Arbor Day by the Numbers with 2,500 Attendees On May 18th, the City held the Arbor Day Celebration in Central Park, rescheduled from May 4th. Kicking off the festivities was the third annual 5K Root Run and 1M Flutter Foam Fun Run (170 participants) which included a Foamy Fun Finish line. Then on to the main event: Feed a Mouth, Get a Tree, Grow a Community, with the City and Flagler Youth Center collecting 1,170 lbs. of canned goods in exchange for native trees. The 8th Annual Arbor Day Celebration offered new options for visitors to enjoy such as the Foam Pit, QR Code Challenge, Photo Booth, Rock Climbing Wall, K9 Demonstrations, and Family Train Rides.

Congratulations Goes Out to our Communications and Marketing Team Palm Coast earns awards for its video work. Kudos to the City’s Communications and Marketing division – their work was recognized recently by The International Academy of Visual Arts, and received three 2013 Communicator Awards in the following categories: 2013 Silver Award of Distinction: - Bringing It In-House (category: Governmental Relations) 2013 Silver Award of Distinction: - The QR Code Project (category: Outdoor/Environmental) 2013 Silver Award of Distinction: - Prosperity At Work: Sports (category: Governmental Relations)

2013 People’s Telly Award: - Trek It Out – The QR Code Project (category: Outdoor/Environmental, Non-Traditional) Additional honors were received from the Silver Telly Council for the City’s “Trek It Out – The QR Code Project” video. It received top honors (Silver) in the 2013 People’s Telly Awards. Winning a People’s Telly Award is a first for the city. A People’s Telly entry is judged by the online community as a hosted video via the Silver Telly Council’s YouTube channel. Those videos with the highest number of “likes” would either win Silver (Excellence) or Bronze (Distinction) based on clicks…and ours won Silver…another first. Congratulations to all who made these happen! Volusia Transportation Planning Organization (TPO) The City of Palm Coast met with the Volusia Transportation Planning Organization Reapportionment Subcommittee (TPO) and By-Laws Subcommittee. The Reapportionment Subcommittee meeting agenda included the meeting time for future TPO meetings, and the proposed new name for the expanded TPO. The Reapportionment Subcommittee will make a recommendation to the TPO board that the meeting time of future TPO meetings beginning in August will be the fourth Wednesday of every month at 8:30 and that the new name of the TPO will be the “River to Sea TPO”. The By-laws Subcommittee meeting included discussion of proposed changes to the Bylaws to reflect the pending expansion of the TPO to include Palm Coast, portions of Flagler County, and Bunnell. The subcommittee will present an amended version of the by-laws subcommittee to TPO members at the June TPO board meeting.

Animal Control:

City Animal Control Officers were notified of a cat that had been left in the cab of a truck in Seminole Woods

overnight. The call was received in the afternoon, and the summer heat was intense. The Flagler County

Sheriff’s Office assisted while a locksmith was contacted and the cat was removed from the vehicle by City

Animal Control Officers. The cat was somewhat dehydrated, but otherwise healthy. The cat eventually was

returned to the owner, who was cited for animal cruelty.

PLANNING

The City of Palm Coast met with the Volusia Transportation Planning Organization (TPO) Reapportionment

Subcommittee and By-laws Subcommittee. The Reapportionment Subcommittee meeting agenda included the

meeting time for future TPO meetings, and the proposed new name for the expanded TPO. The Reapportionment

Subcommittee will make a recommendation to the TPO board that the meeting time of future meetings beginning

in August will be the fourth Wednesday of every month at 8:30 and that the new name will be the “River to Sea

TPO”. The By-laws Subcommittee meeting included discussion of proposed changes to the Bylaws to reflect the

pending expansion of the TPO to include Palm Coast, portions of Flagler County, and Bunnell. The

subcommittee will present an amended version of the by-laws subcommittee to TPO members at the June TPO

board meeting.

Green Team:

On May 18th, the City held the Arbor Day Celebration in Central Park, rescheduled from May 4th. Kicking off

Every year 4 million dogs are bred in puppy mills. Most people don’t have

any idea that the puppies they are buying were bred in squalid conditions

where the dogs live horrific lives with insufficient food and water, little or no

veterinary care, and trapped in too-small cages for the entirety of their lives.

Dogs are bred over and over again to obtain the maximum numbers of puppies

to sell. If you love animals, we encourage you to become familiar with the

cruelty inflicted on helpless pets in puppy mills. It’s as simple as doing an

internet search on puppy mills. The HSUS, ASPCA, Best Friends Animal

Society and other prominent animal welfare groups have extensive information

on puppy mills to educate the public.

