S3 Thematic Platforms: Agri-Food, Energy and Industrial Modernisation

    - To support interregional cooperation in new growth areas, aiming to build an investment pipeline of bankable projects

    - To provide tailored advice and help regions establish links with the business and research communities

    - To help regions develop shared infrastructure such as testing facilities, pilot plants, etc.

PresenterPresentation NotesOn the 2nd of June 2016, during the Smart Regions conference, the European Commission has launched two Smart Specialisation Platforms: for Industrial Modernisation and Agri-Food, in addition to the existing S3 Platform for Energy. These platforms are to offer hands-on support to regions to foster interregional cooperation based on matching smart specialisation priorities related to these three areas - such as Key Enabling Technologies, service innovation or resource efficiency.

The aim of this initiative is to create an investment pipeline of mature projects in new growth areas across the EU, by providing tailored advice and helping regions establish links with the business and research communities.

The platform could help regions develop or share infrastructure such as testing facilities, pilot plants, data centres, and Fab-Labs.Particular support will be given to regions to combine different EU investment instruments, such as the European Structural and Investment (ESI) Funds, COSME, Horizon2020 and the European Fund for Strategic Investments (EFSI), the heart of the Investment Plan.

  • 23

•support the development and enhancement of European eco-systems for interregional collaboration based onareas of smart specialisation.•facilitate the exchange of experience, mutual learning and cooperation to achieve better matching of businessentities with research, as well as innovation actors with their business counterparts.•prepare guidance material on the role of regional authorities in co-creating and developing European valuechains in key smart specialisation niches.

Strategic policy document to set out a vision for the strategic planning and economic development of the region to 2031

Effective from 31st January, 2020 Overarching purpose of the RSES is to support the

    implementation of the National Planning Framework (NPF) & Government Economic Policies;

Sets the framework for local planning and economic development

Each RSES will be the driver of Balanced Regional Development with a key objective to strengthen the Regional Cities through their development as Metropolitan Areas capable of achieving a critical mass while providing a counter-balance for the GDA (Greater Dublin Area)

    What is Smart Specialisation

Smart Specialisation is an innovation policy conceptthat aims to boost regional innovation, contributingto growth and prosperity by helping and enablingregions to focus on their strengths.

Smart Specialisation is a bottom-up approach basedon partnerships between local authorities, academia, business spheres and the civil society.

Requires smart strategic choices and evidence-basedpolicy making

    National S3 - 14 Priority Areas

PresenterPresentation NotesS3 condition of ERDF funding Priorities came from a research prioritisation exercise which may have been fit for purpose at the time but has not evolved since Static – no refresh of priorities effectively since 2014

  • 44

PresenterPresentation NotesFurther refinement to 6 overarching sectors

  • 45

    COHESION Project Scope

COHES3ION’s main goal is to improve the impact of ERDF OPs and linked S3, in termsof delivery of innovation by R&I actors at regional level, aligned to the smartspecialization areas. This will be achieved by integrating the territorial dimension intoS3 governance, allowing a balanced and cohesive deployment of S3 at regional level.

    a) COHES3ION: integrating the territorial dimension into S3, with different levels of maturity, concerns, and potentialsolutions.

    b) SMART PRIORITIES: identification of complementarities and synergies between the different levels, in terms ofpriority or niche opportunities, allowing for the farther specialization of specific territories (region, county, citylevel).

    c) GOVERNANCE: coordination of innovation support players promoting the mobilization of stakeholders anddelivering innovation support all along the territory for regional and inter-regional innovation efforts.

Integrating the territorial dimension for cohesive S3.

    Promote a multi-level governance model

But what does this actually mean?

  • 48

    What is Multi-Level Governance

‘collective decision making processes where authority and influenceare shared between stakeholders operating at multiple levels ofgovernance and in different policy sectors’(Spatial Foresight, 2015: 4).

    Less hierarchal

    To more network like structures

PresenterPresentation NotesThe new governance of innovation policies boosted by S3 has led to the rethinking of thecoordination/collaboration among the EC, national and regional government

  • 49

Why is the SRA a partner in COHES3ION The national S3 has no noted recognition of regional

specificities and no separate smart specialisation strategies atthe 3 NUTS II regions (Southern, Eastern & Midlands andNorthern & Western).

However, each region has its own individual strengths andcompetitive advantage where priority areas are of moreimportance to the economy in that region.

The concept of Smart Specialisation cuts across the entire RSESprocess it recognises the EC endorsed approaches of SmartSpecialisation and Clustering as the path to smart cities and acompetitive, innovative and productive regional economy

The RSES sets out an ambitious framework for the region andprovides a timely opportunity to consider and align S3 strategyin Ireland at regional level.

