Welcome to the Third Governor’s Summit on Workforce Development. Your decision to be here not only will help your business and customers - you’re also investing in the future of Wyoming’s Workforce and Economy. We appreciate your commit ment. We encourage you to take advantage of this unique op- portunity to share your business concerns with experts gathered here for your benefit. Please be sure to connect with the Depart- ment of Workforce Services (DWS) staff that are here to help you. You’ll also meet members of the Wyoming Workforce De-velopment Council (WWDC) - people who volunteer their time to bring business, labor, and the public sector together to shape strategies to best meet workforce and em-ployer needs. DWS supports the Council’s mission to create and sustain a higher skill, higher wage economy. The WWDC advises and makes recommendations regarding the coordination of workforce development activities and services among state agen-cies. The Council operates in conjunction with DWS and acts as Wyoming’s Workforce Investment Board under the Federal Workforce Investment Act. We’re here to listen. The Wyoming Workforce Development Council welcomes you to the 2007 Governor’s Summit on Workforce Solutions. As you are aware, Wyoming’s workforce shortage is one of the most crucial issues facing all businesses in the State, both large and small. Issues such as housing, immigration, recruitment and retention of workers, and workforce training are topics of interest to businesses around the state. The Wyoming Workforce Deve- lopment Council, along with its partners, is committed to helping Wyoming’s businesses address in identifying solutions to the many issues they face. That is the purpose of this Summit – to engage business and community leaders to develop solutions that will assist Wyoming’s businesses and further their competitive edge in today’s global economy.

Howard Putnam’s ultimate objective is “bottom line improve- ment.” He believes cultures that place “people” as their #1 priority have the greatest long-term impact and success.
Howard is the former CEO of the highly successful Southwest Airlines whose foundation and culture places people first. Later, when recruited to be the CEO of failing Braniff Inter-national, he was the 1st CEO to successfully restructure a major airline into, through, and out of Chapter 11. Earlier he spent over twenty years with United Airlines, his final position being Group VP of Marketing.
He has been an entrepreneur, served as a director of several startup technology companies, and is an author, speaker and advisor on business issues, change, leadership and ethics. HarperCollins published his first book, The Winds of Turbu-lence and Harvard University wrote a case study on his Braniff experiences, “The Ethics of Bankruptcy.” He has an MBA in Marketing from the Univ. of Chicago and attended Harvard’s Advanced Management Program.
Howard grew up on an Iowa farm and learned to fly out of a pasture. His wife Krista is a native of Ohio and a former flight attendant. Their son Mike is an airline Captain based in Charlotte, and daughter Sue is in public relations and adver-tising in Reno. Howard and Krista live in the mountains near Reno and Lake Tahoe.
Steve Uzzell is one of the top advertising and corporate photographers in the country. He is a former assistant to the editor of National Geographic and a member of their pho- tographic staff. Steve now shoots for a roster of clients that includes airlines and automobile manufacturers among many others. His work has garnered international acclaim and won numerous awards.
Mr. Fredrick is the president of Wadley-Donovan GrowthTech, LLC, a Wadley-Donovan Group (WDG) company. Acknow- ledged as an industry leader and innovator, he is a frequent speaker on both corporate location and economic develop- ment issues, and he is frequently quoted in national and regional media.

The Workforce Awards
Innovation in the Workplace Award
One award will be presented to an employer that is committed to investing in the development and wellbeing of their employees and Wyoming’s workforce. Employers should demonstrate practices that improve the workplace such as em-ployee retention best practices, employee training, career development, work-life balance policies, encouraging diversity in the workplace including generational diversity, provides market competitive wages and benefits, and addressing child care and workforce housing needs. Eligible candidates are Wyoming employers.
Workforce Partnership Award
One award will be presented to a project that has demonstrated a unique col-laboration between businesses and community organizations that include, but are not limited to, the workforce system, economic development and education that results in addressing a workforce issue. Eligible candidates are projects that involved a business(es) and community organizations that address a workforce issue in Wyoming.
Outstanding Individual Performance Award
This award recognizes individuals who have made significant contributions to the workforce development profession through the development or enhancement of public or private workforce systems, or the building of strategic alliances and partnerships. To be eligible for this award, all nominees need to have contributed to put together resources for high quality, measurable and effective workforce development practices. They may work in private or public sector, whether a manager (i.e. human resource manager, trainer, COE, government staff, support personnel, or front-line worker), board member, educator, private trainer.
