disagreement over what actually transpired. Based on the question I posed would services cease to exist they said they would not but others disagree. This should be discussed I believe. Another fee that was brought up was the Student Senate Activity Fee. Some would like you to decrease fees since we have an opportunity to tonight. But anything can be brought up since we are discussing the whole bill

b. Allyssa Castilleja (negative speech): My speech is to bring down the UDK fee because they don’t need to spend so much on salaries and also on a advisor that is not necessary. I’m making an amendment to bring the funding down to a dollar

c. Tomas: Can you talk about the Fee Committee thought process?1. Allyssa Castilleja: Yes so they said it wasn’t necessary to fund

these people and that they would be just fined. Christina Ostmeyer: Elaborate on just fine

1. Yeah so they would still be able to function without thise. Cody Wood: So was the advisor a funded position

1. Allyssa: we did not fund this person it may have been a faculty member

f. Cody Wood: So will this money be used to pay this advisor1. Allyssa: Yes

g. UDK Presenters: We need a stronger foundation for the newspaper in the future. We need this because many of us are working multiple roles. Last year the fee was cut from $1 to $2. We had to eliminate 13 positions last year and they were significant positions. So we would like to hire 2 more reporters along with some other news gatherers. We have about 15 correspondents. We need people who are reliable for these positions. If Senate funds us we will use the amount to pay student workers and allow money left to hire another advisor. Im working 60 hours a week but we need someone else as well in order to maintain a high level of professionalism. We need to make sure we can maintain a strong foundation to make the Kansan more stable.

h. Taylor Zabel: You said you had to cut 13 positions last year. So I remember you were only allowed to increase student wages budget $3500.

1. I think the increase you were looking for was for advisors. This has been modified

i. Allyssa: Do you need this even though you only print twice a week1. Yes because we were losing money printing on those other

days and we wanted to look to maintaining the UDK for 112 more years. We need the people to keep reporting and we have people on the clock at all times and we are stretched thin.

advertising?1. It is a difficult environment. There is a trickle down effect when

budgets are cut. A majority of student papers are not fully funded by advertising

l. Tomas Green: I was curious about the 13 positions. So how many staffers do you have and to what extent are these people paid.

1. We did reduce our staff members. We have 28 who are paid. The highest paid salary is $10 an hour but some make $7.60. We cut these down last year and we decided we had to cut the 13 but don’t want to cut more

m. Brittney Oleniacz: Should you look to us for stability1. Yes we should you guys are very important and we look to you

to fund us. We have people working very hardn. Brittney Oleniacz: My concern is that this will happen every year. Have

you sought more stable funding from other bodies to create that stability?

1. We would like to talk to KU endowment and it would take probably at least three years to set up such an endowment

o. Christina Ostmeyer: What was the reasoning for cutting it down a dollar last year

1. I would say the main reasoning was the fact that we were going to be saving money for printing so we wouldn’t need the funding

p. Sophia Templin: What could be expected if the UDK is not funded for this dollar

1. A lot of talent we have would be gone. We don’t have a coach, which would be the full time advisor. We need that for stability. We also need more web impressions. We also need more reporters.

q. Brent Lee: How did the fee cut influence your coverage of Student Senate differently last year if it did

1. So I was here during the cut last year. We always have a Student Senate story in the paper. I don’t think the quality of our coverage has diminished.

r. Javier Lara: So going back to wages you guys said your pay from 7 to 10 dollars, how many hours do they work a week and how many weeks total

s. Brittney Oleniacz: I remember from the readership presentation that there is an app being created and asked the UDK wanted to go in on this app. Why did you not pursue this app

1. So I spoke to the USA Today rep and he said that if our stories were on that site we wouldn’t get the ad revenue possibly which is problematic

t. Dylan Jones: Have studetns talked to you about coverage of certain issues

1. If people reach out we do sou. Christina Ostmeyer: How many hours do you spend in the news room

versus the 15 you are paid for1. Any time between 9:30 and 5:00 we are there but we also

spend more time with it than just time in that room. It’s definitely in excess of 70.

