The armed forces have played a pivotal role in Hampton Roads,a nautical term meaning protected anchorage or safe harbor,since the English set foot here in 1607.The soldiers who accom-panied the first settlers are the predecessors of the thousandsof men and women who have donned uniforms to protect theUnited States.

The region is proud to house bases associated with each branchof the military, including: Joint Base Langley-Eustis, Fort Monroe,Coast Guard Station Portsmouth and numerous Navy bases –including Naval Station Norfolk, Naval Air Station Oceana, JointExpeditionary Base (JEB) Little Creek-Fort Story.

With so much presence in the area, the Navy is the heart of theregion. With more than 95,000 uniformed men and women cur-rently stationed here, the Navy has had undeniable impact onthe region’s history, economy and culture. More than 300,000residents are part of the Navy family, plus an overwhelmingnumber of retired or separated Sailors who choose to remainhere.

Naval Station Norfolk is the world’s largest naval base. Morethan 60,000 military and 10,000 civilian personnel work onthe base, which homeports more than 80 Atlantic Fleet shipsand 16 squadrons.

The world’s largest amphibious base – formerly Naval Am-phibious Base Little Creek and now part of Joint ExpeditionaryBase Little Creek-Fort Story – is the homeport for 30 amphibi-ous ships, including patrol aircraft and salvage ships. About 80tenant commands are based at JEB-Little Creek, including Na-val Special Warfare Group II, East Coast-based SEALs and theArmed Forces School of Music.

JEB-Fort Story is home to the 11th Transportation Battalion,which conducts amphibious operations. It is the Army’s onlysaltwater-purification training site. The site offers amphibioustraining for all branches, including explosive ordnance disposalSailors and Navy SEALs.

Naval Air Station Oceana is the most sophisticated and criti-cally important air station in the Navy, with collectively almost20 squadrons and almost 300 aircraft stationed there. The baseemploys 10,500 military and 2,340 civilian personnel. Dam Neck

Annex, also part of NAS Oceana, hosts the Fleet Combat Train-ing Center, which trains more than 1,000 students each month.Dam Neck employs another 2,412 military and 1,080 civilianpersonnel.

Naval Weapons Station Yorktown is the Navy’s premiere weap-ons facility. More than 3,000 military and civilian personnel workon the 11,500-acre base, maintaining missiles and other ord-nance for the Atlantic Fleet.

NORFOLK INTERNATIONAL AIRPORT:Norfolk International Airport provides an informationbooth from 8 a.m. to midnight seven days a week. Uni-formed personnel have information about HamptonRoads bases, transportation and telephone numbersfor duty offices, ombudsmen and emergency assis-tance. Defense Personal Property System // www.move.milIn an effort to make moving a little bit easier for you, theUS Department of Defense (DoD) United States Trans-portation Command (USTRANSCOM) and the MilitarySurface Deployment and Distribution Command (SDDC)developed the Defense Personal Property Program, orDP3.

As part of the DP3 mission, an internet-based systemto manage DoD household goods moves was creat-ed. It’s called the Defense Personal Property System(DPS).

Through DPS and the DP3 initiative, you will have theability to self-counsel and submit your application on-line, track your shipment through DPS or InteractiveVoice Response (IVR), have the option to file a claim on-line, and to settle directly with your moving company aswell as Full Replacement Value (FRV) of lost and dam-aged goods.

Fleet and Family Support Centers of Hampton Roads:Fleet and Family Support Centers (FFSC) of HamptonRoads are a valuable resource, available 24 hours a day.The seven full-service FFSC’s in Hampton Roads arestaffed with highly-trained specialists who understandthe unique demands of military life.

RELOCATION ASSISTANCE:FFSC offers one-on-one consultation from experiencedrelocation counselors – including extensive informationand referral services. For those with household goods in transit, the FFSCLending Locker offers short-term loans of basic furnitureand kitchen items, such as foldout mattresses, cribs, carseats, strollers, kitchen utensils, folding tables and chairs.

FFSC offers a variety of workshops, including Welcometo Hampton Roads. FFSC can also help foreign-bornspouses acclimate to the area and provide audio andvideo language tapes. EMPLOYMENT AND CAREER RESOURCES:Each FFSC has a one-stop Career Development ResourceCenter (CDRC) open to military personnel and familymembers. The CDRC offers employment assistance, jobleads, computer job search resources and employmentworkshops.

PERSONAL FINANCIAL MANAGEMENT:Sign up for financial education workshops like The Artof Money Management, Car Buying Strategies, Savingsand Investments and many others. FFSC provides one-on-one financial counseling to help manage debt, cre-ate a budget or address specific concerns.

