Executive Summary

The Partnership for Democratic Local Governance in Southeast Asia (DELGOSEA) is a network of local government associations, local authorities, non-government organizations and academic institutions focusing on transnational exchange of sustainable good governance practices in four main thematic areas: People’s Participation in Planning and Decision-Making, Institutional Governance, Urban Environment, and Fiscal Management and Investment Promotions. Co-funded by the European Commission and the German Ministry for Development Cooperation with partners in Philippines, Indonesia, Thailand, Cambodia, and Vietnam, the project commenced on March 2010 and ends in August 2012.

DELGOSEA project design was developed by the Konrad-Adenauer-Stiftung (KAS), in close cooperation with the following partners: Association of Cities of Vietnam (ACVN), Local Government Development Foundation (LOGODEF)-Philippines, National League of Communes/Sangkats of the Kingdom of Cambodia (NLC/S), Thailand Environment Institute (TEI), United Cities and Local Governments for Asia Pacific (UCLG-ASPAC), Indonesia, and the Association of Indonesian Regency (APKASI).

DELGOSEA has selected 16 good governance Best Practices from partner countries and would facilitate the transnational transfer and replication activities of selected Best Practice by pilot cities. A team of local governance experts and facilitators will assist pilot cities in the Best Practice transfer and replication process and monitoring. The experts and facilitators who have been capacitated and trained in Pattaya, Thailand on Nov. 18-25, 2010 for the replication and transfer of BPs in the Philippines are coming from the different LGAs which include the Union of Local Authorities (ULAP), League of Provinces of the Philippines (LPP), League of Cities of the Philippines (LCP). They will assist in the transfer of selected BPs in the pilot cities, namely: Bacolod City, Misamis Oriental (ManLuNa and BinKiSu), and One Pangasinan Alliance of LGUs.

As an offshoot of the Coaches’ Training in Pattaya, Thailand, the MANLUNA (Manticao, Lugait, Naawan) and BINKISU (Binuangan, Kinoguitan, Sugbongcogon) Clusters of Misamis Oriental- one of the identified pilot places, conducted their first Workshop on the Development of Transfer Concepts on February 14-15, 2011 at the Hotel Conchita, Cagayan de Oro City. The workshop served as a venue to review and analyze the content and implementation of Phuket City’s Best Practice on Preserving Old Town Architecture and Reviving Traditions as Tourist Attraction and Economic Driver, the BP model selected by ManLuNa and BinKiSu Clusters. The analyses of the innovative elements of the Phuket City Best Practice thus served as bases for the formulation of action plans for replication and adapting the BP model to the host municipalities’ local condition.

To help facilitate the Workshop on Phuket BP Transfer Concept Development in Misamis Oriental, DELGOSEA requested the technical assistance of Dir. Hilda I. Corpuz, Consultant of the Union of Local Authorities (ULAP) after serving as Executive Director of the League of Cities of the Philippines (LCP)

for more than two years. Dir. Corpuz was among the participants of the Training of Trainers in Pattaya, Thailand who joined the group assigned to review and analyze the Phuket City Best Practice Model that fall under the Fiscal Management and Investment Promotion thematic area.

In the workshop, the participants were expected to craft the transfer concepts and action plans for the replication of the Phuket BP model in their respective clusters for immediate implementation in the next six months, taking into consideration their vision, mission, objectives, past accomplishments vis-à-vis the current realities. The specific objectives of the workshop included: (1) a review of the past accomplishments, tasks that need to be completed and the new challenges of the LGUs to guide the two clusters in planning for the replication of the BP Model; (2) a review of the LGUs vision, mission and environment to be able to craft each Cluster’s rallying battle cry and vision, well-defined and accepted mission, targeted objectives, and doable strategies; and (3) prepare their respective action plans for the next 6 months to operationalize the BP replication strategies.

Team-building activities were done during the duration of the workshop to foster camaraderie among the participants.

DAY 01: 14 FEBRUARY 2011, Monday, 9:00AM-6:00PM

Opening Program

Mr. Cresencio “Boboy” Doma, Jr., National Coordinator, DELGOSEA Philippine Coordination Office, formally opened the two-day Phuket City Best Practice Concept Development Workshop for the ManLuNa and BinKiSu Clusters, Misamis Oriental. The prayer and the community singing of the national anthem were led by Ms. Rowena B. Bade and Ms. Guanalyn E. Guibone, both of the DILG, Province ofMisamis Oriental, respectively. The workshop was held on 14-15 February, 2011 at the Hotel Conchita, Cagayan de Oro City, Philippines. The Program of Activities, Attachment “A,” served as guide for the two-day session.

