Welcome to Hampton RoadsThe armed forces have played apivotal role in Hampton Roads, anautical term meaning protectedanchorage or safe harbor, sincethe English set foot here in 1607.The soldiers who accompaniedthe first settlers are the predeces-sors of the thousands of men andwomen who have donned uni-forms to protect the United States.

The region is proud to housebases associated with each branchof the military, including: JointBase Langley-Eustis, Fort Mon-roe, Coast Guard Station Ports-mouth and numerous Navy bases– including Naval Station Norfolk,Naval Air Station Oceana, JointExpeditionary Base (JEB) LittleCreek-Fort Story.

With so much presence in thearea, the Navy is the heart of theregion. With more than 95,000uniformed men and women cur-rently stationed here, the Navyhas had undeniable impact on theregion’s history, economy and cul-ture. More than 300,000 residentsare part of the Navy family, plus anoverwhelming number of retiredor separated Sailors who choose toremain here.

Naval Station Norfolk is theworld’s largest naval base. Morethan 60,000 military and 10,000civilian personnel work on thebase, which homeports morethan 80 Atlantic Fleet ships and16 squadrons.

The world’s largest amphibiousbase – formerly Naval AmphibiousBase Little Creek and now partof Joint Expeditionary Base LittleCreek-Fort Story – is the homeportfor 30 amphibious ships, includingpatrol aircraft and salvage ships.About 80 tenant commands are

based at JEB-Little Creek, includ-ing Naval Special Warfare GroupII, East Coast-based SEALs and theArmed Forces School of Music.

JEB-Fort Story is home to the 11thTransportation Battalion, whichconducts amphibious operations.It is the Army’s only saltwater-purification training site. The siteoffers amphibious training for allbranches, including explosive ord-nance disposal Sailors and NavySEALs.

Naval Air Station Oceana is themost sophisticated and criticallyimportant air station in the Navy,with collectively almost 20 squad-rons and almost 300 aircraft sta-tioned there. The base employs10,500 military and 2,340 civilianpersonnel. Dam Neck Annex, alsopart of NAS Oceana, hosts theFleet Combat Training Center,which trains more than 1,000 stu-dents each month. Dam Neck em-ploys another 2,412 military and1,080 civilian personnel.

Naval Weapons Station Yorktownis the Navy’s premiere weaponsfacility. More than 3,000 militaryand civilian personnel work on the11,500-acre base, maintaining mis-siles and other ordnance for theAtlantic Fleet.

All After Hours Arrivals – Report to the Naval Station Nor-folk Quarterdeck located at Bldg. N-26, 1530 Gilbert St.,Suite 2000, Norfolk. The Quarterdeck can be reached at322-2866. Ensure your orders are stamped with the report-ing date and time prior to departing the Quarterdeck.

Norfolk International Airport:Norfolk International Airport provides an informationbooth from 8 a.m. to midnight seven days a week. Uni-formed personnel have information about Hampton Roadsbases, transportation and telephone numbers for duty of-fices, ombudsmen and emergency assistance. The boothmay be reached by calling 444-3040.

Personnel Support Activity:The Personnel Support Activity located on Naval StationNorfolk provides one-stop service personnel reporting toor departing from commands in this area. Detachmentsare at every naval installation to assist with personnel, dis-bursing and educational matters. Household Goods:The Consolidated Personal Property Shipping Offices(CPPSO) in Norfolk and at Joint Base Langley-Eustis has afull range of services available including storage of house-hold goods, baggage and vehicles. Contact the CPPSOupon arrival even if the delivery address is unknown.

For those who plan to live on the Southside, call 443-3700and follow the prompts. For those who plan to live on thePeninsula, call 764-2045.

Before signing delivery documents, note all known lossor damage sustained to the shipment. If any property wasdamaged or lost, contact the CPPSO as soon as possible tofind out how to file a claim.