  • 50

What do we want to achieve Focus the region on recognising and building on its smart priorities

A better coordination between innovation support services at regional and local level and the Regional Structures

A further refining of smart priorities at regional level, including city and county level, aligned with national S3

    Enhanced place-making for enterprise development

A forum to raise awareness around the benefits of a targeted regional S3 aligned with the national priorities

Improved management & monitoring mechanisms at regional level.

  • 51

    S3 Process

    Regional Analysis

    Choose Act

Smart Territorial Map (STM) performed regional analysis

    Monitor

PresenterPresentation NotesSTM performed a regional analysis of 1. Regional specialisation (both sectoral and horizontal 2. Innovation agencies and relevant policies 3. Governance (strengths & area of improvement)

  • 52

STM conclusionsSpecialization▪ National S3 was a Research Prioritisation Exercise▪ STM identified regional strengths outside the scope of the research priorities

of the S3 – Regional smart priorities identified are not represented in the S3 ▪ Limited attention to trends and performance at the regional level▪ No recognition of emerging strengths such as Cyber Security ▪ R&I is well represented however SME’s largely ignored in the S3 despite

forming the basis of Irelands enterprise

    ▪ National S3 priorities are not market driven ▪ Clearly defined priorities at each Local Authority Level however developed in

isolation with no regional influence until now with the RSES

PresenterPresentation Notes14 Research areas identified and never reviewed Lack of SME support - more concentration on smart priorities needed and focus on upskilling for example. There is a perceived lack of support available to SMEs for both digital and management skills but that this would require much stronger alignment of this ‘regional’ evidence base with the more centrally-driven support service (EI) EI national focus on SME and LEO more focused on micro-enterprise at local level. Recognition that most of the SME community currently operates in low/medium technology sectors.

  • 53

    STM conclusionsGovernance – policy

Ireland is characterised by a complex R&I governance structure

Traditional ‘top-down’ approach to policy making in Ireland – ‘space blind’

No co-ordination between governance spaces at LA level – each appears to be working independently

No dedicated cluster policy however growing acknowledgement that it is integral to a successful S3

Variable geography even within the region i.e. - SE sub-region area looks to Dublin while SW sub-region area looks to Cork

PresenterPresentation NotesDPER (Dept. for Public Expenditure and Reform) - coordinating body responsible for ERDF ROP - 2 regions act as implementing bodiesROP IB are SFI and EI who are responsible for rolling money under Priority 1 however they report to DBEI (Dept. for Business, Enterprise and Innovation) No formal link between DPER and DBEI in terms of this

  • 54

    STM conclusionsGovernance – policy

    • No highlight of vulnerabilities or built in strategy to safeguard e.g. the Southern Region is vulnerable to automation

    • Current centralised governance structure no longer ‘fit for purpose’ - A need for improved and stronger regional governance i.e. SRA

    • No defined governance or oversight at regional level • No formal collaboration between relevant bodies – Use the MLG in place at

    RSES level to address this

    ▪ Insufficient metrics in place to monitor and evaluate

    PresenterPresentation Notes

  • 55

    Gaps to be addressed

    • Post 2020 Ireland needs to address 3 key areas:1. Governance2. Entrepreneurial Discovery Process (EDP) and 3. Monitoring and evaluation (M&E).

    • Develop clear place-based smart priorities which are not just Research priorities

    • Remove the spatial blinkers – place based approach. The process underpinning the RSESs has created a fresh momentum across regional stakeholders for a stronger ‘place-based’ dimension to Ireland’s S3

  • 56

    Gaps to be addressed

    • RSES performed a crucial ‘bottom-up’ stocktaking exercise through extensive consultation process – this could form the foundations for a refresh of Ireland’s S3 and regional approach

    • Build a regional collaborative approach via the three RSES • Tackle the lack of monitoring and evaluation – develop and report on regional

    KPI’s.

“What gets measured gets done”• Support the more strategic approach to clustering• S3 stagnant strategy – build in ongoing revision of regional smart priorities into

    the governance

PresenterPresentation Notesavoid potential for competition for resources/funding through improved targeting of how priorities can better connect to each other across Ireland’s territories which could further leverage innovation performance.

Good Practice transfer & feasibility study

We transferred the concept of the cluster assessment & recommendations andapplied it through the feasibility study. V-LINC was presented to ecoRIS3 Kainuustakeholders on 2.10.2019. It demonstrated well the usefulness of an evidence-based cluster assessment and how to reach it. It led to further acceptance of thequantified approach towards cluster definition and assessment with the possibilityto apply eventually to the ECCP.

The feasibility study was crucial: (1) First of all the findings: (i) very lowbusiness-to-business clustering potential in Kainuu when actual state of play isconsidered; (ii) significant research & education to business potential; (iii)importance of integrating into larger contexts and investing also in related varietytypes of activities. (2) Secondly, the eco-system approach, one of the keyobjectives of ecoRIS3: it strengthened the transregional eco-systemapproach.

—-> Slides 3-4-5 show how these findings are taken into account.
