The titles of Miss Butler County and Miss Moraine State, are open to all contestants eligible for Miss Pennsylvania. Contestants must reside, attend school in or work full time in Pennsylvania to be eligible to compete.

In order to compete in our Miss Pennsylvania local contests, you must meet the following:

Age Eligibility Requirements Update

The Miss America Organization's contestant age eligibility requirements are based on a calendar year, not a competition/pageant cycle. In order to be eligible to compete in a local or state competition, a contestant cannot be older than twenty-five (25) years of age on December 31st the year she could be chosen to represent her state in the National Finals.

In order to meet age eligibility requirements to compete in local competitions for the 2020 State Competition, a contestant must be at least 18 years of age by July 31, 2020 and her birth year can be no earlier than 1995.

2.2 Age. I am currently ______ years of age. I was born on _______________, _____. I understand that, in order to be eligible to compete, I:

(1) Must be at least eighteen (18) years of age as of July 31st in the calendar year of the State Competition in which I compete; 

(2) Must be at least a high school graduate or equivalent by July 31st in the calendar year of the State Competition in which I compete; and

(3)Must not be older than twenty-five (25) years of age as of the last day in the calendar year of the State Competition in which I compete (December 31st) I will be _____ years of age on December 31, 2020 and confirm that I will not be older than the twenty-five (25) year age requirement.

A copy of my birth certificate and a copy of my driver’s license or a government issued identification card are included with Attachment A, the Supplemental Fact Sheet. For the avoidance of doubt, I cannot turn twenty-six (26) years of age at any time during the calendar year (through December 31st) in which I will compete at state or national.

For the avoidance of doubt, 13 to 17 year old high-school graduates, as well as 18 year old non-graduates as of July 31st , must compete at MAOTeen level. 2020 STATE & LOCAL CONTRACTS (for candidates competing in the 2020 State Comp.

RESIDENCY/WORK/SCHOOL REQUIREMENTSContestant must satisfy at least ONE of the following requirements…

1. Contestant must prove she is a Pennsylvania resident for the three (3) month period preceding the local pageant date.

2. Contestant must prove she is a full-time employee in Pennsylvania for the six (6) month period preceding the local pageant date.

3. Contestant must prove she has successfully completed at least one semester as a full-time (at least 12 credit hours) student and be presently enrolled and attending classes on a full-time basis at an accredited college or university in Pennsylvania. Also no more than six (6) months may have elapsed between the completion of last full-time semester attended and the beginning of the next full-time semester to be attended at a college or university in the Pennsylvania.

As a Miss Pennsylvania Preliminary Contest, we are required to have at least four contestants to award one title and a total of eight contestants to award all titles. Our titles lead directly to the Miss Pennsylvania competition which will be held during the week of June 7- 13, 2020 in York, Pennsylvania at the Pullo Center. Our representatives must be in attendance for Miss Pennsylvania Orientation which will be held on Saturday April 18, 2019. In addition, our representatives must attend all Miss Pennsylvania Contest Week Events starting with contestant arrival on June 7, 2019 and concluding with the Miss Pennsylvania Contest Final Competition on Saturday June 13, 2019.

Currently, scoring throughout the competition will be as follows:

Personal Interview – 25%On-Stage Interview – 15%

Talent – 40%Evening Wear/ Social Impact – 20%

Please note this has potential to change based on guidance from the Miss America Organization. As changes are announced, our contestants will be notified and we will

communicate changes as soon as we are in the know. Please be patient during this transition time of our national organization.

Prizes and AwardsAll winners will advance to Miss Pennsylvania competition. In addition, winners will receive a Miss America local crown and sash. There will be other scholarships and prizes awarded for runners-up and our winners.

What will you need in order to be prepared at the pageant?

Competition Wardrobe1. Appropriate Outfit for the Private Interview2. Cocktail Dress for the Opening Number and On-Stage Question Competition3. Talent Costume4. Evening Gown for Evening Wear Competition5. Corresponding items for all areas of competition including shoes, jewelry, hair

accessories and any applicable props for your talent

Additional Materials 1. Two copies of your music CD (if any). Be sure to test them on a variety of devices to be

sure they will work on our sound system the day of the pageant. Also, please note, that no one else is allowed on stage or in the wings to provide live musical accompaniment for you during your performance. You must accompany yourself or use the CD.