Welcome Remarks

Director Ponciano D. Caberte, Provincial Director, DILG-Misamis Oriental, welcomed the participants from ManLuna and BinKiSu Clusters. He expressed his gratitude to the Local Government Units, referring to Manticao , Lugait and Naawan (ManLuNa- Cluster ), and Binuangan, Kinuguitan and Sugbong Cogon (BinKiSu –Cluster ), for giving their full support to the project. He likewise thanked the national agencies- the Department of Tourism (DOT) and the Department of Interior and Local Government (DILG), the representatives from the academe and other implementing organizations – LOGODEF and DELGOSEA, for their advocacy of the programs of Misamis Oriental. On the whole, Dir. Caberte stressed that the project, once adopted and implemented in the two clusters, will spur economic activity that will generate more revenues for the municipalities of the two clusters so that they will not be totally dependent on the IRA, thereby paving the way for their conversion into component cities once they reach the income requirement for be legally converted into cities.

Video-Recorded Messages

Presented to the body was the video clip showing Prof. Edmund Tayao, Executive Director of the LOGODEF and Ms. Susanne Stephan, Project Manager, DELGOSEA Project, delivering their messages to the participants.

LOGODEF Executive Director Ed Tayao extended his congratulations to the pilot area highlighting the essence of a local government unit which is able to figure out the best way to go about development work.

He said that LOGODEF as partner is quite pleased with witnessing how partner local communities not only advocate for good governance but secure that good governance will further be improved. With this in mind, he stressed that LOGODEF and DELGOSEA are quite positive that something substantial will be accomplished in the pilot area.

Ms. Susanne Stephan affirmed the professionalism of the BinKiSu and ManLuNa Clusters which are firm grounds for the overall success of the transfer concept development workshop.

The Clusters were also reminded that the workshop is a very crucial project milestone as this would outline all the succeeding activities and action plan in the replication phase. She likewise explained that this roadmap will not only guide pilot communities in the process of replication but will also be documented and be made available in the future for other local communities interested in improv -ing their localities through learning from experiences of the best practice models in local gov -ernance.

Both crossed their fingers for a successful workshop. It was also stressed that LOGODEF as a partner organization, although based in Manila, will always be open for the pilot areas.

Introduction of Participants

Mr. Doma briefly introduced Dir. Hilda I. Corpuz who facilitated the two-day workshop and then asked the participants to introduce themselves, an activity which lasted for at least thirty minutes.

Attachment “B provides the list of the actual participants from the ManLuNa and BinKiSu Clusters including those coming from the academe and officials from the concerned national agencies of the government.

Expectation Setting

Dir. Corpuz facilitated the leveling of expectations exercise with the use of meta cards to encourage participation by the representatives from the two Clusters. Distributed to the participants were colored felt tip pens and rectangular pieces of cards. They were instructed to complete the sentence:

“In this Phuket City BP Transfer Concept Development Workshop, I expect…….”

The participants were asked to write as many expectations as they want by providing one idea per card. The cards were collected and taped on the board for all to see, grouped and clustered under appropriate headings. The participants’ expectations of the BP Transfer Concept Development Workshop included the call for the resolution of issues and concerns of both Clusters in general (in relation to their external environment), those specific to each Cluster (internal problems), and individual LGU concerns/issues, among other things.

The consolidated list of expectations derived from the meta cards are the following:

1. To learn the concept development of Phuket, Thailand and use this in our cluster 2. To be able to define the practical steps in the successful implementation of Phuket BP 3. Clarifications were made on the listed expectations after the participants expounded on what they expect from the two-day workshop. Dir. Corpuz then presented the following objectives of the two-day workshop by elucidating the reasons why they were selected and invited as participants and what would be their expected outputs at the end of the workshop:

Overall Objective:

To develop a Phuket City Best Practice transfer concept and management of the BP replication in MANLUNA and BINKISU clusters.

Specific Objectives:

1. Participants are able to understand the basic concept of Phuket City Best Practice.

2. Participants are able to explain the objective, approach and main activities of the transfer concept.

3. Participants have developed the draft strategy and approach to transfer the BP concept to MANLUNA and BINKISU.

4. Participants have prepared their action plans to operationalize their strategies.

Overview of the DELGOSEA Project

Mr. Doma briefly gave the background and status of the Delgosea Project . He said that that one of the major assignments given to the participants in the Training of Trainers (ToT) held in Pattaya before they returned to their respective countries was the formulation of the Action Plans necessary in preparing for the Transfer Concept and the Module needed during the replication stage of the project.