Defense Personal Property System // www.move.milIn an effort to make moving a little bit easier for you, theUS Department of Defense (DoD) United States Trans-portation Command (USTRANSCOM) and the MilitarySurface Deployment and Distribution Command (SDDC)developed the Defense Personal Property Program, orDP3. As part of the DP3 mission, an internet-based systemto manage DoD household goods moves was created. It’scalled the Defense Personal Property System (DPS).

Through DPS and the DP3 initiative, you will have the abil-ity to self-counsel and submit your application online, trackyour shipment through DPS or Interactive Voice Response(IVR), have the option to file a claim online, and to settledirectly with your moving company as well as Full Replace-ment Value (FRV) of lost and damaged goods.

Fleet and Family Support Centers of Hampton Roads:Fleet and Family Support Centers (FFSC) of HamptonRoads are a valuable resource, available 24 hours a day.The seven full-service FFSC’s in Hampton Roads are staffedwith highly-trained specialists who understand the uniquedemands of military life.

Transition Assistance Program:The Transition Assistance Program is a four-day course thatcovers resume writing, interviewing skills, salary negotiations,military benefits and many other topics to help smooth thetransition from military to civilian life.

Command career counselors can set up a quota. The CDRC isavailable for individual services. For service members who arestill unsure about separation or retirement, FFSC offers CareerOptions Navy Skills and Evaluation Program (CONSEP).

Exceptional Family Member Program:Identifying resources to meet the special needs of family mem-bers can be overwhelming while moving. Special needs consistof ongoing requirements for medical treatment, psychologi-cal services or special education. FFSC can assist families withthe Exceptional Family Member Program (EFMP) enrollmentprocess and find suitable resources for care and information.

Sponsor Training:This single-session training teaches command personnelto serve as sponsors. Topics include ways to be an effectivesponsor, duties and responsibilities, military and commu-nity sources and FFSC relocation assistance. The trainingis available by request at Dam Neck Annex, Little Creek,Norfolk, Northwest Annex, Oceana and Yorktown.

Navy Lodges:Hampton Roads offers three convenient Navy Lodge loca-tions at Naval Station Norfolk, JEB Little Creek and FleetCombat Training Center Atlantic, Dam Neck. The NorfolkLodge provides 292 rooms, including eight suites; LittleCreek offers 100 rooms and Dam Neck offers 50 rooms.

These modern, comfortable rooms provide more conve-niences to their guests than one might expect from a com-mercial chain of hotels. Cribs are available upon request, aswell as irons and ironing boards.

Personnel can make reservations anytime in advance.Orders must be presented at check-in along with a validmilitary identification. Reservations are held up to 6 p.m.without deposit. Check-in time is 3 p.m., however, early ar-rivals will be accommodated according to room availabil-ity. Due to base restrictions, not all Navy Lodges are “PetFriendly.” For guidelines and restrictions, contact the NavyLodge Central Reservation Center at (800) NAVY-INN (1-800-628-9466).

For Public Private Venture (PPV) housing, Navy Housingcounselors qualify members for PPV Housing. Housing coun-selors will process housing applications for referral to PPVhousing. Lincoln Military Housing is the housing partnerwho managers the PPV homes. Members are also counseledon lease agreements, sales contracts, tenant and landlord is-sues and other housing concerns.

Service members can rent apartments, condominiums, townhomes and houses through the Rental Partnership Program(RPP). Properties extend from Virginia Beach to Williams-burg. The RPP provides affordable housing at a discountedrate. Military members agree to a one-year lease and pay rentby allotment. Other savings for civilian property managersand owners include reduced turnovers, operations and main-tenance costs. Details are available at the Navy Housing Wel-come Center.

The Navy Housing Welcome Center maintains a large database of community rental and sales listings to suit every need.Services are customized to assist in locating living accom-modations and to familiarize customers with the HamptonRoads area.

Navy Exchanges:The Navy Exchange (NEX) carries a wide variety of productsfrom clothing, luggage to health and beauty aids to housewares, electronics, giftware, toys and office supplies. On av-erage, customers save 15.8 percent on the merchandise theypurchase, not including the savings from no sales tax. NEXalso offers a wide variety of services throughout the area, in-cluding barber shops, beauty salons, dry cleaners, laundries,tailor shops, watch repair, flower shops and photo processing.Most exchanges also feature retail merchandise stores, cafete-rias, garages and gas stations.

