Minutes of the Florida’s Suwannee River Valley Marketing Group meeting held on Wednesday, July 27, 2016,

9:00 a.m., at the Wellborn Community Association Building, 1340 8th Ave., Wellborn, FL.

Call to Order:

Greg Scott called the meeting to order at 9:12 a.m.

Welcome, Roll Call and Introductions:

Members present were: Greg Scott (SC), Teena Peavey (SOSMP), Paula Vann (CCTDC), Cody Gray (CCTDC), and Rod

Butler (Holiday Inn LC). Jennifer Hand (HC) arrived at approximately 9:45 a.m. . There were no members absent. A

quorum was present. Partners present were Andrea Thomas (SFSP), Amy Conyers (LBSSP), Jennifer Miller (SRWT),

Don Cadmus (Camping World), and Jimmy Johnson (Bienville).

Approval of Minutes:

A motion was made, by Paula Vann, second by Cody Gray, to approve the meeting minutes as presented. The

motion was approved.

Calendar of Events:

Paula Vann asked everyone to check to make sure they are receiving the calendar of events. She said it is sent out

every month and if anyone is not receiving it please let us know so the email can be added.

DEO Grants 2017:

Paula Vann reported that Columbia County approved the $35,000 for FSRV’s DEO Grant 2017 and she said the

request letters will be sent out to Hamilton and Suwannee Counties in the next few weeks. Paula asked everyone to

think about what they want to do for 2017 so we can get a list together by the next meeting and a final list by

October.

Current DEO Grant:

Strategic Plan

Paula Vann talked about the strategic plan having $10,700 to use and there are two options to choose from. She

said VisitFL has a co‐op program partner who writes strategic plans for $2,800 where they do a workshop with us

and write the strategic plan for us while letting us make it our own. Paula said the other consultant option is quite a

bit more money where the company comes in and spends a day in each county to create a mini plan for each

county and then one large cohesive plan for the tri‐county group. A discussion was had by the group about the

different options for a strategic plan consultant. Paula told the group that the other side of choosing a consultant is

the bid side of it. She said there are two processes to choose from, a summary of qualifications or a request for

proposal. Paula went over the differences between the two bid choices and the group decided to go with the

summary of qualifications bid process to choose a consultant.

Project Process

Paula Vann went over what the process is for doing the DEO projects. She described what is involved with doing the

purchasing process through the Columbia County TDC to pay for each project. Paula told the group that after

everything has been completed all of the documentation can then be submitted to DEO for reimbursement.

Updates

Greg Scott went through each DEO project and the group discussed all the updates for each one.

The group approved and made motions for the projects that required approval at this meeting.

Springs Brochure ‐ A motion was made, by Paula Vann, second by Cody Gray, to approve the springs brochure

pending minor changes. The motion was approved.

Phone App ‐ A motion was made, by Cody Gray, second by Rod Butler, to move forward with the presentation from

Guidebook on the phone app for FSRV. The motion was approved.

Boat Ramps, Fishing, Q&A Brochure – 10,000 copies ‐ A motion was made, by Paula Vann, second by Cody Gray, to

approve the Boat Ramps, Fishing, Q&A Brochure pending the quantity and the vendor. The motion was approved.

Billboards on I‐75 and I‐10 ‐ A motion was made, by Teena Peavey, second by Cody Gray, to approve the picture

known as option two and send it to DEO for approval. The motion was approved. After the motion was approved

a discussion was had between several members and partners of the group about the graphics on the pictures not

showing up on the digital billboard. This resulted in a new motion being approved after the discussion.

A motion was made, by Paula Vann, second by Cody Gray, to approve the new layout to be emailed out this week

for approved via email by the group and the remainder of the pictures for the year will be approved at the next

meeting. The motion was approved.