v. Nitin Kanukolanu: Who runs your web site. Who hosts your sight1. We have a digital web editor. We use Town News. We pay them

monthly.w. Nitin Kanukolnau (Jack Stevens): Is the extra hosting time comparable

to two extra days of printing1. No

x. Taylor Zabel: So I have a budget for the fee. Where are cuts in student positions coming from? I don’t see it on here

1. We have different numbers than you apparently on our sheety. Brittney Oleniacz: I understand the hard work it takes to do this but

please explain why you need to employ 28 students to run the paper1. We have a lot of thing that are required to get a paper released

on time. Getting content ready is a crazy process it takes everyone we have. We are there all the time

z. Nitin Kanukolanu: How many of your volunteers are published in the paper and how often

1. We have 15 to 20 that are and that could be multiple articles per week

1. It has gone to different areas whether that be salaries or printing or other things. It can be allocated to wherever you want

1. Yes we do quite often. We will ask students what content they want and how we can advertise this content. We are writing a survey to survey not only students but alumni as well. We talk to them about our content and how to best reach people.

ee. Tomas Green: Hello so I enjoy the UDK and think the work done is very admirable. This has nothing to do with content. I am trying to understand the full budget and there are some things going on that I don’t understand. So when this is happening I think we should go with the recommendation of the fee committee since they had the time to deliberate. The UDK raises some strong points but there are some things that do not line up. We have to practice prudence

ff. Brent Lee: Is the fee committee representative of the student body1. They have a holistic view of at least senate

gg. Sophia Templin: So they broke down their budget and so I’m wondering what you are unclear on

The argument we should not fund the advisor is flawed because we have before. These people have come to us and said that they need these funds in order to have good content. We are students and we should understand where they are coming from. I think you are undervaluing the UDK. Ill differ the time of my speech to address Tomas’s questions. When I submitted the budget I kind of messed up and the budget is now different. Some money would go to staff positions allowing us to increase funding.

nn. Allyssa Castilleja: I was wondering if you’ve talked about having the UDK cut salaries to pay for the advisor like a lot of organizations on campus

1. We need the advisor more than we can explain. As far as students go they need an advisor. So we need an advisor when it comes to stories such as the story about the student who committed suicide last year because we do not know how to write those stories. My reporters are crucial and I need all of them. When they are al volunteers the coverage isn’t the same. Competition is a very big factor so people are less likely to take an unpaid position at the UDK versus other positions in the area. It isn’t possible for me to have another position due to the hours I put in.

oo. Brittney Oleniacz (positive speech): I am a member of the fee committee. A lot of tough calls had to be made. We need to bear in mind that increasing the fee package by 60 cents is not right. Any increase in the entire package is not setting a good image. I enjoy the UDK. However, I am cautious to increase to $2 and would like to maintain the fee recommendation. We cannot make our decision based on what we shake at the KU games. I have a lot of responsibility as a graduate student but I am still here in senate. Only the executive staff is getting paid and there are many others who are involved that are not getting paid.

pp. Brent Lee: Are there any other fees that you would consider cutting as well

1. Yes we need to look at ourselves the Senate Activity Fee.qq. Sophia Templin: How many hours do you dedicate to senate

1. I attend committees and write bills you can look at my recordrr. Sophia Templin: Do you spend 70 hours a week doing it

1. I don’t think so but it takes away from other activitiesss. Julisa: The previous speaker said that this was needed to be competitive

1. I’ve written an article for themuu. Cody Wood: Why do you think that this is work that does not merit

compensation1. I think that if we pay these students we should evaluate their

employment. If we paid every member of every organization then it would be impossible.

vv. Christina Ostmeyer (negative speech): I will say that I am a roommate of Emma. So I watch Emma come home at 2 and 3 am. She was working 50 hours a week and 70 hours a week with other jobs as well. She has so much passion for reporting. We try to be as bias as we can be but when we continually cut the paper it loses quality. We have one of the top 5 journalism schools in the country and we need this paper to make students want to come here. The UDK is here to serve as a platform for students wanting to perfect their craft. These students need the Kansan and we need it as well. Students need an advisor. All the editors are solely students. It was mentioned to me earlier today that KJHK has advisors and we raise their fee. Restore it and make sure that the Journalism school maintains its level of quality

ww. Madeline Sniezek: Do you know what the rate is compared to KJHK1. No but I can differ! Our average student stipend is around

$250. Our average student is making about 3 dollars an hour for 50 hours

xx. Brittney Oleniacz: You talked about the School of Journalism and how it would deter people from coming here. Do you think there should be more collaboration with the school

1. Yes so we do have a lot of collaboration with the UDK. However it is nothing compared to the real thing

yy. Brittney Oleniacz: You talk about the advisor and the stability it brings so should senate have an advisor?