Treasure Shop:Naval Station Norfolk’s Treasure Shop is located in the for-mer Immaculate Conception Chapel. Founded in 1973, TheTreasure Shop is a nonprofit consignment shop operated bymilitary and civilian volunteers. All Treasure Shop proceedsgo to local charities.

The shop is open from September to May, Mondays and Wednes-days from 10 a.m. to 2 p.m. and the first and third Saturday ofeach month from 10 a.m. to 1 p.m. For more information, call423-0790. The Treasure Shop accepts all types of items with theexception of clothing and uniforms.

Legal Assistance:Navy Legal Service Offices — Legal Assistance can draft some le-gal documents, such as a wills, power of attorneys, affidavits andadoptions. The staff also offers advice for the proper course ofaction to take in a given situation. Personnel cannot, however,offer advice on any issues that involve military justice or actionsagainst the U.S. government. Legal assistance officers are avail-able at all major commands in the Norfolk area, including JEBLittle Creek-Fort Story, NAS Oceana and Naval Station Norfolk.

Chesapeake was formed in 1963 by a political consolida-tion of the City of South Norfolk with the former NorfolkCounty, which dated to 1691. The new city joined the ranksof the current Seven Cities of Hampton Roads which arelinked by the circumferential Hampton Roads Beltway.And just like much of Hampton Roads, the area boasts animpressive history.

Chesapeake’s history goes far back into Virginia’s colo-nial roots. On the Atlantic Intracoastal Waterway, whichpasses through Chesapeake, lays the site of the Battle ofGreat Bridge. On Dec. 9, 1775, the red coats and colonistsclashed in the Battle of Great Bridge when the Americanrebels defeated the British and drove them from nearbyNorfolk. Today, the municipal center complex rests a fewhundred yards from that historic spot.

Until the late 1980s and early 1990s, much of Chesapeakewas either suburban or rural, serving as a bedroom com-munity for the cities of Norfolk and Virginia Beach withresidents commuting to these locations. Beginning in thelate 1980s and accelerating in the 1990s, however, Chesa-peake saw significant growth, attracting numerous indus-tries and businesses of its own. The business communityincludes more than 80 foreign-based companies from 19different countries. This economic development and theattractive residential properties have created a populationboom. Chesapeake has grown from 78,000 at its inceptionto an estimated 222,209 in 2010, according to the U.S.Census Bureau.

Today, Chesapeake is a vibrant community that enjoys thebest of two worlds – one of urban variety, culture and excite-ment and another of rural landscapes and relaxed countryliving. In fact, nearly 300 farms occupy close to one-fifth ofthe city’s land, growing corn, soybean and wheat.

Chesapeake is host to many culturally-diverse events andis home to many beautiful parks, lakes and rivers. The cityhas more miles of deepwater canals than any otherin the country. The Dismal Swamp Canalruns through Chesapeake as well.It is the oldest continuouslyused man-made canal inthe United States todayand has been in servicefor over 230 years.

Hampton is one of America’s oldest cit-ies and with a proud and rich historyand is one of the fastest growing cities inthe region. Hampton is the most popu-lous settlement with the name and is thesixth most populous city in Virginia.

Hampton’s history is traced to April30, 1607 when Captain John Smith andcompany landed at Kecoughtan. Theydeclared the land brought them “greatcomfort,” before continuing upriverto establish Jamestown. On October 1,1609, Fort Algernourne, one of Ameri-ca’s first forts, was constructed at PointComfort – the site several fortificationswould occupy.

Hampton is nestled along the beautifulChesapeake Bay and graced with milesof shoreline and breathtaking waterviews. Hampton has a distinct small-townfeel with little traffic and an abundanceof amenities. With an average commutetime of 20 minutes, Hampton is literallyin the heart of Hampton Roads.

Like most cities in Hampton Roads,Hampton also has a strong military pres-ence. Fort Monroe is headquarters forthe U.S. Army Training and DoctrineCommand and Langley Air Force Basehosts the 1st Fighter Wing and Air Com-bat Command.