4. Descriptive Literature: Descriptive literature fully describing the product bid (where such literature exists) shall be included with the bid to assist in evaluating the submission. Any items, systems or devices supplied in this bid that are proprietary in nature relative to maintenance, repair, servicing or updating must be disclosed on the bid form.

5. Exceptions: Any exceptions to the specifications requested should be listed on a separate sheet of paper attached to the bid. An exception to the specifications may not necessarily disqualify the bid. The County will determine if the exception is an essential deviation or a minor item. In the case of a minor deviation, the County maintains the option to award to that bidder if it determines the performance is not adversely affected by the exception.

6. Award of Bid: The Columbia County Tourist Development Council Director shall award the contract to the best, and/or lowest responsive and responsible bidder complying with the provisions of the Request for Proposal. Some bids are based on more than just low price and they shall have the bid scoring system spelled out in the bid document.

The Columbia County Tourist Development Council Director reserves the right to award a contract by individual items, in aggregate, or in combination thereof as deemed necessary to fulfill the anticipated requirements of the County. If some characteristic of the bid requires that the County Board of County Commissioners must review the bid, the award can be expected within 30 days.

BID INSTRUCTIONS

1. Submission of Bids: Two full copies of the bid must be submitted on the bid form provided in the solicitation. The bid form shall be signed and submitted in a sealed envelope clearly identified on the outside of all envelopes with the name of the bid/project and date and time of the scheduled bid opening as indicated in the advertisement. Electronically mailed bids are not considered sealed bids and will not he accepted.

2. Added Value: The firm chosen to print this project will produce a digital Florida’s Suwannee River Valley Vacation Guide to be posted on the SuwanneeValley.org and SpringsRUs.com websites at no additional cost.

8. Sales Tax: Columbia County is exempt from being directly charged Federal excise and Florida sales tax. A copy of an exemption certificate shall be furnished upon request. According to the Office of the Comptroller of Florida, the Contractor is responsible for paying sales tax on his/her purchases relating to this project and should incorporate it into the bid.

9. Delivery: All items shall be delivered F.O.B. destination and delivery costs and charges included in the bid unless otherwise stated in the specifications or proposal.

10. Insurance: If required by the Special Conditions of the Request for Proposal, the bidder shall provide the County with Certificates of Insurance within ten (10) days of bid award notification evidencing the required coverage. Bidder must provide Certificates of Insurance before commencing work in connection with the contract.

11. Right to Reject: The Columbia County TDC reserves the right to reject any and/or all bids, or to waive any technicality it deems in the best interest of the County.

12. Piggybacking: Columbia County may authorize, upon request, any governmental entity (hereafter Authorized User) within the County to purchase items under the contract awarded pursuant to this bid solicitation. The Contractor in accordance with all terms and conditions of this contract shall honor all purchase orders issued against the contract by an Authorized User. The issuance of a purchase order by an Authorized User pursuant to this provision shall constitute an express assumption of all contractual obligations, covenants, conditions and terms of the contract. A breach of the contract by any particular Authorized User shall neither constitute nor be deemed a breach of the contract as a whole which shall remain in full force and effect, and shall not affect the validity of the contract nor the obligations of the Contractor hereunder respecting the County. The County specifically and expressly disclaims any and all liability for any breach by an Authorized User other than the County and each such Authorized User and Contractor guarantee to hold the County, its officers, agents and employees harmless from any liability that may be or is imposed by the Authorized User's failure to perform in accordance with its obligations under the contract.

REQUEST FOR PROPOSAL Printing of Vacation Guide

The Columbia County Tourist Development Council is accepting proposals on behalf of Florida's Suwannee River Valley Marketing Group for the printing of its Vacation Guide.

Scope of Work

Vendor is requested to submit printing prices (including a minimum of 2 proofing rounds of full‐production proofs) for the 2017 Florida Suwannee River Vacation Guide. Details for each publication include:

50,000 pieces of a catalog (48 pages total, including cover)

Advertising:

There are no exclusions on the types of businesses that can advertise in the publication, but are subject to review and approval by the Columbia County TDC director. Rates should remain at the 2016

payment of the Visitors Guide.

