DIRECTOR’S STATEMENT
At its core, IMPERIUM is about an undercover cop on a dangerous mission. But Mike German, an FBI agent who spent years infiltrating the white supremacist community, inspired me to tell a classic story in an original way.
Being an agent, Mike explained, wasn’t about shooting people, beating them up, or even becoming a criminal yourself. Going undercover was about out-thinking the enemy. Mike said to me, “You know how they say we only use 10% of our brain in everyday life? You really understand that when you go undercover.”
In other words, the best agents don’t look like James Bond or Jason Bourne; they can’t kill four men with a pencil. But what they can do is convince almost anyone that they aren’t the one thing every bad guy is looking for—an infiltrator.
To successfully insinuate oneself into a criminal organization, an agent has to immerse completely in an alien world. Mike’s story, which involved inserting himself into white supremacist organizations and learning about them from the inside out, inspired me to do the same. So began a journey that was as shocking as it was revealing. I became aware of a vast community living among us. It had its flamboyant, stereotypical manifestations—the belligerent skinhead; the KKK “redneck” – and at times certainly hewed to characteristics we often associate with fringe troublemakers: that they are poor, uneducated, and/or abused. But the world I researched reached far beyond these simple clichés.
I discovered essentially a parallel universe, where everything we know about the world is upside down. It is a world with its own codes, mythology, philosophy, clothing, art,
2
comic books and video games. It has its own history of the world, exemplified by the openly racist Metapedia, an electronic “alternate encyclopedia” now published in 16 languages. The neo-Nazi world sports a massive online community that spans the globe (Stormfront, with over two million unique visitors) and routinely produces “scholarly” publications that range from the Occidental Quarterly to a public library’s worth of books on eugenics, Holocaust denial, “Western” history, “Jewish cultural studies” and racist anthropology.
But even more shocking were the people who lived in this universe. There are engineers and accountants, MBAs and PhDs; they live in suburban houses, they write with admirable grammar, they form middle-class families. And yet they are all bound by an unshakeable conviction—that they live in a totalitarian state, straight from the pages of George Orwell’s “1984,” that has been ruthlessly engineered for total genocide against the white race. To their mind, this dystopian state is run by Jewish leaders, and dominated by all-encompassing Zionist propaganda, and is relentlessly breeding them out of existence. It sounds like science fiction. Instead it’s what dedicated agents like German have found after diving headfirst into their world.
Following these groups’ twisted logic, once confronted with such a reality, any alert White person in America must make a harrowing choice. One can choose, as most of them do, to focus on waking up the “sheeple” and resisting the state’s genocidal breeding program. Or, drawing inspiration from a long line of heroes that range from the Sons of Liberty to Timothy McVeigh, a White person can stand up, become a freedom fighter and do something about it.
It’s a choice vividly described in the novel “The Turner Diaries,” a favorite of hate groups that has sold half a million copies and been called the modern-day “Mein Kampf.” It was in McVeigh’s hands on the day of the Oklahoma City bombing -- his destruction of the Murrah Federal Building was a recreation of an iconic scene from the book, in which White freedom fighters start a “race war” to overthrow the totalitarian state. And since that tragic day, the Southern Poverty Law Center has catalogued 109 such terrorist attacks and conspiracies—ranging from shootings, bombings and arson, to plots involving anthrax, ricin, botulism, typhoid, cholera, cyanide and radiological weapons.
It is exactly this type of “revolutionary event” that Mike German spent years trying to prevent, and whose valiant, noteworthy efforts inspired IMPERIUM. While this is first and foremost a movie about a young FBI agent risking his life to do the same, it is also a film about the nation living in parallel to ours, waiting patiently for the day when they can throw off the yoke of their oppressors and rise again.
COVER STORY
3
How Former Undercover FBI Agent Mike German and Director Daniel Ragussis Collaborated to Make IMPERIUM Authentic
IMPERIUM co-writer Mike German has the kind of pedigree that commands respect: he served in the FBI for 16 years, 12 of them as an undercover agent tasked with infiltrating dangerous white supremacy groups in order to prevent domestic terrorist attacks. German successfully embedded himself with extremist groups on multiple occasions, leading to criminal convictions. German’s real life experiences infiltrating homegrown white supremacist terror cells intent on starting race wars, form the basis of the IMPERIUM screenplay.
But initially, when IMPERIUM director/co-writer Daniel Ragussis first approached German about creating a film inspired by his work for the FBI, German expressed reluctance. The ex-agent viewed Hollywood as too quick to turn undercover agents into nearly invincible, unbelievably superhuman movie heroes in the vein of Jason Bourne or James Bond, figures who relied on physical strength and explosive violence to wrest themselves from dangerous circumstances. German’s time in the trenches showed him that to be an effective covert agent in any situation, wits and social skills were the sharpest tools in avoiding suspicion and gaining the trust of ruthless criminals.