He informed the body that the National Coordination Office had already conducted coordination visits for each Pilot City to introduce the project to all concerned LGU officials and representatives to ensure that activities are accomplished as planned like the requirement to submit their Action Plans covering a period of six months.

He also expressed his thanks to those who supported the January 17, 2011 coordination meeting for the project held in Naawan. He said that Ms. Susanne Stephan, DELGOSEA Project Manager, was impressed by the participation of other sectors aside from the LGU officials, thus making the coordination meeting fruitful.

Mr. Doma mentioned that Mr. Slavador Almine, participant in the ToT at Pattaya presented in the Naawan coordination meeting the action plan of ManLuNa in relation to the replication of the Phuket BP Model which is primarily focused on tourism.

The BinKiSu Cluster, he said, requested another round of meeting in their area since they felt they needed more information about the Old Phuket Town BP Model. He then explained to the BinKiSu participants that the Phuket City BP Model will be discussed thoroughly during the two-day workshop and assured them that Dir. Hilda Corpuz, the Facilitator, will help in the analysis of the BP Phuket Model and they will be guided on how to prepare their own transfer concepts and action plans like what ManLuNa did as presented by Mr. Almine in Naawan.

Ms. Sheryll Bayan of the Delgosea Project introduced Dir. Corpuz to the participants to discuss the next activity in the program for the two-day workshop which is the analysis of the Phuket City BP Model.

THE PHUKET CITY BP MODEL: Preserving Old Town Architecture and Reviving Traditions as Tourist Attraction and Economic Driver

The BP Model Background

Dir. Corpuz gave a brief background of the Phuket City BP Model as she presumed that the participants had already read the documents distributed to them before the workshop.

She primarily discussed the salient features of the Phuket City focusing on its history, archi-tectural heritage and economic activities before and after its transformation into what it is today. She pointed out that the Phuket Province is an island in Southern Island famous for its beautiful beaches with large number of resorts, hotels and other facilities, thus attracting the influx of tourists in the area. The tourists, she continued on saying, would just go directly to Phuket beaches from the airport and vice versa. The Phuket administration took cog-nizance of this situation and thought of encouraging tourists to have other activities but the administrative center of the city which was densely populated by local people was distant from the beaches, hence the absence of tourist activity in the area.

She continued on describing that the streets in the old town Phuket City looked old due to its unique building style. They saw the potential to invest in restoring the old town area to promote it for cultural tourism by means of preserving old buildings’ unique architectural style (Sino-Portuguese) and the old tradition of Peranakan (the Malay-Chinese) and to pro-mote local participation, people’s awareness, and local economic boost.

Dir. Corpuz emphasized that the Phuket City was guided by its rallying vision for develop -ment: “Phuket City will always be a happiness-filled city and remain livable in a sustain-able way.” She said that this resulted in the promotion of better grass-root economy, devel -oped tourism and related business by using its genuine identity, i.e. unique architecture, way of life, local recipe, people’s generosity as its selling point.

At this point, she summarized the objectives of the Phuket BP Model to the participants:

Analysis of the Phuket City BP Model (Workshop)

Dir. Corpuz reiterated that the analysis of the Phuket BP Model is the first major part of the activities to be undertaken in the two-day session. She said that it is necessary for the participants to examine the content and innovative elements of the Model as well as the methodology in the design and im -plementation of the BP Model. Given a brief background on the Phuket BP Model, the participants were encouraged to actively involve themselves and give inputs and answers to the questions that will be asked by filling up the meta cards.

Before going further, Dir. Corpuz brought in the matter on one viable mechanism applied in the Phuket BP Model which is the “Public-Private Partnership”. In some parts of the design and imple -mentation of the BP Model, she said that private institutions were greatly involved in mobilizing their resources and expertise for local development initiatives. At this point, she then asked the body a question that would help gauge their understanding of Public-Partnership mechanism and the oppor -tunities and limitations of such arrangement as employed in development efforts in the country or specifically in their LGUs. This exercise was followed by series of questions that will draw out their un -derstanding of the Phuket BP Model, to wit:

CLUSTER SITUATION ANALYSIS

A. Tourism Development Direction

Director Ma. Elena Manalo, Regional Director, DOT-Region-10 (Misamis Oriental Povince), presented and lengthily discussed the primary mandate and responsibilities of the Department of Tourism which are: (1) to encourage, promote and develop tourism, (2) undertake the necessary steps to en -sure the safe, convenient and enjoyable stay and travel of domestic and foreign tourists, (3) develop tourism as a major socio-economic activity, (4) pursue a focused and cluster approach in tourism de -velopment, and (5) initiate programs that shall develop community-based tourism.