2. Make-up, hair products, etc.3. Some contestants bring full length and make-up mirrors as well as racks for hanging

clothing. 4. A copy of the standard Miss America Local Contract filled in as completely as possible,

but not signed. You will receive a copy of the contract prior to the pageant along with

an explanation of how it will be enforced by the Miss Butler County Scholarship Organization, along with the Miss Butler County Scholarship Organization Addendum (included on Pages 15-16). During pageant weekend we will have a notary present to review the contract with you and notarize your signature. If you are under the age of 18, a parent/guardian will need to also sign your contract.

The Interview ProcessThe private interview will take place on November 10, 2019 during the morning/afternoon prior to the start of the on-stage competition. Interview location TBD and will be announced as we get closer to the pageant date. The judges are seated and the contestant is at a podium in front of the judges. The judges’ chairperson will introduce you and the questions begin immediately. (Do not go to the judges table to shake hands with the judges.) For Miss Contestants the interview length is 10 minutes. The first 9 and ½ minutes are spent on questions and answers. At the 9 and ½ minutes mark, one of the judges will tell you that the formal part of your interview has been completed and asked if you wish to add anything at that time. If you chose to do so you have ½ minute to speak. It is your decision whether to end the interview at that point or to add something. Your decision does not influence your scoring, but if you chose to add something it does a play a part in your scoring. Please remember that no visual aids, paperwork or props may be brought into the interview.

Children’s Miracle Network Hospitals Fundraising RequirementsAll contestants are required to establish a registration page for CMNH fundraising at:www.missamerica4kids.org. To do so, go to the webpage and follow the directions on the page. Contestants must raise $100 for CMNH for each local pageant in which they participate, up to a maximum of 5 pageants. If a contestant raises $500 or more, she may continue to compete in local pageants without any additional fund raising requirement. Our winners will also be required to raise $250 for the Children’s Miracle Network in order to participate in the Miss Pennsylvania Contest. Should you be named Miss Pennsylvania, an additional $500 is required for your participation in Miss America. The Miss America Organization partners with Children’s Miracle Network in this fundraising effort. If you have any questions, please don’t hesitate to contact us.

How to enter the pageant?Please submit your 2020 Resume, Social Impact Statement for the judges, Talent Registration Form, and Program Book Information Form, with a copy of your birth certificate, proof of residency (state ID card, school ID or another document which confirms your eligibility), and two color headshot photos for our Program Book and Newspaper Publicity.

TicketsTickets for the 2020 Miss Butler County Scholarship Contest will be $25. The $25 ticket includes BOTH your dinner and admittance to the pageant! Dinner will begin at 5:00 PM and the Contest will promptly begin at 6:00 PM. Please include completed Ticket Form (See page 14 for Ticket Order Form) with your entry materials. Important DatesOctober 30, 2019: Entry Deadline and all Paperwork is due (including any Program Book Ads which are outlined in detail at the end of the packet). Paperwork may be handwritten with the exception of your Fact Sheet and Platform Essay, which must be typewritten!

November 4, 2019: Children’s Miracle Network Fundraising must be completed on www.missamerica4kids.org. If your fundraising is not received, you will be ineligible to compete, as all contestants must raise the minimum service donation for CMN.

NOVEMBER 10, 2019: CONTEST DAY – DRESS REHEARSAL – will be held at the Vagabond’s Banquet Center and will start promptly at 8:30AM. ALL CONTESTANTS MUST ATTEND! During rehearsal, all competition wardrobe will be approved and once selections are confirmed, no changes may be made. At this time, we will begin to learn the Opening Number and other competition staging for all phases of competition. Following this rehearsal, there will be a short break before we begin Talent Rehearsal. For talent walkthroughs, we will assign 10 minute time slots, per contestant. Contestants must perform in full costume with any applicable props during rehearsal. At 4:30 PM, we will break prior to the start of the dinner portion of the event. Please note proposed schedule is subject to change, based on the number of contestant entries. Information pertaining to interviews will be announced as we get closer to the pageant (i.e. location and timing).