As the home of NASA Langley ResearchCenter, Hampton lays claim to the birthof the American space program – thefirst training ground for American astro-nauts like John Glenn and Alan Shep-herd and the Mercury Seven.

The City of Newport News was formallyorganized and became independent ofWarwick County in 1896 by an act of theVirginia General Assembly. It was one ofonly a few cities in Virginia to be newlyestablished without earlier incorpora-tion as a town. Newport News is cur-rently ranked as Virginia’s fifth largestincorporated city by population and islocated at the southwestern end of theVirginia Peninsula on the north shore ofthe James River, thus playing a huge rolein the maritime industry.

The City of Newport News was essentiallyfounded by Collis P. Huntington. Hun-tington, a Northern railroad tycoon fromConnecticut, brought two magnet indus-tries to Newport News: the Chesapeakeand Ohio Railroad and Newport NewsShipbuilding and Dry Dock Company.

Now known as Northrop GrummanNewport News, the shipyard, charteredin 1886, has built aircraft carriers forthe Navy since the 1930s, including thefirst nuclear-powered aircraft carrierUSS Enterprise and is today the solebuilder of the Navy’s carriers. The firstvessel built by the yard was the tugboatDorothy. Newport News is also home to

the Army’s Fort Eustis, home of the U.S.Army Transportation Corps and to theU.S. Army Transportation Museum, fea-turing traditional and experimental de-vices like the Avro-Car which resemblesa flying saucer.

The city provides residents and visitorswith plenty to do. History buffs can strollthrough Civil War battlefields and 1862Peninsula Campaign sites or perusethe exhibits at The Mariner’s Museum,which records 3,000 years of maritimehistory. Children of all ages love the Vir-ginia Living Museum where exhibits de-pict Virginia’s natural heritage from themountains to the sea and introduces visi-tors to more than 250 living species na-tive to Virginia through discovery centersand interactive hands-on exhibits.

Newport News is also home to 32 cityparks, including one of the largest mu-nicipal parks in the country. NewportNews Park is a magnificent 8,000 acre-oasis home to an incredible variety ofnative wildlife — deer, foxes, otter, rac-coon and beaver, to name a few — allfound in a natural setting of lush wood-lands, flowering meadows and shimmer-ing lakes.

Norfolk is named for the large naturalharbor of the same name located at themouth of Chesapeake Bay. The city is bor-dered to the west by the Elizabeth Riverand to the north by the Chesapeake Bay.One of the oldest of the Hampton Roadscities, Norfolk is considered to be the his-toric, urban, financial and cultural centerof the region.

Established in 1624, the city was the colo-ny’s most prosperous town by 1775. It wasan important port for exporting goods tothe British Isles and beyond. But on NewYear’s Day 1776, during the three-daysiege of the Revolutionary War, most ofNorfolk’s early structures were destroyed.In the spring of 1862, the Battle of Hamp-ton Roads took place off the northwestshore of the city’s Sewell’s Point Penin-sula, marking the first fight between twoironclads, USS Monitor and CSS Virginia.

1907 brought both the Virginian Railwayand the Jamestown Exposition to Sewell’sPoint. The large naval Review at the expo-sition, demonstrated the Peninsula’s favor-able location and laid the groundwork forthe world’s largest Naval base. By 1917, asthe United States built up to enter WorldWar I, Naval Air Station Hampton Roads

had been constructed. Now home to Na-val Station Norfolk, the largest Navy basein the world, it is impossible to miss theimprint of the Navy at work and at play.

Norfolk has a long history as a strategic mil-itary and transportation point. The NorthAtlantic Treaty Organization (NATO) hasits defense headquarters here. It also hasthe corporate headquarters of NorfolkSouthern Railway, one of North America’sprincipal Class I railroads and Maersk, theworld’s largest shipping company.

