National Institute of Science, Technology and Development Studies, New Delhi (NISTADS) is devoted to study various aspects of interaction among science, society and state. Nistads is one of the 40 institutes/ laboratories of the Government of India’s Council of Scientific and Industrial Research (CSIR), New Delhi.

Social GIS :
Social GIS is vital decision-making tool for socio-economic development planning and monitoring.
In Social GIS, one of the great advantages is that the genuine problems like data confidentiality in natural resources as well as about certain geographical locations are not that serious.
The existing survey and mapping practices in the country have remained almost aloof from modern spatial techniques that are too for social aspects.
Study Area – NCT Delhi :It is situated between the Himalayas and the Aravali ranges in the heart of the sub-continent and lies approximately between geo-coordinates of 76º 50' 24'' to 77º 20' 37'' E longitude and 28º 24' 17'' to 28º 53' 00'' N latitude.
It’s total geographical area is of about 1483 sq. km
The boundaries of this region are surrounded by the state of Haryana on the north, west, south and by U.P. on the east separated by river Yamuna flowing in a north south direction.

Introduction – NCT Delhi :Delhi, the eighth city presently known as New
Delhi was built after the British empire shifted
India’s Capital here from Kolkata. Delhi’s population was 4.05 lakhs at the
beginning of 20th century. At Present, as per
Provisional Population Totals 2001 it rose to
137.8 lakhs.Delhi was a uni-district in 1991 census and has
been divided into nine districts in 2001 census.
• Climate: The climate of Delhi is semi-arid. Extreme dryness with intensely hot and cold seasons is the characteristic of the city climate.
• Rainfall: The normal annual rainfall in Delhi is 611.8mm
• Temperature: Hottest months are April, May and June with mercury levels touching 36.0oC to 41.1oC. Temperature falls to 7.9oC to 13.5oC during December and January.

North-West district with 2.85 million population
constitutes 20.66% of Delhi and thus occupies the
first position.The south district occupies the second position
with 16.38% population of the total population of
Delhi.The New Delhi district with 1.72 million population
shares only 1.25% of Delhi’s population and thus
is placed at the lowest rung of the ladder as far as
ranking of districts by population size is concerned.

Table 2 Analysis :In the area North -West district occupy the largest portion i.e. 440 sq. k.m. and having the 29.66% share of total NCT area, while the Central district having the smallest area i.e. only 25 sq. k.m. constituting the 1.68% share of total NCT area.
Highest sex ratio is recorded in North -East district i.e. 851 where as it is the lowest i.e. 783 in South -West district. The sex ratio of Delhi as a whole has been recorded 821 in 2001 census.
Population density for NCT Delhi works out at 9294 persons per sq. k.m. and highest density of population is recorded in North-East district i.e. 29,395 while the South-West district has the lowest population density i.e. 4,165.
Percentage decadal population growth (1991-2001) of Delhi was 46.31% as against the national population growth i.e. 21.34% for the same period.

Table 3 Analysis :Literacy rate in Delhi was 81.82% at the time of 2001 census and Delhi stands 5th position in India in terms of literacy.
In case of persons, the highest literacy rate i.e. 85.10% has been recoded in East district. The other districts, which have recorded the higher literacy rate than of over all NCT Delhi (81.82%) are: South-West district (83.63%), West district (83.24%), South district (82.57%) and New Delhi district (82.54%).
The North-East district had the lowest literacy rate i.e. 77.85%. The other districts, which have recorded the lowest literacy rate than of over all NCT Delhi (81.82%) are: i.e. Central district (79.52%), North district (79.88%) and North-West district (80.79%).
Table 3 Analysis - Contd….In case of males the South-West district recorded the highest male literacy rate i.e. 89.93%. The other districts, which have recorded the highest literacy rate than of over all NCT Delhi (87.37%) are: East district (89.91%), South district (88.73%), New Delhi district (88.70%) and West district (87.68%).
The Central district has lowest male literacy rate i.e. 82.50%. The other districts, which have recorded the lowest literacy rate than of over all NCT Delhi (87.37%) are: North-East district (84.52%), North district (84.53%) and North-West district (86.89%).
Table 3 Analysis - Contd….In case of females, the East district recorded the highest female literacy rate i.e. 79.38%. The other districts, which have recorded the highest literacy rate than of over all NCT Delhi (75.00%) are West district (77.87%), South-West district (76.00%) and Central district (75.90%).
The North-East district has lowest female literacy rate i.e. 69.97%. The other districts, which have recorded the lowest literacy rate than of over all NCT Delhi (75.00%) are: North-West district (73.30%), North district (74.20%), New Delhi district (74.64%) and South district (74.71%).