Visitor Guide rate. Full‐page ads at $1,500 each, back cover $2,000, half‐page ads at $900 each, quarter‐page ads at $600 each and a smaller sized/priced ad can be offered. Also, provide information on any advertising income rebate you propose to pay to the Columbia County TDC. A complete list of advertisers and their rates is required to accompany the invoice when submitted for

Three professional references and three examples of similar print projects should be included with submission.

Quotes should be provided based on the following parameters.

From an advertising standpoint, the vendor is responsible for generating a advertising revenues for the Vacation Guide.

Proofs: Include two rounds of full production proofs. Printing specs will be confirmed with printer prior to start of project. The selected Printer may be required to conduct (2) print tests during the design phase to confirm adherence to printing guidelines.

File Submission: Files will be submitted as high‐resolution photography, Microsoft Word Documents or Microsoft Excel files unless otherwise agreed upon by both parties.

Meeting Availability: The successful bidder must be able to meet with the Columbia County TDC staff on a regular basis by phone or in person

Timeline/Schedule: After receiving final files (estimated submission by mid‐December), the finished product must be delivered on or before December 30, 2016. This time‐frame must allow for 2 rounds of proofs. Submission/deadline dates outlined should be considered “best estimates” of the Columbia County TDC. All efforts will be made to adhere to agreed upon submission/deadline dates. Additional fees may not be charged to the Columbia County TDC if the project is under or over deadline.

Packaging: Packaging of the Visitor's Guide is also an important component. Maximum weight of 20 pounds per box or less is required.

Delivery/Shipping: Delivery will be as follows:

Jasper, FL 32052, palletized to fit through standard single doorways and halls. (NOTE: Building does not have dock or heavy unloading equipment). 15% of Boxes: Inside delivery to the Suwannee County Tourist Development Office, 212 N Ohio Ave, Live Oak, Florida 32064, palletized to fit through standard single doorways and halls. (NOTE: Storage building does not have dock or heavy unloading equipment).

Quoted price must include shipping, mailing and/or delivery service charge(s).

All deliveries require a minimum of 24‐hour advance notice by calling 386‐758‐1312.

Invoicing/Payment: Unless otherwise noted, additional charges shall be included in the price quoted. This includes delivery, shipping, and any other materials (proofs, paper, etc.) needed to successfully complete the project according to the terms described in this RFP. The County will not be responsible for any costs incurred by any vendor in preparing and submitting a bid.

Vendor(s) agree to complete any necessary vendor paperwork as required by the County and submit final invoice upon completion of project. Invoice may not be submitted for payment until entire project is satisfactorily completed. Payment processing may take to 4‐6 weeks from project completion.

Evaluation of Proposals

50% of Boxes: Inside delivery to storage building located at the Columbia County Combined Communications Center, 263 NW Lake City Ave, Lake City FL 32055. (NOTE: Storage building does not have dock or heavy unloading equipment).

15% of Boxes: Inside delivery to the Hamilton County Tourist Development Office, 1153 US Hwy 41 NW, Suite 9,

In determining the successful vendor, the county will use the following selection criteria:

1. 30 Points: Experience and Reference Check Confirmation (include 3 references). 2. 30 Points: Evaluation of three (3) examples of similarly sized print projects printed by your company on the

same equipment, which will be used to print the Vacation Guide (include 3 print samples). 3. 25 Points: All‐Inclusive price (include shipping, proof production and any/all other elements in bid). 4. 15 Points: Proposal completeness ‐ contains all‐inclusive pricing, three (3) past‐client references and three (3)

samples of similarly sized examples printed by company.