Norfolk’s easily-walked downtown water-front boasts attractions such as the battle-ship USS Wisconsin and Nauticus, TheNational Maritime Center, an interactivescience and technology. Tugboats andvisiting cruise ships share the waters withsailboats and merchant ships. Other trea-sures include The Chrysler Museum, Nor-folk Botanical Gardens and the VirginiaZoological Park.

Portsmouth, named for Portsmouth,England, is the smallest in HamptonRoads. It was founded in 1752 by an actof the Virginia General Assembly on be-half of Col. William Crawford, a wealthymerchant and ship owner, who dedicat-ed the four corners of High and CourtStreets for a church, a market, a court-house and a jail.

Directly opposite of Norfolk, the city ofPortsmouth has miles of waterfront onthe Elizabeth River as part of the har-bor of Hampton Roads and is anotherHampton Roads community that boastsa lot of waterfront shorelines. Ports-mouth is connected to the rest of Hamp-ton Roads by two underwater tunnels –the Midtown and Downtown tunnels.

Portsmouth is also home to Naval Medi-cal Center Portsmouth. Established inthe 1830s, the facility is the Navy’s old-est continuously operating medical hos-pital. The Norfolk Naval Shipyard, theoldest shipyard in the country – actuallylocated in Portsmouth despite the name– is a historic and active U.S. Navy facil-ity that builds, remodels and repairs allclasses of Navy ships. Portsmouth is alsoheadquarters to the Coast Guard’s FifthDistrict and the Coast Guard’s Integrat-ed Support Command.

Many of Portsmouth’s attractions areclustered within easy walking distance ofeach other, making it the perfect placeto spend a day. And with its central loca-tion, it’s easy to get to – just a quick ferryride from downtown Norfolk, a 20-minutedrive from Virginia Beach and less thanan hour from Colonial Williamsburg.

Olde Towne Portsmouth has over 40 res-taurants in one square mile and offerssomething for every palate and everybudget. Of all the Hampton Roads communi-ties, Suffolk offers the greatest oppor-tunity for a little extra acreage for realcountry living. Geographically, Suffolk isthe largest independent city in land areain the entire Commonwealth. Though itis the largest of the cities in HamptonRoads, it has the smallest population.

Suffolk was founded by English colo-nists in 1742 as a port town on the Nan-semond River as part of the VirginiaColony. Before European contact, in-digenous tribes lived in the region forthousands of years. At the time of Eng-lish settlement, the Nansemond Indianslived along the river. In the early colo-nial years, the English cultivated tobac-co as a commodity crop, but later turnedto mixed farming.

Burned by the British in 1779 and dam-aged by other fires throughout the nextcentury, Suffolk survived to become acity in 1910. In 1974, it became the pres-ent City of Suffolk, consolidating withthe towns of Holland and Whaleyvilleand the County of Nansemond. Theend result was a new municipality en-compassing a total of 430 square miles,making it the largest city in land areain Virginia and the 11th largest in thecountry.

Peanuts grown in the surrounding areasbecame a major industry for Suffolk andthe area is known as the heart of peanutproduction. Suffolk is also the birthplaceof Mr. Peanut, the mascot of Planters’ Pea-nuts. In 1912, an Italian immigrant namedAmedeo Obici moved from Pennsylvaniato Suffolk and opened Planters Nut andChocolate Company. Each year in the fall,the City of Suffolk hosts Suffolk FestivalsIncorporated’s annual Peanut Fest, host-ing close to 200,000 visitors over four days.

The charisma of Suffolk is clear and itspopulation is expected to more thandouble in the next 20 years. But the cityis careful about development and preserv-ing the landscape while creating commu-nities for new residents. The revitalizeddowntown features historical attractionsas well as shopping and dining. Newer de-velopments offer residents the option ofsuburban-style living.

Country living provides outdoors-typeswith plenty to do as well. From freefallskydiving with U.S. Parachute Associa-tion to fishing along the city’s 8,000 acresof waterways – the city is certain to keepyou adrenaline flowing. The Great DismalSwamp National Wildlife Refuge offers anice getaway to bicycle, hike, bird watch orjust to enjoy a family picnic.

