General Overview

PurposeThe City of Coronado Police Department (“the City”) invites qualified public safety software vendors to submit proposals to provide a new public safety information system. Proposals should include a Computer-Aided Dispatch (CAD) system and Records Management Systems (RMS) with enterprise and desktop mapping capabilities using industry standard methodologies and software. Additional required systems include Mobile Data Computing (MDC) and automatic vehicle location (AVL) capabilities for vehicles, Crime and Traffic Collision Analysis, Property and Evidence tracking with a barcode system, Equipment Tracking, Automated Field Reporting (AFR) system, Incident Mapping, Crime Analysis Dashboard, Community Dashboard, as well as all related services for installation, training, implementation and support.

BackgroundCoronado, incorporated as a town on December 11, 1890, is a resort city located in San Diego County, California, across and around San Diego Bay from downtown San Diego. Its population was 24,697 at the 2010 census,

Coronado lies on the geographic combination of an island and a tombolo connected to the mainland. The city has a total area of 32.7 square miles, of which 7.9 square miles is land mass and 24.7 square miles is water (75.72%).

Tourism is an essential component of Coronado's economy. The city is home to three major resorts (Hotel del Coronado, Coronado Island Marriott and Loews Coronado Bay Resort) as well as several other hotels and inns. In 2008, the Travel Channel rated Coronado Beach as the fifth best beach in America. Three major military installations, Naval Air Station North Island, Naval Amphibious Base, and the Silver Strand Training Complex, are located within the city. Tourism and the military account for the majority of vehicular traffic throughout the city.

The Police Department has 45 sworn officers, 23 professional and technical staff and over 30 volunteers. Yearly Police Department activity includes approximately 37,000 CAD incidents, 2,088 reports, 4,800 traffic citations and 1,130 arrests.

The City Council has made traffic enforcement and public safety a priority. Statistical collision data is used to identify locations with a significant number of collisions for an enhanced traffic enforcement posture in order to reduce collisions and injuries.

In the late 1990s, the Department began using a piecemeal computer aided dispatch and records management system (CAD/RMS) that operates independently from Automated Field Reporting, Automated Vehicle Location, and Evidence systems thereby causing inefficiencies. The system requires multiple redundant entries where all involved parties need to be manually entered multiple times per incident even though their information is generally already in the system. The extra time spent interacting with the system causes slowdowns in workload in the input process, in the reporting

process, and in the investigation process taking valuable time away from incident handling, traffic enforcement, and crime prevention. The Department has identified the need to transition to a modern enterprise system that can perform all the identified functions without the need for standalone supporting software.

ObjectivesThe City of Coronado Police Department (CoPD) seeks a fully integrated public safety information system that will enhance the Department’s data-driven crime fighting strategy. General goals and objectives expected to result from the new system include:

Elimination of multiple support standalone systems Full data sharing between modules, eliminating redundant tasks and data entry

for officers and Records personnel in the completion of incident, collision, arrest and property reports

Increased field access to crucial information Improved integration between applications and other systems Enhanced ability to retrieve information and eliminate multiple search

requirements Improve analysis tools for crime analysis and traffic collision analysis Improve abilities to disseminate crime and traffic information, including crime

maps, to the public via the Department website Improve mapping capabilities including the ability to map multiple factors (e.g.,

CAD calls, RMS and other criminal databases) for comparison The Department is seeking a single vendor to act as a Prime contractor who will

be responsible for the timeliness, quality and deliverables provided by any subcontractors under the Prime contractor’s agreement.

The selected vendor will be expected to provide all services, including licensed software, installation, training, project management, maintenance and support. Conversion of existing data from our current system, CommandPoint CAD/RMS, will be considered and pricing for the vendor’s proposed solution will also be considered and should be included in the proposal. The City reserves the right to forego data conversion or utilize a different solution, independent of this proposal.

This new fully integrated public safety system will run on a dedicated server and storage environment. Therefore, the proposed solution must include pricing and data storage/CPU/memory sizing documentation for recommended server and storage hardware, virtualization software/hardware, and/or hyperconverged system requirements. However, the City reserves the right to purchase and setup the server and storage hardware independent of any proposal.

Request for ProposalsThe City invites qualified public safety software vendors to submit responses to this Request for Proposals (RFP). The agency will use the information to purchase software that best meets the agency’s needs.

The City reserves the right to select the vendor who best meets the “overall” needs of the City of Coronado Police Department based on the following criteria:

Capability to provide the minimum-required software features and capabilities including CAD, RMS, Mobile Data Computing, Crime Analysis, Traffic Analysis, Property and Evidence Tracking, Evidence Barcoding, Personnel Management, Equipment Management, Digital document, audio, video and picture storage, Crime and Community Dashboards, report writing and mapping software solutions. Each of these features and capabilities needs should be fully integrated and offer full data sharing.

