    Mr. CORKER (for himself and Mr. WEBB) introduced the following bill; which

    was read twice and referred to the Committee onllllllllll

    A BILL

    To require the President to report to Congress on issues

    related to Syria.

    Be it enacted by the Senate and House of Representa-1

    tives of the United States of America in Congress assembled,2

    SECTION 1. REPORTS TO CONGRESS.3

    (a) REPORT ON OPPOSITION GROUPS.4

    (1) IN GENERAL.Not later than 15 days after5

    the date of the enactment of this Act, the President6

    shall submit to Congress a report describing in de-7

    tail all the known opposition groups, both inde-8

    pendent and state-sponsored, inside and outside of9

    Syria, operating directly or indirectly to oppose the10

    Government of Syria.11

    (2) CONTENT.The report required under1

    paragraph (1) shall include the following elements:2

    (A) An assessment of the current military3

    capacity of opposition forces.4

    (B) An assessment of the ability of opposi-5

    tion forces inside and outside of Syria to estab-6

    lish military and political activities impacting7

    Syria, together with a practicable timetable for8

    accomplishing these objectives.9

    (C) An assessment of the ability of any of10

    the opposition groups to establish effective mili-11

    tary and political control in Syria.12

    (D) A description of the composition and13

    political agenda of each of the known opposition14

    groups inside and outside of Syria, and an as-15

    sessment of the degree to which such groups16

    represent the views of the people of Syria as a17

    whole.18

    (E) A description of the financial resources19

    currently available to opposition groups and20

    known potential sources of continued financing.21

    (F) An assessment of the relationship be-22

    tween each of the Syrian opposition groups and23

    the Muslim Brotherhood, al Qaeda, Hezbollah,24

    Hamas, and any other groups that have pro-25

    moted an agenda that would negatively impact1

    United States national interests.2

    (b) REPORT ONWEAPONS STOCKPILES.3

    (1) IN GENERAL.Not later than 30 days after4

    the date of the enactment of this Act, the President5

    shall submit to Congress an assessment of the size6

    and security of conventional and non-conventional7

    weapons stockpiles in Syria.8

    (2) CONTENT.The report required under9

    paragraph (1) shall include the following elements:10

    (A) A description of who has or may have11

    access to the stockpiles.12

    (B) A description of the sources and types13

    of weapons flowing from outside Syria to both14

    government and opposition forces.15

    (c) FORM.The reports required by this section may16

    be submitted in a classified form, but shall include an un-17

    classified summary.18