Most puppy mill dogs are sold in pet stores or through the internet. Unless you

insist on seeing the kennels in which the dogs are bred, you can be misled by

glowing descriptions and contrived photos. So how do you get that specific-

breed puppy that you want? The answers are pretty easy.

Buy only from a reputable breeder where you can visit the facility and check it

out. How are the animals housed? Do they appear to have enough food and

clean water? Are they allowed to run outside and play like normal animals?

Look for health issues like watery eyes, coughing, matted coats, bad breath,

untrimmed nails, or lethargy. Check to see if the females are bred more than

once a year? Ask for a reference from their veterinarian and talk to the vet

yourself. Be alert to any attempts to “guide” you in your visit because it could

be that there are things the breeder does not want you to see.

But, we encourage you to always consider adoption first. Between 25 and 30

percent of the animals in shelters are pure-breed dogs and cats. If you can’t

find what you are looking for in your shelter, check out the many rescue

groups around. Many take all breeds but most specialize in particular breeds

of animals. When you adopt, you save an animal’s life.

If we just stop buying from pet stores and over the internet, the puppy mill

owners’ profits will dry up and we will stop this terrible industry in its tracks.

broken bones, and perform surgeries that we otherwise could not afford to do.

mix. He is full of life and wants to get

as much out of it as he can! He loves

to go for long walks and play ball in

the play yard. He is very strong and

very exuberant! Rocky is looking for

a home with active people who are

able to play with such a big, happy

boy. He is a volunteer favorite and

has taken day trips home with them.

The volunteers say that even though

he is energetic he’s very smart and

learns quickly. With just a little bit

more work and some patience—he is

just a puppy still--he will become a

well behaved house companion. Do

Start date of 2-18-13 for a 6 month contract time. The construction site is still recovering from excess water from the rain event on 5-3-13. The concrete pour for the southern structure cap was completed. Currently working on the form work for the north and west structures. Next concrete pour tentatively

scheduled for 5/28/13. Project is 78% complete. .

Stormwater Utility Ordinance - The City Council has requested that a new method or rate structure be determined for the Stormwater Utility. A rate consultant, PRMG, Inc. was hired to conduct a study. At the 5-21-13 Council meeting Resolution 2013-49 was approved to “Amend the Stormwater Utility Fees/Charges”.

Stormwater Model and Master Plan (Council’s Top Priority Goal) (Project is 93% Complete)

Sections 30 and 34: Consultant prepared first draft of Final Report for City review. Final being delivered to staff by 6-21-13.

Stormwater Model Improvements for Sections 35 and Section 37 (Survey & Design) – For Section 35 – Draft construction documents were forwarded to Consultant for model review and application. Trib 35-3 design is continuing. For Section 37 - Survey for Tributary 3 was completed 5-21-13. Complete design projected by 6-28-13. Permitting Services Contract with Consultant for Sections 35 &37 was approved by Council on 5-7-13. The executed Work Order authorizing work to begin was mailed 5-17-13.

Arbor Day Event – ESWD staff hosted a departmental table in the City Tent area to educate citizens concerning the stormwater drainage system and “How to Make Their Own Rain Barrell”. See below our mascot “Splash” handing out the “Save the Swales” coloring book to children.

Presentation to Volunteers for 20 years of Service - At this weeks Council meeting, the

ESWD department presented to Al & Audrey Umbach a picture framed photo and a big THANK YOU to them for their time and effort of collecting water samples and data for Ribbon Lake. Al and Audrey will be retiring from this volunteer function and they will be sorely missed.

Operations Division welcomes new FiberNET customer, Bug Guard Services (located on Utility Drive),

which is now LIVE on Palm Coast FiberNET. Operations Division vetting several consultants for high-end Cisco optimization. Staff plan to review our

current network engineering plan for consistency with our existing configuration.

Community Development

GIS Division provided Community Development with a map series (zoning, FLUM, and aerial) for a potential rezoning of Country Club Harbor.

GIS Division provided CFMs (Certified Floodplain Managers) with copies of FIRM (Flood Insurance Rate Map) panels for annexed properties that were not previously included in the community kit.

Fire

GIS Division staff made updates to the Fire Incident Mapping application for incidents occurring April – May, 2013.

Engineering & Stormwater GIS Division provided the Stormwater Department with a May 2013 Rain Event Map, which

featured points that represented a citizen complaint of standing water in their swale. GIS Division has continued to support Stormwater and finance staff with the recalculation of parcels as

per the Stormwater ordinance; geofit 1 as built; digitized one building footprint, the impervious surface, and a water body.