The most populous city in Virginia, itbegan as a small resort area in PrincessAnne County after the 1888 arrival ofrail service and electricity and the open-ing of the original Princess Anne Hotelat the oceanfront near the tiny commu-nity of Seatack.

The growing resort of Virginia Beach be-came an incorporated town in 1906 andan incorporated city in 1952. Althoughthe resort was initially dependent uponrailroad and electric trolley service, thecompletion of Virginia Beach Boulevardin 1922, which extended from Norfolkto the oceanfront, opened the way forautomobiles, buses, trucks and passen-ger rail service, the latter of which waseventually discontinued.

Virginia Beach is a resort city with milesof beaches and hundreds of hotels,motels and restaurants along its ocean-front. Every year the city hosts the EastCoast Surfing Championship as well asthe North American Sand Soccer Cham-pionship. The city features 79 miles ofscenic waterway, 60 miles of bike paths,38 miles of shoreline and 28 miles ofpublic beach. In fact, the city is listed inthe Guinness Book of Records as havingthe longest pleasure beach in the world,which is located near the longest bridge-tunnel complex in the world – the Ches-apeake Bay Bridge-Tunnel.

The beaches contribute substantially tothe tourism that produces a large shareof Virginia Beach’s economy and wel-comes approximately 2.75 million visi-tors annually.

Although Virginia Beach is best knownfor its tourism, the military and agribusi-ness sectors contribute considerably tothe city’s economy. Virginia Beach ishome to three military installations –Naval Air Station Oceana, NAS OceanaDam Neck Annex and Joint Expedition-ary Base Little Creek-Fort Story. The“sound of freedom” fills the sky everyday as Navy jets swoop through the airon training missions.

The Contemporary Art Museum of Vir-ginia features internationally renownedartists, as well as regional and local favor-ites. Animal lovers should not miss the Vir-ginia Aquarium. With interactive exhibitsspotlighting aquatic animals and marinescience, this attraction is ranked as one ofthe top 10 marine science facilities in thecountry. For those who want to discoversea life on their own, Virginia Beach fea-tures 18 marinas with public access.

The American Music Festival, the Vir-ginia Beach Neptune Festival Board-walk Weekend, and the NAS Oceana AirShow are just a few of the city’s festivalsand events not to be missed.

Paddlewheel Ferry: There are three 150-passenger paddlewheel ferries operating on theElizabeth River between Norfolk (the Waterside festival marketplace in downtown)andPortsmouth (North Landing and High Street). The ferry is wheelchair accessible and allows boarding passengers to walk on with bicycles.

In order to enroll a child in a Virginiapublic school, state law requires the par-ent/guardian to provide certain infor-mation to the child’s school division.

Birth Certificate:An official certified copy, not a photo-copy, of the child’s birth record mustbe provided. At the time of enrollment,the child must be five years of age orreach his/her fifth birthday on or be-fore Sept. 30 of the school year. Infor-mation on obtaining a certified copy ofa birth certification is available at theVirginia Department of Health website.If a certified copy of the child’s birthrecord cannot be obtained, the personenrolling the child must submit a swornstatement setting forth the child’s ageand explaining the inability to present acertified copy of the birth record.

Street Address:Documentation of the street address orroute number of the child’s residencemust be provided. If no street address orroute number exists for the child’s resi-dence, a post office box number mustbe provided. If a child has no regular,fixed residence but resides within theschool division in a temporary shelter,institution or place not ordinarily usedas a residence, the school division maydetermine that a street address, routenumber or post office box number can-not be provided. The school divisionmay accept an alternative form of ad-dress that it considers appropriate.

School Entrance Health Form:A School Entrance Health Form, MCH213F, completed by a licensed physi-cian, licensed nurse practitioner, or

licensed physician’s assistant regard-ing the child, must be presented atthe time of enrollment. The three-partform includes Part I-Health Informa-tion Form, Part II-Certification of Im-munization and Part III-Comprehen-sive Physical Examination Report. Thereport must indicate that the childhas received a comprehensive physi-cal examination performed within the12-months prior to the date the childfirst enters a public kindergarten orelementary school (K-5).
