ESPREssO ambition
2
• ESPREssO aims at contributing to a new strategic vision in EUto approach natural risk reduction and climate changeadaptation, thereby opening new frontiers for research andpolicymaking.
• The focus is devoted to three key challenges across EU:1. Bridging Climate Change Adaptation and Disaster Risk Reduction
2. Bridging Science and Legal/Policy issues in DRR
3. Trans-boundary Crises Management

Bridging CCA and DRR
Synergies between CCA and DRR are emphasized in all the main strategies andagreements at EU level:
Paris Agreement
EU Adaptation Strategy
EU Cohesion policy
Macro-regional strategies (Danube, Baltic, Alpine)
links with Challenge on Transboundary
A common goal: reducing the impacts of extreme events and increasingresilience to disasters, particularly among vulnerable populations
Clear benefits of linking and integrating the knowledge base, as well as policiesand practices

DRR and CCA are cross-cutting fields across EU DGs need to identify synergies and integration opportunities
Land use / urban development / social aspects)
Resilience-based land use / emergency planning
International cooperation and link with global processes and their implementation need to build coherence around risk-informed approaches

In 2016, five priority areas for providing support have been identified, related to upcoming deliverables of UCPM’s participating countries or areas where they have mature practice.
In 2017-2018 the priority areas could be increased on the basis of specific needs of the national authorities.

Understanding key issues - different levels
1. Interregional (single state) disasters: e.g. Centre ItalyEarthquake 2016; …
2. Interregional (multiple states) disasters: e.g. internationalriver basins flood (Danube); …
3. Disaster with transboundary impacts: e.g. volcanic eruptionsand ashes (Iceland, Italy); tsunamis

Large ongoing EU projects, aimed at developing shared tools/services amongmember states, can strengthen the data/knowledge transfer and thecoordination capability especially in transboundary crises
• Copernicus - Emergency Management & Climate Change Service satellite data
• Aristotle - All Risk Integrated System TOwards Trans-boundaryhoListic Early-warning rapid impact assessment
• GR2ASP - Geospatial Risk and Resilience Assessment Platform
critical infrastructures
Trans-boundary Crises Management

• Earthquakes (with Tsunamis as secondary induced hazard)
• Volcano Eruptions (ashes and volcanic gases)
• Severe Weather Events (including wind storms, major heat and cold waves, and severe precipitation)
• Flooding• extendable to other natural hazards
(including secondary hazards)

entails the improvement of international (extra-EU) cooperation
• Flagship H2020 projects aimed at improving the DRM capacity of EU(UPCM and member states), such as:• Reaching Out - Demonstration of EUeffective large scale threat and