She also highlighted the objectives of the DOT, namely: (1) invite more tourists to the country, (2) generate maximum employment opportunities for Filipinos, and (3) expand domestic tourism.

She stressed that aside from formulating plans, pro-grams/ projects and developing integrated market-ing and promotions programs, DOT also issues ac-creditations to tourism –oriented establishments and supports programs that private sector invest-ment and participation in tourism activities.

Hinged on its vision for Northern Mindanao which is: “Region 10 will be the center of TOURISM, TRADE and INVESTMENTS in Mindadano”, she said that the DOT is focused on its mission by adopting strategies that will make Northern Mindanao re-sponsive to the demands of a progressive commu-nity with TOURISM as the engine of growth with (1) highly qualified manpower resources, (2) upgraded standards of facilities and services, (3) profes -sional tour guides and attractive tour packages, (4) promotion of sustainable tourist destinations, (5) culture of tourism, (6) strong coordination with LGUs and tourism industry partners, and (7) partici -pation in Domestic and International Tourism/Travel Fairs, Sales Missions, Exhibits and Road Show presentations.

Based on the foregoing strategies, she presented the following DOT THRUSTS for 2011 which may guide the participants in their action planning for the two-day session:

1. Strengthen capability building in the LGUs, Business Sector and Tourism Councils as industry partners.

2. Upgrade facilities and services to sustain Cagayan de Oro as Convention City and other Cities/Provinces as satellite destinations.

3. Develop promotional activities on Best of the Regions Pasundayag Northern Mindanao.4. Aggressive marketing of Tour Packages and Promotional Collaterals showcasing

Mindanao as a strong Eco-Tourism destination to increase arrivals by 10%.5. Development of potential, existing and emerging natural/ man-made attractions in key

Dir. Manalo informed the body that the marketing plan of DOT is centered on: (1) “WOW Philip-pines” which remains as the mother brand of Philippine Tourism, and (2) “I Love Philippines, Biyahe Na!” which is designed for domestic tourism and the balikbayan market. Likewise, she explained that DOT is guided by the TOURISM HUB CONCEPT that illustrates the cluster approach in tourism development, to wit:

Ms. Cathy Miego, Tourism Officer Officer , DOT-10, Misamis Oriental Province, presented to the par -ticipants the matrix showing the product positioning in terms of tourism elements , i.e. attraction, facilities, transportation, commerce, activities, events, cuisine, etc. vis-à-vis the identified tourist destinations in the area. She explained that the DOT Matrix 2B , Attachment “C,” referring to the summary of the Re-assessment of the Local Tourism Industry with the corresponding rank of each element, is a tool that can help pinpoint at a glance which of the identified tourist destinations need upgrading or improvement. She further elaborated that awareness of the status of the tourist desti -nations could serve as guide for the participants in formulating their action plans in replicating the BP Phuket City in their respective Clusters.

BP REPLICATION ACTION PLANNING

WORSHOP 01: Formulation of Vision/Mission Statements, Battle Cry, Objectives and Logo Design

After completing the exercises in the analysis of the Phuket City BP Model and the presentations of the resource persons from the DOT Region 10- Province of Misamis Oriental on the current situa-tions and tourism development direction in the two Clusters, Dir. Corpuz explained that it is impera-tive to revisit and assess the existing vision, mission, battle cry and objectives of each LGU to deter-mine if these are relevant and reflective of the shared image and dreams for each cluster’s future.

She stressed that creating a good vision is the first step to strategic review and planning that must embody the hopes and dreams for the two Clusters’ future state of affairs. She then flashed the slide showing the limiting factors that can help in arriving at a more concrete and realistic vision and some examples of famous vision statements. From this exercise, she asked the participants to formulate their vision with due consideration of the current program thrusts of each LGU and come up with one vision for each cluster.