1. Sorry I’m not really qualified to answer thatzz. Alex Dang: Motion to call to question on the amendment

1. The amendment passes 8-5-1aaa. Tomas Green: This is to raise the fee of Renewable energy and

Sustainability $0.25 to $0.75. Although I said we should maintain what fee says I disagree with them on this. We can do a lot to empower the student body. This group can see tangible results.

bbb. Alex Dang: What will be the loss if we do not raise this fee1. When it comes to our funding’s it wont necessarily be affected.

fff. Cody Wood: How much did all of these projects cost last year will that indicate the cots going forward

1. Last year there were not many proposals because not many knew about us. I can’t necessarily say dollar amounts

ggg. Alex Dang (Negative speech): I used to be on this board. Sitting on this board we did try to do great things but we were largely unsuccessful. When I was on the board no one came through. We never met. How it was in the past it seemed like a fund that just sat there.

hhh. Taylor Zabel: Move to call to question on the amendment1. Amendment passes 8-6-1

iii. Tyler Childress (negative speech): If Jameelah and everyone would like to come up. I will be making an amendment to add under the OMA fee a multicultural government fee of $2.00.

jjj. Kat Rainey: Hey everyone so there are questions as to whether or not student senate is representative of the student body. This is why we need this fee. We have had senators say they are supportive of the multicultural student government. This is a service that senate is not providing. Our opinions are not being vocalized. Retention is not being discussed and there are many other issues as well. Our focus is unrepresented students. Here is our budget. So the first portion of the $2.00 would go to paying the executive staff. There will be 8 positions. It will be a stipend and this would allow students to have an hourly job. It is $6000 a year per position. Next will go to speakers and events. Next is a multicultural student orientation. 80 students that went to an orientation like this had higher GPAs than those who didn’t. The next thing is office supplies and we were told we could go though Jayhawk Ink. We would also need clickers and other general supplies. And then we need advertising. And the final thing is miscellaneous. We are looking for housing. We are talking to the OMA currently. Possibly empty offices. The last part is allocated funds. We would want control of things centered around multiculturalism. Think of it as us taking it off of your hands. That would be our central focus. We would make sure groups know that MEF exists. So why is this important. There were a lot of questions about how this is segregation. This is about centering students that are generally not centered in organizations such as this. Studies have shown that these student do not do as well as traditional

students. We once asked for a diversity director and that was met with opposition. We hope you understand we need this

kkk. Chance Maginness: Does this organization already exist1. So we are registered as an organization. The OMA has been

very supportivelll. Chance Maginness: How do you intend to integrate this into the current

governance structure and how do you intend to roll over the other funding into this body

1. Not sure about the word integrate since they will be two separate bodies. We could work together on many senate issues. When you have seats on boards we would like seats as well

mmm. Alex Dang: So I was in another country last year and I’m wondering what this will look like if I am a student organization trying to function here.

1. It would depend on the organization. We are not touching your money. Multicultural groups would come to us

nnn. Alex Dang: How does your current definition of multiculturalism encompass the entire student body

1. The question is not what makes someone multicultural or what makes a group multicultural but rather around a government that centers around marginalized groups. We are talking about a government that focuses on these groups. Most governments are built on a majority rules and so many are left out. If you create a group that centers on this that is what the point of the government is.

ooo. Adam Moon: Why was this not seen in fee review1. Tyler: I was not aware of this until too late

ppp. Adam Moon: So knowing that with any fee there needs to be a purpose and has a trustee what about the fact that this legislation doesn’t change the internal rules of SSRR.