After many conversations, it became clear to German that Ragussis intended to create a film that accurately depicted the work of undercover FBI agents, one that eschewed sensationalistic Hollywood stereotypes regarding law enforcement and instead burrowed into the psychological tension of living day to day under the constant threat of exposure, yet staying alert enough to do investigative work. Ragussis sought to illuminate the extensive research and preparation that undercover agents must undertake, as well as dramatize the challenges faced by agents attempting to navigate the FBI bureaucracy and operate in accordance with the law. IMPERIUM’s action sequences rely on building tension and suspense through characterization and realism, rather than whip up cartoon violence devoid of integrity or consequence.
Setting IMPERIUM in the present day was something German and Ragussis quickly agreed on, believing the film could better address important law enforcement and terrorism prevention issues that have dominated the national conversation. Therefore, the film brings attention to the FBI’s seldom discussed racial-ethnic mapping program, in which American Muslims and other minority populations are controversially targeted. IMPERIUM also explores the challenges faced by FBI agents working with limited resources to prevent domestic terrorism from white supremacists and other right-wing extremist threats. With the government prioritizing the fight against the Islamic terrorist threat, FBI agents working on battling domestically cultivated perils often must fight for funding and proper support.
In the end, Mike German expressed admiration for Ragussis’s efforts to create a film
4
of thematic and emotional integrity true to what he experienced in the field, commenting, “Daniel’s unique vision and dedication to telling this story in an accurate, non-sensationalistic manner impressed me from day one. The final product depicts the inner workings of the FBI and undercover agents in particular, more accurately than any film I’ve seen. I couldn’t be more pleased.”
Daniel Radcliffe: From Boy Next Door to Neo-Nazi Infiltrator
Not only does IMPERIUM offer up a depiction of law enforcement undercover work deeper than most movies on the subject, it also presents one of the movies’ most beloved actors in a game-changing performance. As FBI agent Nate Foster, British actor Daniel Radcliffe memorably erases any hint of his past in portraying an American cop infiltrating a white supremacist terrorist cell to stop a possible attack on U.S. soil.
In IMPERIUM, Radcliffe’s character needs to shave his hair in order to go undercover as a neo-Nazi skinhead. Radcliffe was therefore required to put razor to scalp for the first time on camera, a scary proposition for the actor. Speaking to Jimmy Fallon on “The Tonight Show,” Radcliffe revealed, “I was quite relieved because I shaved it on camera for the film and I’ve never shaved my head before. So I don’t know what’s under there. There might be a lump or a birthmark or something unexpected. But it all turned out fine, which I was relieved by.”
A Versatile City: Filming in Hopewell, Virginia and Surrounding Areas
Long a favorite for location scouts working on period pieces, Hopewell, Virginia and the surrounding area have routinely provided a distinctive visual backdrop of history for narratives driven by stories from the past. IMPERIUM is one of the first contemporary films to be shot in the versatile shooting location.
Set in the Virginia/Washington DC of the present day, IMPERIUM required a location in the region that could accommodate all of the diverse settings called for in the script. Working closely with the Virginia Film Office, the film team soon selected the small city of Hopewell as the ideal place to set up shop. With its mixture of industrial, residential, and commercial locations, as well as its close proximity to the more metropolitan Richmond, Hopewell proved a natural fit for IMPERIUM production.
“As soon as we saw Hopewell, we knew we had found the perfect city to establish our home base,” commented IMPERIUM location manager Carl Hickerson. “With a unique blend of old, interesting homes and more modern, commercial venues, Hopewell offered a wide assortment of appealing locations to choose from. We were so happy that the super friendly residents welcomed us into their hometown.”
5
In addition to welcoming the cast and crew with open arms, many residents of Hopewell and the surrounding areas also served as extras in the film. In fact, some of the film’s key scenes, including a pivotal riot sequence filmed in downtown Hopewell and a neo-Nazi wedding scene, featured several hundred local extras. The wedding scene was filmed at the historic Brandon Plantation in Prince George County, the largest former plantation in Virginia.
Another pivotal scene was filmed at Hopewell’s historic Beacon Theatre, a former silent film and Vaudeville Theater built in 1928. During the scene, undercover FBI agent Nate Foster (Daniel Radcliffe) infiltrates the “Dallas Wolf Unity Conference,” where various white supremacy groups have gathered for a conference hosted by radio host Dallas Wolf (Tracy Letts), a major target of Foster’s investigation into a potential domestic terrorist attack.
Although the majority of IMPERIUM was shot in Hopewell, several scenes were also filmed in Virginia’s capital city of Richmond. With its larger, more urban environment and historic buildings, including Old City Hall and the Virginia State Capitol building, Richmond provided an ideal location to shoot the film’s scenes set in Washington, DC, including the exciting action sequence that opens the film.
IMPERIUM director/co-writer Daniel Ragussis spoke fondly of the experience shooting the film in Hopewell: “For several weeks during the making of IMPERIUM, Hopewell became my home away from home. I am eternally grateful for the city’s residents who welcomed us and made our time in the city a truly rewarding experience.”