Dir. Corpuz likewise stressed that while the vision statement provides for the general direction of each Cluster, the mission statement(s) define the major activities that the Clusters would take- that both vision and mission will serve as the guiding philosophy of governance in adapting the Phuket BP Model in MANLUNA and BINKISU. The mission statement(s), she pointed out, must be defined in such a manner that it responds to the needs of the current times.

With regard to the battle cry, she explained the importance of crafting a slogan for each Cluster since this will aid in promoting the overall developmental initiatives in the area. The battle cry, she said, will also serve as the rallying call that create awareness among local citizens to participate in carrying out the developmental programs in the two Clusters. She further explained that the vision, mission and battle cry can be best reflected in a logo which can be designed for use by each cluster for the duration of the project or even beyond the life of the project.

The matrix indicating the proposed vision, mission, objective statements and battle cry are provided under the major workshop outputs potion of this report.

Environmental Scanning/Analysis

Dir. Corpuz gave the snapshot on how environmental scanning or analysis is done as the result of this exercise will provide a springboard for the Clusters’ plan. She explained that the process deals with identifying and examining the internal strengths and weaknesses of the LGUs comprising the two clusters, and the external threats and opportunities being faced by the LGUs. She emphasized that the development of core strategies depends heavily on the accuracy of assessment made in this stage which involve a 5-step procedure, namely: (1) conduct a general audit of the social, eco -nomic, political, technological and legal influences affecting the LGUs; (2) assess how certain or un-certain the nature of the environment is; (3) identify key environment forces which must not only be done for the two Clusters but also for each LGU comprising the Clusters; (4) identify the strengths and weaknesses of the LGUs (referring to the internal capabilities of the LGUs); and (5) identify the key opportunities and threats of the LGUs (referring to the operating and general envi -ronment of the LGU). Dir. Corpuz further clarified that with a S-W-O-T analysis, the strengths and weaknesses of the LGUs are related to the external threats and opportunities to determine their ca-pability to handle these forces.

WORKSHOP 2: SWOT Analysis

After detailing the process of environmental scanning or analysis, the participants were asked to ap-ply the procedure in their respective areas of concern. The results of the SWOT analysis exercise done by both clusters are specified in the matrices under the major workshop outputs portion of this report.

WORKSHOP 3: Prioritizing Agenda Items and Action Planning

In the next exercise, the participants were still grouped into clusters to initiate the discussion and en-able the group members to interactively participate in identifying their problems and jointly take part in finding solutions. Dir. Corpuz challenged the two Clusters to first identify the tasks or projects that have been completed and tasks that were not accomplished but they would want to continue and complete, using as reference the Phuket BP Model. In addition to this, the two Clus -ters were also instructed to list new challenges that need to be dealt with or resolved. The result of this exercise, she said, will be useful in the next activity which is the action planning, hence the need to prioritize the identified tasks that need to be completed and the new challenges.

Due to limited time left for the day and to ensure that the vision and mission developed by the par -ticipants become a reality, Dir. Corpuz guided them to the last workshop exercise on action planning—where the member LGUs of each Cluster were tasked to translate the challenges they had identi -fied and prioritized into objective statements with their corresponding courses of action, timeframe/schedule, and person(s) responsible. She flashed the slide showing the template to be used in this exercise for their guidance.

In summarizing all the activities done at this stage, Dir. Corpuz showed to the participants the BP Transfer Action Planning Guide which she used as she walked them through the process. She stressed that their main output for the two-day workshop is the draft of Action Plans of each Cluster which they will prepare the second day, after which plenary sharing and critiquing of the actions plans will be done.

In addition to the Action Planning Guide presented by Dir. Corpuz, she likewise flashed the slide showing the proposed activities for the transfer concept which may serve as guide in the develop-ment of their respective action plans. She cited and discussed the types of activities for the imple -mentation of the BP Model categorized into four groups:

1. Data base development.2. Forming of administrative bodies.3. Raising awareness, knowledge and appreciation of the old town along with income

generating activities. 4. Public relations, media production and additional tourist attraction.