District-wise Work Participation Rate
Some Important Definitions:
Work: It refers to participation in any economically productive activity with or without compensation, wages or profit. Such participation may be physical and/or mental in nature. Work include not only actual work but also the effective supervision and direction. It even includes part time help or unpaid work on farm, family enterprise or in any other economic activity.
Reference Period: For all questions on workers and non-workers, the reference period was one year preceding the date of enumeration. In case of certain types of seasonal activities such as agriculture, household industry like gur making, etc., the reference period was broad time-span of the agricultural seasons preceding the date of enumeration.
Workers: In Census 2001, a person is described as `worker’ if she/he has participated in any economically productive activity at any time during the reference period. In Census 2001, the workers were broadly divided into the following categories on the basis of the time-span of their engagement in any economically productive activity.
Main Workers: are those persons who had participated in any economically productive activity for six months or more during the year preceding the date of enumeration.
Marginal Workers: are those persons who had engaged themselves in any economically productive activity for less than six months during the year preceding the date of enumeration.

Changes in the categories of Non-Workers in Census 2001
At the time of 1991 Census, non-workers were
grouped under seven categories whereas in
Census 2001, they were grouped into six categories.
In 1991 Census, category `R’ included `Retired
Persons or Rentires’ but in 2001 Census, this
category was not retained. However, a new
category, viz., `Pensioner’, was introduced.
Inmates of institutions, i.e., `I’, was a separate
category of non-workers at the time of 1991
Census but the same was not taken as a separate
category in Census 2001.

The scope of the definition of students was also
amplified to include those students attending part-
time classes, correspondence courses, literacy
centers, etc., and who were not engaged in any
economically productive work. Further, persons who were rentiers or living on
remittances, agricultural or non-agricultural royalty,
interest or dividend, etc., and categorized as Retired
Persons or Rentiers (R) at the time of 1991 Census,
were grouped under `Other’ category in 2001, such
convicts or inmates were brought under `Others’
category.
Conclusions :
As per Literacy rate, in Delhi was 81.82% at the time of 2001 census and Delhi stands 5th position in India in terms of literacy. This includes East district which has highest literacy rate i.e. 85.10% and North-East district which had the lowest literacy rate i.e. 77.85%.
In case of Workers i.e. total workers, main workers, marginal workers and non-workers in NCT Delhi, the proportion of total workers to total population is highest in New Delhi district i.e. 37.64% and lowest in North-East district i.e. 28.30%.
Recommendations :Social GIS is to be evolved and focused to assist in increasing awareness amongst policy makers and also in decision-making process.
Social GIS is to be used for a long term spatial technology policy, which is needed for areas like NCT Delhi to move towards sustainable development followed by identifying and assessing possible modes for critical intervention in the light of ongoing trends in spatial technologies and their integration into the socio-economic system.
Social GIS is to be used for revamping administrative structure, planning process and policies including technology for sustainable urban living and in fact understanding the whole environment.
Recommendations : Contd….Social GIS may be very useful in the implementation of advanced spatial technologies, which requires new socio-economic institutions and structures, legal regime and initiation processes for responding to advanced spatial technological order for sustainable urban development.
In Social GIS, the nature, scale and diffusion of spatial technology constitute the core of the growth and sustainability of metropolis supported by an appropriate policy apparatus for intervention and control.
In Social GIS, particularly for urban areas, the problem is to understand the contemporary urban socio-economic environment and the future role of spatial technology in sustainable urban living.

In Social GIS, underlying the support of the prevailing spatial technological model are specific forms of social and economic institutions as well as the nature of control over utilization of natural and socio-economic resources.
It’s high time that the features of the spatial technological model have to be re-examined in relation to urban socio-economic environment for evolving a sound social GIS, particularly for urban areas like NCT Delhi.
