission endpoints and allow energy to step down onto the distribution network

• Electrical energy is produced at generating stations

– Hydropower – Renewables like wind and solar – Natural gas-fired turbines – Other generation types

• Distribution lines move energy more locally

• Typically, one final step down in voltage is required near your home or business for end use

Why is This Project Needed?• Congestion on New York’s grid

limits new renewable resources in upstate areas and creates higher energy prices for consumers

• The result of New York State’s 2012 Energy Highway Blueprint, which has evolved into the Clean Energy Highway

• The New York grid operator (NYISO) and the Public Service Commission identified electric transmission system issues requiring solutions in 2016

• NYISO selected LS Power and New York Power Authority’s joint proposal in April 2019, from among seven solutions submitted by various qualified project sponsors, as the most efficient and cost-effective project

• Complements other transmission projects underway across New York State

1. Identify sensitive resources through research and field surveys

– Wetlands, historical architecture, archaeological sites, threatened or endangered species, agricultural land, invasive species, and others

2. Work with our engineers to strive to avoid these resources altogether

4. Coordinate with regulatory agencies to determine appropriate conservation measures – like funding the creation of new wetland areas

• Noise – Innovative gas insulated substations to be located within

buildings, meaning no noticeable off-site noise during normal operations

– Careful attention to the layout of new transformers at the Rotterdam substation to minimize noise and meet New York State guidelines at neighboring properties

nLocating far from property boundaries and homes nTaking advantage of barriers like firewalls and natural

site terrain nRetiring three older transformers at the current substation – Modern transmission design minimizes corona effects,

which create the faint buzz during certain conditions

• EMFs – Electric and magnetic fields (EMFs) are generated by any

electrical device – New York State sets

guideline limits for EMFs for transmission lines at the edge of utility property nElectric fields: 1.6 kV/m nMagnetic fields: 200 mG

– We will minimize EMF levels at the edge of the right of way through careful design – even reducing values on some segments below existing levels

Marcy to New Scotland Upgrade Project

• Operations – As with all transmission grid facilities in New

York State, NYISO will operate the project and provide instructions on a minute-by-minute basis to generators, transmission owners, and others to keep the lights on, based on real-time electrical demand, outages, and other conditions

– NYPA is planned to control the project, meaning NYPA will respond to NYISO’s instructions, for example, opening and closing breakers or switchesnRemotely from NYPA’s existing local control

substations – Substations will include state-of-the-art security

measures to allow remote monitoring

• Transmission Line Maintenance – Typical routine maintenance similar to existing

linesnVegetation management on a four-year cycle,

nPeriodic line inspections one to two times each year by helicopter or drone

nRepairs performed as needed

• Substation maintenance – Substations are not planned to be permanently staffed – Routine inspections expected a couple of times each month – Repairs performed as needed