CLINICAL COUNSELING:FFSC offers short-term counseling and crisis interven-tion for active duty individuals and military couples.Family members are referred to appropriate mentalhealth providers in the community for individual andfamily counseling. FFSC also offers a variety of thera-peutic and educational groups.

STRESS MANAGEMENT WORKSHOPS:FFSC offers stress management workshops for activeduty or family members, as well as programs to helpreduce the stress of deployments and parenting.

PARENTING WORKSHOPS:Learn and grow with strategies from today’s leading ex-perts in childrearing. The centers’ parenting workshopsmake expert advice easily available. Parenting work-shops include Parenting in a Military Family, Dads andDiscipline, Enhancing Stepfamilies, Single Parenting inthe Military and others.

TRANSITION ASSISTANCE PROGRAM:The Transition Assistance Program is a four-day coursethat covers resume writing, interviewing skills, salary ne-gotiations, military benefits and many other topics to helpsmooth the transition from military to civilian life.

Command career counselors can set up a quota. TheCDRC is available for individual services. For service mem-bers who are still unsure about separation or retirement,FFSC offers Career Options Navy Skills and Evaluation Pro-gram (CONSEP).

EXCEPTIONAL FAMILY MEMBER PROGRAM:Identifying resources to meet the special needs of fam-ily members can be overwhelming while moving. Specialneeds consist of ongoing requirements for medical treat-ment, psychological services or special education. FFSCcan assist families with the Exceptional Family MemberProgram (EFMP) enrollment process and find suitable re-sources for care and information.

SPONSOR TRAINING:This single-session training teaches command person-nel to serve as sponsors. Topics include ways to be aneffective sponsor, duties and responsibilities, militaryand community sources and FFSC relocation assis-tance. The training is available by request at Dam NeckAnnex, Little Creek, Norfolk, Northwest Annex, Oceanaand Yorktown.

NAVY LODGES:Hampton Roads offers three convenient Navy Lodgelocations at Naval Station Norfolk, JEB Little Creek andFleet Combat Training Center Atlantic, Dam Neck. TheNorfolk Lodge provides 292 rooms, including eightsuites; Little Creek offers 100 rooms and Dam Neck of-fers 50 rooms.

These modern, comfortable rooms provide more con-veniences to their guests than one might expect froma commercial chain of hotels. Cribs are available uponrequest, as well as irons and ironing boards.

Personnel can make reservations anytime in advance.Orders must be presented at check-in along with avalid military identification. Reservations are held upto 6 p.m. without deposit. Check-in time is 3 p.m.,however, early arrivals will be accommodated accord-ing to room availability. For Public Private Venture (PPV) housing, Navy Housingcounselors qualify members for PPV Housing. Housingcounselors will process housing applications for referralto PPV housing. Lincoln Military Housing is the housingpartner who managers the PPV homes. Members arealso counseled on lease agreements, sales contracts,tenant and landlord issues and other housing concerns.

Service members can rent apartments, condominiums,town homes and houses through the Rental PartnershipProgram (RPP). Properties extend from Virginia Beach toWilliamsburg. The RPP provides affordable housing at adiscounted rate. Military members agree to a one-yearlease and pay rent by allotment. Other savings for civil-ian property managers and owners include reducedturnovers, operations and maintenance costs. Details areavailable at the Navy Housing Welcome Center.

The Navy Housing Welcome Center maintains a largedata base of community rental and sales listings to suitevery need. Services are customized to assist in locatingliving accommodations and to familiarize customers withthe Hampton Roads area.

The Navy Housing Welcome Center provides homebuying, selling and property management workshopseach month. The instructors are Realty specialistswho provide information about the home buying pro-cess, how to determine the sales price, selecting areal estate agent and real estate closing details.

VEHICLE DECALS:Decals are required for all vehicles and must be obtainedfrom the pass office. Decals are valid for three years oruntil end of enlistment. NAVY EXCHANGES:The Navy Exchange (NEX) carries a wide variety of prod-ucts from clothing, luggage to health and beauty aidsto house wares, electronics, giftware, toys and officesupplies. On average, customers save 15.8 percent onthe merchandise they purchase, not including the sav-ings from no sales tax. NEX also offers a wide variety ofservices throughout the area, including barber shops,beauty salons, dry cleaners, laundries, tailor shops,watch repair, flower shops and photo processing. Mostexchanges also feature retail merchandise stores, caf-eterias, garages and gas stations.

