Understanding Colour Assignment in ASYCUDAWorld

In regards to the colour scheme utilized by ASYCUDA which are applied to Customs Declarations at the point of Face Vetting [Selectivity triggering], the following is to provide an explanation to clarify the meaning behind the appointment of the colours:

For any Customs Declaration, a colour lane is assigned from a schema of four colour-coded lanes (Red, Yellow, Blue, and Green) which tells Custom Examiners how the particular declaration should be treated and would be displayed as a square block filled in with the assigned colour and including the written description of the assigned lane.

Red – 100% full examination (physical and documentary)

Yellow – Documentary check

Blue – Immediate release pending Post Audit after

Green – Immediate release without any further checks

The display of the assigned colour and lane would be seen only by the Face Vet Officer at the point of selectivity, and such an occurrence would produce a display such as the example in Figure 1 below:

This example demonstrates that the Declaration was assigned the “RED LANE” and must be treated with 100% full examination by the Customs Examiner when the Importer [or his Agent] goes to the Customs Transit Shed to clear his goods.

When that Declaration is such where the items being declared is claiming any type of exemption (Ministry of Finance or BELTRAIDE), duty-free status (CFZ or EPZ), or importation permit (SCU, DOE, Police Dept., Fisheries, etc), that would in turn necessitate an external approval in ASYCUDA by the related government agency, the Selectivity trigger would result in two colours. The display of these colours would be seen only by the Face Vet Officer at the point of selectivity and would include a rectangle filled in with the assigned colour and lane such as in the example in Figure 1 above, accompanied by a narrower rectangle positioned at the bottom and super-imposed on top of the first. This second rectangle will contain the appropriate colour assigned as per the External Administration criteria specific to the Government Agency as well as the written description of the assigned colour. In most cases (if not all), the colour assigned for External Administration approval will be “YELLOW”.

The following two examples demonstrate the most likely scenario that declarations of these types would display at the moment of triggering selectivity:

In the above example, the declaration was assigned the same colour [YELLOW] both Customs and the Government Agency where the primary function performed by both will be a documentary check before any follow-up procedure takes place. The procedure to be performed by the Government Agency will take precedence in the clearance flow at this point and must be completed before the remaining Customs part of the clearance procedure can continue.

In the example above, the declaration was assigned the “RED LANE” FOR Customs and “YELLOW LANE” for the Government Agency. The level of examination done by Customs (as per the colour assigned) is external and separate from what will be done by the Government Agency.

As mentioned before, the notifications/alerts provided in the displays in the above Figures are seen only by the Face Vet Officer at the point of triggering selectivity. This is not seen by any other type of user. When searching for the declaration shown in the Figure 3 example to perform the administration approval, the Government Agency user will see the results as shown in Figure 4 below:

What the user will notice is that the last column of the row [Colour] will provide the details of the colour lane that was assigned for Customs [“RED”] and not what was assigned for the External Administration approval [“YELLOW”].
