DOUBLE MURDER CASE OF EAST DELHI SOLVED

The East District Police has solved a cold case of double-murder with the arrest of a criminal carrying a cash reward of Rs. 25,000/- on his head. Sunil s/o Sh. Ram Vishal, r/o Village Rahimpur, Distt. Fatehpur, U.P had been evading his arrest since the case more than an year in FIR No.343/11 dated 30.10.2011 u/s 302 IPC, PS Gandhi Nagar, Delhi.

INCIDENT

Dead bodies of two persons, viz., Anil Tiwari s/o Ganga Bishan r/o Village Puretiwari, Madre Kiloli, PO-Barua, Distt Raibareli, U.P. and Deepak Rai s/o Kapil Rai r/o V&P.O Alipurdwarkot, Distt Jalpaiguri, West Bengal,were found in their rented accommodation at 3rd Floor, 9/2323, Gali No.12, Kailash Nagar, Gandhi Nagar, Delhi on 30.10.11. The deceased were employed in a garment factory which was operational in the same building. According to the owner of the factory, the two were paid their monthly salary 3 days before they were murdered. The duo were not supposed to join work for a few days as the factory was closed due to festival season.

INVESTIGATION

Several teams were constituted to investigate the scene of crime, examine the possible witnesses and identify the possible suspects. During the course of

investigation, it was found that CCTV cameras were installed at the nearby premises No.9/2325, Gali No.12, Kailash Nagar, Gandhi Nagar which is situated in front of the above mentioned factory. Scrutiny of the CCTV footage confirmed the presence of accused Sunil and his partner in the crime, Kamta Prasad s/o Ram Dulare, r/o Village Banpurva, Distt Fatehpur (UP) near the place of occurrence. A scientific analysis projected the duo as main suspects. Accused Sunil was driver of the owner of factory, Sh.Rajesh Jain.

Armed with the preliminary findings and the suspicion, the team conducted raids at several places to trace the accused duo. The duo kept on changing their hideouts, mobiles and SIM cards to methodically evade the police. However, the police team worked relentlessly.

All identity parameters and details of Sunil s/o Sh. Ram Vishal, r/o Rahimpur, Distt. Fatehpur, U.P were obtained by a special team. Sustained investigation revealed the possibility of Sunil hiding somewhere near Surat (Gujrat). Efforts by the special team ensured the apprehension of Sunil. Sunil has confessed his involvement in the brutal double murder. The motive behind the gruesome incident was a desire to rob the cash kept in the factory premises.

Traffic official catches chain snatcher within minutes of incident Apprehension leads to recovery of snatched chain and arrest of a snatcher who is

studying for electronic media in Chennai. Traffic official Ajay Gulia, 1409/T showed remarkable courage and alertness and apprehended a

chain snatcher within minutes of chain snatching incident on 09.11.12. This led to arrest of another snatcher and recovery of the snatched chain within short time of the incident.

A lady living in Tarang Apartments, Narvana Road was waiting at Mangalam T-point bus stop at around 12.30 p.m. on 09.11.12 to pick up her daughter returning from school. While she was waiting

for her daughter to come, two criminals coming on a motorcycle snatched her chain. The motorcycle borne snatchers riding a Black Pulsar went away towards National Highway-24 under pass on way to Mayur Vihar Phase II market. While the lady was crying for help, a motorcyclist noticed the fleeing chain snatchers going towards Mayur Vihar. The motorcyclist followed the chain snatchers and when he noticed traffic official Ajay Gulia at Mayur Vihar Phase II traffic intersection, he informed about the chain snatching incident and criminals fleeing towards Mayur Vihar. Showing utmost alertness and devotion to duty and courage, Ajay Gulia understood the situation and readily agreed to joined the

chase to apprehend the chain snatchers. Ajay Gulia, riding a pillion on motorcycle chased the criminals for one and a half kilometer and coming by the side of the chain snatchers, caught hold of the pillion rider by collar near Lal Bahadur Shastri Hospital in Kalyanpuri. During the process of being caught the snatcher who was riding pillion fell down from the motorcycle and was apprehended by Constable Ajay Gulia.