To be able to get regular update on the status of the implementation of the Clusters’ activities as in -dicated in their respective Action Plans at a given time/period, Dir. Corpuz also discussed the need for a monitoring and reporting tool. She flashed the slide showing the template that may be utilized for this purpose. DAY 02: 15 February 2011, TUESDAY, 9:00AM-6:00PM

Recap

A short recapitulation of Day 01 activities was given by Mr. Bong Aberilla of Manticao Municipality. He gave a rundown of the important aspects of what had been undertaken in the previous day, namely: (1) the analysis of the Phuket City BP Model which was done through a workshop wherein the participants were made to understand the whole process that may be replicated in the two Clus -ters; (2) the Cluster Situation Analysis presented by the Direction of DOT-Region 10 giving a picture of tourism development direction in the Misamis Oriental Province and the DOT Matrix 4 presented by the Tourism Officer of DOT-Misamis Oriental that showed the product positioning in the area; and (3) the preparatory activities for the BP Transfer Action Planning of both Clusters as thoroughly dis -cussed by the facilitator that included the formulation of vision, mission, objective statements, battle cry and design of logo, environmental scanning through SWOT analysis and determining as well as identifying the priority programs/projects.

He explained further that the knowledge gained through the exercises which were mostly done in Day 01 will highly contribute in the action planning workshop during the second day. He then en -couraged the members of the two Clusters to actively participate in the action planning activities for their respective clusters (said in Cebuano).

Proceeding from what was recapitulated by Mr. Aberilla, Dir. Corpuz reiterated the objectives of the 2-day workshop as they were made to reflect on what transpired during Day 01. She pointed out that the second day is dedicated for the preparation of the consolidated action plans of the mem -ber-municipalities of each Cluster. This time, she said, each cluster is expected to come up with the draft of action plan reflective of their developmental vision, mission and objectives.

Dir. Corpuz also reminded the body that they must not forget to include in their plans the mecha-nism for the documentation of activities, monitoring and reporting that they must adopt so as to en -sure the sustainability of project implementation which may even go beyond the life of the Delgosea project. She also mentioned the importance of integrating in their projects the concept of quality and productive performance to be able to compete with their neighboring LGUs as far as attracting tourists is concerned. Finally, she stressed the need to clearly define the LGUs/Cluster needs in order to make their planning responsive.

Inspirational Message

While the participants were brainstorming on the challenges they face and finding solutions to these challenges as they translate these into objectives in their action plans, Dir. Loreto T. Bhagwani, MNSA, CESO IV, Regional Director, DILG-Region 10, gave his inspirational message by emphasizing the Clusters’ role to serve as dynamic mechanism for developmental processes and effective gover-nance within their territorial jurisdiction.

In comparison, he said that the Phuket City, being part of an Asian country, has similar attributes of the Philippines and the Province of Misamis Oriental, hence we can work together to move forward and replicate the best practices of our neighboring and partner country. Moreover, he said, Misamis Oriental in particular has many beautiful landmarks and rich cultures and traditions which can attract tourism and investments, given the support and the capability building it needs. He stressed that the LGUs, National Government Agencies, NGOs and the CSOs must strive to attain good local gov-ernance and promote tourism. By doing so, he added, it is imperative that all participating agencies

including the local citizens must adhere to the basic laws, rules and core values. In this light, he said that “If Phuket, Thailand can do it, why can’t the Philippines”. At this juncture, he thanked the or-ganizers of the two-day workshop and the participants for their active involvement in the BP Trans-fer and replication in the two Clusters.

The Role of Media

As reported in the previous activities of the coordination team, the role of the local mass media has been greatly felt and acknowledged during the coordination meetings conducted in the pilot cities. However, in the case of MANLUNA and BINKISU Clusters, local radio stations and newspaper repres -entatives have not participated in the coordination meeting held in Naawan. Cognizant of the im-portant role of media as a source of information and education, the local/provincial media conduc -ted interviews of selected Provincial and Municipal Officials involved in the project as well as the participants during Day 02 of the Phuket City BP Transfer Concept Development Workshop. These televised interviews were shown in the local/provincial channels and GMA. This on-the-spot media exposure, as conceived, was intended to create awareness of the current affairs relating to the on-ggoing Delgosea project in the two Clusters.

PRESENTATION AND CRITIQUING OF ACTION PLANS

THE BINKISU BP Transfer and Replication Action Plan

The BINKISU Cluster (referred to as Cluster 2) was voted on as the first presenter of its Action Plan. The matrix showing the challenges that the LGUs have to face was flashed as the presenter discussed the activities that are prioritized in the list. These are translated into objective statements, the de-sired outcomes, the main activities that have to be undertaken, the timeframe and the person/office responsible. Although the group had indicated the budget required for each project, Dir. Corpuz had deemed it more appropriate that this portion be left to the discretion of the group to decide when they go back to their respective LGUs. She pointed out that as agreed upon at the start of the work -shop, the participants were only expected to prepare the draft of their action plans. She expounded that while they have enumerated all the objectives for the adoption of the Phuket BP Transfer Model, these are the results of their action planning exercise that are subject to the approval of their principals. Hence, it is expected that they will make choices as to what are urgent and doable for a given period.

