Spain Policy Statement Esteemed Chair, Spain is honored to be here today to discuss the very pertinent and exigent issues presented before us. As a dedicated adherent and advocate of the legal council’s mission Spain will do everything in its power to make sure that each topic is discussed with the hope to promote the development of international law. We acknowledge the importance of each issue but wish to stress those dealing with international cyber-crime and the legal ramifications of infringing on a nation’s sovereignty. International cyber-crime is a growing problem in this modern world and the lack of specific procedures and legal ramifications to address this issue is the core of the problem. Spain currently has established a national cyber security strategy that has shown to be very effective since the beginning of its use. We believe this strategy which is tailored to identify, prevent, and respond to cyber- attacks will be a very helpful document for inspiration and reference when forming a resolution to solve this problem. As a nation aware and prepared to deal with cyber-crime Spain is willing to be an active participant and is willing to share its knowledge on this issue to create an effective and long lasting resolution.

Spain Policy Statement

Esteemed Chair,

Spain is honored to be here today to discuss the very pertinent and exigent issues presented

before us. As a dedicated adherent and advocate of the legal council’s mission Spain will do everything

in its power to make sure that each topic is discussed with the hope to promote the development of

international law. We acknowledge the importance of each issue but wish to stress those dealing with

international cyber-crime and the legal ramifications of infringing on a nation’s sovereignty.

International cyber-crime is a growing problem in this modern world and the lack of specific

procedures and legal ramifications to address this issue is the core of the problem. Spain currently has

established a national cyber security strategy that has shown to be very effective since the beginning of

its use. We believe this strategy which is tailored to identify, prevent, and respond to cyber-attacks will

be a very helpful document for inspiration and reference when forming a resolution to solve this

National Sovereignty is another pressing issue that needs to be addressed. With many nations’

sovereignty having been violated in the past such as in the conflict between Israel and Palestine and

most currently in Ukraine it is the responsibility of all of us here to create effective legal ramifications to

address this problem. Spain believes that we need to take a proactive and aggressive approach when

creating these legal ramifications. It is up to this council to ensure that the consequences of infringing

national sovereignty are severe enough to make sure we deter nations from doing so. Spain believes

that national sovereignty is an important right of each nation that needs to be protected, secured, and

upheld.

The issue of legal regulations of GMOs has two parts that need to be addressed and considered.

The first of these is determining whether or not a certain GMO is “safe” for use and the second is on the

issue of GMO patenting. The first of these issues is one that can be solved through the use of legal

regulations, such as those currently used by the EU, that impose certain qualifications to determine if a

GMO is “safe” to release into the environment and food supply. However, the second issue is one that is

trickier to solve. As many of you are aware GMO patenting and patenting protection became a very big

issue with the Monsanto Company. Spain believes that this issue is one that needs to be discussed in full

by the whole Legal Council since there is very little legal precedent to guide the creation of an effective

resolution.

Lastly, Spain recognizes the growing problem of foreign nationals in certain countries especially

since the large influx of immigration occurring both in Spain and the rest of the EU in these past few

years. Spain believes that foreign nationals are a very large part of immigration and immigration policies

currently in place and that we need to make sure we create a resolution that protects and secures the

safety of foreign nationals.

The country of Spain thanks you for being here and hopes for great resolutions to be drafted

that solve these important issues.