Const. Ajay ascertained the facts and details about the snatcher who hads run away and local police was also informed of the incident. A quick action by local police resulted into arrest of the snatcher who fled with the motorcycle. The chain which has been snatched away was recovered at the instance of the snatchers. The pillion rider snatcher who had snatched the chain has been identified as a juvenile, living in Indira Enclave, Aman Vihar, Delhi. The juvenile is short of 18 years by two months. The other snatcher who was arrested later has been identified as Pradeep Kumar Jha, age 22 years, living in West Vinod Nagar. The motorcycle used in the incident bearing Regn. No. DL-7S AK 8358 has also been impounded by Mandawali police station officials. Police is ascertaining other involvement of the chain snatchers and their criminal records. According to preliminary information available, Pradeep Jha is pursuing B.Sc Electronic Media in a University in Chennai. Both chain snatchers are reportedly having affairs with girls in Dharbanga and Chennai for which they needed money. Further investigations are on about the incident and the criminal antecedents of the accused.

Constable Ajay Gulia, age 43 yrs., joined Delhi Police in 1992 and has been working in Traffic Police since March, 2007. He has been with Kalyanpuri traffic circle since May, 2011. . His name is being forwarded to Commissioner of Police, Delhi for cash reward and Commendation Roll.

SNATCHER ARRESTED

INTRODUCTION:Jahangir Puri Police of North West District has arrested a snatcher namely Arun

@ Monkey S/o Niranjan R/o Jhuggi no. 442 CD Park , Jahangir Puri, Delhi from the spot and solved a snatching case.

INCIDENT:On 9.11.12 at about 1.30 PM, complainant Sujay Rai resident of Narela was

running his TSR at Madhuban Chowk where 2 boys stopped his vehicle and asked to go to Jahangir Puri. When they reached near Metro Station Jahangir Puri, they further asked to go to CD Park. In the meanwhile, one of them left out from the auto. When they reached near CD Park, the other associate left out from the auto and told that he has a note of Rs. 500/- and not having change. When the auto driver picked out money and mobile phone from his pocket, then the accused snatched his mobile and ran away from the spot. Immediately, the auto driver made PCR call from the STD booth. Thereafter, PCR van and QRT staff reached the spot. On taking briefing from the auto driver and keeping with them, the QRT staff signaled to stop one suspicious looking youth near old MCD toilet at the instance of auto driver. The alleged youth started running and then QRT staff (HC Devender and Ct. Anuj) apprehended him from CD Park after a hot chase. He came out to be Arun @ Monkey S/o Niranjan R/o Jhuggi No. 442 CD Park , Jahangir Puri, Delhi. On personal search, the snatched Nokia mobile phone was recovered from his possession. Accordingly, a case vide FIR No. 289/12 u/s 356/379/411 IPC PS Jahangir Puri was registered and Arun @ Monkey was duly arrested. INTERROGATION:During interrogation, the accused person has confessed his guilt. He has been previously found involved in two cases in the year 2008 in PS Jahangir Puri.

SENSATIONAL BLIND MURDER CASE OF A MINOR BY A JUVENILE WORKED OUT WITHIN 24 HOURS.

INTRODUCTION:- With the apprehension of a JCL, Mahendra Park Police has worked out a sensational blind murder case

with in 24 hours, occurred at A-46, Ramgarh, Jahangir Puri in which a boy namely Salman s/o Mohd. Salim r/o I-

1458, Jahangir Puri, Delhi (aged 14 years) was beaten up and strangulated to death by a JCL and his male adult

associate on the intervening night 7/8.11.12.

INCIDENT:-

On 8.11.12, a PCR call vide DD No. 14 A at 10.30 AM was received in this P.S. Mahendera Park regarding

a boy aged about 15-16 years is lying dead at Ramgarh Colony electricity house near big apple shop, which was

marked to SI Anoop Yadav. IO/SI along with Ct Sukhbir reached at the spot and found that a boy lying dead

without clothes in bushes of the plot No. A-46, Ramgarh, Delhi. In the meantime, SHO Mahendra Park along with

staff reached at the spot. On the inspection of dead body, blue prints of injury were found at chest and neck.

One Naim resident of Jahangir Puri identified the dead body as Salman s/o Mohd. Salim r/o I-1458, Jahangir

Puri, Delhi. Accordingly, a case vide FIR No. 313/12dated 8.11.12 u/s 302 IPC PS Mahendra Park was registered

and investigation was taken up.

INVESTIGATION:-

During the course of investigation, it was raveled that deceased was playing videogame at I-Block,

Jahangir Puri, Delhi along with his younger brother at about 10.00 PM on 7.11.12 where the accused JCL and his

male adult friend were also present and they made a plan to take away Salman for satisfying their illicit lust.

After that the JCL and his adult friend took away the deceased and same were seen by the younger brother of

the deceased and shopkeeper. The identity of accused JCL was established who along with his male friend had

taken Salman away from the videogame shop. Acting on a tip-off, a raid was conducted at the house of JCL and

he was apprehended on 9.11.12. At the instance of apprehended JCL, one half brick piece allegedly used in the

crime has been recovered.