Local Candidate Resume Instructions (Page 1)

This is your opportunity to demonstrate to the judges why they should consider you for the job.  You may list as many or as few items under each category as you desire. Your only restriction is that it must follow the established layout format and it must fit on two (2) pages. The judges will receive exactly what is submitted which is the resume combined with the Social Impact Statement.

1. Use the layout form on page 2 to fill in information with the headers formatted like the same on page 3. Formatting setting should remain: 1” margins on all four sides. Font: Times New Roman, between 10 and 12 point type. Standard headers listed below should remain bolded, text following should be plain text.

2. Name: Your name as you wish the judges to know it. For example: If your full name is LaCriciaDeborah Smith and you want to be known as “Deborah Smith,” type “Deborah Smith.”

3. Title: Local title(s) competing for.4. Hometown: Your hometown including the city and the state.5. Date of Birth: Your month, day, and year of your birth. (Ex: October 10, 1994)6. Education: List your most recent school first. If it is grad school, indicate it as such. List degree

seeking (all on the same line as the name of the school), on the next line, list your undergraduate school and degree sought/achieved, and below that your high school.

7. Social Impact Statement: Make sure it matches the title on your Social Impact Page.8. Scholastic/Career Ambition: List the type of degree/education you would ultimately like to achieve and

beneath that, list your career ambition. “Staying Alive:, etc.)9. List information in paragraph form for the following headers as shown in the sample: Scholastic

Honors; Leadership Roles; Accomplishments; Interesting Facts; Employment:10. Provide a short answer for each of the essay questions. Use your best judgment on what is most

important to the judges to know about you.11. The entire form (Resume as Page 1, Social Impact Statement as Page 2) must fit on two (2) pages

using the Times New Roman font style/size listed above. One Side Only.

The Resume and Social Impact Statement will be given to the judges. You will notice there is a REQUIRED SIGNATURE LINE at the bottom of the Social Impact Statement. Your signature covers the materials listed ON BOTH PAGES. Your signature verifies that everything on the forms you submit is true and accurate. If it is proven that any information on these forms are not true, correct and factual, you risk disqualification from competing.

Local Candidate Social Impact Statement InstructionsYour Social Impact Initiative (formerly the Platform) will be your initiative on which you will work, alongside your local organization, during your Year of Service. This submission allows you to explain to the judges your subject matter choice, how you choose to advocate for it during your year and the metrics for success at the close of your Year of Service. In addition, it should explain how your advocacy will further the Miss Pennsylvania Scholarship Foundation mission.

1. Use any word processing program.

2. Start a “new” document and follow instructions 3-6 or use the second page of this document and skip to step 7.

3. Set margins for 1" on all four sides. The font style may not be any smaller than “10” and no larger than “12” point type using the Times New Roman font style.

4. With the justification set for left, type “Name:” in bold. Following the colon (:), hit the space bar twice. Then, type your name.

5. Move to the next line and type “Title:” in bold. Following the colon (:), hit the space bar twice. Then, type your Local title(s) competing for. Remember to change the title(s) each time you compete in a local competition. Don't embed the local title into the body of your platform.

6. On the next line, set your justification to “center”. Then type in bold and underline the title of your social impact.

7. On the next line after the Social Impact Title, write what you feel is critical for the judge’s to know about your social impact and why it is necessary for you to have the job of Miss Local to promote this issue. What you write will be what the judges know about your social impact, your role in successfully dealing with this issue, and the role the Miss Local Organization may play in your plan.

8. This essay may include some of the following items (this is not to be meant as an exhaustive list):1. A clear definition of the social impact and the specific issues you wish to address2. A plan on how you have or will create awareness of the social impact3. The way in which you have or will change attitudes regarding the issue4. The way in which you have or will change behaviors related to this issue5. The way in which your social impact issue will move the Miss Local Organization forward6. Your media plans7. Your marketing strategy8. How you propose to fund your ideas/plans9. Any significant accomplishments you have made in regard to your issue10. Social Impact statement is to be on ONE PAGE ONLY!

9. At the bottom of the page, set the justification to the right. Type a line of 26 spaces. Below that line, type Signature/Date.

