Faculty of Medicine that the degree of Doctor of Medicin e

be withheld from a student who had fulfilled the academi c

requirements, pending complete psychiatric investigation .

The Dean explained that this student had shown some signs o f

mental aberration over a period of a year or two, an d

appeared to have deteriorated rapidly in the past few months .

At the beginning of his Fourth Year, the student had bee n

strongly advised by the Faculty to take psychiatri c

treatment ; he had begun such treatment but had discontinued .

Following discussion of the responsibility of th e

University and the legal position, it was move d

Dean Chant )Mr. Nemetz) That inasmuch as the student in

question did not completely fulfilthe requirements set forth by th eFaculty of Medicine with regard tohis academic work and the condition sunder which his work in the Fourt hYear was undertaken, the conferringof his degree be deferred .

It was agreed that the Dean and the members of the

Dean Soward stated that seventeen students were expected t o

qualify for the Ph .D . degree during 1962, out of a total o f

170 admitted as candidates in programmes leading to th e

degree . This slow progress of doctoral candidates was a

common problem in all graduate schools across Canada, an d

would have serious consequences for the supply of scholars .

The first Ph .D . in English from U .B .C . would be granted thi s

year .

Two scholarships of $250 .00 each are offere dannually by the Vancouver General Unit of th eHospital Employees' Union Local 180 to student sproceeding in the autumn from Grade XII or XII Iof secondary school to a full programme o fstudies at the University of British Columbi a(or Victoria College) in any field leading to adegree . To be eligible an applicant mus t(a) be the son or daughter of an active memberof the Hospital Employees' Union Local 180("active" being interpreted as on the staff o fa hospital within the jurisdiction of Local 180 ,or on the staff as of January 1st of the year ofthe award but since superannuated) ; (b) writ ethe Government Examinations conducted in June b ythe Department of Education, B .C ., and obtainclear standing with an overall average of no tless than 70% ; (c) file with the Dean o fInter-Faculty Affairs, University of BritishColumbia, a letter indicating the connection ofhis or her parents with the Union and one o fthe hospitals, and complete the Special Bursar yForm of the University . As requested at the previous meeting, Dean Perr y

had arranged for circulation to Senate of a progress repor t

on the proposal to establish a University press . In addition ,

Dean Perry stated that the Board of Governors had decide d

that, when a bequest from the late F . J . Burd was receive d

by the University, the income should be made available fo r

a University press, to encourage scholarly publications .

It was agreed that the report should be received ,

and returned to the agenda at any time if questions arose .

Academic Organizatio nof the University

Dean Gage reported that the Committee on Academi c

Organization had not met as a whole since the last meetin g

of Senate, but a sub-committee considering entrance test s

to the University other than academic examinations ha d

recommended that the tests given by the University Counsellin g

Bureau should be taken by all students entering the Universit y

in 1962-63 from Grade XII, in order to obtain a complete se t

of data .

Recreation . Athletics andPhysical Education

In accordance with instructions of Senate at th e

previous meeting, the Committee on Recreation, Athletics an d

Physical Education had studied the changes involved i n

transferring the School of Physical Education and Recreatio n

as a School from the Faculty of Arts and Science to th e

Faculty of the College of Education for all academic purposes ,

and in organizing the physical education activities as a uni t

separate from the academic programme . A report of the

Committee had been circulated prior to the meeting, and wa s

supplemented by a proposed organization chart .

The Committee believed that the School coul d

function effectively as a School within the Faculty of th e

College of Education provided that it retained the adminis-

trative autonomy it now had, with separate budgetar y

provision within the Faculty, and separate organization o f

Physical Education and Recreation credit courses . The

Committee suggested also that an Activities, Services an d

Facilities Division be established, responsible through th e

Director of the School to the President, with separat e

budgetary provision . Since the major portion of the operating

budgets for extra-mural athletics was made available by th e

Alma Mater Society, the Committee believed that thes e

activities, with the exception of staff appointments, shoul d

be administered through the Men's and Women's Athleti c

Committees with a chain of authority direct to the President .