Further investigation is on to arrest the absconding adult associate of the JCL.

COMPREHENSIVE HEALTH CHECK UP CAMP ORGANISED IN CENTRAL DISTRICT FOR POLICE PERSONNEL AND THEIR FAMILY MEMBERS

The pressures of law enforcement may put police personnel at risk for high blood pressure, insomnia, increased levels of destructive stress hormones, heart problems, post-traumatic stress disorder etc. Many a times, medical intervention becomes necessary to help police personnel to deal with their difficult and stressful occupation. However, early diagnosis and careful management are important for prevention of all these diseases that may occur due to work related stress in police working.

In view of the above, the Central District police organized a free health check up camp on 10/11/2012 in association with the doctors of “Medanta The Medicity” Hospital for Delhi Police Personnel and their family members. The camp was inaugurated by Sh. D.C. Srivastva, Addl. CP/ Central District at police station Kamla Market. Medanta Hospital had sent a team of physicians, cardiologists and supporting nursing staff for the camp. The camp screened the officials for heart

ailments, diabetes, stress related diseases, hypertension etc. Mammography test of women police officers for breast cancer was also got done. A total of 130 police officials and their family members attended the free medical check up camp on 10-11-2012.

Apart from screening for the ailments / diseases, the police personnel and their family members were also counselled about ways to have a stress free life under the present condition. They were also provided with free literature / pamphlet in this regard. Counselling with regards to healthy eating habits and balanced diet was also provided to the attendees.

A total of 130 officials and family members had a free medical check up at the camp, which was aimed as a welfare measure to provide free check up for the police officials, who normally over look this aspect due to their busy work schedule. The team of doctors of Medanta Hospital led by Dr. K.P. Singh conducted check up.

More such specialized free health check up camp are being planned in near future to cover remaining police personnel and their family members also as a welfare measure.

Proof, Sale deed documents in the name of fake customer. He managed to secure housing loans for them from Federal Bank, Paschim Vihar through unfair & fraudulent means. The accused Vijay connived with other person caused wrongful loss to Federal Bank of Rs. 2 crore approx. Satish Yadav ACP/Punjabi Bagh comprising of Inspr. Anil Kumnar Chauhan SHO/Paschim Vihar, Inspr. Atma Singh Inspr/Investigation Paschim Vihar, SI Sumit No. D-5058, HC Narender No. 300/W, Ct. Sandeep No. 1971/W and Ct. Vikas No. 1720/W was constituted to analyse the modus operandi. During Scrutiny of case files it is found that Vijay Kumar & other persons prepared and used fake documents like I.D Proof, Sale deed documents in the name of fake customer. They managed to secure housing loans for them from Federal Bank Paschim Vihar through unfair & fraudulent means. All the loans were sanctioned during the period of 2008-09 and the manager of the Federal Bank was Sh. P.P. Thomas. In the year 2010 Federal Bank scrutinized their records and found that the accused Vijay connived with other person caused wrongful loss to Federal Bank of more than Rs. 2 crore approx. During scrutiny of records 12 cases of cheating & forgery were detected and accordingly 12 cases were registered during 2010-11 in Police Station Paschim Vihar. On 08.11.2012 secret information was received that a person who had created fake ID/ documents will came at Pitampura Metro Station. At 4.30 PM after tip off from secret informer accused Vijay was apprehended and accused confessed his involvement in about 7 cases.

INTERROGATION AND MODUS OPERANDI

During sustained interrogation it is also revealed that the accused Vijay Kumar & other persons prepared & used fake documents like I.D Proof, Sale deed documents in the name of fake customer. They managed to secure housing loans for them from Federal Bank, Paschim Vihar through unfair & fraudulent means. All the loans were sanctioned during the period of 2008-09 and the manager of the Federal Bank was Sh. P.P. Thomas. During interrogation it is also revealed that Vijay along with other persons always choose the newly opened branch of the bank as the manager has the pressure to achieve the target assigned by the bank reading number of customers etc. The share of accused Vijay was 10% besides expenditure on documents. The fake IDs/Pan Cards/Documents got recovered by him seized through memo. Further investigation is on. More arrests are likely.

