operational approval or not carrying an ADS-B Out
equipage that meets requirement specified in item 3 or not
carrying a serviceable ADS-B Out equipage will be
assigned a flight level at or below FL280.

• This AIC informs the pilots and aircraft operators on Civil Aviation
Authority of Viet Nam’s plan to implement the use of Automatic
Dependent Surveillance – Broadcast (ADS-B) that with effect
from 12 December 2013 instead of current implementation of
Automatic Dependent Surveillance – Contract (ADS-C) services
within portion of the oceanic ATS routes in Ho Chi Minh FIR, at or
above FL 290 in order to support future increase in the airspace
capacity and allow better flight accessibility to these ATS routes.