Revision of the UniversityAct

The President commented on the history of th e

establishment of the University and Victoria College . He

expressed the view that, with the demand for regiona l

colleges in other parts of the Province, it was desirabl e

that agreement should be reached on a pattern of organizatio n

and government, to avoid unequal standards of education ,

unnecessary duplication of programmes, and waste of publi c

funds .

Mr . Nemetz stated that the Victoria College Counci l

was very much concerned that legislation be approved shortl y

defining the status of Victoria College . Dr. Macdonald ,

President designate, had expressed his wish to take part i n

the deliberations, and had informed the Victoria Colleg e

Council that he would make this a matter of first priorit y

on his arrival in Vancouver in the latter half of July .

31 2The Board of Governors had drawn up, and approved ,

recommendations for the development of a system of highe r

education in British Columbia . These recommendations had

been referred to the Committee on Revision of the Universit y

Act at a meeting in the afternoon of May 16th .

The Committee had agreed that the statement shoul d

be circulated and read to Senate, and had recommended tha t

Senate members study the statement and then hold a specia l

meeting early in August to discuss it . Included in the

recommendations was a suggestion that, if the Government o f

British Columbia were not prepared to accept the basi c

principles set forth, the Government should appoint a Roya l

Commission or a nationally recognized educationalist t o

determine the most desirable organization for higher educatio n

in British Columbia .

Mr . Davies, as Secretary to the Committee, the n

read the statement .

Mr . Nemetz added that the Committee had suggested ,

if a special meeting of Senate were held, the President an d

the Chancellor should be empowered to invite to that meetin g

interested individuals or representatives of interested

groups, in an endeavour to achieve unanimity of recommendation s

to be presented to the Government .

A report of the sub-committee of the Senat e

Executive Committee appointed to convey University policy i n

respect to discriminatory practices of fraternities to thos e

fraternities apparently not in conformity with the policy ,

was circulated at the meeting . The report indicated that

one of the three fraternities in question was actuall y

conforming with the University policy ; that the second ha d

requested from its head office local dispensation to permi t

initiation without regard to race, creed or colour ; and that

the local chapter of the third fully endorsed the policy o f

Senate, and it appeared likely that the general counci l

would shortly adopt a non-discriminatory policy .

Death of Mr . William Morgan

The following memorial minute to the lat e

Gilliam Morgan, member of Senate from 1938 to 1940, was read :

WILLIAM MORGAN

William Morgan died in Vancouver March 23 ,1962, at the age of seventy-three .

Holding degrees from the University ofToronto and the University of British Columbia ,he served first as a social worker until 1921 ,at which time he joined the Vancouver Schoo lsystem to begin a distinguished teaching caree rthat lasted until 1954 . During this period h ewas elected by his colleagues to the presidenc yof the British Columbia Teachers' Federation ,and further recognition of his talents wa sreflected by his appointment to the Senate o fthe University of British Columbia as th erepresentative of the High School Principal sand Assistants for the years 1938 to 1940 .

Mr. Morgan found his recreation in games .So active was he that he filled the office o fpresident of the Vancouver Inter-High Schoo lAthletic Association . For many years he coache dthe Vancouver Technical Schoo l t s Rugby Team .

The Senate of the University of Britis hColumbia joins with Mr . Morgan's many forme rstudents and admirers in expressing sympathyto the family .

reminder of the shortage of trained therapists in Canada .

The President drew Senate's attention to the fac t

that Dean Soward was to receive an honorary LL .D . from

Carleton University on May 25th, and that Mr . Geoffrey Andrew

had received an honorary degree from the University of King' s

College in Halifax on May 10th .

Dean Chant's report that President MacKenzie wa s

to receivelan honorary degree from the Memorial University o f

Newfoundland on May 19th was greeted by enthusiasti c

applause .

Emeritus Status for Dr . MacKenzie

The Secretary reported notification from the Boar d

of Governors that the Board had conferred the title o f

President Emeritus on Dr . MacKenzie, effective upon hi s

retirement .