INCIDENT

On 09/11/2012, one Kamal Mohan S/o Sh. Jeewan Lal R/o B-338, IIIrd Floor, Hari Nagar, New Delhi reported that he had recently installed a new water motor pump set at the top of his house, costing around Rs. 11000. In the morning when he switched on his motor, he was shocked to notice that the same has been stolen by some unknown persons. He reported the matter to the police. A Case Vide FIR No.418/12 Dt.09.11.2012 u/s 379 IPC PS Hari Nagar was registered. SHO Hari Nagar Sh. Jagjit Singh constituted a team of SI Ugesh Kumar, I/C PP Hari Nagar, HC Bhagwan Shai No.201/W and Ct. Manohar Lal No.3039/W to look into the matter and investigate the matter. During the course of investigation police team observed that the pump set was installed on the roof of the house of the complainant. It cannot be seen by any outsider. On questioning, complainant stated that the pump set was recently installed by their old plumbers Hari Nandan and Paras Rajbhar. They did not suspect them as both were known to them for last so many years. The police team then made local enquiry, which revealed that both of them were seen in the locality on 08.11.2012. Search for them was made. They were traced and interrogated. Initially they refused their involvement in the crime, but when the police team interrogated them at length they accepted their guilt. On their instance Stolen Motor Pump set was recovered from the jhuggi of Hari Nandan. Police is investigating their role in other such cases.

Special Operation Squad, Crime Branch, Delhi, has apprehended one person namely Kapil

Tyagi s/o Sh. Basant Kumar Tyagi r/o WZ-258-B/15 Sahid Chandra Marg, Uttam Nagar, Delhi Age:

33yrs who was involved in illegal & unauthorised of Fire Crackers (Explosive).

INCIDENT

On 09/11/2012, on the routine checking, a team of SOS reached in the area of Uttam Nagar and

on receipt of an information about illegal/unauthorized storage of huge quantity of Fire Crackers are

being stocked by KapilTyagi who was also involved in such offences, in the past. Accordingly a team

was prepared and as per secret information, said premises Plot No. 646, Hastsal Village, New Delhi

was raided where from a huge quantity of stock of fire crackers was recovered. On asking accused

failed to show any license in this regard. All the recovered Fire Crackers was taken into police

possession as per seizure memo. On weighting, it was found to be 2725 Kg. Neither any fire fighting

equipment was found in the premises nor was there any arrangement to prevent any disaster. The

godown was situated in the densely populated area of Hastsal Village, Uttam Nagar. If any untoward

incident would have occurred, there was no arrangement to control the situation.

A team led by Insp. Ashok Kumar, SI Deveender Kumar, HCDevi Dayal, HC Ravinder Pal, HC

Virender Singh, HC Surender, Const’s.Raj Kumar, Ashok, Rajesh &Dinesh under over all supervision

information on unauthorized stockings of Fire Crackers and to initiate Legal action accordingly.

ARREST

During this painstaking exercise, team members arrested accused person namely KapilTyagi

s/o Sh. Basant Kumar Tyagi r/o WZ-258-B/15 Sahid Chandra Marg, Uttam Nagar, Delhi Age: 33yrs

following huge recovery of illegally/unauthorizedly kept stock of the Fire Crackers weighting 2725 Kgs.

Janak Puri, Delhi. He has worked with Taj Man Singh group of hotels since 2000 to 2006 as a senior

steward. He was married in 2005. In the year 2006 the subject left the job and started his own shop at

WZ-15 A, Hanuman Mkt. Hastsal Road, Uttam Nagar, Delhi. His father left the army job during

Emergency around 1975. His younger brother namely Kamal is helping him to run their Stationary

Shop. Accused Kapil Tyagi is also doing the job of the seasonal hawker during Rakhi, Independence

Day (Kites), Deepawali etc.

Accused Kapil Tyagi was earlier arrested in case FIR No. 274 Dt. 16/10/2011 U/S 286 IPC r/w

9 B(b) Explosive Act, P.S.Crime Branch, Delhi.

To earn more profit and to encash the Deepawali occasion the subject bought a huge quantity

of Fire Crackers but was again apprehended by the Crime Branch.

INCIDENT

A BIM(UNANI) doctor who owns his clinic at A-43, Giri Marg Mandawali, Delhi-92 was threatened and extorted by Media persons. They made a video film of his clinic wherein Doctor was shown to attending patient and prescribing Allopathic medicine and demanded Rs. 5 lac from him. On 09/11/12 at about 9.45 pm media persons were called at Jeevan Anmol Hospital, Mayur Vihar Phase-I, Delhi to take delivery of Rs. 1.5 lac in lieu of pen drive of Video Film made by them. One of them was caught red handed and others were arrested at his instance. A case FIR No. 530/12 dated 10/11/12 U/S 384/506/120B IPC has been registered regarding this incident and investigation taken up.

