Winchester Police Department released registration deadlines for their popular youth programs this week, including the Junior Academy (ages 5-8), Kids & Cops Camp (ages 9-12) and Teen Citizen Academy (ages 13-17).
City Manager’s Takeaways
Continued working on the FY2020 Budget options that will be presented to City Council during the March 5, 2019 Special Budget Work Session. Budget discussions for FY2020 will continue through March and April, leading to the presentation of the City Manager’s Proposed Budget on April 23, 2019.

Development ServicesEconomic Redevelopment
• Attended an International Economic Development Association training sessions on Business Retention and Attraction Strategies and Workforce Development Strategies.
• Participated in Employer Expo planning meeting with local workforce development partners; the event is scheduled for May 23 from 3-7 pm at Jim Barnett Park.
• Participated in the Regional Housing Coalition’s Project Development Committee meeting; discussion focused on housing related projects being undertaken in the region and obstacles being faced/overcome in the process.
• Continued working with development partners on progress toward the Kent/Piccadilly and Towers redevelopment projects.
Winchester/Frederick County Tourism
• Met with Renee Hicks, director of marketing for Schenck Foods, to discuss several events and ways they can collaborate.
• Conducted interviews with WDVM, the Star and Virginia Business Magazine regarding the new hotel construction press release that went out on Tuesday.
• Participated in the monthly Tourism Tuesday show on the River 95.3 FM. • Attended and presented at a County Board of Supervisors Budget Meeting to present the FY20 Tourism
proposed budget. • Attended the Marketing Symposium at Shenandoah University to represent our the tourism office and
support the keynote speaker, Rita McClenny, President and CEO of Virginia Tourism. • Held the February Tourism Board meeting (rescheduled from last week due to weather). • Participated in a planning call with the Southeast Tourism Society for the 2019 Congressional Summit on
Tourism in June. For the third straight year, the Winchester-Frederick County Tourism Director has been asked to be the state coordinator for Virginia.
• Attended a Shenandoah Spirits Trail monthly meeting to discuss the new WINC FM marketing campaign, research progress, and the #spiritstrailblazer Instagram promotion.

Zoning and Inspections
Old Town Winchester (OTW)
• Distributed monthly Old Town Newsletter. • Distributed OTW Shopping and Dining Guides to numerous OTW businesses. • Continued promotion of St. Paddy’s Celtic Fest on March 9 including finalized event video and Facebook
posts. Collected approximately 20 promotions from OTW Businesses to promote during the event. • Completed Facebook poll to select the audience choice classic movie for July. “The African Queen” was
selected. • Continued to collect Chocolate Escape surveys. • Worked with four Special Event Permit applicants on outstanding paperwork. • Prepared for Old Town Winchester Farmers Market potluck event for interested vendors. • OTAC Tourism Task Force met to discuss Civil War promotions and scavenger hunts for the Harley Rally.
Planning• Prepared updated staff reports for the planning-related cases scheduled to appear on the March 12, 2019
Council meeting agenda including the CUP for the waivers at the old hospital, the right-of-way vacation and conveyance at the National Ave roundabout, the proposed public land conveyance to Habitat at the corner of Baker St and West Lane, and the PUD rezoning for Treetops Apartments.
• Planning Director presented a proposal to the Parks and Recreation Advisory Board to consider supporting the naming of an unnamed roadway in Jim Barnett Park to honor native baseball and WWI hero Spottswood Poles. The board unanimously supported the proposal. The request will come forward to City Council at a future date for formal action.
• Prepared and electronically distributed agenda packet for March 7, 2019 BAR meeting. One case is on the agenda, which is for a new gate in the stone wall at Glen Burnie for the MSV trail project.
• Prepared and electronically distributed agenda packet for March 5, 2019 Planning Commission work session and the March 19, 2019 Planning Commission meeting. Agenda items include one new CUP case for adding a dwelling unit to a commercial building in the B-2 district along the south side of Berryville Ave. The Commission will also discuss work on the Comprehensive Plan update.
• Attended a meeting at the NSVRC offices to discuss the long-overdue VCU housing report. Learned that comments that Winchester Planning staff had provided months ago did not make it back to the report authors to make corrections and consider other recommendations. A conference call will now be scheduled in the upcoming weeks to finally get these comments addressed.
• Together with the director of Zoning & Inspections, presented an overview of Planning, Zoning, and Code Enforcement functions to the 2019 INSIGHT Academy participants.
• Planning Director gave a 275th Anniversary themed talk at The Village at Orchard Ridge on the history of Winchester. Also recorded the 4th episode of the history segment of the City’s Rouss Review podcast.
• Completed: • 151 building permit inspections and issued 57 building/trades permits ($2,143,688 valuation)

Public Services
• City Hall renovations: The temporary workstations in the Exhibit Hall on the 4th floor were removed so that the contractor can begin work on the renovations in this space.
• Met with the City Commonwealth Attorney’s Office to review the proposed renovations in the Creamery Building where their new offices will be located. They will move into their new offices in early 2020.
• Responded to the high wind event last weekend that blew down multiple trees and large branches.• Responded to the snow event on February 28, 2019.• Participated in the annual wellness festival at the Apple Blossom Mall and provided information and
answered questions regarding storm water. The City’s storm water discharge permit requires the City to perform public outreach regarding the City’s storm water program.