Enterprise

Applications Division installed a 2 instance SQL Server 2012 failover cluster. This is our first step in moving enterprise databases to a new server.

Applications Division set up two scanners for scanning into OnBase, the City's records management system.

Operations Division received 121 Track ITs this past week. Operations Division preparing course materials and curriculum for iPad Basic Training. Operations Division rolled out a new Radio Read ruggedized laptop. Operations Division preparing to increase phone line capacity to avoid interruption of incoming and

outgoing calls. Operations Division preparing for Code Inspectors move into the 3rd floor team project work area.

PAST WEEK HIGHLIGHTS: Florida Flag Football SRT Series Tournament – Held on Saturday and Sunday, May 18-19, thirteen teams from across the state of Florida visited Palm Coast for their final tournament of the season. Tournament Host Norm McLean could not praise the condition of the fields enough. He was so impressed that the 2014 tournament has already been scheduled. Pool Safety Day – Saturday, May 18 at the Frieda Zamba Swimming Pool, 230 swimmers visited the pool for the annual Pool Safety Day. In addition to a reduced admission, swimmers learned about pool safety, participated in mini-swim lessons and met our lifeguard staff. EVENT HIGHLIGHTS: Memorial Day Ceremony - Held on Monday, May 27 beginning at 8:30am at Hero’s Park

Matanzas Inlet Guided Hike Location : Matanzas Inlet

On May 30 from 9 to 10:30 a.m., the GTM Research Reserve, in partnership with the National Park Service, will take hikers to the shore to learn about Inlet dynamics and more. At the north end of the Inlet is a bird sanctuary where hikers might see wood storks and least terns. They will also learn about seashells, coquina rock, dune vegetation, heavy minerals, mollusks, dune vegetation, and the history of beach sand.

The average water demand for the week was 7.458 million gallons per day; average wastewater flow was 5.820 million gallons per day.

Installed 4 new domestic meters, 2 new pep tanks. At present the utility division has 2 new PEP tanks and 15 replacement tanks pending. This week 53 utility customers were shut off for non-payment. Smoke Testing – Section 13 (Brushwood area) was smoke tested which contains a total footage of

34,067 linear feet and staff installed 45 clean outs as a result. Water Treatment Plant #3 Wellfield Phase 2 Electrical Distribution – The contractor continues installing

hardware onto the power poles, they completed installation of power wiring from the meter cans thru the pull box to the poles at all 12 well sites. All wires were landed in meter cans at all wells. Installation of 2 miles of the main conductor wire on the poles on the south has now been completed.

Beachside Pump Station and Sewer Force Main – The mixing of base material and mixing cement to form soil cement was successful on the portion of trail east of Colbert Lane to Palm Coast Parkway. The asphalt completion is underway. Vertical construction of the pump station building has begun.

Staff began mowing in the “R”, “L”, “U”, “S”, “BL”, “E”, “C” sections, Matanzas Woods Parkway, Palm Harbor Parkway, Old Kings Road and Seminole Woods Boulevard.

Performed site distance trimming in the “S” and “R” sections. Replaced approximately 240 linear feet of sidewalk on Palm Coast Parkway. Blue and White City Sign maintenance in progress, to include remove lettering, pressure wash and paint

signs. This week we completed the 2 signs on Commerce Drive, Pine Lakes North at Belle Terre and Belle Terre at Rymfire Drive.

Performed maintenance on the shell path at Seminole Woods Park. Staff installed 140 cubic yards of shell on the 2,750 foot long path.

Performed Opti-Com Maintenance City wide with Fire\Rescue (performing firmware and software updates also check the intersection mapping).

Repaired 2 pot holes on Bulldog Drive. Performed maintenance on Belle Terre Parkway wooden pedestrian bridge near BTMS, to include tree

trimming and repaired screws that popped up causing a trip hazard, old screws removed and new deck screws installed.

Graded 4,866 feet of swales, repaired 3 outfalls, cleaned 76 culvert pipes and removed and performed 1 emergency pipe crossing located at Ballard Lane.

Inmates mowed and weeded 42,950 linear feet of ditch in the “BL” and “F” sections.

Palm Coast, Fla. – The nearly one-mile section of the popular St. Joe Walkway trail that had been temporarily closed for construction of a new sanitary sewer line has been reopened, the City of Palm Coast announces.

Minor cleanup, seeding and sodding is still under way, so crews will continue working in the area over the next few days. But that won’t affect use of the trail.

“We appreciate residents’ patience as we completed this important sewer system upgrade,” said Mary Kronenberg, the Utility Division’s project coordinator. “We know local walkers, runners and bicyclists will be happy to be back out on the trail!”
