1. ArtNight Pasadena, "Best Cultural Festival," Returns Friday, March gr11?:
A past recipient of the Pasadena Weekly' s "Best Cultural Festival" award, ArtNight Pasadena is a signature cultural tourism event that is produced by the Cultural Affairs Division in collaboration with its partnering organizations. Spring ArtNight will include 20 patticipating venues, filled with lively art, dance, music, and other performances located throughout the City from 6:00 to 10:00 pm on Friday, March 8. I have attached a memorandum from David M. Reyes, Director of Planning & Community Development that provides additional information.
2. Plan Your Dream Garden with the Pasadena Water & Power Landscaping Guide:
As submitted by Gurcharan S. Bawa, General Manager of Pasadena Water & Power, one of the most effective ways residents can reduce their water usage is to transform their water-thirsty turf into a water-efficient landscape. To assist customers with their water conservation efforts, Pasadena Water & Power has created a free Landscaping Guide that offers resources to help customers select the ideal drought-tolerant plants, trees, and grass that will thrive in the Pasadena climate.
The Landscape Guide includes more than 20 interactive landscape tours that highlight design and plant options for any size garden. It also features Plant Lists and a Guided Search to explore the various combinations of plants that can be integrated into a new or existing landscape. Visitors can then add their favorites to a private, printable li st that can be used to purchase their desired plants.
The guide also features fact sheets and resources on smart controllers, iJTigation systems, rainwater capture, mulch, drainage, garden design, pest management, runoff, maintenance, and much more. To learn more, visit: http://www.PWPweb.com/Guide

4. Foothill Freeway {1-210) Closures for Pavement Rehabilitation - Update:
The California Department of Transportation (Caltrans) has provided updates to the closed portions of the Foothill Freeway (1-210) as part of a pavement rehabilitation project. The attached news release from Caltrans provides additional detailed information.
5. Legal Advertisements and Public Notices:
I have attached a memorandum from Mark Jomsky, City Clerk, which provides this week's submission of upcoming legal advertisements and public notices set for publication. A past recipient of the Pasadena Weekly's "Best Cultural Festival" award, ArlNight Pasadena is a signature cultural tourism event that is produced by the City's Cultural Affairs Division in collaboration with the partner organizations. Spring ArlNight will include 20 participating venues, filled with lively art, dance, music and other performances located throughout the City from 6:00 to 10:00 pm. on Friday, March 8.
Mardi Gras will be in full bloom this Spring at City Hall! Fals do-do with the Bayou Shakedown, Mudbug Brass band Second Line performances and Lineage Dance Ensemble; make your own Mardi Gras mask in the Rotunda with Remainders. Spring ArlNight offers a potpourri of programs, including Light Bringer Project's "Art of Play," a multi-sensory experience with color, music, theater, food and fete. The good times continue when Muse/ique goes "Under the Sea" with a night of live music, dancing, crafts and bubbles.
Two new partner organizations will join ArtNight this Spring: The Sp(a)ce Gallery will feature nine artists and a site specific installation and the California Art Club explores the California Impressionist movement.
Experience the Gamble House's 1908 electrical lighting and eerie electronic music; costume, fashion and body sculpture collide at Art Center's GARB exhibition, while rare classic and contemporary automobiles are on display at Art Center South's "Details of Design: Beauty, Aerodynamics and Functionalism" exhibition.
Spring Exhibitions include rediscovered Early California women artists at the Pasadena Museum of History and artist Sara Kathryn Arledge's works of paper and short films at The Armory Center for the Arts. The Norton Simon Museum presents Titian's Lady in White, tapestry and Matisse/Odalisque; modern Kabuki prints by Japanese artist Tsuruya Kokei will be on view at the USC Pacific Asia Museum and the Jackie Robinson Community Center presents photography by Alfred Haymond and live jazz. Pasadena City College offers two exhibits: one on the work of Marnie Weber, the other on the combined artwork of Kyla Hansen and Alison Ragguette.
Pasadena Central Library will feature a Western Shindig: music, dance performance and art honor the Wild West and the 2019 One City, One Story selection by Hernan Diaz, while Red

Hen Press celebrates 25 years with a focus on books and publishing. Finally, make onigiri (Japanese rice balls) and enjoy traditional Taiko drumming at Shumei Arts Council.
Teens can experience live music and printmaking at artWORKS, while families with young children can enjoy art, nature and science at Kidspace Museum. PUSD's "No Boundaries 14"exhibition showcases student artwork K-12 at Paseo Colorado.
The City's Arts and Culture Commission funds Mini-grants to small arts groups and individual artists to participate. Free shuttle buses provide transportation to each venue. Accessible bus transportation is available. A special promotion with Metro offers riders or LA County employees who present their "TAP" cards special gifts and discounts at some sites. Foothill Freeway (1-210) Closures for Pavement Rehabilitation
LA CRESCENTA, LA CANADA FLINTRIDGE, AND PASADENA - The California Department of Transportation (Caltrans) will close lanes, on/off ramps and connectors on the Foothill Freeway (1-210), as part of a pavement rehabilitation project.
The tunnel lights have are now fully operating on all 1-21 O connector tunnels . Expect lane closures to occur for the next two weeks for crews to install the remaining overhead signs on existing structures. Crews will also be completing the guardrail system in the project area next week.
1-210 project closures Monday, February 25 through Friday, March 1:
Eastbound 1-21 O (7 p.m. to 6 a.m.)
• Up to four lanes from Lowell Avenue to Mountain Street, up to three lanes from SR-134/lnterstate 710 (Long Beach Freeway) connector to Lake Avenue

NOTICE TO THE PUBLIC OF A PUBLIC HEARING BY PASADENA CITY COUNCIL TO CONSIDER THE APPROVAL OF THE PUBLIC HOUSING AGENCY (PHA) ANNUAL PLAN (2019).
In accordance with 24 Code of Federal Regulations, Part 903 et seq., as published by the U.S. Department of Housing and Urban Development (HUD) on December 22, 2000, in the Federal Register, Public and Indian Housing (PIH) Notice 2000-43, and the Quality Housing and Work Responsibility Act of 1998, City of Pasadena Housing Department ("City", formerly referred to as "Pasadena Community Development Commission" or "PCDC") hereby gives notice that the Public Housing Agency (PHA) Annual Plan (2019), will be considered for approval at a public hearing of the City Council on Monday, April 8, 2019 at 7:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers, Room S249, at 100 North Garfield Avenue, Pasadena, California. The purpose of the public hearing is to obtain the views of citizens, service providers, participants, and interested individuals regarding the development of the PHA Annual Plan (2019).
The PHA Annual Plan (2019) describes the City of Pasadena Housing Department's current op~rations, assesses housing assistance needs, housing stock conditions, and rental housing subsidy needs oflower income households for the upcoming fiscal year.
Upon approval by the City, the PHA Annual Plan (2019) will be submitted to HUD to ensure the City will continue to receive federal funds that benefit very low income individuals and households from the rental assistance programs. Rental Assistance Programs subsidies will be contingent upon the availability of funding to the City from HUD, as well as the preparation and submittal to HUD of the PHA Agency Plans.
ALL INTERESTED AGENCIES, GROUPS, OR INDIVIDUALS who wish to be heard on this matter are invited to attend this public hearing and speak to the PHA-CDC at the time and place stated. The City will consider approval of the PHA Annual Plan (2019) at the public hearing after receiving testimony, oral or written.