10. Sign and date the Social Impact page. You can do this by printing to pdf and using the annotation feature to create a signature. Alternatively, print the document, sign/date it, then scan the signed copy.

11. Turn the signed Social Impact page into the competition along with your resume.

It is important that these instructions are followed and that you proofread the content before turning your paperwork in. Your paperwork is given to the judges and forms an impression of you before they meet you.

Miss Butler County Scholarship ContestLocal Contract Addendum

As a participant in the Miss Butler County Scholarship Contestants, you must abide by the following rules and regulations:

Contestants

1. All contestants must be of good moral character. This includes behavior that is free from foul language and does not engage in any activity that is deemed as inappropriate by the Miss Butler County Scholarship Organization.

2. No cell phones will be permitted during rehearsals, the contest, or any other time throughout the contest (including rehearsals). Any cell phone that is used by a contestant, without approved permission, will be confiscated and returned at the conclusion of the contest. In the case that a contestant feels the need to use a cell phone, they may inquire to a Miss Butler County Scholarship Contest Committee Member concerning their situation and permission may be granted.

3. Contestants must follow all directions from the Contest Choreographer, Directors, Stage Crew and Staff, and the Miss Butler County Scholarship Contest Board Members and Volunteer Staff with respect and courtesy. Please apply the “Golden Rule” and utilize a positive attitude throughout the contest weekend.

4. All Contestants will be permitted ONE dressing room assistant back stage in order to help them during the contest. Badges for dressing room assistants will be provided at Dress Rehearsal and only dressing room assistants with badges will be permitted back stage.

5. You must meet your fundraising requirements as set forth by the Miss America Organization for the Children’s Miracle Network in order to compete in the Miss Butler County Scholarship Contest. This includes the registration of your personal page and fundraising the minimum requirement of $100.

Parents

1. Parents and other family members of contestants must help us to set a positive example for all of the contestants in the pageant. Please be respectful of all contestants and refrain from negative conversations concerning other contestants or anyone affiliated with the Miss Butler County Scholarship Contest. This includes the Contest Choreographer, Directors, Stage Crew and Staff, and the Miss Butler County Scholarship Contest Board Members and Volunteer Staff. Please demonstrate kind and courteous behavior throughout the pageant weekend.

2. Any parent that oversteps the boundaries of good judgement and demonstrates inappropriate behavior as determined by the Miss Butler County Scholarship Organization will jeopardize their child’s participation in the pageant and may result in the contestant being disqualified.

Titleholders (Contest Winners – Miss Butler County and Miss Moraine State)

1. Miss Butler County Scholarship Contest Titleholders must cooperate with the Miss Butler County Scholarship Organization Directors and Board of Directors and follow instruction(s). This includes attending scheduled appearances and events. All appearances must be approved by the Miss Butler County Scholarship Contest Directors.

2. Titleholders must attend all events for the Miss Pennsylvania Contest, including Contest Orientation which will be held on April 18, 2020, at Heritage Hills Golf Resort in York, PA. The 2020 Miss Pennsylvania Contest is scheduled to be held Sunday, June 7, 2020 through Saturday, June 13, 2020.

3. All preparations for the state competition must be approved by the Miss Butler Scholarship Organization Local Directors, including your wardrobe. This includes any external help or guidance sought out by the contestants for preparations (fitness, talent, interview, etc.).

4. In the case you must resign from and or/ relinquish your title, you must forfeit your sash, crown, and any other awarded prizes and scholarships, as a result of not fulfilling your responsibilities as our Local Titleholder.

5. You must perform at the 2021 Miss Butler County Scholarship Contest in order to “give up” your crown. As such, until you pass on your title, you must be granted permission to compete in any other contest by the Miss Butler County Scholarship Contest Directors. If a titleholder competes in any other pageant without permission from the Directors, she will automatically forfeit their title in accordance with the Miss Pennsylvania Scholarship Pageant State Contestant Contract.

In the case that any contestant and/or parent, (and/or Local Titleholder) breaks one of these rules, the Miss Butler County Scholarship Organization reserves the right to expel the contestant or associated contestant from the competition (or relinquish title). This also includes any additional rules that are announced during pageant weekend and all restrictions as stated in the Local Contestant Contract (and State Contestant Contract, as applicable).