■ Chesapeake was founded in 1963

CHESAPEAKE was formed in 1963 by a politicalconsolidation of the City of South Norfolk with the for-mer Norfolk County, which dated to 1691. The new cityjoined the ranks of the current Seven Cities of Hamp-ton Roads which are linked by the circumferentialHampton Roads Beltway. And just like much of Hamp-ton Roads, the area boasts an impressive history.

Chesapeake’s history goes far back into Virginia’s colo-nial roots. On the Atlantic Intracoastal Waterway, whichpasses through Chesapeake, lays the site of the Battle

of Great Bridge. On Dec. 9, 1775, the red coats and col-onists clashed in the Battle of Great Bridge when theAmerican rebels defeated the British and drove themfrom nearby Norfolk. Today, the municipal center com-plex rests a few hundred yards from that historic spot.

Until the late 1980s and early 1990s, much of Chesa-peake was either suburban or rural, serving as a bed-room community for the cities of Norfolk and VirginiaBeach with residents commuting to these locations.Beginning in the late 1980s and accelerating in the

THE CITY OF NEWPORT NEWS was formallyorganized and became independent of Warwick Coun-ty in 1896 by an act of the Virginia General Assembly.It was one of only a few cities in Virginia to be newlyestablished without earlier incorporation as a town.Newport News is currently ranked as Virginia’s fifthlargest incorporated city by population and is locatedat the southwestern end of the Virginia Peninsula onthe north shore of the James River, thus playing a hugerole in the maritime industry.

The City of Newport News was essentially founded byCollis P. Huntington. Huntington, a Northern railroadtycoon from Connecticut, brought two magnet indus-tries to Newport News: the Chesapeake and Ohio Rail-road and Newport News Shipbuilding and Dry DockCompany.

Now known as Northrop Grumman Newport News, theshipyard, chartered in 1886, has built aircraft carriersfor the Navy since the 1930s, including the first nuclear-powered aircraft carrier USS Enterprise and is today thesole builder of the Navy’s carriers.

The first vessel built by the yard was the tugboat Dor-othy. Newport News is also home to the Army’s FortEustis, home of the U.S. Army Transportation Corpsand to the U.S. Army Transportation Museum, featuringtraditional and experimental devices like the Avro-Carwhich resembles a flying saucer.

The city provides residents and visitors with plenty todo. History buffs can stroll through Civil War battlefieldsand 1862 Peninsula Campaign sites or peruse the ex-hibits at The Mariner’s Museum, which records 3,000years of maritime history.

Children of all ages love the Virginia Living Museumwhere exhibits depict Virginia’s natural heritage fromthe mountains to the sea and introduces visitors tomore than 250 living species native to Virginia throughdiscovery centers and interactive hands-on exhibits.

Newport News is also home to 32 city parks, includ-ing one of the largest municipal parks in the country.Newport News Park is a magnificent 8,000 acre-oasishome to an incredible variety of native wildlife — deer,foxes, otter, raccoon and beaver, to name a few — allfound in a natural setting of lush woodlands, floweringmeadows and shimmering lakes.

No one knows for sure where Newport News got itsname, but “Newportes Newes” first appears in theVirginia Company records in 1619, making it one of theoldest place names in the New World.

NORFOLK is named for the large natural harbor of thesame name located at the mouth of Chesapeake Bay. Thecity is bordered to the west by the Elizabeth River and tothe north by the Chesapeake Bay. One of the oldest ofthe Hampton Roads cities, Norfolk is considered to be thehistoric, urban, financial and cultural center of the region.

Established in 1624, the city was the colony’s most pros-perous town by 1775. It was an important port for ex-porting goods to the British Isles and beyond. But on NewYear’s Day 1776, during the three-day siege of the Revo-lutionary War, most of Norfolk’s early structures weredestroyed. In the spring of 1862, the Battle of HamptonRoads took place off the northwest shore of the city’sSewell’s Point Peninsula, marking the first fight betweentwo ironclads, USS Monitor and CSS Virginia.

1907 brought both the Virginian Railway and the James-town Exposition to Sewell’s Point. The large naval Reviewat the exposition, demonstrated the Peninsula’s favorablelocation and laid the groundwork for the world’s largestNaval base. By 1917, as the United States built up to enterWorld War I, Naval Air Station Hampton Roads had beenconstructed. Now home to Naval Station Norfolk, the larg-est Navy base in the world, it is impossible to miss theimprint of the Navy at work and at play.