Ability of the vendor to provide an enterprise system, eliminating the need for multiple standalone or third party supporting products

Availability of tools to perform crime and traffic analysis Ability to disseminate crime and traffic information, including crime maps, to the

public via the Department website Ability of the system to store reports, report narratives, audio files, video files,

digital photographic files and scanned document files, and meet requirements as a certified document repository

Amount of vendor support that will be available for installation, project management, training, ongoing software enhancements and software support

Total costs of the system over a ten-year period, including direct and indirect costs

Ability of the vendor to act as a Prime contractor who will be responsible for the timeliness, quality and deliverables provided by any subcontractors under the Prime contractor’s agreement.

Vendor's performance record-to-date in meeting the requirements of their existing customers, including the customer installations similar in size and scope to City of Coronado Police Department

Adherence to the requested specifications and thoroughness of the proposal, as well as the overall format of the presentation

Financial stability, longevity and strength of the vendor Corporate direction (potential organizational/industry restructurings, mergers,

acquisitions, etc.) Future technology direction (major changes in architecture, database, platforms,

languages, etc.) Ability and experience of the vendor in providing California state specific

Seamless integration of the various system modules and ability to meet the interface/integration requirements noted in this RFP

Selection ProcessThe City of Coronado Police Department Selection Committee will review all proposals received by the submittal deadline and will then narrow the number of acceptable vendors down to a short list of semi-finalists based upon the best overall fit and compliance to the RFP requirements. Using subsequent interviews, demonstrations, reference checks, and site visits, the City will narrow the vendors down to a list of finalists. Sealed bids will be opened and considered for final vendor selection.

One original with a sealed bid and five unbound color copies of completed proposals must be submitted by 2:00 p.m. on September 28, 2017.

The vendor is responsible for all costs incurred in the preparation, demonstration or negotiation of this proposal. The City shall not be liable for any pre-contract costs incurred by interested vendors participating in the selection process.

The City reserves the right, at its sole discretion, to reject and return, without evaluation, any proposal received after the proposal submission time and date, whether it is delivered by mail or otherwise.

The contents of each vendor's Proposal to City of Coronado Police Department—including technical specifications for hardware and software, purchase and lease prices, and hardware and software maintenance fees—shall remain valid for a minimum of 120 calendar days from the Proposal due date.

The pricing section (section 3) shall be sealed separately from the general specifications portions of the RFP.

Acceptance of Proposals and Selection of Vendor

Proposals submitted are offers only, and the decision to accept or reject will be based on the quality, reliability, capability, reputation and expertise of the proposing vendors.

The City reserves the right to accept the Proposal that is, in its judgment, the best and most favorable to the interests of City of Coronado Police Department which may or may not be the lowest overall bid. The contract will be awarded to the vendor whose overall qualifications best meet the requirements of City of Coronado Police Department.

The City reserves the right to accept any item of any Proposal; to reject individual or all Proposals; and to waive irregularities and informalities in any Proposal submitted. The City reserves the right to terminate the selection process at any time. Proposing vendors should not rely upon, or anticipate, such waivers in submitting their Proposal.

Proposals that are not prepared in accordance with the RFP instructions may be rejected or disqualified at the City’s discretion. If not rejected, the City may request correction of any deficiency and accept the corrected Proposal upon compliance with these instructions to proposing vendors.

All Proposals must include copies of all sample contracts for hardware (if applicable), systems software, application software, hardware maintenance (if applicable) and software support. All contracts will be subject to negotiation between the City and the selected vendor.

Please note that the final contract may not include all of the applications or all of the equipment listed in this RFP.

This RFP and the selected vendor’s Proposal, including all representations, warranties and commitments contained in the Proposal and related correspondence shall be contractual obligations included in the written final contract for services, equipment and software.

The City will be awarding a contract to a single vendor for all core applications. Vendors are allowed to provide a proposal that includes subcontractors, but the City will be entering into a single agreement with one vendor acting as a Prime contractor. The Prime contractor will be responsible for the timeliness, quality and deliverables provided by any subcontractors under the Prime contractor’s agreement.

Proposal Requirements and FormattingVendors must organize their proposals in the following format:

Proposals must be 1 ½ spaced (or double-spaced) and in Arial font size of 12 or larger. Proposals typed single-spaced or in a font size smaller than 12 will not be accepted.

Proposals or proposal components will not be accepted via facsimile (fax) or email transmission.

An individual duly authorized to bind the proposer must sign one original proposal in ink and the cover/transmittal letter.

The original, signed proposal must include a sealed envelope with all pricing information as described in section 3. The original, signed proposal must be labeled with the Proposer’s name and include this wording: “Coronado Public Safety System RFP, including pricing information”.

Five (5) color copies of the proposal, labeled “Coronado Public Safety System RFP, excluding pricing information” must be included.

Include the original signed cover letter with the original proposal and a copy of the cover letter with each copy of the proposal