1. The trustee is the OMA and they have been vetted and that’s why we are putting them there. One thing I want to add is that this is not here to destroy senate. This group believes that at least at this time they need to be able to address their concerns.

qqq. Tomas Green: So how will elections be structured1. It will be very different. The idea is that we stop relying on a

popular vote. This is why groups like senate look the way they look. There would be 4 categories. 30% is popular vote 30% is

The Student Safety board has not met for us to talk to them. We want to present to this board.

1. The 24-hour hotline is one big issue and knowing the number to call is very important. The money we are requesting is for the 24-hour line and overhead costs. In terms of outreach we want an intern to work on the outreach. Senate has funded us for a long time. We have changed our name and doubled our staff recently and so we are 24 7 and we go to the hospital and we do many other things. Funds our rent costs and our audit too.

ggggg. Tyler Childress (positive (sort of) speech): This process has never worked well. We need to change how the group interacts with the board. I did not realize the 3 groups were under the impression that the fee recommended by the group was not the fee they got and now I do.

Recently we qualified three teams to nationals for mock trial. We do participate in many fundraising events so that senate does not fund our entire group. We are asking specifically asking for our travel money that was cut. The total would be changed to $8000 total. We understand that senate is under a lot of pressure but we work really hard to keeps costs as low as possible and we really need this money

d. Alex Dang: This group does a lot though fundraising, which we ask of groups and this funding is necessary.

for the travel. The problem we have is the reimbursement for the miles so you get more than what you paid for gas. We wanted to fund the hotel but I don’t think we can fund this because it does not meet the half over $1000 rule. Its not that I don’t want to fund them but I cant

r. Logan Albers: I am here for Alt Breaks and they are asking for their stipends back.

s. Member: We understand that a lot of groups are getting stipends cut but we are asking for $500, which is half of what we originally asked for. This group can affect every student on campus. We have to turn away about 30% of our applicants every year. Our coordinators are doing at least 15 hours a week during their season. Without their planning no one can go on their trips. The big thing we always get back from you guys is that why don’t you threaten the CLAS for the 4 credit hour class to get funding. We tried that this year and it didn’t work. We do fundraising but that money is necessary and we don’t want to use

t. Madeline Sniezek: What makes your organization more important considering we pay the CCOs coordinators and no other organizations

1. We are trying to help social justice issues. We have to have coordinators to plan these. This allows them to not have to do something else. We are trying to actively help our community. Our coordinators are required to improve alternative breaks also.

u. Tyler Childress: Do you pay fees to attend sites across the country1. Yes we do. It’s been increasing over time as well. We try to

eliminate that but we can’t always do it.

v. Thomas Green: To what extent do these stipends motivate coordinators1. I would say the larger the stipend the more the coordinator is

accountable and feels like they should do work.2. Logan: I would not be able to dedicate the time I do without

this stipendw. Tyler Childress and Madeline Sniezek (negative speech): I would urge

everyone to vote against this. A lot of the arguments that they made are arguments that could be made by many student groups. Also before they had the stipends they were very successful without them. I don’t think that we can justify these stipends if we cant for any other group. Going onto the class component I do have a problem when the coordinators that teach the class are not getting any money that is a problem.

x. Madeline Sniezek: I don’t think its fair that students are paying for the class and the stipends.

y. Member: So I TA this class but it is separate from the Alternative Break1. Even though they are different they are still connected. One of

the co-directors has the job of teaching the class so student money would be going to the class

z. Logan Albers: Your talking about the TA thing which is different from the amendment

1. We are funding Alternative Breaks as a group so I think that you could get a lot of money from the school to fund the organization. We are giving you $15,000.

1. The class is secondary to the volunteering and we should not pay for that. I like Alt Breaks but I don’t like the way that we are funding some of these things.

This is a big reason why we are members of the organization. We do mock sessions on weekends. In the past we were awarded $6000 and $8000. Our request this year was $13,685. I am willing to entertain a lower number though. The events are in March and January. I was told that we could get this money in the fall but we have to pay for one of these conferences in October

travel, registration fees, and lodging fees. Anything else comes out of our pocket for the most part