INVESTIGATION

On 09/11/12, Dr. Mahesh Kumar S/o Ramditta Mal R/o S-197, School Block, Shakarpur, Delhi-92 made a complaint regarding threats being extended to him on his mobile and an attempt to extort him by some Media Persons for more than a month. They were demanding Rs. 5 lac from him. A trap was laid when the alleged persons agreed to accept a delivery of Rs.1.5 lac from the complainant and return the pen drive containing the clip, at Jeevan Anmol Hospital, Mayur Vihar Phase-I, Delhi. The team was able to apprehend one Saurabh Tripathi S/o Rakesh Tripathi who reached the said place on his motor cycle No. DL-3S-BS-3905 (make Yamaha). The other co-accused namely Sachin Mishra S/o Sh. Satish Chand Mishra and Himanshu Tiwari S/o Sh. Mahender Kumar Tiwari were arrested later at his instance. Accused Himanshu Tiwari was also identified by the complainant as he had visited the clinic of complainant previously to extort money from him on the basis of video film.

During the course of interrogation, accused persons revealed that they made a criminal conspiracy to extort Rs. 5 Lacs from the complainant by making video film of his clinic. On 09/10/12, he met the complainant at his clinic and demanded Rs. 5 lac from him in lieu of video film. After that they started threatening the complainant from different mobile numbers and demanded Rs. 5 lac from him. On 09/11/12, they came at Jeevan Anmol Hospital, Mayur Vihar Phase-I, Delhi to take delivery of Rs. 1.5 lac from the complainant. It had been planned that Saurabh Tripathi will take the delivery of same and hand over pen drive containing video film of clinic to the complainant and other two i.e. Sachin Mishra and Himanshu Tiwari will keep a close watch.

Sultanpur, U.P. He is unmarried. After graduation he did a course of Computer hardware and networking from Jetking, South Extension, New Delhi. He is working as a System Administrator in INDIA TV News Channel for last one year.

All three accused persons have been sent to Judicial custody and investigation is on.

Whereas a large number of private courier services operate in and around the capital to facilitate sending

of goods through courier across the country. 1. And whereas it has been noticed that the private courier

services generally book goods or items to be transferred on the face value of the courier sender without

bothering to verify his or her address thereby paying the way for unscrupulous persons using the courier

services for illegal activities

2. And whereas, instances have come to notice where criminals have used courier services to sent incriminatory

items, contraband and even dead bodies in the guise of courier.

3. And whereas, it has also observed that the record of courier sender are not kept by the courier services or

agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to

identify the culprits behind such crimes.

4. And whereas, it is thus rendered imperative to put regulatory check on the private courier service who deal in

booking and sending goods from one place to another so that the anti social elements may not be able to use

them to sent incriminatory things through them and it is felt that immediate action is necessary in this regard.

5. Now, therefore, I Ram Kumar, Assistant Commissioner of Police, Sub-Division Kamla Market, Central

District, New Delhi in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C., 1973 (No.2

a. Maintain a register of courier senders and detail of goods to be sent through courier.b. Keep copies of identification documents like Election Card, Ration Card, PAN Card, Driving License etc. of

the courier sender for access by the police as and when required.c. Cross check from the concerned company or office if its representative or employee approaches for

getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

d. Generally satisfy one self about the goods before accepting the packet/parcel for courier.e. Install CCTV with sufficient number of cameras and recording system with play back facility, to cover

booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

f. The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.g. The private courier service or agent shall cause to copy the CCTV courage on a CD and hand over to the

police whenever demanded.h. Inform the nearby police station if the courier sender to the goods is found suspicious. The order shall come into force with effect from 09.11.12 and shall remain in force for a period of 23 days i.e. up to 01.12.12 (both days inclusive) unless withdrawn earlier.

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 (Part –I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section -50 of the Motor Vehicles Act 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such Second Hand Vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. Now , therefore, in exercise of the powers conferred upon me by virtue of Sec 144 Cr.P.C., 1973 ( No-2 of 1974) read with Govt. of India , Ministry of Home Affairs, New Delhi’s Notification No U-11036 /(i) UTL Dt 09.09.2010, I, Ram Kumar, ACP Sub-Division Kamla Market do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of Second Hand Vehicles including Motor Cycles, Scooters, and Cars in the jurisdiction of Sub Division Kamla Market, Delhi shall :-(a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

(c) Affix photographs of the seller and purchaser on the register.