One participant commented at this point that the Action Plans will be presented to the Council of Mayors whose decision will be considered in determining which project must be prioritized.

Dir. Corpuz also emphasized the need to come up with some regulations or ordinances that prohibit, for instance, the washing of clothes at the Lourdes Shrine by residents within the area as this desec-rates the religious aspect and healing power of the spring which is primordial in attracting tourists or visitors. She also cited the usefulness of a monitoring mechanism that should be put in place so that quality of all projects will be sustained, and not to deteriorate over a period of time.

THE MANLUNA BP TRANSFER AND REPLICATION ACTION PLAN

In the same vein, the MANLUNA Cluster (referred to as Cluster 1) presented its Action Plan citing the objectives and activities they have identified and prioritized likewise focusing on tourism develop-ment in their area. At the outset, the presenter mentioned that MANLUNA Cluster is still in the pro -cess of formulating and crafting its Tourism Development Plan for CY 2011-2025. Unlike BINKISU Cluster which has already established some of the noted tourist destinations in the area, MANLUNA Cluster has yet to draw a roadmap that will position itself in the arena of tourism industry, thus the need to prepare a Tourism Development Plan that will be integrated in their respective LGU Devel-opment Plans.

Ms. Sally Grace Uy of DILG, Provincial Government, suggested that they must explore the existing and emerging natural and man-made attractions in their area so that they can develop or improve these for inclusion in their Action Plan, or these may become part of their Tourism Development Plan which is the main content of their Action Plan for the BP Model Transfer and Replication.

Without much reaction from the participants regarding the presentation of Action Plans of the two Clusters, Mr. Doma proceeded by giving the synthesis of what was done during the two-day work -shop. He stressed that they need to revisit their proposed Action Plans when they go back to their respective LGUs since the outputs presented were only drafts and they need to finalize the same for submission to Delgosea before the end of February. He also told the Cluster participants not to hesit -ate seeking clarifications on matters relating to the progress and development of their respective Ac -tion Plans and that the Delgosea Coordination Office will always be ready to help.

CLOSING REMARKS

Vice-Mayor Mildred Lagbas of Sugbongcogon Municipality congratulated all the participants for their active role in the two-day workshop and requested everybody to give a big round of applause as a sign of appreciation and expression of thanks to Delgosea for partnering with BINKISU and MAN-LUNA Clusters in the BP Transfer and Replication Project.

She continued on saying that after the workshop, she herself discovered that there are a lot more to be done, and that this is just the start of their journey. She stressed the need to collaborate with each other in realizing their dreams to transform the two Clusters into a Tourism Hub. In closing, she urged the participants to serve and put into practice what they have learned from the two-day work-shop on Phuket BP Transfer Concept Development and Replication.

There being no more matters to be discussed, Vice-Mayor Lagbas closed the workshop.

Concluding Remarks from the Facilitator

The two-day activity enabled the two Clusters to gain knowledge needed to develop the BP transfer concept and replication notwithstanding the limited time for preparatory activities. The Clusters were able to formulate their developmental vision and mission drawn from the suggestions and comments from the Cluster-members, and revisit their past experiences for the past years, as well as look at how the future would be through the common SWOT exercise and craft their major object-ives, strategies and plan of action.

In general, the resulting interactive discussion at the end of each topic signified a strong participa-tion of the audience which is one benefit derived from the workshop. The workshop also served as a venue for the participants to brainstorm on issues and propose acceptable and attainable actions.

The MANLUNA and BINKISU Clusters are faced with challenges that include developing and strength-ening their organizations to be able to preserve the gains from their current efforts and to meet the challenges of the years ahead, address their needs to generate resources for sustainability, and more importantly to build and strengthen strategic alliance with major stakeholders to further sus-tain their efforts.

This action planning for the Phuket City BP Model transfer to and replication by the two Clusters is just the beginning of their long journey to pursue a focused and cluster approach in tourism devel -opment. Hopefully, this first step they have taken will lead to bolder steps in achieving the goal to make Region 10 the Center of Tourism, Trade and Investments in Mindanao.
