J. Kevin EllisChairman, West Virginia Oil and Natural Gas AssociationVice President, Government Relations, Antero Resources
Welcome to Pittsburgh and to SHALE INSIGHT™ 2016! We’re excited about the Conference’s new and expanded partnership between the Marcellus Shale Coalition (MSC), Ohio Oil and Gas Association (OOGA) and West Virginia Oil and Natural Gas Association (WVONGA), as well as the opportunity to continue the event’s rich, industry-leading tradition of advancing critical dialogue focused on the safe and responsible development of the Appalachian Basin’s abundant shale resources along with the associated downstream and end-use opportunities.
As we open this year’s conference, we hope newcomers – and six-time Conference attendees alike – fi nd that this new and exciting partnership helps to foster greater regional dialogue, discussion and unity in our shared goal of advancing shale development, transportation and end-use.
Some of these regional themes – concepts that will be discussed in-depth in the coming days – refl ect the clear fact that shale development continues to support good-paying jobs, promote small business and supply chain growth opportunities, strengthen our region’s environment and spark a regional manufacturing revival.
Holding true to tradition, SHALE INSIGHT™ 2016 will deliver insightful and lively programs that focus on strategic upstream, midstream and downstream developments and opportunities. Today and tomorrow, attendees will hear thought-provoking keynote presentations discussing the importance of pipelines and critical infrastructure projects as the key to connecting markets and building the future; panel discussions featuring local and regional development organizations, employment experts and labor leaders, focusing on cracking the code for jobs and building the petrochemical industry in the tri-state region; and just how large an impact America’s new energy epicenter, the tri-state region of Pennsylvania, Ohio and West Virginia, could have on the presidential election.
As our industry continues to mature, it’s critical that we strengthen our collaborative efforts to get the regional energy equation right with pro-growth policies that encourage job-creating investment, greater production and end-use opportunities for natural gas and natural gas liquids, especially with regard to manufacturing.
We thank you for your continued participation and commitment to SHALE INSIGHT™. Your company’s partnership is vital to the industry’s ongoing success, and we look forward to working collectively with you for many years to come in our continued march toward a more secure and prosperous energy economy.

Fractured The Movie: Language, Lies and EnergySponsored by Repsol
How can we have a rational discussion about the most important thing in our lives – energy – when virtually every word, term and phrase used in describing energy production and consumption is wrong? In a follow up to spOILed, fi lmmaker Mark Mathis explains why common terms such as “fossil fuel,” “alternative energy,” “clean energy,” “Mother Nature” and “fracking” are highly misleading. These incorrect terms deceive the public about the essential nature of oil, gas, coal and nuclear power and cause people to believe in expensive, dangerous illusions. In addition to explaining why common energy terms are inaccurate, Mathis proposes a better way to think and talk about the fuels that power our lives.

Creating Market Demand: Driving End-Use of Low Cost, Abundant and Clean Burning Natural GasSponsored by Range Resources Corporation
What makes a company decide to build a new, state-of-the-art, multi-billion dollar facility and choose to power it entirely using natural gas? There are many complex decisions that go into an end-user’s decision to use natural gas, including the fact that it’s low-cost, highly effi cient, clean-burning and abundant. But what goes on behind closed doors when these decisions are being made?

Energy Infrastructure RoundtableSponsored by WSP | Parsons Brinckerhoff
Building new infrastructure to move Natural Gas Liquids (NGLs) from the Marcellus and Utica shale basins to markets is much needed, and each of the three logical nodes of delivery — Philadelphia, Detroit/Cleveland and the Texas Gulf Coast — has its own challenges and rewards. To make meaningful
progress, key elements of new infrastructure need to be explored, stakeholders need to be engaged, permit reviews need to be expedited and a confl ict resolution process needs to be put in motion. This roundtable will explore issues related to the value of pipelines to all stakeholders; long-term supply and demand; domestic and international markets; efforts to encourage infrastructure development in the Appalachian Basin and best practices for siting and fi nancing these projects.

Infl ection Point: Supply, Demand and the Future of Work in the Tri-state Region and the Oil and Gas Industry Sponsored by Deloitte
What is the employment outlook for the tri-state region as it relates to the skills-gap shortage projected for the area, and how will this affect the oil and gas industry? A recent study by the Allegheny Conference Board projects that the region’s workforce will fall short by 80,000 workers by 2025, with college graduates and millennials unable to fi ll a gap left by a coming wave of retirements. The impact on all industries, including oil and gas, will be profound. A sense of urgency is needed from business leaders and educators who must work together and, in some cases, signifi cantly change the way things are done.

Permitting Interstate Pipelines in the Face of Signifi cant, Organized Public InterestSponsored by Williams
Interstate pipeline projects have become the focus of numerous interest groups, including land rights activists and environmental groups opposed to both hydraulic fracturing and the use of fossil fuels to generate energy.
CONFERENCE: WEDNESDAY, SEPTEMBER 21, 2016
Many believe that since review of interstate pipelines is the mission of the Federal Energy Regulatory Commission, once a pipeline receives its certifi cate, it is approved — without realizing that there are still a number of state level permits to acquire. State regulatory agencies are often the focus of local activists seeking to block or delay signifi cant infrastructure projects; this panel will provide a robust discussion of best management practices on how to navigate these challenges.

The Sky’s the Limit: Unmanned Aircraft in the Natural Gas Industry Sponsored by K&L Gates, LLP
The use of unmanned aircraft, or drones, presents a game-changing and dynamic opportunity for the natural gas industry. These devices can be used in all facets of the industry, including initial project siting and construction, pipeline integrity monitoring, leak detection, emergency response and more. Technological innovation is outpacing the regulatory environment. The Federal Aviation Administration (FAA) is approaching the integration of commercial UAS applications with incremental regulatory and policy phases, while legislative changes on the federal and state level add another layer of complexity. This panel will provide insight on the FAA’s evolving regulations and the numerous state laws governing their use. This session will identify issues to consider in the commercial utilization of unmanned aircraft technology, and what to expect in the future.

The Moral Case for Fossil Fuels
New York Time’s best-seller, Alex Epstein, author of The Moral Case for Fossil Fuels, will make the case on how energy has changed the world, and why the public should be focusing on its unique ability to provide cheap, reliable energy to more than 7 billion people, most of whom are in developing countries and have no access to alternatives. Epstein will challenge popularly held ideas and make listeners think differently about energy, industry and the environment, including the big picture benefi ts (and costs) of fossil fuels and nuclear power.