Norfolk has a long history as a strategic military and trans-portation point. The North Atlantic Treaty Organization(NATO) has its defense headquarters here. It also has thecorporate headquarters of Norfolk Southern Railway, oneof North America’s principal Class I railroads and Maersk,the world’s largest shipping company.

Norfolk’s easily-walked downtown waterfront boasts at-tractions such as the battleship USS Wisconsin and Nauti-cus, The National Maritime Center, an interactive scienceand technology. Tugboats and visiting cruise ships sharethe waters with sailboats and merchant ships. Other trea-sures include The Chrysler Museum, Norfolk BotanicalGardens and the Virginia Zoological Park.

Norfolk serves as home to the two highest level profes-sional franchises in the state of Virginia, the Norfolk Tidesbaseball team and the Norfolk Admirals hockey team. Seepage 40 for more information on those and other localsports teams!

Norfolk hosts the world’s largest naval base, theregion’s international airport and is one of the busiestinternational ports on the East Coast of the UnitedStates.

PORTSMOUTH, named for Portsmouth, England,is the smallest in Hampton Roads. It was founded in1752 by an act of the Virginia General Assembly on be-half of Col. William Crawford, a wealthy merchant andship owner, who dedicated the four corners of High andCourt Streets for a church, a market, a courthouse anda jail.

SUFFOLKOf all the Hampton Roads communities, Suffolk offersthe greatest opportunity for a little extra acreage forreal country living. Geographically, Suffolk is the largestindependent city in land area in the entire Common-wealth. Though it is the largest of the cities in HamptonRoads, it has the smallest population.

Suffolk was founded by English colonists in 1742 asa port town on the Nansemond River as part of theVirginia Colony. Before European contact, indigenoustribes lived in the region for thousands of years. At thetime of English settlement, the Nansemond Indianslived along the river. In the early colonial years, the Eng-lish cultivated tobacco as a commodity crop, but laterturned to mixed farming.

Burned by the British in 1779 and damaged by otherfires throughout the next century, Suffolk survived tobecome a city in 1910. In 1974, it became the presentCity of Suffolk, consolidating with the towns of Hollandand Whaleyville and the County of Nansemond. The endresult was a new municipality encompassing a total of430 square miles, making it the largest city in land areain Virginia and the 11th largest in the country.

Peanuts grown in the surrounding areas became a majorindustry for Suffolk and the area is known as the heartof peanut production. Suffolk is also the birthplace of Mr.Peanut, the mascot of Planters’ Peanuts. In 1912, an Ital-ian immigrant named Amedeo Obici moved from Pennsyl-vania to Suffolk and opened Planters Nut and ChocolateCompany. Each year in the fall, the City of Suffolk hostsSuffolk Festivals Incorporated’s annual Peanut Fest, host-ing close to 200,000 visitors over four days.

The charisma of Suffolk is clear and its population is ex-pected to more than double in the next 20 years. But thecity is careful about development and preserving the land-scape while creating communities for new residents. Therevitalized downtown features historical attractions aswell as shopping and dining. Newer developments offerresidents the option of suburban-style living.

Country living provides outdoors-types with plenty to doas well. From free-fall skydiving with U.S. Parachute As-sociation to fishing along the city’s 8,000 acres of water-ways – the city is certain to keep you adrenaline flowing.The Great Dismal Swamp National Wildlife Refuge offers anice getaway to bicycle, hike, bird watch or just to enjoya family picnic.

■ Virginia Beach was founded in 1952VIRGINIA BEACH The most populous city in Vir-ginia, it began as a small resort area in Princess AnneCounty after the 1888 arrival of rail service and electric-ity and the opening of the original Princess Anne Hotelat the oceanfront near the tiny community of Seatack.

The growing resort of Virginia Beach became an in-corporated town in 1906 and an incorporated city in1952. Although the resort was initially dependent uponrailroad and electric trolley service, the completion ofVirginia Beach Boulevard in 1922, which extended fromNorfolk to the oceanfront, opened the way for auto-mobiles, buses, trucks and passenger rail service, thelatter of which was eventually discontinued.

Virginia Beach is a resort city with miles of beachesand hundreds of hotels, motels and restaurants alongits oceanfront. Every year the city hosts the East CoastSurfing Championship as well as the North AmericanSand Soccer Championship. The city features 79 milesof scenic waterway, 60 miles of bike paths, 38 miles ofshoreline and 28 miles of public beach. In fact, the cityis listed in the Guinness Book of Records as having thelongest pleasure beach in the world, which is locatednear the longest bridge-tunnel complex in the world –the Chesapeake Bay Bridge-Tunnel.