Advertising: From an advertising standpoint, the vendor is responsible for generating advertising revenues for the Vacation Guide. There are no exclusions on the types of businesses that can advertise in the publication, but are subject to review and approval by the Columbia County TDC director. Rates shall be included in the bid proposal for Full‐page advertisements, the back cover, half‐page advertisements, and quarter‐page advertisements. Smaller sized/priced ad can be offered, but are not required. Also, provide information on any advertising income rebate you propose to pay to Florida’s Suwannee River Valley Marketing Group. REQUEST FOR PROPOSAL Printing of Vacation Guide

The Columbia County Tourist Development Council is accepting proposals on behalf of Florida's Suwannee River Valley Marketing Group for the printing of its Vacation Guide.

Scope of Work

Vendor is requested to submit printing prices (including a minimum of 2 proofing rounds of full‐production proofs each year) for the 2017, 2018, and 2019 Florida Suwannee River Vacation Guide. Additionally, Florida’s Department of

Trimmed Size Cover: Trimmed Size Text: 8” x 9” 60# gloss text Soft Fold to: 4” x 9”

Economic Opportunity must be allowed a reasonable amount of time to review and approve the publications before it goes to print. Details for each publication include:

50,000 pieces of a catalog (48 pages total, including cover)

Three professional references and three examples of similar print projects should be included with submission.

This full color, full bleed, soft fold publication will have the following specifications:

8” x 9” minimum 60# gloss self‐cover

submitted for payment of the Visitors Guide.

Proofs: Include two rounds of full production proofs. Printing specs will be confirmed with printer prior to start of project. The selected Printer may be required to conduct (2) print tests during the design phase to confirm adherence to printing guidelines. Additionally, Florida’s Department of Economic Opportunity must approve the final proof before going to print.

File Submission: Files will be submitted as high‐resolution photography, Microsoft Word Documents or Microsoft Excel files unless otherwise agreed upon by both parties.

Meeting Availability: The successful bidder must be able to meet with the Columbia County TDC staff on a regular basis by phone or in person to determine the appropriate progress of the project.

Timeline/Schedule: After receiving the final files (estimated submission by October 31), the finished product must be delivered on or before December 31 each year.. This time‐frame must allow for 2 rounds of proofs. Submission/deadline dates outlined should be considered “best estimates” of the Columbia County TDC. All efforts will be made to adhere to agreed upon submission/deadline dates. Additional fees may not be charged to the Columbia County TDC if the project is under or over deadline.

Packaging:

any other materials (proofs, paper, etc.) needed to successfully complete the project according to the terms described in this RFP. The County will not be responsible for any costs incurred by any vendor in preparing and submitting a bid.

Packaging of the Visitor's Guide is also an important component. Maximum weight of 20 pounds per box or less is required.

Delivery/Shipping: Delivery will be as follows:

50% of Boxes: Inside delivery to storage building located at the Columbia County Combined Communications Center, 263 NW Lake City Ave, Lake City FL 32055. (NOTE: Storage building does not have dock or heavy unloading equipment).

20% of Boxes: Inside delivery to the Columbia County Tourist Development Office, 971 West Duval St., Lake City, FL 32055, palletized to fit through standard single doorways and halls. (NOTE: Building does not have dock or heavy unloading equipment). 15% of Boxes: Inside delivery to the Hamilton County Tourist Development Office, 1153 US Hwy 41 NW, Suite 9, Jasper, FL 32052, palletized to fit through standard single doorways and halls. (NOTE: Building does not have dock or heavy unloading equipment). 15% of Boxes: Inside delivery to the Suwannee County Tourist Development Office, 212 N Ohio Ave, Live Oak, Florida 32064, palletized to fit through standard single doorways and halls. (NOTE: Storage building does not have dock or heavy unloading equipment).

Quoted price must include shipping, mailing and/or delivery service charge(s).

All deliveries require a minimum of 24‐hour advance notice by calling 386‐758‐1312.

Invoicing/Payment: Unless otherwise noted, additional charges shall be included in the price quoted. This includes delivery, shipping, and
